1 Position Title: Clinical Midwife Consultant - Maternity 0.8 up to 1.0EFT Reports To: Nurse Unit Manager - Acute Primary Objectives: Division: Nursing Direct Reports: Registered Midwives 1. To assist the Acute Ward Nurse unit Manager with the provision of effective leadership and management to coordinate human resources to achieve high quality clinical outcomes within Maternity 2. To Manage Maternity Care within the Capability Framework for Maternity and Newborn Clinical 3. Acts as a role model to colleagues and other health professionals to achieve positive clinical outcomes 4. Provide leadership and support through facilitating, learning and development opportunities 5. Provide expert educational support 6. Facilitates quality midwifery care through nursing documentation, preadmission an discharge planning processes 7. Clinical Leadership and Management In collaboration with Acute Ward NUM demonstrates clear clinical leadership qualities in recognising and responding to unexpected events or rapidly changing situations to achieve optimal outcomes. Functions independently using advanced clinical skills and is responsible and accountable for own practice. Assists the NUM in planning, delivery and evaluation of maternity services Works with the team to develop work plans, goals and priorities. Initiates and liaises with medical and nursing staff regarding the development of clear accurate and contemporaneous documentation Staff are kept informed of current information and consulted about operational issues. Leadership displayed in support of strategic projects Mentors and acts as role model for all staff Demonstrates competency in nursing and midwifery practice that will seek to best support the Acute and Maternity at CAH Fosters harmonious industrial relations Projects and reports requested by DCLS are completed in timely manner. 3 Provide information to the DDCLS & DCLS in the form of reports and statistics as required. Reports for Department of Health Participate in recruitment, interview, appointment and orientation of Registered Midwives in collaboration with DDCLS and Acute Ward NUM. Assists DDCLS with any necessary projects as required Utilises nursing knowledge and leadership skills to ensure the effective and efficient management of midwifery services. Participates in and demonstrates a commitment to, committees, meetings, working parties and other hospital activities Has an awareness of CAH Average Length of Stay (ALOS) and actively contributes to reducing ALOS in line with state averages. In collaboration with the Director of O&G, and Acute NUM participates in maternity service case reviews and Clinical Risk Committee as deemed requested. Oversees in collaboration with the Acute NUM, unit expenditure to ensure budget adverse events as per CAH policy and maintains own education relating to emergency and disaster procedures. In collaboration with Acute Ward NUM implements strategies to reduce unit leave liability in line with agreed parameters. Participation in ward meetings in order to exchange ideas and information Attends and participates in senior staff meetings e.g. daily bed meetings In collaboration with Acute Ward NUM actively participates in the monthly ward based Midwifery meeting Escalates issues of significance to Acute Ward NUM / DDCLS in timely manner Actively participates in monthly budget discussions with Acute NUM as deemed necessary to ensure agreed parameters exist e.g. salaries linked to roster management, equipment supply management. 4 2. Clinical Practice and Professional Development Best clinical outcomes for all patients Care delivered by professionals with best practice focus is within agreed parameters. Acts as a change agent for women centred care, collaborative sustainable maternity model for the future Work autonomously Participates and initiates policy development in line with ACHS Accreditation activities. Maintains advanced evidenced based skills and knowledge to ensure the delivery of a high standard of patient care Demonstrates professional accountability for own development and standards of midwifery practice Monitors and promotes standards which ensure adherence to hospital policies, procedures and compliance with legislative requirements in the workplace Undertakes a clinical caseload where required Facilitates delivery of Unit Based education, clinical advancement and clinical competencies Provide client and family education and support Coordinates in conjunction with the Acute Ward NUM the annual performance Models, Ensures the continuity of care for all clients, empowering Midwives and team members to attain client goals. Provide expert women centred care and clinical care Required to form part of the on call maternity roster Support midwives in assessment planning, implementation an evaluation of normal pregnancy birthing, post natal care, and the identification of appropriate and timely referral of abnormal pregnancy, birthing or post natal women Ensures a suitable level of midwife staffing and roster management is identified with regard to client numbers and appropriate skill mix 100% of Midwife appraisals completed by end December in collaboration with Author: Sharon Woods Deputy Director Clinical Date of Issue: Number: CS005 Page 4 of 9

5 appraisal process is completed for all midwifery staff In conjunction with the Staff Development Unit and Acute Ward NUM, oversees and coordinates the Midwifery Post Graduate program and possible Midwifery Graduate programs. Actively participates in own annual performance appraisal. Ensure roster development is aligned with relevant award requirements. Participates and coordinates preceptoring, mentoring and nurturing of junior midwives, new team members and other health professionals using the novice to expert framework. Demonstrated commitment to own Professional Development and demonstrates own portfolio management for maternity services at CAH. Acute Ward NUM. Provides an advanced level of clinical support, training and education within Maternity and the Acute Ward Ensure appropriate training programs continue to ensure rigorous succession planning for midwifery staff at CAH. Maintains an up to date written record of professional development activities in accordance with National Registration requirements. Undertakes minimum of 20 hours professional development annually in accordance with national registration requirements. 6 3. Strategic Management To work collaboratively with all relevant stakeholders in the development of a sustainable Model of midwifery care for CAH. 4. Reporting Monthly summaries, collection, analysis and submission of key performance indicators as identified in conjunction with Acute Ward NUM and DCLS Coordinate and ensure that key funding obligations and legislative requirements are collated and formally submitted Internal and external responsibilities 5. Quality and Risk Management Demonstrates a commitment to quality improvement and achievement of Review current midwifery service including the provision of ante-natal, birthing, post-natal and domiciliary care. Work collaboratively with the NUM Acute in engaging in major projects such as Vulnerable Babies, Child and Maternal services and other aligned regional initiatives. Provide recommendations to improve Midwifery Service delivery at CAH. Demonstrates sound clinical advice and leadership to the Executive Team and CEO in relation to CAH Maternity Competency Framework. Manage change initiatives as approved by the CEO & Executive team. Timely and accurate submission of monthly summaries and KPI s, and comment on variances and planned future management. Timely and accurate submission of data (e.g. AIMS reporting to DoH, LOS, and antenatal visits). Participates in and supports data collection as requested by DCLS. Instigates and actively participates in evidenced based Quality Improvement Activities. 6. Occupational Health and Safety Ensure a safe working environment is provided to all staff within Midwifery Participate in the development and maintenance of OH&S policies and procedures relevant to Midwifery. Ensure incidents, accidents and near misses are documented and control measures are implemented. DCLS/Acute NUM through the Riskman complaint management system. Participates in the review of current policies and contributes to the development of new policy. Supports staff in the management of clinical and occupational health and safety risks, ensuring appropriate reporting to DCLS through the Riskman complaint management system. Develops effective strategies that enhance Maternity services at CAH through the use of consumer participation feedback. Keeps abreast of legislative changes which may impact on clinical services within a maternity framework. Legislative requirements are met within agreed timeframes.
