1 Marion County Board of Health Meeting Minutes December 16, :00 P.M. Board Members Present: Richard Haney, Tom Turner, Dr. Stan Morrison, Dr. Creighton Engel, Michael Morton, and Keith Kessler. Others Present: Lori Ryan, Administrator; Melissa Mallow, Environmental Health Director; Shelley Yoder, Director of Clinical Services; Dena Kemp, Director of Family Services; Cathy Hays, Administrative Secretary. I. CALL TO ORDER The Marion County Board of Health met on December 16, 2014 at the Marion County Health Department, Salem office. Keith Kessler called the meeting to order at 7:00 p.m. II. QUORUM A quorum of six board members were present. III. MINUTES Richard Haney made a motion to accept the September Quarterly Board of Health meeting minutes as presented; Dr. Stan Morrison seconded the motion. All were in favor; none opposed. The minutes were approved. IV. FINCANCIAL REPORT Keith Kessler called for a review of the financial report. Lori Ryan reported the cash flow balance at the end of the 4 th Quarter is $797, Building Fund is $7, Grand total $804, The revenue for the end of the 4th Quarter is $1,228,303.45, or 96.7% of the budget. Expenditures for the end of the 4th Quarter is $1,239,508.76, or 97.58% of the budget. Summary for FY 14, Expenditures over revenue was -11, Accounts Receivable are $239, On December 11 th, $45, was received and deposited. Tom Turner made a motion to accept the financial report; Dr. Creigton Engel seconded the motion. All were in favor; none opposed. The financial report was approved. Page 1 of 6

2 VI. OLD BUSINESS None to report. VII. NEW BUSINESS a. Activities: 1. Environmental Health: Melissa Mallow, Director of Environmental Health Ms. Mallow reported she will be attending monthly Farmer s Market meetings per the Farmer s Market representatives request. Ms. Mallow will offer guidance in helping the Farmer s Market comply with new 2015 IDPH rules. In November Ms. Mallow had two site visits to the Friendship House in Centralia. Friendship House is the new homeless shelter that is trying to open. Mallow gave information to the facility on what would need to be accomplished in order to comply with the IDPH s Food Service Sanitation Code. This facility will fall under the Marion County Health Department s jurisdiction to permit and inspect. Melissa Mallow gave a presentation at the U of I Extension office to homeowners about private water well guidelines and testing procedures on December 4 th, Ms. Mallow has spoken with Parker Timmons who is the owner of Southern Illinois Ag Solutions in Centralia. Mr. Timmons plan is to have his lab state certified in January 2015 and in February offer potable water well testing to the public. Timmons lab fees will be comparable to IDPH s lab fees. Ms. Mallow would like to use Southern Illinois Ag Solutions once it becomes a certified lab in order to save the health department money. Instead of shipping water samples overnight to the IDPH lab in Springfield, Mallow would deliver samples to the facility. Dan Tahtinen has been hired as the health departments new Health Inspector. Dan has past experience in inspecting kitchens, drilled water wells, and private sewage systems. Mr. Tahtinen started the health department on December 1, Page 2 of 6

3 2. Nursing: a. Shelley Yoder, Director of Clinical Services STD Testing Information: For the 4th Quarter the health department had 7 HIV tests, 26 GC/ Chlamydia tests, and 9 syphilis tests with 4 positive Chlamydia results. 2 clients were started on Hepatitis A vaccine. 5 clients completed their hepatitis A vaccination series and 1 client completed their hepatitis B series free of charge for using STD testing services. Lead Poisoning Prevention: 157 lead tests were completed. 9 children are currently being followed for lead poisoning case management services. 1 case was closed due to closure criteria met and 4 lead nursing home visits were conducted this quarter. Communicable Diseases: 78 communicable disease reports were investigated. Out of those reports 71 met the criteria to be counted as either a suspect, probable or confirmed case Flu Clinics: 26 off-site flu clinics are scheduled this season. A total of 385 flu shots were administered off-site this season. Approximately 1,140 quadrivalent and 228 high dose influenza vaccines have been administered through December 9 th. This year the health department added 2 new walk-in pediatric flu clinics. Between both offices, approximately 28 children participated. November 18 th the health department held a flu clinic for Hoyleton Youth and Family services by request. 31 children were vaccinated. TB Monitoring: 4 clients were reported to the health department this quarter due to a positive TB test result or + AFB culture. All clients were screened to r/u potential TB. No active cases of TB disease were reported. No client s elected to start treatment for Latent TB infection. Ms. Yoder received one immigrant report from IDPH to contact and rescreen. The individual traveled to Marion County from Kenya Africa with an abnormal chest x-ray. Yoder made contact with the person and a TB test was administered, chest x-ray completed and sputums were completed; the investigation is currently in progress. Page 3 of 6

