1 DRC Mental Health Services May 29, 2014 Mental Health Treatment Institutional mental health programs include at a minimum: Screening for mental health problems; Outpatient services for the detection, diagnosis, and treatment of mental illness; Crisis intervention and the management of psychiatric episodes; Elective therapy services and preventive treatment inclusive of mental health treatment groups and individual therapy; Development of an overall treatment/ management plan. In addition to the above minimum programs, inmates may be placed in one of the following: Intensive Treatment Program an intermediate level of mental health services for inmates requiring higher intensity and frequency of services. ITPs may be residential or outpatient. Residential Treatment Unit (RTU) a secure, residential treatment environment that has a structured clinical program for inmates experiencing an acute episode of compromised mental health, inclusive of suicidal or self-injurious behavior. RTUs provide four levels of treatment. Inmates progress through the levels and receive treatment, programming, and activities based upon the inmate s clinical condition and needs. Mental Health Screening All inmates entering DRC reception centers or transferring to other institutions are screened for medical, mental health, and substance abuse issues upon intake. A detailed mental health screening is completed on inmates within 14 days of arrival at any institution by a mental health professional, unless the inmate is already on the caseload. Inmates may be referred to mental health services for further evaluation as a result of the screening, or at any time by institutional staff or at the inmate s request. All inmates are classified as C-1 (Seriously Mentally Ill), C-2 (on the caseload, but not seriously mentally ill), or N (not on the caseload). Key Statistics As of, 9,825 inmates were on the mental health caseload, or 19.4 percent of the total DRC population. Although the total mental health caseload has increased, the rate of inmates on the caseload has remained mostly stable over the past ten years. The Ohio Reformatory for Women housed the highest total number of inmates on the mental health caseload, with 1,054. The three female institutions all had the highest percentage of mental health caseload inmates in comparison to their total population.
