REQUEST TO SPEAK TO AGENDA/NON-AGENDA ITEMS 186. Mr. William Roberts, Assistant Superintendent, Human Resources addressed the Commission regarding item 161 from the April 12, 2011 minutes. Item 161 referred to a statement made by a HLPUSD employee in which they accused a Director of being related to an employee who had recently been promoted. Mr. Roberts reported that he spoke to the Director of Maintenance & Operations, Mark Hansberger, and asked him if he was related to any employees at the District. Mr. Hansberger informed Mr. Roberts that he was not related to any employees. Mr. Roberts stated that since the accusation did not specifically point out a Director, he also questioned Mr. Scott Pilch, Personnel Director. Mr. Roberts reported that Mr. Pilch stated that he was not related to any employee at the District. Mr. Roberts also spoke to the employees he presumed the allegations were made on behalf of and both employees confirmed that they were not related to any Director at the District. Ms. Ford thanked Mr. Roberts for providing the information. Ms. Ford also requested Mr. Pilch to report the information back to the individual who made the accusation and inform them that all accusations are taken very seriously and, therefore, they should be absolutely sure of the accuracy of the information they are bringing to the Commission. Ms. Yu concurred with Ms. Ford in that false accusations impact not only the hiring authorities, but also the Personnel Commission office and cause low morale. Page 1 of 4

BUDGET FOR 2011/2012 FISCAL YEAR PUBLIC HEARING 190. MSC-U Ms. Aguilar Ms. Yu Vote 3-0 The regular meeting was adjourned at 4:42 p.m. to a public hearing on the Commission budget for the 2011/2012 fiscal year. Ms. Vern Wallery, CSEA President, asked if the Personnel Commission was returning any funds to the District. Mr. Pilch informed Ms. Wallery that the Commission was returning approximately $28, 000 to the District, largely due to the fact that a position within the Commission was remaining vacant. The regular meeting was reconvened at 4:45 p.m. APPROVED BUDGET FOR 2011/ MSC-U Ms. Aguilar Ms. Yu Vote 3-0 COMMUNICATIONS 192. Mr. Pilch wished Ms. Yu a happy birthday Mr. Pilch informed the Commission that the Personnel Commission Office hosted the Climbing the Career Ladder Training on Thursday, April 28, The training was facilitated by Mr. Pilch and Mr. David Miller, Associate Personnel Analyst Mr. Pilch informed the Commissioners about the upcoming Employee Service Awards, taking place at the Hsi Lai Temple in Rowland Heights. Mr. Pilch informed the Commissioners that 166 employees would be honored, one of which would be receiving their 40 th year pin Mr. Pilch informed the Commission that he would like to delay the report on the Office Assistant in the Police Department due to the fact that the position was recently filled. He requested that the report be presented once the incumbent was in the position for six months. Ms. Yu requested that Mr. Pilch submit a written statement explaining why the report was being postponed. Page 2 of 4

