The drop-in session gave residents the opportunity to obtain the information they would like about works and speak to staff about particular areas of interest. Staff from the following areas were available: Construction - staff able to talk through progress / upcoming works Environment - staff able to talk through environmental aspects Community relations - including employment and apprenticeships Officers from Southwark Council Questions / Actions arising from the drop-in session, 7pm-7.30pm: Mike Sawyer (MS) ran through the latest works update presentation with a resident and explained how the diaphragm wall panel which had the concrete pour issue will be fixed. Preparation work has started regarding the acoustic enclosure and the archeological investigation has also begun. Archeologists have so far found some old ship s timbers which have been reused in the building of a Tudor revetment (an early retaining wall), part of a 19 th century steam boiler (Newcomen engine) plus two cannonballs. MS has asked for the archeologists to either come along to a future drop-in session or to the Information Centre one Wednesday to provide residents with an update. When a date has been confirmed, an will be sent out to residents to advise. MS advised late night working until 10pm has now finished for now, with the exception of the remedial work required to repair the failed diaphragm wall panel. The foundations and the erection of the acoustic enclosure will all be carried out within standard working hours (Monday to Friday 8am - 6pm, Saturday 8am to 1pm). A resident asked MS how long the acoustic enclosure will take to erect. MS confirmed this will start in July and be completed by mid-october, all in normal working hours. The resident asked if the erection of the acoustic enclosure will be noisy. MS advised the enclosure is a steel-frame building, which is then clad. The only potentially noisy part will be the tightening of the bolts. The resident asked when the concrete breaking will finish. PB s role is to help these meetings run smoothly and give the community the opportunity to find out what is going on. PB asked attendees to use this forum with respect and to respect each other when people are talking and asking questions; that way people will get the best out of the meetings. PB proposed a change to the agenda tonight and requested moving to Item 4 next - Actions from Previous Meeting. In addition to the chair, also present at tonight s meeting were 11 other attendees including residents and representatives from University College London, London Borough of Southwark, Cherry Garden TRA, Solar Court, Luna House, Downings Roads Moorings, Axis Court, Capital Wharf and Meridian Court Apologies: Two apologies were received. Actions from Previous Meeting (12 February 2018) 1. Presentation to be distributed before or with the minutes. Presentation sent out on 15 February. 2. NR to follow up with Charles Richards (CR) regarding distributing his contact details as part of a community mail-out. Details were published subsequently, and Charles Richards contact details are sent out as part of the weekly update to the Get Involved circulation list. 3. MS to provide bathymetric survey information to two residents. MS advised this had been sent out but a resident said so far, he had only received something which was completely incomprehensible. 3 following day about making the information more decipherable and get back to the resident ASAP. Action 1: MS. 4. Details of how to register for the visit to view the Kirtling Street acoustic enclosure to be sent out to the Get Involved circulation list. A visit took place on 21 March. A resident attended and said it was very interesting and she would recommend it. Allen Summerskill (AS) said another visit could be organised if the demand was there. The resident said the only issue was the visit clashed with the school run in the afternoon, so a few people could not attend. AS will gauge interest and look at doing another visit. Action 2: AS. 5. PB mentioned it would be useful to have a glossary of terms at some point, as there are a lot of technical terms and initials / acronyms used (e.g. Bentonite) AS confirmed the glossary is 75% complete and the first draft will go out with the minutes, but the glossary will be an ongoing item as it will be updated over time. Action 3: AS / YH. PB added the February minutes will also be sent out with the minutes and if anybody feels any actions have not been carried out, to send an . Action 4: YH. 3. Update from Project Team Charley Whitelock (CW) provided a brief community engagement update and confirmed that Tideway recently delivered just over 5,000 to its charity the Royal National Lifeboat Institution (RNLI), which was raised between April 2017 and March Tideway carried out its second employment and skills workshop with the 999 Club, assisting either homeless or people at risk of becoming homeless. Tideway also planted a number of trees in Deptford with Trees for Cities, along with help from the 999 Club. A few weeks ago, Tideway was awarded a silver Considerate Constructors Scheme annual award; an award which recognises those sites registered with the Scheme that have raised the bar for considerate construction. Tideway also works closely with Thames 21 in order to carry out foreshore cleanups. Mike Sawyer (MS) provided a works update. Presentation to be sent out with or before the minutes. Action 5: YH MS confirmed the shaft and diaphragm wall panels have now all been concreted. The diaphragm wall which had the concrete pour issue will require remedial work, which will involve building another diaphragm wall next to it in order to seal the gap halfway down the shaft. This will start late May / early June and will be undertaken in Extended Hours, as previous diaphragm wall work. The CFA piling (concrete foundations) for the gantry crane is complete. The acoustic enclosure foundations will go down late May / early June. MS showed a slide on the Section 61 (S61) application for the shaft construction phase. Southwark Council has now commented on CVB s original submission and made significant changes to permissions / timings of work etc. A resident asked what the hours will be for the remedial work for the repair of the diaphragm wall panel. MS confirmed this will be Monday to Friday 8am 10pm for a short period of time. Ideally work would continue 24/7 as this would be the safest way but this was not permitted by Southwark Council. 