1 JOHN BISSELL, MD Neurology Dr. Bissell created the Department of Neurology at in 1985 and has nurtured its growth and quality for more than 20 years, developing a very dynamic neurology team and a certified Stroke Center. An exceptional clinician and leader, he also serves as Chief of Quality for. His leadership has made a major contribution to South Sacramento s clinical successes and to its consistently high performance, as evidenced through accreditation reviews by The Joint Commission and by the Institute of Medical Quality surveys. A gifted and dedicated teacher, he is very involved in resident education at the University of California, Davis, School of Medicine, where he is a Clinical Professor of Neurology.
2 EVAN BLOOM, MD Pediatrics Integrity is the hallmark of Dr. Bloom s leadership as the Director and Chief of our Wellness and Well-Being Committees. His capacity to inspire deep trust is the key to his success in all of his roles. He has assembled a highly respected physician team that oversees all physician wellness and well-being activities. He has initiated numerous wellness activities that very quickly have become regional programs, including physician health fairs, Camp Sacramento, and education programs. When personnel issues arise in the facility, he is the go to person. His colleagues respect his judgment and are very comfortable talking with him about personal or departmental issues. He is deeply dedicated to helping those physicians in need, and is highly skilled at addressing and resolving problems.
3 MICHAEL CARL, MD Emergency Services Dr. Carl is an outstanding emergency physician and respected leader. Prior to his career in medicine, Mike developed and ran his own successful plumbing contracting business, which still exists today. Since joining TPMG in 1995, he has served as Chief of the Emergency Department as well as Assistant Physicianin-Chief for Trauma and Emergency Services. His philosophy is to provide the best possible care, with a compassionate human touch. His dedication to providing the same care for each patient that he would expect for his own family and friends has become the standard for the Emergency Department, which has earned the highest MPS scores in the region. Under his leadership, the physicians have developed operational innovations such as Physician-in-Triage, leveraging KP HealthConnect, and preparing for the opening of South Sacramento s Level II Trauma Center.
4 GARY FOX, MD Ob/Gyn Dr. Fox has been the Chief of Obstetrics/Gynecology since opened its medical offices in He developed the Labor and Delivery service, which delivered its first baby in The department, which started out with 4 people, now consists of 25 physicians, 8 nurse practitioners, and 7 certified nurse midwives, and includes a state-of-the-art perinatal service and a satellite clinic in Elk Grove. Passionate about his work, he and his colleagues deliver more than 350 babies per month the highest number per capita in the region. He takes great joy in bringing a new life into the world, whether at three o clock in the afternoon or three o clock in the morning. An exceptional leader and clinician, he has instilled his values of high-quality personalized care throughout the department and medical center.
5 GORDON ISAKSON, MD Pediatrics More than 100 of Dr. Isakson s patients are the children of members he has cared for over the past 22 years. An exceptional pediatrician who earns high praise from parents for his compassion, he loves developing a personal relationship with the families he serves and walking with them through their trials and triumphs. As the Chief of Pediatrics for and Elk Grove, he is dedicated to providing young patients with preventive care to keep them as healthy as they can be. Under his leadership, his department excels at providing ready access to fine service and high quality care. Creative in his practice and in his leadership roles, he always looks for ways to make the day fun and satisfying.
6 CHRISTINE JANG, MD Ob/Gyn Always smiling and cheerful, Dr. Jang is an outstanding clinician who also serves as Assistant Chief of Obstetrics/ Gynecology, leading our Elk Grove Obstetrics/Gynecology department. Extremely popular with the Elk Grove community, she consistently earns high praise from our members for her care. Her tremendous energy, dynamic personality, and outstanding technical skills serve her well as both a physician and an administrative leader. She makes a tremendous contribution to her patients and colleagues in both capacities.
7 JONATHAN KERN, MD Pediatrics Dr. Kern was the region s first Assistant Physician-in-Chief for Information Technology and perhaps its most influential leader in the development of clinical information systems. His work includes many of the enhancements in CIPS through the years (e.g. SCR view) and the many regional pilots he directed at. He is the expert on exam-room computing (erx, erefill, and econsult), voice recognition, numerous wireless technologies, and KP HealthConnect. At, colleagues deeply appreciate his tremendous commitment to physician education and his efforts to help them master the mainframe/ Notewriter/voice recognition and KP HealthConnect technologies. He pioneered the facility s Geek Speak luncheons, which have been replicated throughout the region as Lunch and Learn Sessions.
8 LISA M. LIU, MD Medicine Highly regarded by her peers and patients, with Member Patient Satisfaction scores close to 100, Dr. Liu is the face of Kaiser Permanente in Elk Grove. She has developed innovative programs for worksite medical evaluations, flu shots, and health education. Very active in the Elk Grove community, she has been the driving force behind our strong presence and Parade Float awards in the annual Elk Grove Western Festival. A gifted physician and leader, she has served both as the Assistant Physician-in-Charge and the Assistant Physician-in-Chief of Health Promotion and Marketing for the Elk Grove Medical Offices. Her commitment to caring for patients with a personal touch is a model for her colleagues and the region.
9 DAVID MANSKE, MD Orthopedic Surgery Respected and admired as a skilled surgeon, passionate teacher, and innovative leader, Dr. Manske, Assistant Chief of Orthopedic Surgery, has contributed to South Sacramento since the doors opened in the mid-1980s. A Clinical Professor of Orthopedics at UC Davis, School of Medicine, he has received numerous teaching awards from the UC Davis faculty, residents, and medical students, and he likes nothing better than to watch his students come to understand and engage in whatever they are studying. His enthusiastic curiosity about the world is a gift he shares with everyone around him. In his role as the Physician Operating Room Director for, he is transforming operations, leveraging technology, and successfully implementing KP HealthConnect. His leadership and dedication are helping to usher in a new era of service and patient care.
10 SCHERY MITCHELL, MD Pediatrics Dr. Mitchell s high energy, dynamic personality, and compassion define her as a pediatrician. As an Assistant Clinical Professor of Pediatrics at the UC Davis School of Medicine, she is actively involved in resident and medical student education, preparing the next generation of physicians. Our members praise her work, and she does a remarkable job leading s Physician-Provider Interaction programs, courses designed to enhance effective communication skills to improve clinical outcomes, clinician satisfaction and patient satisfaction. In fact, under her leadership, South Sacramento and Elk Grove have Member Patient Satisfaction scores that lead the region, with an average physician rating of 85 percent. When she is not providing for her patients you can find her singing jazz, Ella Fitzgerald style.