Mr. Pilch informed the Commission that he discussed the requirements with the subject matter expert, Superintendent, Dr. Barbara Nakaoka. He informed the Commission that Dr. Nakaoka preferred a candidate with post secondary education, however, did not want to place barriers for those employees who had not yet pursued a college education. Ms. Ford requested that the experience requirements be further clarified to read, five years of clerical experience, including two years of experience at the secretarial level or higher working for a high school principal, Director, or executive level administrator. 8 PRESENTATION: TUCKER VS. GROSSMONT 203. Mr. Pilch presented information regarding the Tucker vs. POLICIES AND PROCEDURES Grossmont case. He discussed the basic facts surrounding the case and explained how the case impacts the hiring procedures at HLPUSD. Mr. Pilch presented a flow chart that further explained the policies and procedures the Personnel Commission established. DISCUSSION: CREATING A NEW CLASSIFICATION 204. Mr. Pilch presented information outlining the process the Personnel Commission office generally follows when creating a new classification. CLOSED SESSION 205. None Mr. Pilch provided sections of the Education Code and Personnel Commission Rules to further support the established processes and procedures. COMMISSIONERS COMMENTS 206. 14 REPORT ON: CLASSIFICATION SPECIFICATION REVISION HEALTH CARE ASSISTANT Effective Date: June 7, 2011 SUBJECT TO THE APPROVAL OF THE PERSONNEL COMMISSION I. Recommendation The Personnel Director recommends that the Personnel Commission approve and adopt the following proposed new classification. A. Classification 1. Establish the classification of Health Care Assistant. 2. Place the classification of Health Care Assistant on Range 21-B ($2, $3,392.99/pp) of the CSEA Salary Schedule. 3. Adopt the classification specification for Health Care Assistant. II. Background and Analysis In July, the Hacienda La Puente Unified School District will be taking over the Palm Canyon site currently operated by Los Angeles County Office of Education which includes responsibility for 30 severely handicapped students. Due to the high number of severely handicapped students, HLPUSD will need a trained professional that focuses strictly on the students medical needs. The office of the Personnel Commission received a request from the department of Special Education/Individuals With Exceptional Needs and Inclusions to create a classification for a position(s) that would provide first aid, deliver specialized health care procedures and medical treatments on an as needed basis, to students with exceptional needs in a school environment. Attached is the classification specification that reflects the duties, responsibilities and requirements of the classification. III. Salary Analysis When conducting the compensation study, information both externally and internally was considered on salary, education, experience, level of responsibility, and accountability. Salary information was collected from local districts that had a classification similar to the Health Care Assistant. To help determine internal alignment, salary information was also collected from the same districts for their classifications that would be similar to our Instructional Aide II Special Education: District Classification Max. 15 Health Care Assistant 3,392.99* No No HLPUSD IA II - Special Education 3, Yes N/A *Recommended Salary Range 7.5% Staff found that there are few districts that had a classification similar to the proposed Health Care Assistant classification. The average salary difference between districts Health Care Assistant equivalent classification and their Instructional Aide II Special Education equivalent classification was 7.5 percent. Montebello Unified School District s percentage difference was an outlier in the data, likely due to the fact that they require a nurse s aide or medical assistant certificate. Therefore, Montebello USD s salary difference was not included in the calculated average. Placing the salary of Health Care Assistant at 7.5 percent higher than the Instructional Aide II Special Education ($ $ /pp) would put it on Range 21-B ($ $ /pp) of the CSEA Salary Schedule.

Est. 6/7/11 Hacienda La Puente Unified School District DEFINITION HEALTH CARE ASSISTANT Under the direction and supervision of a school nurse or administrator, provides first aid, delivers specialized health care procedures and medical treatments on an as needed basis, to children with exceptional needs in a school environment. ESSENTIAL DUTIES Performs medical procedures such as tracheostomy care, gastrostomy tube feeding and care, clean intermittent urethral and abdominal stoma (Mitrofanoff) catheterization, colostomy and/or ileostomy care, oxygen administration, including monitoring flow and control of oxygen level, administer or assist students with prescribed medication during school hours, including the administration of Diastat (rectal Valium) for severe seizure disorder; utilizes specialized equipment as appropriate for student and situation. Assists students in using classroom materials and equipment. Carries out instructions to implement special physical handling, care, or exercises prescribed by doctors, nurses, or therapists. Cleans medical equipment. Administers prescribed medication as directed by the School Nurse. Performs First Aid and/or CPR as needed until paramedics or other medical assistance is available. Documents daily the specialized health care procedures performed on a student; updates and maintains medical records of assigned student in accordance with HIPPA regulations. Assists with the lifting of students into and out of holding or locomotive devices, wheelchairs, braces, other orthopedic equipment, and on and off buses. Positions students during eating and feeding, and toileting and diapering. Accompanies students transported by bus to and from school and provides assistance during activities as appropriate; accompanies and assists certificated personnel during the transporting or instructing of pupils in community based settings. Assists certificated staff in establishing and maintaining a clean, safe and pleasant learning environment; supports teachers in the classroom by providing assistance in physical fitness development, personal hygiene, and the development of vocational and social skills. Provides services to student, under the direction of a teacher, according to the student s specific need and/or IEP. Initiates and completes accident and/or incident reports in accordance with HIPPA regulations. OTHER RELATED DUTIES May make minor adjustments on special equipment, such as wheel chairs, crutches, braces, standing tables, and gurneys. May obtain food from kitchen, serve food, and feed students or help them feed themselves. Performs other related duties as required. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES A Health Care Assistant provides first aid, delivers specialized health care procedures and medical treatments to students with severe disabilities. An Instructional Aide II Special Education performs a variety of instruction and tutoring on various subjects to students with severe disabilities. MINUMUM QUALIFICATIONS Education: Graduation from high school or evidence of equivalent educational proficiency. Certification as a nurse s aide or medical assistant is desirable. Experience: One year of full-time paid experience in caring for the physical and social needs of students with disabilities.

