3 EXECUTIVE SUMMARY The Chief Nurse and Midwifery Officer (CNMO) position is your opportunity to put your credible high level strategic leadership and extensive and successful experience in leading nursing and midwifery policy into meeting the challenges of delivering contemporary, evidence based best practice across South Australia, whilst also forming strong partnerships with your colleagues nationally. Your role is a pivotal state-wide leadership and influencing role for the professions. It provides important, strategic advice to inform SA Health policy and is instrumental in developing, implementing and evaluating nursing and midwifery specific policy. As a valued member of the Deputy Chief Executive s Division you will be contributing to SA Health s leadership, vision and strategic direction. Significantly, you will be leading the professions quality initiatives, and have an indirect role in planning and delivery of health systems and services through influencing management and practices. Your personal leadership style in fostering inter-professional collaboration will contribute to a positive culture through the Office for Professional Leadership along with the Chief Medical Officer s Office and the Chief Allied and Scientific Health Advisor's Office. To be the successful candidate you will demonstrate: exemplary interpersonal, communication and influencing skills; the ability to form strong and constructive strategic working partnerships; senior strategic leadership of major reform; senior management experience at executive level within the professions; experienced leadership to a complex multidisciplinary organisation; significant experience in leading service reviews within the professions and analysis of complex, contentious and sensitive issues; advice and information in policy including influencing consultative processes with diverse range of stakeholders; comprehensive knowledge of emerging issues, trends, education and workforce issues within the professions. Facilitate wider translation of research into practice and transfer of innovation across our business DEPARTMENT FOR HEALTH AND AGEING The Department for Health and Ageing assists the Minister for Health, the Minister for Mental Health and Substance Abuse, and the Minister for Ageing to set the policy framework and strategic directions for SA Health. The department supports the delivery of public health services, formulates health policy, facilitates public and consumer consultation on health issues, and monitors the performance of South Australia s health system by providing timely advice, research and administrative support. NURSING AND MIDWIFERY OFFICE The Nursing and Midwifery Office is a part of the Office for Professional Leadership and works in an inter-professional collaborative model with the Chief Medical Officer s Office and the Chief Allied and Scientific Health Advisor's Office.The Nursing and Midwifery Office, is committed to the values of SA Health and supports the embedding of health reform priorities, culture, best practice and the provision of professional nursing and midwifery leadership.the Nursing and Midwifery Office oversees the provision of professional nursing and midwifery advice and development of the nursing and midwifery professions within South Australia. LOCAL HEALTH NETWORKS There are 5 Local Health Networks (LHNs) established as incorporated hospitals, with 4 of those leading geographical regions and one state-wide Women s and Children s Network. The LHNs manage the delivery of public hospital services and community based health services. SA Health determines, through service agreements with the LHNs, service delivery and state-wide planning. 6 Governance of the LHNs is supported by Governing Councils whose role it is to monitor and provide advice on improving clinical care outcomes within the LHN. 7 CHIEF NURSING & MIDWIFERY OFFICER POSITION PURPOSE The CNMO provides leadership and influence for the Nursing & Midwifery profession in SA. This includes setting the strategic direction and actions to achieve goals that benefit the outcomes of patients. The CNMO incumbent will be able to motivate and inspire people and have strong negotiation skills, to reach mutual agreement on strategic priorities with range of stakeholders. KEY DUTIES AND RESPONSIBILITIES The CNMO will have strong leadership abilility and influence, leading change and achieving agreed nursing and midwifery objectives. The role will have delegations relevant to the SAES level requirements of the Department for Health and Ageing in relation to finance and workforce. Responsibilities The Nursing and Midwifery Office is responsible for strategic professional leadership of the nursing and midwifery professions across SA Health and for the following key focus areas as they relate to the professions of nursing and midwifery: Professional and inter-professional partnerships Practice development Best practice standards Practice changing research Education, teaching and training Professional development Legislation and regulation ehealth Governance Policy and consultation Workforce organisation Reporting and performance. 10 EMPLOYMENT TERMS & CONDITIONS REMUNERATION CLASSIFICATION $159,150 - $244,845 (inclusive of superannuation) Relocation allowance to applicants outside of SA SAES 1 Level PRE-EMPLOYMENT PROBITY CHECKS It is mandatory that no person, whether or not currently working in SA Health, will be eligible for appointment to a position in SA Health unless they have obtained a satisfactory Background Screening and National Criminal History Clearance. Prescribed Positions under the Children s Protection Act (1993) must obtain a satisfactory Background Screening and National Criminal History Clearance through the Screening and Licensing Unit, Department for Communities and Social Inclusion. This includes setting the strategic direction and actions to achieve goals that benefit the outcomes of patients; The CNMO provides advice to inform government policy as well as developing, implementing and evaluating nursing & midwifery policy within the South Australian (SA) health system. The CNMO is responsible for coordinating policy development in collaboration with key stakeholders within SA including SA Health staff, nursing & midwifery professional associations, unions, regulatory agencies and educational bodies. The CNMO has an indirect operational role in terms of planning and delivery of health systems and services, by influencing management and practices such as financial, human resources, governance, education & safety. In particular, CNMO leads nursing & midwifery quality initiatives to support the achievement of National Safety and Quality Health Service Standards in SA Health Services. The CNMO develops strong partnerships with the national and state Chief Nurses and Midwives and other Nursing & Midwifery Leaders to ensure South Australia is contemporary with national and international evidence based and best practice trends; The Chief Nurse and Midwifery Officer will participate as an integral member of the Deputy Chief Executive s Division including significantly contributing to leadership, vision and strategic direction for the health portfolio. Providing high level system-wide strategic input and nursing and midwifery advice relating to clinical, quality & safety, education, research, and workforce matters. Directing; overseeing