2 Audit Services Invitation to Tender Purpose of tender The Noojmowin Teg Health Centre requires assistance in the evaluation process for our Indigenous Food Sovereignty (IFS) program as part of the Manitoulin Community Fresh Food Initiative (MCFFI), which will be an ongoing initiative until December 3, The program is directed by a steering committee, the Child Poverty Task Force, and strives to improve food security and food sovereignty within the Manitoulin District through enhancing the local food system and improving physical and cultural access to local food sources. The evaluation process will entail the development and distribution of evaluation tools (both online and hard-copy) for community members in the Manitoulin District, with a focus on Indigenous populations. The evaluation tools will be required for data collection and interpretation both before and after programming takes place and will be utilized to assist the organization and partners in evaluating the effectiveness of their programming, where possible. The successful tender applicant will also assist our Data Management & IT Team with the integration of these evaluation tools into our online Electronic Medical Records (EMR) system, currently Nightingale on Demand (NOD). The data collected prior to, and after, programming will be interpreted and compiled into a final report that will provide recommendations on how to improve communitybased programs and services which promote food security and access, food literacy, and consumption of traditional food sources in the Manitoulin District. This report will be presented and/or provided to the participants, staff, Child Poverty Task Force (MCFFI/IFS program steering committee), community partners, and the Board of Directors. About Noojmowin Teg Health Centre Mission Statement: Noojmowin Teg Health Centre is committed to support and promote the overall wholistic health and well-being of Anishinabek and Aboriginal individuals, families and communities within the District of Manitoulin Island. To do this, we will operate community-based programs and services, establish partnerships, and promote healthier communities through both traditional and western healing methods. Governed by a Board of Directors comprised of eight (8) representatives from Mnaamodzawin Health Services, Wikwemikong First Nation, M Chigeeng First Nation, UCCMM, and the general off-reserve aboriginal population who ensure accountability, quality assurance, evaluation processes and reporting requirements are met satisfactorily by the Organization. Incorporated in 1997 as a non-profit health organization to provide prevention and primary health care services to the seven First Nations and aboriginal people within the Manitoulin Island District. Are affiliated with the United Chiefs and Councils of Midoo Minising (UCCMM) and Wikwemikong Unceded Indian Reserve. Work in close collaboration with three First Nation Health Authorities of Mnaamodzawin Health Services (health authority to five First Nations), and M Chigeeng and Wikwemikong First Nations, all seven First Nation Health Centres, area Family IFS Programming Evaluation Tender Invitation Noojmowin Teg Health Centre Page 2
3 Health Teams and local hospitals and also other service sectors (i.e. schools, social service agencies, etc.) Legally responsible to: The Ministry of Health and Long-term Care, the Northeast Local Health Integrated Health Network (NELHINS), the Ministry of Children and Youth Services, & Health Canada Indian Residential School Program : Creditors; Noojmowin Teg employees and professional staff; Clients on and off-reserve within the Manitoulin Island District. Noojmowin Teg Health Services There are thirty five full time and part-time employees of Noojmowin Teg Health Centre with client/community based services that encompass administration, physician, nurse practitioners, registered dietitians, Aging at Home nurse, Diabetes wellness (nurse, footcare, and dietitian), psychologists, mental health counselors, traditional healing, Fetal Alcohol Spectrum Disorder, child nutrition and children s recreation. We also have the Aging at Home van program. The administration of the organization includes an executive director, director of operations, finance officer, administrative-program support, information technology administrator and Data and Information Manager. The organization cost-shares on reception and janitorial supports. There are six advisory committees that include: the Anishinabek Healthy Families, Manitoulin Anishinabek Research Review, Traditional Medicine, and New Beginnings (FASD), and Mental Health & Addictions Children and Youth. Locum services include physicians, nurse practitioners, dietitians, and traditional healers. There are ongoing contract services for short-term projects and initiatives, including the accreditation intern, HKCC Local Project Manager, and MCFFI Project Manager. Annual Gross revenues of $5.0 million - primarily provincially funded. A number of research initiatives are in progress in partnership with area First Nations health authorities and/or health centres, non-aboriginal health organizations, Aboriginal Health Access Centres, and research universities and/or research partners. Criteria for the Provision of Facilitation Services: Relevant education and experience specific to nutrition and health research and evaluation development. Knowledgeable of the local food system and environment and current food-related projects and initiatives. Knowledge of locally harvested forest and freshwater food (wild edibles, fish, venison, etc.) Understanding of Indigenous culture and traditions, specifically the connection between the medicine wheel teachings and Indigenous foods. Description of experience acquired to complete all aspects of the evaluation process, as outlined in the tender. IFS Programming Evaluation Tender Invitation Noojmowin Teg Health Centre Page 3
4 List of human resources and material resources available to ensure successful completion of tender requirements, including CV of all sub-contractors, evidence of past evaluations, etc. Ability to use technology for evaluation purposes i.e. Electronic-on-line survey (i.e. SurveyMonkey, etc.), PowerPoint, electronic data collection, etc. Scope and Requirements of Program and Services Evaluation The evaluation is intended to provide the organization, our partners, and clients with the opportunity to give feedback on programs and services as available through the program and as it relates to other activities occurring across the Manitoulin District, in general. The evaluation tool will further acquire information on knowledge of food-related services, gaps in services and programming, as well as accessibility and use of traditionally (locally) harvested foods. A detailed evaluation plan must be completed within three (3) months of project start date, to be approved by the Ministry of Community and Social Services. Evaluation plan will be developed from template provided. Submission of evaluation updates must be submitted in addition to progress and final reports. The evaluation results will enable Noojmowin Teg Health Centre to develop or adjust the projects, services, and programming based on community needs and service gaps, as identified in the evaluation. Marketing and promotion of the evaluation process will be disseminated appropriately in order to reach the largest population interest as possible and a representative cross sample, in order to receive a high number of survey and feedback responses (>10% of participants from each community). The evaluation tools provided to both clients and partnering community providers (First Nation and non-aboriginal) will be available in both hard copy and electronically, where possible. The successful applicant will: o develop a detailed evaluation plan, in collaboration with NTHC Executive Director and MCFFI Project Manager, from a template to be provided and approved by the Ministry of Community and Social Services. To be completed within three (3) months of program start date. o data collected throughout the project will be interpreted and generated into cumulative reports (see Appendix A), which will be presented and/or provided to the participants, staff, steering committee, community partners and the Board of Directors. Tender Costing The cost allotted for the completion of the evaluation tender is $10,000 per fiscal year for three (3) years, totaling $30,000. The successful tender will be selected based on comprehensive response to requirements outlined in the tender and a realistic breakdown of expenses aligned with deliverables. 5 Liaison and Reporting The main contact within the Organization will be Kristin Bickell, the Manitoulin Community Fresh Food Initiative (MCFFI) Project Manager, through whom all arrangements will be made and reports and updates submitted. The draft and final evaluation report will be reviewed by both the Executive Director, Pamela Williamson, as well as the MCFFI Project Manager. The Board will formally approve of the final draft of the report with recommendations. Contract Period The contract awarded to the successful tender will commence immediately until January 1 st, The appointment of the tender will be made by Noojmowin Teg senior administration. Additional Services Any additional services undertaken will be subject to a separate contract to be discussed and agreed upon by both parties prior to completion of additional services. The additional services must not impair the agreed upon work of the evaluation tender as outlined in this document. References Three appropriate client references for similar work undertaken in the past five years will be required from the successful application.
