2 Training Strategy NTW Safeguarding and Public Protection training is based on sound principles to provide a protective learning environment for practitioners and managers. To enable professionals to network and reflect on practice, which can then be underpinned and analysed within a robust evidence base. The range of courses in this training programme reflect a commitment to provide an expanded programme shaped by national and local drivers, including the outcomes of serious case reviews and aims to meet priority practice needs across the children s and adult workforce. Our aim is to ensure that you receive stimulating, high quality training which meets your learning needs and reflects contemporary issues in safeguarding and public protection. Your contributions and participation are vital to ensure we understand the various roles that we play in the lives of children and families, as well as continuing to work together effectively to achieve better outcomes for all. Learning Together To Safeguard and Protect the Public This programme is developed and delivered by the specialist trainer within the Trust. It outlines the training strategy and courses available from April 2016 to March Training is an essential feature of working together to safeguard and promote the welfare of children, adults, and contribute to overall public safety. Working together effectively is essential to building trusting relationships with colleague s right across the whole workforce. Multi-disciplinary training reflects this principle and mirrors best practice in integrated working. Record of Training In house training will be automatically updated on your dashboard. It is your responsibility when completing face to face training to sign the register. Staff attending training courses run by the Local Safeguarding Children Boards (LSCB s) or Local Safeguarding Adult Boards (LSAB s) will need to send any certificates they receive on completion of the course to the NTW Training Department, so this training can be updated on your dashboard. 2

3 This information will contribute to any staff training records and may be used as evidence for regulatory bodies as appropriate. Training and Development records will also help staff to record their continuing professional development (CPD). Evaluation All our training courses are evaluated by the delegates who attend them and increasingly by the LSCB s / LSAB s. Management reports of course evaluations can be provided to LSCB s / LSAB s on request to ensure the courses meet the required standards. Safeguarding Children and Domestic Abuse Training Pathways (Please check what level of training you need) Child protection training is an essential component of the duty for each statutory agency under the Children Act 2004, to safeguard and promote the welfare of children. It is the responsibility of individual agencies to ensure that they have systems in place to provide basic child protection awareness training to staff who work directly with children and families or in services that affects them. Those systems should also be able to identify which staff have specific child protection responsibility within an organisation, and to direct those people to take up training opportunities offered both in house and locally via Local Safeguarding Children Boards. All courses are now developed within the framework recommended by Working Together to Safeguard Children 2015 and Safeguarding Children and Young people: roles and competences for health care staff (Intercollegiate Document 2014) In accordance with NICE guidelines (February 2014) on Domestic Violence and Abuse: Frontline staff in all services should be trained to recognise the indicators of domestic violence and abuse and ask relevant questions to help people disclose their past or current experiences of such violence or abuse. As such these courses will enable frontline practitioners to attain a greater understanding of Domestic Violence and what the MARAC (Multi-agency Risk Assessment Conference) process is. They will explain how to refer into the MARAC process, and look at how best to support the victims of domestic abuse. 3

4 Courses will provide clear guidelines for NTW practitioners around their responsibilities in regard to the MARAC process and in identifying/supporting victims of abuse. Courses will help staff to be able to reflect on practice from different perspectives and to develop a toolbox of skills to help them work effectively with children and families. Depending on your role, you are likely to fall into one of four practitioner levels. These levels ensure that people from different agencies learn alongside practitioners with a similar level of contact with children, parents and carers and have a similar level of responsibility to safeguard children and promote their welfare. The levels required for staff groups are described below. Levels and Competences Level 1: Induction for All Staff Working In Health Care Settings. This level is equivalent to basic safeguarding/child protection training. All staff employed by the Trust will attend Level 1 Safeguarding Children and Domestic Abuse training as part of their two day Induction programme and are unable to commence within their post until this has been completed. A three yearly update is required at this Level for all non-clinical staff. Clinical staff do not have to complete an update at this level level 1 is only completed once by Clinical staff. Non Clinical staff groups include for example: Board level Executives and non executives, lay members, receptionists, administrative staff, caterers, domestics, transport staff, porters, community pharmacist counter staff and maintenance staff, as well as volunteers across the Trust. Method: Face to face. (Single Agency training) Updates can also be completed via e-learning Essentially competence at this level is about individuals knowing what to look for which may indicate possible harm and knowing who to contact and seek advice from if they have concerns. 4