4 Lab Services: This quarter 181 clients had labs drawn through the health department and 54 clients had labs drawn through our Quest Lab Card agreement. This generated $4,268 in revenue. Off-site Presentations: On November 24 th, Ms. Yoder was asked to give a STD presentation to the Salem High School adult living class. 27 students attended. Immunization Clinics: This quarter 24 immunization clinics were held. During those clinics 150 adult vaccines were administered and 758 pediatric vaccines were administered. A total of 242 adult clients and 564 pediatric clients were served through those clinics. Ms. Yoder has initiated the re-registration process for the Vaccine for Childrens or VFC Program for the year Dr. Franczyk has signed off for the enrollment at both our office locations. Standing Orders Yoder has currently completed all 2015 Standing Orders for all the family and clinical services that are offered at the health department and have been forwarded to Dr. Franczyk and Dr. Aziz Rahman for signatures. Ms. Yoder thanks both doctors for signing our orders as we cannot provide any of our services without them. Staff Changes Pamela Farmer was hired to fill the front desk position at the Centralia office to replace Emily Emery who resigned. Pamela s first day was Jamie Strader LPN was hired to fill the Public Health Nurse position. She is replacing Melinda Williams RN, who is retiring at the end of this year. Jamie s first day was Communicable Disease Currently the health department is monitoring a traveler from Liberia for any signs and symptoms of Ebola. This monitoring is for 21 days and classified as low risk. b. Dena Kemp; Director of Family Services 4th Quarter WIC caseload is at 84%. Walk-In WIC Clinics: Salem office served 79 walk-in clients and Centralia office served 250 walk-in clients this quarter. An increase of 125 from last quarter. Page 4 of 6

5 Family Case Management Program Averaging a total of 104 infant/child developmental screening a month and of those about 2% are referred for early intervention follow up. APORS (High Risk Infants/Children) currently 20 active cases. Averaging a total of 72 a month perinatal depression screenings, of those 6% are referred to their medical doctor or mental health services. Averaging 34 fluoride varnishes a month within the ages of 6 months to Administration: Lori Ryan New Staff The health department has hired 3 new staff: Pam Farmer Centralia Front Desk Clerk Jami Strader Public Health Nurse Dan Tahtinen Health Inspector Community Partner s Meeting The health department has hosted 2 Community Partner s Meetings in October and November to discuss the Ebola outbreak and how each agency was preparing. Partners from St. Mary s Hospital, Salem Township Hospital, Coroner s office, EMS, ESDA, 911, Mortuary Services and Rural Health Centers and the Sheriffs department have been present. Topics discussed are roles that each agency would be responsible for and what planning had occurred. The health department s role would be to monitor a traveler from one of the effected countries for 21 days for signs and symptoms of Ebola. The next meeting is planned for December 22, 2014 with the hospitals only and January 5, 2015 with all the Community Partner s group. Ms. Ryan and Shelley Yoder attended a training of December 10 th in Mt.Vernon on Isolation and Quarantine. Affordable Care Act The health departments In-Person Counselor completed 242 medicaid applications, 140 Federal Marketplace applications and 1,000 plus phone calls. Ms. Hakim is currently the only In-Person Counselor in Marion County. Health Education Tobacco Free Communities, 12 healthcare providers have been enrolled to send in fax referrals to Quit Line. The health department will be advertising Quit Line on two South Central Buses. Page 5 of 6

6 b. Insurance 2015 Ms. Ryan reported the County is proposing to offer health insurance for county employees. The County will give a $ stipend to each full time employee to purchase their own health insurance. The County is in the process of getting quotes from insurance companies. The County will pay for the $ portion and the employee will have to pay the rest and pick the level of coverage they want. For those who do not take insurance the employee will get a $ stipend. Tom Champion suggest for the health department to renew the insurance we currently have until a decision has been made from the County. The current insurance plan with United HealthCare for the 2015 renewal rate will be an increase of 13.5%. In 2014 the employee paid $47.50 and the health department paid $ With the 13.5% increase for 2015; the employee will pay $53.90 and the health department would pay $ per employee. Richard Haney made a motion to give Lori Ryan permission to keep an insurance rate comparable to what the health deparment is currently paying. Dr. Stan Morrison seconded the motion. All were in favor; none opposed. The motion was approved. Ms. Ryan will send out a letter to Board of Health members on the result of the insurance plan. Keith Kessler commended Ms. Ryan and the health department on how well the Ebola meetings were conducted. Richard Haney requested the March Board of Health meeting be moved to March 24 th, All were in favor; none opposed. VII. CLOSED SESSION Closed Session was not needed at this time. VIII. ADJOURNMENT Tom Turner made a motion for adjournment at 7:46 p.m.; Michael Morton seconded the motion. The next meeting is scheduled for March 24, 2015, 7 pm, at the Centralia office.
