1 Directorate for Educational Services Secretariat for Catholic Education Call for application for the post of SERVICE MANAGER in the Directorate for Educational Services for Church Schools within the Secretariat for Catholic Education The Director for Educational Services for Church Schools within the Secretariat for Catholic Education invites applications from suitably qualified and competent persons capable to perform duties as a Service Manager within the Directorate for Educational Services (DES) in the following sector: Curriculum Entitlement 1. The qualities being sought for this position is of a capable person, with knowledge, competences and drive to form part of the team of the Directorate for Educational Services within the Secretariat for Catholic Education with the aim of improving the educational system in the Church School Sector, within the context of the National Curriculum Framework, with the delivery of effective services. 2. A Service Manager shall ensure the appropriate provision and the coordination of services in particular areas at School level and within the Secretariat and shall work towards the provision of maximum quality of services for each student and member of staff. A Service Manager shall liaise with all levels of staff, whilst considering the demands of policy and local circumstances. Service Managers in the Directorate for Educational Services within the Secretariat for Catholic Education shall be required to manage the delivery and quality of educational services in Church Schools and to carry out any other duties according to the exigencies as directed by the Director for Educational Services within the Secretariat for Catholic Education. 3. A Service Manager for Curriculum Entitlement shall: (i) (ii) contribute to the development, implementation and monitoring of professional development, including the identification and organisation of staff development and teacher training; lead educational teams with the aim to support, monitor and evaluate the implementation of the curriculum in all Church schools; Call for applications Service Manager (2014) Page 1 of 6

2 (iii) coordinate educational programmes, including literacy and numeracy programmes, both during and after school hours; (iv) drive the implementation of NCF principles and objectives regarding student assessment, including the development and monitoring of assessment policies and instruments, benchmarking exercises and examinations; (v) research issues regarding assessment, assessment processes, as well as student performance at national level; (vi) liaise with other agencies engaged in assessment; (vii) initiate and carry out research for qualitative planning and benchmarking in Church Schools; (viii) integrate the gender perspective in programmes and initiatives of the Secretariat; (ix) formulate, present and seek appropriate approval of detailed operational plans and ensuring effective delivery; (x) gather, analyse, research and evaluate data and use it to plan and manage services, projects and systems; (xi) deputise for the Director as instructed; (xii) any other duty that the Director may assign compatible with the functions and post of Service Manager within the Secretariat for Catholic Education. (xiii) perform any other duties according to the exigencies of the Secretariat for Catholic Education as directed by the Director for Educational Services. 4. The salary attached to the position of Service Manager is equivalent to Salary Scale 5 (which in 2014 is 23, x ,707) and the selected candidate will enter into a thirty-six (36) month definite contract as Service Manager with the Directorate for Educational services within the Secretariat for Catholic Education, which may be renewed for further periods. The appointee will not be entitled to other prerequisites pertaining to an appointment to a Headship position. Unsatisfactory performance as Service Manager during the duration of the contract will lead to the termination of the post. 5. A Service Manager may be conditioned to a maximum of a six-(6)-day flexible working week of an average weekly working time of forty (40) hours averaged over a calendar year on a timetable as established by the Director for Educational Services within the Secretariat for Catholic Education and is subject to the rules and regulations governing from time to time the Secretariat for Catholic Education. 6. (i) citizens of Malta; or (ii) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provision dealing with the free movement of workers; or (iii) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or (iv) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (i), (ii) (iii); or (v) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the Status of Long-Term Residents (Third Country Nationals) Regulations, 2006 or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the Family Reunification Regulations, The advice of the Citizenship and Expatriates Department should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (ii), (iii), (iv) and (v) above would necessitate the issue of an employment license in so far as this is required by the Immigration Act and subsidiary legislation. The Employment and Training Corporation should be consulted as necessary on this issue. b) be able to communicate in the Maltese and English languages; c) of good moral character (those applying must produce a Certificate of conduct issued by the Police or other competent authority not earlier than one (1) month from the date of this call for applications); d) Apart from satisfying the provisions of 5a, b and c above, candidates applying to fill this vacancy must also be: Call for applications Service Manager (2014) Page 3 of 6

4 (i) In possession of a Teacher s Warrant (Permanent) and ten (10) scholastic years teaching experience in a licensed school. Experience within Church Schools shall be considered an asset; or (ii) In possession of a Teacher s Warrant (Permanent) and ten (10) years experience in an area related to the roles and functions of curriculum development and implementation; or (iii) In possession of a recognized first degree at MQF Level 6, or a recognized, appropriate, comparable qualification in Education or other related field in the sector mentioned in the introductory paragraph, and five (5) years relevant work experience in an area related to curricular development and implementation; or (iv) In possession of a recognized post-graduate degree (Masters), at MQF Level 7, or a recognized and appropriate comparable qualification, in Education or other related field in any of the two sectors mentioned in the introductory paragraph, and three (3) years relevant work experience in an area related to the roles and functions of curricular development and implementation; or (v) Persons with twelve (12) years work experience in an area related to the roles and functions of curricular development and implementation; Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified area requirements. Moreover, candidates who have not yet formally obtained any of the abovementioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualification in question by the closing time and date of the call for applications. Due consideration will be given to applications who, besides satisfying the requisites indicated in paragraph 10, have documented evidence of work experience in a management position and proved relevant work experience. 7. Officers in the teaching grades who are in possession of a Teacher s Warrant (Permanent) and are eligible in terms of paragraph 5 above may apply and, if selected, shall retain the right to apply to fill vacancies in grades or positions for which they are eligible as a result of their career progression in teaching career stream. The years of service in the position of Service Manager shall be reckonable as years of service/experience in the teaching grades. Call for applications Service Manager (2014) Page 4 of 6

Persons registered with the National Commission for Persons with a Disability (NCPD) may be given reasonable accommodation in terms of Article 7 of the Equal Opportunities (Persons with Disability) Act, (CAP. 413), even if they do not satisfy in full the eligibility requirements for this post provided they can carry out, in essence, the duties related to the post and subject to the concurrence and approval of the Secretariat for Catholic Education. 9. Representations in terms of the previous clause should be attached to the application form and supported with relevant document which must also include documentary evidence of registration with the NCPD. Reasoned justifications should be given to substantiate the lack of full eligibility requirements and why reasoned considerations are merited. Eligible applicants will be interviewed by a Selection Board to determine their suitability for the position. 11. The results will be published on the notice board of the Secretariat for Catholic Education within fifteen working days of the interviews. 12. Diploma/Degree/Post-Graduate certificates or recognized comparable qualifications must be accompanied by a transcript, in English, showing the Degree obtained and the final classification. Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the application. 13. Original certificates and/or testimonials are to be invariably produced for verification at the interview. 14. With respect to qualifications produced in response to this call for applications, applicants are required to produce a recognition statement by the Malta Qualifications Recognition Information Centre (MQRIC) based within the Malta Qualifications Council, or by any other designated authority, as applicable. Such statement should be attached to the application and the original presented at the interview. 15. 6 available for download from the MQRIC page of the Malta Qualifications Council website ( In cases of doubt, however, the Selection Board may set aside this exemption and direct an applicant to procure a recognition statement from MQRIC. 16.