17 Special: Possession of a valid California Class C Driver License. Evidence of adequate insurance for a motor vehicle which meets or exceeds the California legal liability insurance requirement and continue to maintain insurability. Use of an automobile. Possession of a valid Red Cross First Aid Certificate and Cardio-Pulmonary Resuscitation Certificate issued by a recognized training program and kept valid during the term of employment. EMPLOYMENT STANDARDS Knowledge of: Physical and emotional needs of students at various age levels. General nature and causes of physical, mental, and emotional disabilities. Oral suctioning, gastrostomy tube feeding, catheterization, tracheostomy suctioning, and ostomy care. Functioning of special equipment, such as wheel chairs and braces. Basic first aid, CPR and other established health care practices and procedures. Accepted methods and principles of personal hygiene. Basic concepts of child development and behavior. Ability to: Communicate orally on a one-to-one basis for the purpose of providing and obtaining information. Establish and maintain effective working relationships with students, teachers, administrators, parents and others encountered in the course of work. Communicate orally and in writing for the purpose of providing and obtaining information. Understand and carry out oral and written directions. Act calmly and effectively in emergency situations. Exercise good judgment and make quick decisions in accordance with established procedures. Exercise patience, tact, courtesy and concern for the feelings of children and adults in difficult and sometimes stressful situations. Safely lift and carry or assist in lifting and carrying students of varying weights. Administer first aid and CPR in accordance with District policies and procedures. Learn and apply applicable rules, regulations and laws affecting student health and safety. Maintain confidential student health information and records. Adapt to changes in assignments and priorities. Performs routine clerical tasks. PHYSICAL DEMANDS Employees in this classification speak clearly, lift and carry up to 50 lbs. unassisted and over 50 lbs. with assistance, hear normal voice conversation, maintain balance, walk, have rapid mental/muscular coordination, stand, have depth perception, stoop/bend, sit, crawl, kneel, squat, bend repeatedly, see small details, push, reach over head, pull, and use a computer. WORK ENVIRONMENT Employees in this classification work primarily indoors, in direct contact with students, the public and other district staff; are exposed to strong odors and potentially contagious illnesses/disease (tuberculosis, measles, mumps, chicken pox, hepatitis, etc.). Work without guidance from supervisor; some assignments may require constant attention to protecting physical safety in a classroom where pupils, because of the nature and severity of their disabilities, are accident prone, or because of assaultive or self-abusive tendencies could cause serious injury to themselves or others. Salary Range: 21-B

19 REPORT ON: CLASSIFICATION SPECIFICATION REVISION WEB SOFTWARE ENGINEER Effective Date: June 7, 2011 SUBJECT TO THE APPROVAL OF THE PERSONNEL COMMISSION I. Recommendation The Personnel Director recommends that the Personnel Commission approve the following revisions to the Web Software Engineer classification specification: A. Classification 1. Wording revisions throughout the classification specification. II. Background Revisions were made to the classification specification based on interviews with the incumbent and the current acting supervisor. Revisions more accurately reflect the current duties and employment standards for the classification, as well as operating systems and programming languages currently used. Revisions to the minimum qualifications were also made to more clearly indicate the minimum education and experience needed for the classification, and broaden the potential applicant pool for future recruitments. None of the changes are sufficient enough to alter the salary allocation.

