1 LUZERNE COUNTY POSITION DESCRIPTION Position: Employment Status: Department: Salary: Reporting Authority: Emergency Management Deputy Coordinator/Ops & Training Officer Regular Full Time, Non Union, Exempt Luzerne County Emergency Management Agency $44,000 - $48,000 annually/plus benefits Emergency Management Coordinator/Director Summary: The Emergency Management Deputy Coordinator/ Operations and Training Officer, under the administrative direction of the Emergency Management Coordinator/Director, will be responsible for assisting the Coordinator/Director in day to day and emergency response operations of the agency. Act as Coordinator in the absence of the EMA Coordinator/Director. Assist in the preparation of the budget, the Annual Statement of Work for the Commonwealth of Pennsylvania and all other programs as required by the Pennsylvania Emergency Management Agency. Serve as the county representative for the Susquehanna Steam Electric Station (Nuclear Power Plant) Risk/Support county working group. Assist with maintaining the Annex E Emergency Response Plan for the Nuclear Power Plant. On call 24 hours a day, 7 days a week, 365 days a year. Also, under direction from the EMC Director, plan staff training programs, assist communities with emergency planning, and monitor equipment to ensure preparedness in the event of an emergency. Work is distinguished by the organizational ability required to achieve goals and the critical decision making required in the event of disasters. PRINCIPAL DUTIES AND RESPONSIBILITIES: Plan for training of volunteers and Emergency Management personnel, discuss training needs with EMC, prepare training outline and materials, conduct training, and arrange for outside experts to conduct training. Also, participate in local, state, and federal training sponsored by outside agencies. Review municipal emergency operations plans, assist with updating and revising plans to conform to requirements and guidelines, develop local emergency management coordinators so that they can effectively determine hazards, develop resource lists, select staff members, and develop members in coordinated teams to respond to local emergencies. Coordinate emergency service staff in the event of an emergency, receive emergency information, direct staff to ensure required tasks are completed, and update staff on progress. Update various reports and records, prepare statistical reports on EOC activities, prepare training records for EMS staff and volunteers, and organize training materials and information for use by staff and volunteers. 1
2 Assist with installation and implementation of computer and electronic equipment, research equipment manuals, test equipment, train staff, assist with upkeep of IFLOWS (flood warning) devices, and repair or arrange for repair of equipment. Perform public speaking for community organizations. Develop, maintain, and coordinate outreach programs with public and private schools. Set up appointments with private industry representatives to review contingency plans and advise them. Stay abreast of changing laws, regulations, policies, and training resources. Conduct, evaluate, and participate in training emergency workers and organizations involved in offsite response to nuclear power plant incidents. Assist municipalities, school districts, and supporting organizations in preparation for successfully participating in required exercises and drills and in implementing required response in the event of actual incidents. Develop and maintain the Radiological Emergency Response Annex (as part of the County Emergency Operations Plan) as related to the nuclear power plant. Assist in the annual review of risk municipalities, school districts, and special needs facility plans to ensure they are current and in consonance with the County Radiological Emergency Response Annex. Ensure the County Radiological Emergency Response Annex and municipal plans are developed in accordance with federal regulations and guidance. Attend meetings, seminars, and conferences as required and complete training for professional development. Assists in the preparation of annual budget and administration of approved budget. Provides daily operational direction to County staff and volunteers. Assists in the maintenance of the Standard Operating Procedures (SOPs) and Emergency Operations Plans (EOPs) as related to the operation of the Emergency Management Agency. Manages the center diversity programs to insure that County diversity guidelines are being adhered to in the operation of the Emergency Management Agency. Implements Emergency Management Training Program as designated by PA Title 35 as amended. On call 24 hours per day, seven days per week year round to respond to natural and man-made disasters or emergencies. 2
3 Serves as a member of the Luzerne County Emergency Planning Committee. Works to ensure the health, safety, and welfare of the citizens of Luzerne County through a program of planning, preparedness, response and recovery to emergencies. Works with the Act 165/Safety Coordinator to ensure that the program responsibilities are completed. The Deputy Coordinator/Operations and Training Officer represent Emergency Management through speeches before community groups, schools, and businesses. Promotes a working relationship between local emergency management partners and other county, state, and federal resources. Completion of required paperwork and documentation for payroll and employee timesheets Completion of employee paperwork for Human Resources (new hires, position changes, benefits, etc) Data entry for ID Tags/Total Visibility system and printing of tags. Serve as the county representative to the Luzerne County Safe Schools Committee. Other duties as assigned. MINIMUM QUALIFICATIONS AND EXPERIENCE: Equivalent combination of education, training, and/or experience which provides the required knowledge, skills, and abilities listed below: o Bachelor s Degree from a college or university supplemented by training in public safety. o Associate s Degree from a college or university supplemented by training in public safety and eight (8) years of work experience. o High School Diploma supplemented by training in public safety and twelve (12) years of work experience. Five (5) to seven (7) years of work experience in an Emergency Management Agency which includes three (3) years in a Management position. Any equivalent combination of the above education, training and/or experience which provides the required knowledge, skills and abilities listed below: 3
4 KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of police, fire and EMS services, disaster emergency response techniques, hazardous materials emergency response. Knowledge of the National Incident Management System, FEMA and state disaster assistance protocols. Knowledge of the principles of personnel management in both a Union and Non-Union environment. Knowledge of budget development and control methodologies. Knowledge of Hazardous Materials and other emergency response equipment as related to an Emergency Management Agency Response System. Ability to communicate and express ideas effectively, both orally and in writing with associates and the general public. Ability to evaluate the Emergency Management Agency s technical and operational requirements and present them clearly and concisely. Ability to collect, analyze, and prepare quality written reports as required. Knowledge of the Emergency Management Services Code (Title 35 as amended) and the federal Stafford Act as related to disaster assistance requirements. PHYSICAL REQUIREMENTS: Incumbent must be able to perform the duties and responsibilities of the position in a normal office environment. Incumbent must be able to work in all types of weather conditions and in environments that may subject him/her to dangerous conditions. Travel is required frequently. Must be able to work irregular work schedules, attend evening meetings, and be able to function in a highly stressful environment. Must be able to speak to the media and be willing to conduct interviews. SPECIAL REQUIREMENTS: The incumbent must pass a County background check with no record of criminal convictions. The position requires that the incumbent be on call 24 hours per day, 7 days per week for emergencies related to the Emergency Management Agency operation and must agree to wear a department supplied cell phone. 4