and ensuring development of appropriate plans for the delivery of complex and critical projects. Delivering expert, nursing and midwifery advice and support relating to the adoption and application of appropriate communication strategies with key stakeholders. Identifying, reviewing and evaluating the strategic purpose and direction of specific projects and initiatives to ensure their feasibility and consistency with Department and State Government and Commonwealth Government objectives. Leading, directing and undertaking high priority projects involving direct negotiations and collaboration with senior executives in the Department, Local Health Networks, other Government agencies, academic institutions, professional and industrial organisations. The Chief Nurse and Midwifery Officer will significantly contribute to the development of the Department s vision, values and strategic directions, consistent with Government policy, through: Setting and evaluating shared and appropriate nursing and midwifery strategic direction, objectives and plans and ensuring appreciation of the resources required to facilitate implementation, with outcomes clearly focused on patient benefit. Introducing, influencing, managing and evaluating innovative change programmes to achieve strategic objectives. Identifying and developing nursing and midwifery capacity and capabilities to deliver positive patient outcomes Leading the establishment of governance structures for nursing and midwifery in SA Health including Local Health Networks and Statewide Clinical Support services to provide overall leadership and direction. Engagement of nursing and midwifery in setting shared annual strategic goals and programmes, including effective workforce planning. Establishing liaison, collaboration and networking with the professions of nursing and midwifery, and other health professionals and organizations Establishing appropriate partnerships and facilitating collaboration with both the private and public sectors and academic institutions. The Chief Nurse and Midwifery Officer will ensure the development and implementation of organisational change projects relevant to nursing and midwifery that is supportive of change and change management processes and facilitates improved access, pathways and co-ordination to services for target populations by: Developing and leading a sound change management culture within the Nursing and Midwifery professions based in Local Health Network, Statewide Clinical Services and Nursing and Midwifery Office; Leading the identification, implementation and evaluation of strategies and projects that have the potential for broad system change; Leading and demonstrating effective cultural and change management programs to achieve desired outcomes; An example of this type of project includes development of models of care that support the implementation of advance practice roles such as nurse endoscopist. 18 Key Result Areas Leading, developing, implementing and evaluating nursing and midwifery policy within the South Australian (SA) health system Major Responsibilities The Chief Nurse & Midwifery Officer is responsible for leading, developing, implementing and evaluating nursing & midwifery policy through. Providing advice on nursing and midwifery workforce capacity, capability and skill mix. Providing strategic advice to the minister of health and the government on nursing and midwifery. Recommending policies and initiatives to support government health objectives relating to quality, safety and best practice. Recommending professional regulation and policy in relation to the nursing and midwifery profession and professional practice. Providing advice on educational programmes standards, accreditation and funding. Engaging communities, organizations and other sectors to identify key components of effective policy to promote health in the context of nursing and midwifery and the wider health arena. Advising on the effectiveness of health policies in relation to nursing and midwifery, to include recommendations on further policy direction in this regard The Chief Nurse and Midwifery Officer will ensure effective policy development and implementations to address professional nursing and midwifery issues associated with health service planning and improvement, technology and research by: Appropriate development and implementation of nursing and midwifery policies in consultation with stakeholders to ensure relevance and congruence with organisational plans, directions and objectives; Implementing strategic controls that provide for appropriate evidencebased decision making and continuous improvement processes; Initiate, develop, implement and monitor policies, strategies and project/research activities to improve nursing and midwifery services and the health system generally; Initiate, lead and manage matters relating to nursing and midwifery workforce, education & training and development of collaborative partnerships with relevant professional and industrial bodies and industry stakeholders; Contributes to the planning and delivery of health systems and services, by influencing management and practices such as financial, human resources, governance, education & safety. Leading nursing & midwifery quality initiatives to support the achievement of National Safety and Quality Health Service Standards in SA Health Services The Chief Nurse & Midwifery Officer will provide strategic planning advice and information on the needs, initiatives, service design and resource allocation issues relevant to the nursing & midwifery profession by; Promoting the implementation of appropriate laws regulating nursing and midwifery education, practice settings and practising professionals. Promoting safe, effective and economically sustainable models of care. Establishing national nursing and midwifery standards for quality and patient safety. Overseeing nursing and midwifery service delivery processes. Enhancing nursing and midwifery productivity, capacity and capability through learning and development opportunities. Utilizing information systems and technologies to improve efficiency and quality of services. Coordinating emergency preparedness and crisis response. The Chief Nurse & Midwifery Officer will lead the development of policy, systems, and processes to ensure nursing and midwifery meet National Safety and Quality Health Service Standards by: Advocate for the continuous improvement of service provision, client relationships and information exchanges with and by nursing and midwifery professionals; The development and implementation of strategic and operational policy, practices and procedures; Enabling the effective monitoring, reporting, total quality management and auditing of relevant processes and systems; Lead specific quality projects including those involving team based care; Guiding the appropriate use of human and financial resources within nursing and midwifery quality projects. 20 Knowledge, Skills and Experience ESSENTIAL MINIMUM REQUIREMENTS Educational/Vocational Qualifications Registered or eligible for registration with the Nursing and Midwifery Board of Australia and holds a current practicing certificate. Extensive experience in leading nursing and midwifery quality initiatives to support the achievement of National Safety and Quality Health Service Standards in SA Health Services.
