3 Defining the Health Workforce Health workers are "all people engaged in actions whose primary intent is to enhance health" (World Health Report 2006). Three categories are defined by the Bureau of Labor Statistics ( ) Health professionals in health service settings Health professionals in other settings Other workers in health service settings