4 PB asked that the colour-coded target programme and look ahead charts be printed out and put on the tables at the next meeting, as they are difficult to read on the screen. Action 6: MS. A resident asked if any vibration will be felt during the shaft work. MS said he does not expect residents to feel or hear anything taking place within the acoustic enclosure. Monitoring will take place outside to check the effectiveness of the acoustic enclosure and to make sure it is doing what it is supposed to. The acoustic enclosure will be complete by October and MS has made a big push to change the programme in order to erect the enclosure sooner, so certain activities can start taking place inside. Mike Appleton (MA) mentioned that since the acoustic enclosure has been up at the Kirtling Street site, no noise complaints have been received. There are not as many residents close to the site at Kirtling Street than there are at Chambers Wharf, but noise complaints were received from residents prior to the acoustic enclosure being erected. A resident asked how different the noise will be once the acoustic enclosure is up. MS said the enclosure reduces the noise, so it falls within the allowable noise limits detailed in the Development Consent Order (DCO). MS confirmed the enclosure will be thicker than originally planned, so as to assist with further noise mitigation. MS showed a slide which detailed the S61 renewal application which will cover the period 1 June 2018 to 1 February shaft construction phase. The left-hand side detailed CVB s original submission and the right-hand side detailed what Southwark Council had insisted on. For instance, CVB asked for working to be permitted until 10pm on an ongoing basis, however Southwark Council has only permitted this for the remedial work to the diaphragm wall panel and the three to five individual base slab concrete pours. CVB is also only permitted to have vehicles working until 8pm for the first 30m of shaft excavation. A resident asked what reduction in noise and vibration the increased spec of the bespoke acoustic enclosure will provide. Richard Earis (RE) said the reduction in noise provided by the enclosure will be a lot more that the DCO requires. MS will find out how much the acoustic enclosure will reduce noise by. Action 7: MS. Shaft excavation was originally going to start in the summer but will now start in the autumn/winter. A resident said it is reassuring to hear that Southwark Council refused so many of CVB s requests but thinks CVB was cheeky to try and get away with so much. MS said he did not think it would be inconvenient to work outside the acoustic enclosure with support activities up to 10pm but Southwark clearly thought otherwise. MS confirmed the acoustic enclosure will be 69 metres long, 33 metres wide and 23 metres high. This is slightly smaller than detailed in the DCO. A resident said residents are more concerned about the height than the length as this is what will cut out the sun and daylight. A resident pointed out that the acoustic enclosure at Chambers will be 6 metres higher than the one at Kirtling Street. He understands the tunnel boring machine (TBM) needs to get in but the height will greatly affect residents light. AS said the acoustic enclosure has been designed to be the minimum height to enable Tideway to conduct everything it needs to in a safe manner. MS said the acoustic enclosure will be about the same height as Axis Court. A resident lives in Luna House and believes the graphic on the presentation shows the daylight issue clearly, as the slurry treatment plant will shade Luna House in the morning. MS confirmed the slurry treatment plant will be on site for 18 months and mentioned that Eddie Edmonds (EE) had a 3D interactive image at the last drop-in session where residents can view the site from any angle, to see how the site will look once the acoustic enclosure and slurry treatment plant is complete. EE will bring this along to future drop-in sessions. MS confirmed there have been no noise or air exceedances in March or April. Chambers Wharf CLWG Meeting Notes - 14 May 2018 Page 4 of 7

5 A resident asked if any further ground movement measurements have been carried out along Bevington Street. MS confirmed this is ongoing and there is nothing to report at present. A resident asked if there were any air alerts recorded during the bentonite dust cloud incident a few months ago. RE advised a 15-minute alert was recorded on one air monitor but it then settled and did not lead to a daily exceedance. RE advised the information was sent out by Southwark Council at the time, to those who had complained about the issue. AS advised an was sent to the Get Involved circulation list shortly after the incident, which was around five / six months ago advising what had happened and to reassure people that Bentonite is completely harmless and does not pose a health risk. PB asked what an air quality alert does and what does it trigger. RE advised he is notified of a 15-minute alert as well as CVB s (the contractor) environmental team who then investigate the issue and take immediate action. A certain number of daily alerts are permitted over a period of time. If trends are noticed, then this could possibly suggest there may be a health implication. PB said she will work offline with Tideway to work out what the process should be to keep everybody informed going forward and see if the current process can be improved. Action 8: PB / Tideway. A resident said people are just sick of complaining and they feel worn down when they complain and get the same response. 