5 Learning Outcomes: by the end of this session staff should be able to - Describe the categories of abuse List potential signs and symptoms of abuse Know what to do if you suspect abuse Be able to identify your role and responsibilities in safeguarding and promoting the welfare of children and vulnerable adults To understand the definition of domestic abuse To understand what our roles and responsibilities are relating to domestic abuse / MARAC Know what process to follow after a disclosure of domestic abuse To know who to contact for further advice / support / supervision For future dates click here Level 2: Minimum Level Required For All Clinical Staff All clinical staff should complete this training within 12 months of coming into post. A three yearly update is then required at this level for all clinical staff with the exception of those staff who work directly with Children and Young People (CYPS staff). Examples of Clinical staff required to complete Level 2 training include: health care students, clinical laboratory staff, phlebotomists, nurses and healthcare professionals working in adult in-patient or community services and all other adult orientated secondary care health care professionals, including technicians, occupational therapists. All medics are required to complete this level. Staff who work directly with Children and Young People (CYPS staff) are required to complete Level 1 (Induction) upon joining the Trust and then need to complete Level 2 Safeguarding Children training within 12 months of coming into post. Within 12 months of coming into post CYPS staff also need to complete Level 3 Safeguarding Children training (either in-house or through LSCB s). After this time CYPS staff only need to complete Safeguarding Children training at Level 3 every 3 years (see Level 3 training below for further details). Method: Face to face or e-learning (Single Agency training) Staff will have the opportunity in this session to further develop their knowledge and skills in working to safeguard children and young people and promote their welfare using a think family approach. In addition staff will gain increased knowledge of domestic abuse, how to identify and support victims and their families. Learning Outcomes: 5

6 Review definitions, signs and indicators of abuse and neglect Make judgments regarding concerns, based on normal child development Discuss the learning from serious case reviews Identify relevant legislation, key terms and processes Describe inter-agency roles and responsibilities Identify protocols for information sharing Describe the referral process as set out in What to do if you re worried a child is being abused (2015) Be able to identify and refer a child suspected of being a victim of trafficking or sexual exploitation; at risk of FGM or having been a victim of FGM Recognises the potential impact of a parent/carer s physical or mental health on the wellbeing of the child or young person Frontline practitioners to have a greater understanding of Domestic Violence and what the MARAC (Multi-agency Risk Assessment Conference) process is. Have an understanding of how to refer into the MARAC process, and how to support victims of domestic abuse and signpost families to relevant agencies. To provide clear guidelines for NTW practitioners of their responsibilities in regard to the MARAC process For future dates click here Level 3: Identified Staff All Clinical staff who are working with children, young people and/or parents or carers and who may be in a position to identify concerns and/or contribute to assessing, planning and reviewing the needs of the child; An update is required at Level 3 every three years. Staff who work directly with Children and Young People (CYPS staff) are required to complete Level 1 (Induction) upon joining the Trust and then need to complete Level 2 Safeguarding Children training within 12 months of coming into post. Within 12 months of coming into post CYPS staff also need to complete Level 3 Safeguarding Children training (either in-house or through the LSCB s). After this time CYPS staff only need to complete Safeguarding Children training at Level 3 every 3 years. CYPS staff are required to complete a minimum of 6 hours worth of Level 3 training over the 3 year period. 6

7 At time of print Dashboards indicate that 90% of CYPS staff are currently up to date at Level 3 within the Trust. For the period April 2016 March 2017 the Safeguarding Team will run a 6 hour Level 3 course. Dates and places will be limited and allocated on first come first served basis. These courses are offered in addition to those available within the LSCB s. Level 3 courses enable delegates to develop knowledge and skills in multiagency working to safeguard children and promote their welfare. It provides an opportunity for colleagues from different agencies to learn together and explore professional dilemmas. Staff should access Level 3 training through the Local Safeguarding Children Board s (LSCB s) from the authority they work within. For example, if you work into the Northumberland area then you access level 3 training via Northumberland Safeguarding Children Board (NSCB). If you work with clients from other authorities then you are entitled to access Level 3 training from those authorities as well. For example, Ferndene staff can access training from all 6 authorities that NTW cover as they accept patients from all localities. There is a wide variety of Level 3 courses available through the LSCB s and staff should choose a course that they feel will be most helpful to them and the clinical area they work in. It is likely to be more beneficial if staff within teams attend different courses in order that learning/expertise can then be shared upon return. There is a Level 3 (Multi-Agency child protection) course available in house: The Level 3 in house training course is a full day (6 hours) course that the LSCB s have temporarily endorsed in order to assist with ensuring a large volume of staff are able to complete the required Level 3 training. However, places are limited and allocated on a first come first served basis. Any member of NTW staff can attend this course and dashboards will then be updated at Level 3. Places can be booked via NTW Training Department. If you are unsure which LSCB you should access training from then please contact the Safeguarding and Public Protection Team on: for advice. Please see Appendix 1 for web links to Local Safeguarding Children Boards in order to access training prospectuses. Method: Face to face, in house (multi-professional) or multi agency via LSCB training prospectus. Learning Outcomes: 7

