Welcome and Introductions were made. Rosha Loach welcomed everyone and said Introductions Dixie Morgese was in Tallahassee. II. Approval of The October 28, 2015 meeting summary was approved by consensus. Approved N/A N/A October 28, 2015 meeting summary. III. Executive/ Board of Director s report The Executive Director s Report for January 27, 2016 was distributed to the members present. Ms. Loach updated the members present on the new funding grants awarded. IV. Coalition Update a. MIECHV - Ms. Loach said eight Healthy Start Coalitions throughout the state were awarded this planning grant for coordinated in-take and referral. Ms. Loach said there are several attendees at the meeting today who will be participating on this team. b. LSF still implementing and will report at the next meeting. c. WVHA Refer to ED report. d. Deltona (CDBG) Refer to ED report. e. FIMR - Rosha Loach said they reviewed five sleep related deaths at the last meeting and these were substance abuse related. The next FIMR meeting will be held in May. f. MomCare Sue Snow said express enrollment began on January 12, Ms. Snow said when you sign up on your MyACCESS account you will be directed to an express site where you will have the option to select a plan and you have 120 days to change your plan. g. Healthy Families - Susan LeBlanc welcomed and introduced the new HF Supervisor, Larisa Remishevskiy. Ms. LeBlanc said there were fifteen home visit outcomes for the past quarter. 2 fourteen were met or exceeded and eleven were at 100%. Ms. LeBlanc thanked the HF team and Larisa s leadership. Ms. LeBlanc said they are struggling with retention and capacity. Ms. LeBlanc said during the period of October 1, 2014 September 30, 2015 the Child Abuse and Neglect (CAN) outcome was at 100% after completing the program and 98% during participation for no child maltreatment findings. Ms. LeBlanc said they were fully staffed but recently had a Lead Parent Educator resign. Ms. LeBlanc said they are coordinating a diaper bank with the Junior League and are in the beginning stages. The JL also provided several tickets for the Sweetheart Ball to the HF program. Ms. LeBlanc said there were two families who graduated from the program in December Ms. LeBlanc recognized SMA for exceeding their numbers in December. h. Family Engagement - Corey Best provided an update. Mr. Best said he attended and received an award for Healthy Start from the Casey Family program in Washington, DC. Mr. Best said both Tremendee and Victoria are doing a super job. Ms. Loach said we were awarded a Women s Initiative grant to purchase car seats for high risk babies who leave the NICU. Ms. Loach said there will be several staff members who will receive car seat training. V. Community Participation i. SDP update Ms. Loach said every five years Healthy Start completes a Service Delivery Plan. The next plan is for and will be due at the end of July Beginning in April we will hold Community Action Group meetings to review data for the seven indicators in the plan. Ms. Loach reviewed the seven indicators with the members present and said these indicators are for women of reproductive in Volusia/Flagler. Thomas Bryant III said we should also look at perinatal periods as a risk indicator. LifeSong Maria Long, Community Liaison, said she is partnering with organizations in the community. Ms. Long said she is working on a sponsorship with Halifax Health, partnering with Dr. Diana Lee, Director BCU-Odessa Chambliss Center, to provide training. She is working with Dorothy Maddox with the Housing Authority. Ms. Long said she will be providing training on Interconception Care, Safe Sleep and Strengthening Families. Ms. Long said she will be an emergency contact for pack n plays and is looking for sponsorships. Help Me Grow Christina Roebling said they are trying to go 2

3 statewide with developmental screenings from birth to eight years of age. Ms. Roebling said they are partnering with ELC, Easter Seals, Early Steps, and with Healthy Start on getting the information out into the community. HMG is working on expanding to more partners. Ms. Roebling said they completed 300 screenings during the 1 st quarter. Ms. Roebling is coordinating a Memorandum of Understanding with Healthy Start to view information on the Brooks ASQ system. The Chiles Academy Anne Ferguson said The Chiles Academy is in their 14 th year as a charter school. Ms. Ferguson said they have multiple programs, Early Head Start program, 35 childcare teachers, and are serving families who need food, shelter and are homeless. Ms. Ferguson said they continue to work with families in the zip code. Children s Home Society Tegan Graser said their clinical program is growing. There is currently no waiting time and counselors are available to travel to them. There is currently one Spanish speaking counselor. Ms. Graser said they take Medicaid and most of the HMO plans. Ms. Graser said if there is a waiting list and they are full they will provide other referrals. Respond time is within 24 hours. Early Learning Coalition Nathalie Dunning said there are currently 3,017 children enrolled in Flagler/Volusia and no waiting list. They are calling families from 1/19/16. Thrive by Five Lynn Kennedy said they are currently re-engaging all of their members and scheduling presentations for their programs. CMS Ann Wilson said they have begun to re-enroll families into their program. Florida Health Volusia Dr Rawji said they are seeing an increase in substance abuse moms. Dr. Rawji said he sees patients at the Family Health Source on Wednesday and Saturday on the west side of the county. Dr. Rawji said many of these patients are undocumented and do not have the money to pay for their medication. He said poverty is a big issue and the needs are increasing. VI. Healthy Communities - screenings Cher Philio said screening rates were hard to track for the last quarter due to data issues. Ms. Philio said the infant screenings were at 88.63% and prenatal 92% for second quarter. Ms. Philio said she provided 50 activities, 25 community development events, 51 Facebook postings and their biggest outreach focus was on the Zika virus. Ms. Philio said there is a car seat training coming up and they had two hospital staff members trained at the last car seat training event. 3

4 VII. SMA Information Only. - Healthy Start - WIS/NOS VIII. Flagler County Health Department IX. Volusia County Health Department Nathaniel Loucks said they are excited about the increased communication and collaboration to increase retention with the HF Assessment position. Mr. Loucks said they are down a Family Assessment Worker. Mr. Loucks said they are collaborating with FCHD and someone on site to do intake and provide resources a couple of days a week. Mr. Loucks said there is a WIS/NOS located on the west side of the county to engage with moms who are substance abuse. Mr. Loucks said the WIS will be located at the Family Place in Deltona and Susana Simon will be staying on. Xiomara Reyboyras was promoted to Intake Supervisor due to the resignation of Karen Lawler. Mr. Loucks said they did a 6 month screening analysis and there were 500 fewer screens this year than last year. Ms. Morgese will provide a NAS training in the morning of February 18 th and Patrick Miley will provide Motivational Interviewing training in the afternoon from 2:00-4:30pm. Bonnie Welter said they are working on a Healthy Babies Initiative project to review infant mortality and come up with an action plan. Ms. Welter said they are looking at the protective factors to have safe babies. Ms. Welter said they are very happy with Maritza Perez- Rankin being located at the health department. Ms. Welter said their breastfeeding rate is at 88.5% and they are number one in state. Carmella Farley continues to provide prenatal care and patients are referred to HOGA or Women s Care prior to delivery. Ms. Welter thanked Healthy Start for the pack n plays. Laureen Husband said they will be engaging our community partners to work on strategies for the Healthy Babies Initiative project. Ms. Husband said they will work on having additional cafes and the supplies needed to continue to do the work needed. Laureen commended healthy start for all of the work they have done. Ron Rondeau said they are adding some health educators to their staff to train community health workers.
