4 Eligible Criteria Medicaid Required to have a minimum of 30% Medicaid patient volume for the prior year Pediatricians are required to have 20% Medicaid patient volume Practice is a predominantly Federally Qualified Health Center (FQHC) and have a minimum 30% patient volume attributable to needy individuals Both Programs Providers eligible for both Medicaid and Medicare incentive programs must choose between either one of the two and declare during the registration process Most Eligible Professionals would maximize their incentive payments through the Medicaid program

5 Who is Eligible for the Financial Federal Incentives? A Medicare Eligible Professional (EP) who successfully demonstrates Meaningful Use of a certified EHR system for a 90 day period in the first year is eligible A Medicaid Eligible Professional who either Adopts/Implements/Upgrades (AIU) to a certified EHR is eligible

7 Registration for EHR Incentive Program Medicare Registration Medicare registration is currently open Guidebooks are available through the CMS for the registration process for Medicare EHR incentive program Visit the CMS EHR Incentives program website and click on registration Medicare Eligible Professionals need not own their own EHR system to register for the incentive program

8 Medicaid Registration States are in charge of the Medicaid incentive programs However the registration still happens on the federal level CMS website This is the first step of the AIU attestation process Guidebooks are available through the CMS for the registration process for the Medicaid EHR incentive program

10 Requirements for Stage 1 of Meaningful Use For Eligible Professionals, there are a total of 25 Meaningful Use objectives. To qualify for an incentive payment, 20 of these 25 objectives must be met: There are 15 required core objectives that must be met. The remaining five objectives may be chosen from the list of 10 menu set objectives. There are six Clinical Quality Measures (CQMs)

11 Meaningful Use Core Measures Computerized Provider Order Entry (CPOE) More than 30% of unique patients with at least one medication in their medication list seen by the EP have at least one medication order entered using CPOE. Implement drug drug and drug allergy interaction checks EP and enabled this functionality Yes or No Maintain an up to date problem list of current and active diagnoses More than 80% of all unique patients seen by the EP have at least one entry as structured data E Prescribing (erx). More than 40% of all permissible prescriptions written by the EP are transmitted electronically using certified EHR technology. Maintain active medication list. 16 Clinical Quality Measures Must report on 6 total Clinical Quality Measures (CQMs) They are required to report on 3 core or 3 alternate core measure that must be meet. 17 Clinical Quality Measures 3 additional measures must be reported on There are 38 to choose from based on your specialty and your system capability For Stage 1 there are no thresholds that need to be meet. The requirement is to be able to tack and report
