2 The Big Switch: Why You Need to Shift Your Organization from Compliance to Risk Pamela Walaski, CSP, CHMM The OHS profession has been undergoing a significant transformation in the past 10 years, beginning with the realization that, despite our best efforts, fatalities and serious injuries were continuing to occur, even among organizations with best in class programs. An introspective look at our profession has led to a significant transformation away from injury based/compliance based programs to the development of safety management systems that provide for continuous improvement and focus on risk reduction. Forward thinking organizations are moving away from zero injury goals they have learned just because no one gets hurt doesn t mean everyone is performing safely and just because an organization has a few minor recordables doesn t mean it is unsafe. This presentation will take a closer look at where we have been as a professional and where we are going, providing a sound foundation for the use risk and systems thinking as the foundation for OHS programs moving forward. Pam Walaski is the Director, Health and Safety for GAI Consultants, Inc., an engineering, planning, environmental, and economic consulting firm with over 55 years of experience delivering innovative engineering solutions. GAI is headquartered in Pittsburgh, PA with services in over 25 offices throughout the eastern US. Pam is a Professional Member of ASSE and is the current Area Director for Region VIII; a member of the Society Finance Committee; a member of the Council on Professional Affairs Committee; and the Student Section Liaison for the Western Pennsylvania Chapter. She is also a member of the Indiana University of Pennsylvania Safety Science Advisory Board and the University of Pittsburgh Safety Engineering Certificate Advisory Committee. Pam is a regular contributor to Professional Safety, and was a Section Coordinator for the 2 nd edition of The Safety Professionals Handbook. Her book Risk and Crisis Communications; Methods and Messages was published by John Wiley & Sons in September She was also an editor on the Consultants Business Development Guide, published by ASSE in April Pam has been a general session presenter at the ASSE PDC every year since She also regularly presents at other ASSE related events, State Safety Conferences (Indiana, Ohio, and Oregon) and company safety meetings (Dominion Contractor s Safety Summit) Pam was part of the development team and is one of the instructors for the highly acclaimed ASSE Risk Assessment Certificate program. Pam was received the CoPS Safety Professional of the Year Award in June 2014 and the Charles V. Culbertson Outstanding Volunteer Service Award in June 2015.
3 Joel M. Haight, Ph.D., P.E. Dr. Haight is an Associate Professor of Industrial Engineering in the Swanson School of Engineering at the University of Pittsburgh where he teaches and does research in the areas of productivity, human factors engineering and safety engineering. Prior to that, he most recently served as Chief of the Human Factors Branch at the Centers for Disease Control and Prevention (CDC) National Institute of Occupational Safety and Health (NIOSH) at their Pittsburgh Office of Mine Safety and Health Research, where he managed a research branch of researchers in the areas of ergonomics, cognitive engineering, human behavior and training. Dr. Haight also served for nearly 10 years, as an Associate Professor of Energy and Mineral Engineering at the Pennsylvania State University. Dr. Haight worked as a manager and engineer for the Chevron Corporation for 18 years prior to joining the faculty at Penn State. He has a Ph.D. and Master s degree in Industrial and System Engineering both from Auburn University. He is a professional member of ASSE, AIHA and the Human Factors and Ergonomics Society. Dr. Haight has published more than 60 peer reviewed scientific journal articles, book chapters and proceedings papers and is the editor in chief of and contributing author for the J.W. Wiley and Sons, Handbook of Loss Prevention Engineering (2013) and the ASSE Safety Professionals Handbook 2 nd ed. (2012). The Safety Profession: A Look at Role Expansion, Reporting Structures, and Performance Measurement Dr. Tracey Cekada and Dr. Wanda Minnick The safety profession is a dynamic field. Not only are we faced with continuous changes from a regulatory perspective, but as we continue to evolve as a profession, we are seeing expansions in our roles, diversity in our reporting structures, and variability in how we are measured as safety professionals. This presentation will focus on three areas: 1) looking at role expansion and the incorporation of both security and environmental functions into our responsibilities as safety professionals; 2) reviewing various organizational structures and understanding the effects that these reporting structures have on both the stress and success of safety professionals; and 3) analyzing how our performance as safety professionals is measured across the profession.