4. Feedback from Community Representatives A resident mentioned she has been coming to these meetings for the last two years and although she is fascinated by the project, the Independent Compensation Panel (ICP) has been unable to help her. The resident asked if Fiona Penyarick (FP) could introduce herself. FP advised she is the Independent Complaints Commissioner (ICC) and she investigates cases whereby residents have either made an application to the Independent Compensation Panel (ICP) for respite / mitigation but have been refused and so would like to appeal, or who have made a complaint to the Helpdesk which has been escalated to senior management and not been resolved. A resident asked if FP is intending to do a leaflet drop to local residents, advising who she is and offering her services, as an awful lot of people who do not / cannot attend the CLWGs would no doubt like to know of FP s presence. FP understands not everybody has access to the internet but her details are on Tideway s website - click here or icc@tideway.london. FP advised she had some leaflets with her that she would distribute, which explains about the ICC and ICP. AS added that a letter-drop was carried out to 400 properties about a year ago, regarding the ICC and ICP and FP was in her role then. A resident said he was merely trying to make the point about the lack of communication, he was not making a criticism, but the fact is a letter was sent out a year ago and residents are only now meeting FP. FP said she does try to go to all site CLWGs once a year and aims to go to Chambers and Carnwath Road every six months. PB agrees that communication is key and that it was suggested to AS a little while ago that all Tideway staff should wear name badges to the CLWGs. PB would also like to see a chart displayed at future CLWGs which shows staff names, job titles and photos etc. She believes that staff should also introduce themselves at the beginning of each meeting. 6 complaint or application to the ICP. Finally, Charles Richards (CR) is in place and he is very proactive and has become aware of what is required to submit residents requests but the procedure itself is based on ignorance and mystification; there is no way of finding out who is entitled to what. Residents talk about what they have received which leads to bitterness and resentment. The resident knows that some residents have been rebuffed by the ICP who should have in fact received something from Tideway and she believes the procedure is not fair, open or transparent. FP explained the procedure is set out in a non-statutory policy within the DCO. She realises the document is not the clearest but the DCO is a very strict process. The decision of each application is confidential, and everything is decided based on personal information and it would be inappropriate for information about individual cases to be discussed in this forum. A resident disagrees and believes Tideway could at least say, for example, two people have received respite, four people have had secondary glazing installed etc. but this is never said. AS said the spectrum of what is possible, right from secondary glazing through to permanent accommodation for the whole of the project duration, is explained to each individual that submits an application to the ICP. A resident said if the spectrum of available compensation was transparent it would make residents feel better about the process. The resident asked if it would be possible for CR to be advised further on the process, so he can ensure residents provide the correct information from the outset when submitting an application. AS advised CR has been in the role for three months and has so far dealt with 100 residents on various issues, including mitigation, respite and compensation for loss of rent etc. A resident feels sometimes Tideway s approach is wrong and Tideway does not come across as a caring entity. The resident wanted to publicly praise MS for talking so honestly about his Tideway challenges at her recent residents meeting and thinks that sort of approach should have been adopted by Tideway at the beginning. The resident is also proud of Southwark Council for standing up for residents. PB said she feels that Tideway and CVB staff all care about residents and the impact the project has on them. PB will take what ST just said offline and discuss with Tideway and report back, rather than Tideway providing an immediate response. AS said Tideway appreciates it is a large, busy construction project in a residential area and is trying to minimise the effect on residents. He will always take comments on board to try and make things better. Action 10: PB / AS. 5. Any Other Business and Agree Next Meeting Date PB finished by saying it has been great to receive feedback from residents in such a constructive way and to hear what Tideway can do to make people s lives a bit better in the face of what people are having to live with. Tideway has not created a situation, it is just creating something we all need as a city. AS advised the next meeting dates will be as follows: Monday 11 June, drop-in session - 7pm-9pm at Wade Hall Monday 9 July, drop-in session - 7pm-9pm at Wade Hall Monday 10 September, drop-in session - 7pm-7.30pm / facilitated session pm-9pm 6. Action Register from the May CLWG: 1. MS to speak to the surveyor about making the bathymetric survey information more decipherable and get back to a resident ASAP.
