2 Project Scope Delivering Transforming Health Our Next Steps, pg. 48: The WCHN provides complex paediatric surgery and state-wide governance for paediatric surgery. MCAG Project Instruction (endorsed 29 July 2015): To develop a state-wide paediatric governance model that incorporates the surgical standards and meets the emergency and elective surgical needs of children and young people in SA.

3 Initial Workshop Clinical Ambassador Check Announcement and invitation 19 August 2015 Workshop held on 14 September 2015 Approx. 60 participants with representation across all LHNs Interactive style, included 3 Gallery walk stations: Clinical service capability frameworks for paediatric surgery and anaesthetics Proposed models of care for elective and paediatric surgery Proposed statewide governance model elements - workforce, planning and coordination and safety and quality

6 The Proposed Governance Model Planning & Coordination Elements The WCHN will be the lead provider of paediatric surgery, in collaboration with SALHN, NALHN and CHSALHN and coordinate the creation of a hub and spoke model. In collaboration the WCHN will facilitate planning and delivery of a statewide efficient paediatric surgical service across the metropolitan areas establishment of a multidisciplinary Statewide Paediatric Surgical Strategic Executive Group establishment of formal agreements between each LHN re the surgical services offered in each site and which clearly define the inter-hospital pathways for emergency and routine up/down transfers establishment of a Central Paediatric Outpatient Referral Unit development of statewide consistent GP referral guidelines / clinical pathways and procedures coordination of a statewide 24/7 paediatric surgical advice service for clinicians develop monitoring processes to measure agreed key performance indicators

7 Proposed Quality and Safety Elements In collaboration with SA Health Safety and Quality Unit, SALHN, NALHN, CALHN and CHSALHN, the WCHN will develop statewide, safety and quality indicators and agreed data definitions process for multi-disciplinary review of patient outcomes assist in the statewide monitoring and identification of trends in paediatric SLS incident reports develop a process that supports LHNs to audit against the Clinical Services Capability Framework requirements coordinate the development and review of statewide paediatric surgical clinical policies, protocols and procedures.

8 Proposed Workforce Elements The WCHN will: coordinate the rostering of paediatric surgical staff across the LHNs facilitate the development of a model and processes for clinical supervision, mentoring and staff rotation across sites facilitate the provision of clinical updates, training and educational opportunities LHN s will be responsible for credentialing employed clinicians Individual scope of practice requirements will be approved by their employing LHN and co-signed by the WCHN, Head of Department.

9 Benefits Successful implementation of the statewide governance model will deliver benefits such as; A systems-based approach to where surgical services are delivered leveraging expertise and capacity of sites Provide children and adolescent access to timely emergency and elective surgical care Reduced hospital transfers, improved access Improved safety and quality of surgical care

10 Proposed KPI s- Planning and Coordination Audits conducted annually provide evidence of key criteria being met: A Statewide Paediatric Surgical Plan developed and meetings to support implementation Sites working within their capability and meeting the TH clinical standards An established Statewide Paediatric Surgical Strategic Executive Group Formalised agreements between LHN s and hospitals An established central appointment service Utilised state-wide 24/7 paediatric surgical advice service and availability of expertise Routine monitoring processes including standardised data collection, shared data e.g. Health Round Table of: the number of scheduled and unscheduled paediatric procedures outpatient waiting times elective surgery waiting times theatre utilisation e.g. in/out of O.R.

11 Proposed KPI s - Quality and Safety: Audits conducted annually provide: Health Round Table data shared routinely across LHN s multi-disciplinary review of patient outcomes conducted regularly within LHN s and as a collective review and update of policies, protocols and procedures collaborative meetings conducted with SA Health Safety and Quality Unit and the WCHN LHNs conducting specific audits to ensure they have the resourcing and infrastructure to maintain the services at the identified level

12 Proposed KPI s - Workforce: Audits conducted annually provide evidence of: rosters of clinicians available across sites credentialing and individual scope of practice reviewed annually regular clinical supervision, mentoring and rotation calendar of clinical updates routinely provided

13 Timelines: Project is time-limited, with an anticipated completion date of mid- April Final draft is currently with members as part of the consultative process.