8 As outlined for Level 1 and 2 Draws on child and family-focused clinical/professional knowledge and expertise of what constitutes child maltreatment, to identify signs of sexual, physical, or emotional abuse or neglect. Will have professionally relevant core and case specific clinical competencies Contributes to inter-agency assessments, the gathering and sharing of information and where appropriate analysis of risk Documents concerns in a manner that is appropriate for safeguarding/child protection and legal processes Undertakes regular documented reviews of own (and/or team) safeguarding/child protection practice as appropriate to role (in various ways, such as through audit, case discussion, peer review, safeguarding supervision and as a component of refresher training) Contributes to serious case reviews/case management reviews/significant case reviews and child death review processes. Additional specialist competences for: child and adolescent psychiatrists, child psychologists, child psychotherapists, child and adolescent mental health nurses, children s learning disability nurses. Works with other professionals and agencies, with children, young people and their families when there are safeguarding concerns Advises other agencies about the health management of individual children in child protection cases. Cancellation Fees may be charged to the trust for Level 3 LSCB training if you cancel your place within 5 working days of the course start date (this charge may be waived only in exceptional circumstances). Cancellation fees are charged at approximately: 45 per person for a half-day course 90 per person for a full-day course There is often high demand for places on level 3 courses and NTW staff are usually allocated 4 places on each available course run by the LSCB s. Please ensure that if you are unable to attend that you cancel with plenty of notice or that another NTW staff member is attending in your place. Failure to do so may result in your manager being billed by the LSCB for this non attendance. 8

9 Level 4: Named professionals (This includes named doctors, named nurses) Method: Face to face multi-agency training via LSCB training prospectus Core Competencies As outlined for Level 1, 2 and 3 Demonstrates completion of a teaching and assessment programme within 12 months of appointment Demonstrates an understanding of appropriate and effective training strategies to meet the competency development needs of different staff groups Demonstrates completion of relevant specialist child protection/safeguarding education within 12 months of appointment Demonstrates an understanding and experience of developing evidence-based clinical guidance Demonstrates effective consultation with other health care professionals and participation in multi-disciplinary discussions Demonstrates participation in audit, and in the design and evaluation of service provision, including the development of action plans and strategies to address any issues raised by audit and serious case reviews/case management reviews/significant case reviews This training is accessed in the same way as Level 3, through the Local Safeguarding Children Boards Training Prospectus. Safeguarding Adults and Public Protection Training Pathways (Please check what level of training you need) It is anticipated that this training strategy will provide the skills and knowledge to those working with vulnerable adults to provide a safer environment. It will also enable them to correctly and confidently deal with incidents of adult abuse and therefore provide positive outcomes for vulnerable adults who have been abused. Awareness of the abuse of vulnerable adults is growing; numerous reports and research studies have proven the need to be proactive in this area by developing greater awareness, responding effectively and working together to minimise the possibility of such situations. Care Act (Department of Health 2014) was produced to facilitate a multi-agency approach to the protection of vulnerable adults. This training strategy aims to support this mandatory guidance which requires agencies to 'provide training for staff on the policy, procedures and professional practices that are in place locally commensurate with their responsibilities in the adult protection process.' All courses are now developed within the framework recommended by Safeguarding Adults: roles and competences for health care staff (Intercollegiate Document 2016) NTW works closely with partner organisations and coordinates a multi-agency response to allegations of adult abuse. As a Trust we are committed to raising awareness of adult abuse and ensuring our workforce that are supporting vulnerable adults are adequately trained appropriate to their role and in line with national standards. The training courses aim to raise awareness of abuse, help people to recognise signs of abuse and apply the correct reporting procedures, and to prevent abuse wherever possible. Courses will also ensure that frontline staff have an understanding of Multiagency and Public Protection (MAPPA), Potential Dangerous Persons (PDP) and PREVENT (Prevention of radicalisation). Courses will clarify roles and responsibilities of practitioners in relation to MAPPA, PDP and PREVENT and explain referral processes. 11 Level 1: Induction for all staff working in health care settings All staff working in health care organisations This level is equivalent to basic awareness safeguarding training across all healthcare organisations and settings to include all clinician and non-clinical staff in safeguarding adults. All staff employed by the Trust will attend Level 1 Safeguarding Adults and Public Protection training as part of their two day Induction and are unable to commence within their post until this has been completed. A three yearly update (refresher course) is required at this Level for all non-clinical staff. Method: Face to face (updates can be completed via e-learning) Core Competencies: Essentially competence at this level is about individuals knowing what to look for which may indicate possible harm and knowing who to contact and seek advice from if they have concerns. The aims are: Awareness of potential types of adult abuse and how they might be recognised, including; physical abuse, emotional, sexual, psychological, financial, material abuse and neglect. An appreciation of the form and context abuse can take place in. This will most often be domestic abuse but it includes honour based violence, modern day slavery, organisational abuse, discrimination, Female Genital Mutilation (FGM), radicalisation into violent extremism, internet grooming and bullying. Awareness of the potential impact of stress on the physical and mental health of individuals and their carers. The role of the Local Authority in the safeguarding of individuals at risk of harm or abuse. An awareness of the rights of the individual in the adult safeguarding context, including the importance of autonomy and empowerment, the right of adults to take risks, the principles of making safeguarding personal. Awareness of MAPPA, PDP and PREVENT How to take appropriate action if you have concerns, including appropriately reporting concerns and seeking advice. Method: Face to face or e-learning Core Competencies: Uses knowledge and understanding of what constitutes adult abuse to identify any signs of harm or abuse including Domestic Abuse. Understanding what Safeguarding is and your role in Safeguarding adults Recognise where the individual should be considered for an independent advocate under the Care Act Able to identify and refer an adult suspected of being a victim of trafficking or sexual exploitation; or a victim of FGM, or at risk of exploitation by radicalisers. Acts as an effective advocate for the adult at risk of harm or abuse. Recognises the potential impact of the individual s physical, mental capacity and mental health on the well-being of an individual, including possible speech, language and communication needs. Clear about own and colleagues' roles, responsibilities, and professional boundaries, including professional abuse and raising concerns about the conduct of colleagues. As appropriate to role, able to refer to social care if an adult safeguarding concern is identified Know that sharing concerns is always part of their job even though it may not be part of their job description. Documents safeguarding concerns in order to be able to inform the relevant staff and agencies as necessary, maintains appropriate record keeping, and differentiates between fact and opinion. Shares appropriate and relevant information within their team and when appropriate, other teams. Awareness of laws and guidance available regarding safeguarding adults Understands the individual s right to privacy and autonomy and to make decision that are or seen unwise, but also understand the limited circumstances in which those rights can be overridden. Knowledge of safeguarding adults policy and procedures within NTW and local authorities Know how to identify, intervene and take appropriate action when an incident of alleged abuse occurs Raises awareness about MAPPA and Potentially Dangerous Persons (PDP) and it s purpose Identify own roles and responsibilities in relation to MAPPA and PDP 12

