Welcome and Introductions II. Minutes of April 23, 2012 Steering Committee III. IU Workforce Studies Center RECOMMENDATIONS/ACTION Rick Kiovsky opened the meeting and members introduced themselves both in person and on the phone Minutes were approved as written Dr. Terry Zollinger and Hannah Maxey from the Department of Public Health at the IU School of Medicine provided an overview of a model they believe would establish a solid foundation for Health Workforce Data Objectives: What is the state of health workforce information in Indiana? What has/is being done with the current information? What are other states doing? What is feasible in Indiana? FOLLOW-UP DATE STATUS The issue: The state of health workforce data in Indiana o Decentralized and fragmented (note the lack of Dental Health Professional Shortage Area (HPSA) that Indiana has compared to contiguous states) 1

IU Workforce Studies Center (cont d) o Lack of information for planning and decision making o Duplication of effort/costly & time consuming data collection The value of centralizing health workforce data/information o Needs assessments o Proactive identification of shortages o Enhanced planning/preparedness information What is Indiana currently doing? Indiana Center for Health Workforce Studies (ICHWS) o 2004 Current, Health Workforce Research, Reports, and Presentations o Supported through Indiana AHEC since 2008 o Threat to sustainability What are other states doing? Organizational Structures, Deliverable o North Carolina, New York, Illinois, Oregon, Washington Deliverables: technical reports on health professions, service area analyses and need assessments, serve as data repository, data preparation (programming/coding), data analyses/research Structures: 2 types - 1) collaborations between academic institutions and state agencies or 2) separate (not-forprofit) organization/institutes What are feasible options for Indiana? Option 1: Develop formal Center as partnership between the State of Indiana and Academic Institution Option 2: Collaboration between State of Indiana, Academic Institutions, and other stakeholders to develop and oversee a 2

3 III. IU Workforce Studies Center (cont d) separate not-for-profit organization, Indiana Health Workforce Institute IV. INAC:TH Activity Updates V. Establishment of Advisory Committee How might this be funded? Method 1: State budget allocation Method 2: (Oregon Model) Nominal administrative fee attached to licensure process to fund health workforce data collection, management, analysis and dissemination Discussion ensued regarding the two methods of funding and concerns were shared by Steering Committee members regarding Method 2 and possible lack of support from the nursing community for that model. Dr. Zollinger thanked the INAC Steering Committee members for the feedback to their proposals and will further discuss with INAC and ICN leaders. The ICN hosted the Forum of State Nursing Workforce Centers Taking the Long View Conference in June 150 attendees, very positive feedback, good opportunity, Conference will be in Arizona in 2013 Larry Lynn and Kimberly spoke at WI Center of Nursing, kicked off this action coalition, very well received Rick Kiovsky invited to speak at IPE Summit in November, New Hampshire Larry Lynn has been asked to speak about nursing curriculum models, if someone is interested or have ideas let Larry know Kimberly & Rick met with Paul Chase (AARP rep) governmental affairs, AARP connection, continue to meet, he volunteered to serve on INAC:TH Advisory Committee, Kimberly will serve on AARP committee on workforce issues, Paul serves 50% at legislature, good partnership What would objectives and initiatives be if established? What are the key criteria we are looking for while seeking out members? Steering Committee members asked by Kimberly to: Continue to think through who are the kinds of people 3

4 V. Establishment of Advisory Committee (cont d) What do we want function of advisory group to do? Strategic connections Competing perspectives What is it we are doing? Is it making a difference? Provide input (i.e. on presentation today) Members should include: Funders Politically astute connections or someone in that arena Media Other health professional organizations that need to hear the message of what we are about, not just nursing Health insurance industries payers ISMA HIPSA Legal Big healthcare law firms, lobbying experts that could fill these roles Send recommendations to Kimberly / Rick Will need to be clear about their role and our committee role Include charter Kimberly / Rick will put something together and will send to group to react too. Will ask CCNA for examples. 4

5 VI. Action Committee Reports VI. Action Committee Reports (cont d) InterProfessional Education (IPE) Scott Engum and Linda Finke reporting 1. Response to TEAMStepps - no current active initiative at simulation center. Curriculum is governed by schools of medicine and nursing and would need to be implemented in their curriculum. IU Health is continuing to work with Raytheon to establish SMART team training for pediatric care providers. 2. IPE Database - is located on the Simulation Center Website and anyone can register to join the collaborative community. We are continuing to test the data entry and database output components at this time with subcommittee entries to trouble shoot the program. 3. IPE simulation day - this will occur 10/26/2012 at IU Health and the Simulation Center at Fairbanks Hall and will include 5 simulation cases and include 3-5 standardized patients/family members, 4 pharmacy students, 4 medical students or PA students, 3 radiology technician students, 9 nursing students, 4 respiratory therapy students, and hopefully 10 educators. The time will be 1pm - 5pm. Patient Safety Committee Betsy Lee reporting Plan to highlight need for patient and family engagement in patient safety activities Most work is occurring in the federally funded activity through the Partnership for Patients Revise charter to integrate patients and families into the patient safety efforts Evaluate on October 10 what the workgroups are doing, accomplishing 5

Action Committee Reports (cont d) Nursing Practice Committee Cherona Hajewski reporting Group recognized the great work of Barb Kelly and group for their work on the development of the white paper Suggestion to creating an executive summary for legislature with the key details making it easier for them to understand and fully comprehend what we are striving towards Suggestion to revise and soften some of the language What is the actual targeted audience? Need to make sure it is geared towards those being targeted, may have to edit on individual caseby-case scenarios Will share with other professional organizations, facilities ask for feedback Finding clinical placements for NP students across the state is becoming larger issue. Many examples shared of problems with MD s replacing NP s with med students. Rick to discuss with Dean of IU SOM and Mary Ellen Gushing. Can we put med students with NP, etc.? Need to re-evaluate and make same changes in the models Subgroup is identifying many examples of residency programs many are identifying different levels of orientation programs within hospitals o Curriculum continues to look like orientation o Need to partner with SON and employees to understand / have some continuity and intent of not repeating orientation, but getting acquainted with organization knowing this is what they are going to be exposed to No current residency programs around the state that have any measurable outcomes More and more moving to BSN expectation, need to continue to value all levels of nursing. Residency is for ASN BSN, not advanced practice. Residency / internship focus on medical, different perspective, language is key, competing language / programs 6

Next Steps and Follow-up Nursing Education Committee Peggy Gerard and Amy Knepp reporting Looking at current workforce data Need to identify specific language around relicensure Dr. Zollinger to contact Libby and Kimberly Ivy Tech continues to look at core curriculum and are waiting for information. Once the core course for nursing are identified, the committee will look at what courses will transfer to RN-BSN programs throughout the state. Models of various other articulation agreements have been reviewed and discussed. It is important that all nursing programs retain their individuality and uniqueness and therefore the committee will not produce one specific curriculum for all nursing programs. Rather, all programs will be encouraged to accept transfer credits for general education courses from other universities/colleges. RN-BSN courses are encouraged not to exceed 120 credit hours. Sim Center event on October 26 will provide feedback after event o Larry, Linda and Scott will share debriefing session of students at next meeting Schedule ICN Summit to share with others the recent accomplishments over the last year o Summit will be held in Indianapolis o Agenda would include what is going on with Center of Nursing, roll-out into action coalition, invite national speaker from CCNA to discuss what has been going on across the country, each working committee would report with presentation on outcomes on work that has been completed, small workgroups to get other people involved o Plan to schedule for January 11 7
