2 HISTORY OF EFN The EFN was set up in 1971 and its creation was linked to the directives on nursing education and free movement being drafted at that time by the European Commission.

3 EFN MISSION To strengthen the status and practice of the profession of nursing for the benefit of the health of the citizens and the interests of nurses in the EU & Europe, by lobbying the EU Institutions on EU pipeline legislation which affects the daily life and work of six million nurses across Europe.

9 EU ENLARGEMENT Chapter 3 - Previous General System Directives (only done on the recognition and evaluation on a case by case basis - No minimum standards on education and training. Amendments over time brought together the Directive 2005/36/EC, amended by Directive 2013/55/EU, the Mutual Recognition of Professional Qualifications Directive With an automatic recognition system for 7 sectoral professions: Midwives, nurses responsible for general care, doctors, dentists, pharmacists, veterinary surgeons and architects.

10 Directive 2005/36/EC, amended by Directive 2013/55/EU Article 31 - Nurse minimum education requirements years of general education hours AND at least 3 years (possibility to be expressed in ECTS) 1/3 time theoretical education & ½ on clinical training (2300h of clinical practice!!). 8 Nurse Competences

12 EFN COMPETENCY FRAMEWORK Started during the negotiations to modernise Directive 2005/36/EC EFN Working Group on Competences (ES, IS, HR, UK, SW, PT, HU and BE) First drafts were used by the EU Institutions to build the 8 nurse competences included in Article 31 Involvement with experts and various stakeholders to get a consolidated version Approved in April 2015 (available on EFN website, some translations available)

13 EFN COMPETENCY FRAMEWORK Nursing school curricula shall comply with Article 31 and be developed by a competency based approach. 15 COMPETENCIES (ART 31) A. To independently diagnose the nursing care required using current theoretical and clinical knowledge and to plan, organise and implement nursing care when treating patients; B. To work together effectively with other actors in the health sector, including participation in the practical training of health personnel; C. To empower individuals, families and grous towards healthy lifestyles and self-care on the basis of the knowledge and skills acquired; D. To independently initiative life-preserving measures and to carry out measures in crises and disaster situations; Competencies in line with the EFN Competency Framework agreed by 34 National Nurses Associations

16 COMPETENCIES (ART 31) E. To independently give advice to, instruct and support persons needing care and their attachment figures; F. To independently assure quality of and to evaluate nursing care; G. To comprehensively communicate professionally and to cooperate with members of the other professions in the health sector; H. To analyse the care quality to improve the own professional practice as a general care nurse. Competencies in line with the EFN Competency Framework agreed by 34 National Nurses Associations

17 EFN COMPETENCY FRAMEWORK A. To independently diagnose the nursing care required using current theoretical and clinical knowledge and to plan, organise and implement nursing care when treating patients Decision-making To apply critical thinking skills and systems approach to problem solving and nursing decisionmaking in the professional and care delivery context. To carry out actions, by previously identifying and analysing problems, that facilitate seeking the most beneficial solution for the patient, the family and the community, reaching objectives, improving outcomes and keeping the quality of their work. Courses: Decision-making process, Problem solving & Conflict management. Research, development and leadership To implement scientific findings for evidence-based practice. To take into account the equity and sustainability principles in healthcare and strive for the rational use of resources. To adapt leadership styles and approaches to different situations concerning to nursing clinical practice and healthcare. To promote and maintain a positive image of nursing. Courses: Evidence Based Nursing, Basics of research, methodology and terminology, Innovation and quality improvement in nursing, Nursing leadership and management, etc. Nursing Care (theoretical/practical)

18 EFN COMPETENCY FRAMEWORK Competencies Art 31 - EFN Competency Framework CA.6 Nursing Care To show sufficient knowledge and skills to provide professional and safe care adequate to the health and nursing care needs of the individuals, families and groups the nurse is responsible for providing care to, taking into account the developments in scientific knowledge, as well as the quality and safety requirements established in accordance with the legal and professional conduct regulations. To independently assess, diagnose, plan and provide person-centred integrated nursing care focused on health outcomes by evaluating the impact of the situation, background and the care given, through clinical care guidelines describing the processes for the diagnosis, treatment or care, and making recommendations for future care. To know and implement the nursing theoretical and methodological fundamentals and principles, basing nursing interventions on scientific evidence and the resources available. etc.