4 Dr. Wanda Minnick has over 19 years of work experience in the private and academic sectors, primarily in the field of environmental, health, and safety. Her industry experience is from the manufacturing sector having held safety positions at Xerox Corporation and Harley Davidson Motor Company. She is currently an Associate Professor and Graduate Program Coordinator in the Safety Sciences Department at Indiana University of Pennsylvania (IUP). She holds a B.S. in Safety Sciences from IUP, a M.S. in Environmental, Health, and Safety Management from Rochester Institute of Technology, and a Doctorate of Philosophy degree in Administration and Leadership Studies from IUP. She is a professional member of ASSE, a Certified Safety Professional and an ABET Program Evaluator for the Applied Science Accreditation Commission. Dr. Tracey Cekada, CSP, CHSP, is an Associate Professor in the Safety Sciences Department at Indiana University of Pennsylvania (IUP). She has 13 years of experience in the private and government sectors and an additional 11 years of experience in academia. She holds a B.S in Occupational Health and Safety from Slippery Rock University, an M. S. in Environmental Science and Policy from The Johns Hopkins University, and a DSc in Information Systems and Communications from Robert Morris University. Cekada is a professional member of ASSE s Western Pennsylvania Chapter and serves as the faculty advisor to the Indiana University of Pennsylvania (IUP) Student Section of ASSE. In 2016 she was awarded the ASSE William E. Tarrant s Outstanding Safety Educator Award. Environmental 101 in support of the trend toward safety specialists tasked with environmental duties. Jerry Washo, VP and Director, Operations, Resource Environmental Management, Inc. The presentation will address the common ground between environmental and safety management and break down the key parts of environmental policy and the associated statutes. Jerry is a Certified Hazardous Materials Manager (CHMM) and a Registered Environmental Manager (REM). He holds certifications for OSHA, EPA, and DOT framework. Jerry co directs Resource s educational programs for Environmental, Health, and Safety, (HAZWOPER, HAZCOM, RCRA, DOT). Jerry holds a B.S. in Biology from King s College, Wilkes Barre, PA and has worked as an environmental technician and specialist since Additional information is available at Silica Rule Compliance: Engineering Controls Wayne Vanderhoof CSP, President, RJR Safety, Inc, Mr. Vanderhoof operates a safety consulting practice in southwestern Pennsylvania providing safety consulting services to clients in the oil & gas, manufacturing, and construction industries in the tri state area. He has more than twenty five years of safety experience in safety and health. Wayne received a Bachelor of Science degree in Occupational Safety and Health, is nationally recognized as a Certified Safety Professional (CSP), and is a Professional Member of the American Society of Safety Engineers (ASSE). Wayne is the Administrator for the ASSE Oil & Gas Practice Specialty. He is an active member of many state and local oil &
5 gas associations, is the current Chair of the PIOGA Safety Committee, and participates in the local STEPS Networks in the tri state area. Wayne is an Authorized Trainer for SafeLand USA courses, is an OSHA Outreach Trainer, is an Authorized H2S Instructor, and an Instructor for the American Red Cross. Healthcare: New CMS Rules Rocco, DiPietro, CSP, Principal, Public Health & Safety, Cocciardi & Associates Mr. DiPietro is a Board Certified Safety Professional (CSP) with more than 20 years of experience in the fields of occupational and public safety, environmental health, and emergency preparedness. Mr. DiPietro is a member of the National Disaster Medical System s (NDMS) Pennsylvania (PA 1) Disaster Medical Assistance Team as a Safety Officer (SOFR). Mr. DiPietro consults in the areas of safety engineering, regulatory compliance, industrial hygiene, occupational and public health, and emergency preparedness and prevention. Mr. DiPietro has taught and presented multiple courses and sessions to a wide variety of public and private sector clients in Safety Program Management, industrial hygiene, and public health preparedness. Mr. DiPietro manages the Public Health and Safety Group of Cocciardi and Associates, Inc. where his responsibilities include client development and business administration, project management, quality assurance/quality control of work product, and grant/financial administration and oversight. Prior to his association with Cocciardi, Mr. DiPietro managed the occupational safety, health, and security for a multinational Fortune Global 100 corporation. Through the development ofinitiatives such as a behavior based safety program and a modified duty transitional return to work program, Mr. DiPietro developed a track record of risk recognition and cost savings.