13 Explore duty to co-operate requirements in relation to information sharing and risk management Increased understanding of PREVENT and appropriate action to take when concerns are identified Level 3: Safeguarding Adults Safeguarding Adults Enquiries All staff who regularly contribute in the investigation of adults at risk of harm or abuse and/or their families / carers, (through the multiagency safeguarding procedures, and assessing, planning, intervening and evaluating the needs of an adult that there are safeguarding concerns about). Method: Face to face via local authority multi-agency training Learning Outcomes Draws on professional knowledge and expertise to identify signs of harm or abuse. Ability to document and report concerns of abuse in a manner that is appropriate for safeguarding and legal processes. Is able to undertake or contribute to enquiries, assessments and the gathering and sharing of information in line with local multiagency safeguarding adult s policies and procedures. Works with other professionals and agencies, along with individuals when there are safeguarding concerns. Undertakes regular documented reviews of own and/or team s safeguarding practice as appropriate to role (in various ways, such as through audit, case discussion, peer review and supervision and as a component of refresher training). Contributes to Safeguarding Adults Reviews/case management reviews, internal partnership and local forms of review. Maintains knowledge and awareness of the Mental Capacity Act and its Code of Practice, the Deprivation of Liberty Safeguards (DoLS) and Care Act 2014, along with their impact on safeguarding adults and managing all related functions as appropriate. To be able to highlight issues relating to individuals at risk in relation to the Prevent agenda. Where role includes conducting detailed assessments of adults at risk of harm or abuse, demonstrates ability to apply in depth knowledge of safeguarding issues in the assessment and examination of the adult at risk and how to provide reports with an opinion. Applies the lessons learnt from audit and Safeguarding Adults Reviews/case management reviews to improve practice. Advises others on appropriate information sharing. 13

24 Appendix 1 - Local Safeguarding Children Board Procedures and Information Website Links Web links to Local Safeguarding Children Boards (LSCB s) in order to access Training Prospectuses Sunderland Gateshead South Tyneside Newcastle North Tyneside Durham Northumberland Where courses are not clearly identified as Level 3 on the prospectus then staff should look to access course s that are suitable for staff groups 2-4. Courses should be a full day (or you can do 2 half days) and should state that they are multi-agency. Some prospectuses may identify Refresher courses for staff who have previously completed Level 3 training. Staff can attend more than 1 course if they feel it is beneficial to their practice. As mentioned previously there is an option of attending the Level 3 in house training (Sexual Abuse and Sexual Exploitation) which is a half day course that the LSCB s have temporarily endorsed in order to assist with ensuring a large volume of staff are able to complete the required Level 3 training. However, places are limited and allocated on a first come first served basis. If you remain unsure which LSCB or course you should access then please contact the Safeguarding and Public Protection Team on: for advice. 24