Est. 10/10/05 Hacienda La Puente Unified School District DEFINITION WEB SOFTWARE ENGINEER Under the general direction of the Information Technology administrator, participates in systems analysis, design, programming, documentation, installation, implementation, and maintenance of complex and integrated web solutions in a networked, multiple web server environment; performs systems and network software installation, testing and maintenance; consults with organizational users, clients and vendors; performs other related duties as directed.. ESSENTIAL DUTIES Using Uses software engineering standards and tools, to designs, develops, implements, and maintains multi-user secure web-based applications to meet extranet and intranet needs; integrates web functionality, content, and methods with the existing Blackboard installation using SQL, ODBC, Java, PHP and Microsoft.NET frameworks; prepares and updates operating documentation, including production job control procedures and job narratives; writes, edits and reviews project documentation using various office automation tools. Develops testing plans to test data sets; tests and corrects web-based applications using various browsers with extended plug-in functionality; develops and applies both unit and integrated tests and debugs programs and systems using object and source analyzing and debugging software tools; develops software in Microsoft Windows and OpenSource networked operating environments; develops web-based and thick client software solutions using various GUI, OpenSource and/or.net integrated development environments and languages with accepted standards of objectoriented programming and object models. Applies software engineering methodology to software development projects; designs formats for data input and output, storage and retention of data and control procedures for computer program specifications; analyzes and prepares detailed program specifications and processing requirements. Writes and maintains BuildingBlocks, manages automated snapshots, and provides integration support for Blackboard. Integrates in-house designed student and business systems with other third-party applications. Consults with organizational users to determine application design needs. Performs other related duties as required. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES An Assistant Software Engineer participates in programming, documentation and implementation of complex application software. A Software Engineer participates in systems analysis, design, programming, documentation, implementation and maintenance of complex application software in a networked client/server environment. A Web Software Engineer participates in systems analysis, design, programming, documentation, implementation, and maintenance of complex and integrated web solutions in a networked, multiple web server environment. EMPLOYMENT STANDARDS Training and Experience: Any combination of training and experience which would indicate possession of the knowledge, skills, and abilities listed herein. An example is: Graduation from an accredited four-year college or university with a major in Software Engineering, Computer Science, Electrical Engineering or closely related field; one year of paid experience in dynamic web software development using Java, PHP, SQL and Microsoft.NET OR two years of experience can be substituted for each year of education. Any other combination of training and/or experience that could likely provide the desired skills, knowledge, abilities and traits may be considered.

26 REPORT ON: FOLLOW UP STUDY OF THE DEPARTMENT OF POLICE AND SAFETY OFFICE ASSISTANT POSITION Date: June 7, 2011 At the October 5, 2010 Personnel Commission meeting, a report was presented regarding the study of the Department of Police and Safety Office Assistant position. The report concluded that the Office Assistant s duties were consistent with the class description of an Office Assistant and that the creation of a new Police Assistant classification could not be justified. After the presentation of the report, Ms. Ford asked that staff conduct a follow up report in eight months to determine how the transition into the department had been for the Office Assistant. Ms. Ford asked that the following questions be answered: What duties have been assigned? Do the new duties require certain training regarding radio dispatching? How is the employee transitioning into the position? Staff was informed that the position has remained vacant and was only recently filled on April 4, In lieu of this finding, it was recommended (at the May 3, 2011 Personnel Commission meeting) that staff wait to provide this report until the incumbent has worked at least six months in the position in order to get a more accurate report as to the transition of the employee into this position. The Commission discussed that waiting six months seemed appropriate and requested a report for the June 7, 2011 meeting regarding the reason for the delay.
