3 INTRODUCTORY STATEMENT This document contains information addressing the nine (9) recommendations cited by the South Dakota Board of Nursing against the Western Dakota Tech Practical Nursing Program. The recommendations resulted in the Practical Nursing Program being placed on probationary status as of November The information is presented so that each recommendation is addressed separately noting the recommendation, action plan, accomplishments, and attachments if applicable. At the conclusion of this document is a closing statement identifying those items that need to be completed as a result of implementing a new curriculum that will begin fall semester The information in this document was developed through a collaborative process utilizing personnel and information from Western Dakota Tech Administration and the Practical Nursing Department. The primary goal of Western Dakota Tech Administration and the faculty and staff of the Practical Nursing Program is to have the South Dakota Board of Nursing remove the probationary status based on both groups working diligently to ensure that each recommendation was addressed and positive changes implemented. Western Dakota Tech Administration and the faculty and staff from the Practical Nursing Program are under new leadership and have expressed to the Board of Nursing a desire and willingness to have a relationship built on trust and reliability as we work together in the future. Western Dakota Tech Administration and the faculty and staff of the Practical Nursing Program would like to thank the members of the South Dakota Board of Nursing for giving us the opportunity to demonstrate we are a quality program. We do want to succeed and be a school of choice for students looking to pursue a career as a Licensed Practical Nurse.

4 RECOMMENDATION #1: Assure that the number of qualified Nursing Faculty is sufficient to fulfill outcomes and purposes of the Practical Nursing Program. ACTION PLAN: 1. Review the workload requirements for each semester based on the total credits and the number of hours required for lecture, lab, clinical, and practicum. 2. Determine the workload requirements for each full time equivalent (FTE) Nursing Faculty per semester. 3. Determine the workload requirements for each FTE Nursing Faculty per fiscal year. The workload requirements for the fiscal year include fall and spring semesters. The workload requirements for the summer semester are determined separately from the fall and spring workload requirements. 4. Determine the workload requirements for each FTE Nursing Faculty for the summer semester. 5. Based on the total credits and total hours required for lecture, lab, clinical, and practicum per semester and the workload requirements for one FTE Nursing Faculty, a determination will be made on how many FTE Nursing Faculty and Adjunct Faculty are going to be required to sufficiently fulfill the outcomes and purposes of the Practical Nursing Program. ACCOMPLISHMENTS: 1. Workload formulas have been developed to determine the workload requirements for each FTE Nursing Faculty. 2. Each FTE Nursing Faculty has a workload agreement based on approximately 15 workload credits per semester and 30 workload credits for the year (fall and spring semesters). 3. During the summer semester, Nursing Faculty will be paid under the current Adjunct Faculty pay policy.

15 REQUIREMENT 2: Classification Description for the Nursing Program Director (with emphasis on 100% administrative duties) and Classification Descriptions for the Nursing Faculty must be updated and appropriate to meet the standards. A Classification Description is needed for Adjunct Faculty. ACTION PLAN: 1. The Nursing Program Director will have a classification description that indicates his/her duties are 100% administrative and meet the standards found in Article 20:48 under Qualifications of Administrator of Nursing Education Program 20:48:07:22 and Responsibilities of Administrator 20:48:07:23. The classification description is reviewed and updated annually or as needed. 2. The Nursing Faculty will have a current classification description that meets the standards found in Article 20:48 under Faculty Qualifications and Organization 20:48:07:24, Qualifications of Faculty in Practical Nurse Programs 20:48:07:25, and Responsibilities of Nursing Faculty 20:48:07:27. The classification description is reviewed and updated annually or as needed. 3. Adjunct Faculty will have a classification description following the standards as those used to meet the requirements of the FTE Nursing Faculty and reviewed and updated annually or as needed. ACCOMPLISHMENTS: 1. 30 RECOMMENDATION 3: Assure that Nursing Faculty hold a Baccalaureate Degree in Nursing. Nursing Faculty with an Associate Degree in Nursing as the highest degree held must have a plan of study submitted with a completion date within 5 years. ACTION PLAN: 1. Nursing Faculty hired after January 1, 2014, will have a minimum of a Baccalaureate Degree in Nursing. 2. Current Nursing Faculty having an Associate Degree in Nursing will be required to submit a plan on how they will complete their Baccalaureate Degree in Nursing within the next 5 years. This plan will be submitted to the Nursing Program Director no later than June 30, This is the end of the current fiscal year. ACCOMPLISHMENTS: 1. The Western Dakota Tech Practical Nursing Program currently employs the following Nursing Faculty positions: 1 Full time Nursing Program Director MSN 3 Full time Nursing Faculty BSN 5 Adjunct Nursing Faculty BSN 2 Adjunct Nursing Faculty AD 2. The Western Dakota Tech Practical Nursing Program has decided that only Baccalaureate prepared Nursing Faculty will be hired after January 1, There are two Adjunct Nursing Faculty who have an Associate Degree in Nursing. The Adjunct Nursing Faculty who have an Associate Degree in Nursing have until June 30, 2014, to submit their plan for completing their Baccalaureate Degree in Nursing within the next 5 years. If they have not submitted their plan by June, , they will be removed from Adjunct status effective July 1, 2014.

31 RECOMMENDATION 4: Create a process to guide curriculum in developing, implementing, evaluating, and updating the Purpose, Philosophy, Objectives, and Organizational Framework of the Practical Nursing Program. ACTION PLAN: 1. Review and revise the current Purpose and Philosophy Statements and the Program Objectives for the Practical Nursing Program. 2. Develop an Organizational Framework to support our Practical Nursing Program. 3. Create a process to guide curriculum in developing, implementing, evaluating, and updating the Purpose, Philosophy, Objectives, and Organizational Framework for the Practical Nursing Program. 4. Nursing Faculty will meet quarterly to discuss issues related to the Practical Nursing Program curriculum to ensure the information is accurate and in line with the Purpose, Philosophy, Objectives, and Organizational Framework developed for the Practical Nursing Program. 5. Each member of the Nursing Faculty will participate in at least one in service, workshop, or conference annually related to curriculum development, implementation, evaluation, and/or updating. 6. Western Dakota Tech will hire a consultant to help provide direction and guidance in developing a curriculum that will support the Practical Nursing Program mission and vision. ACCOMPLISHMENTS: 1. The Purpose and Philosophy Statements submitted by the consultant replaced our current Purpose and Philosophy Statements. 2. The Program Learning Outcomes (Objectives) identified by the consultant replaced our current Program Learning Outcomes and were incorporated into our curriculum. 3. The Curriculum Committee has been established and the first meeting is scheduled for March 14, Meetings will be scheduled in June, September, December, and March. 4. A Charter has been develop to provide direction and guidance to the Curriculum Committee.

32 5. Five students representing the three current cohorts have been selected to be members of the Curriculum Committee. 6. Three alumni currently working in the local area have been selected to be members of the Curriculum Committee. 7. The Nursing Program Director has submitted a request to have the Nursing Faculty attend an international conference from July 17 21, 2014, called Boot Camp for Nurse Educators. This conference includes information on curriculum, simulation, and evidence based nursing. 8. The Practical Nursing Program hired a consultant to provide guidance and direction in developing a curriculum to meet the South Dakota Board of Nursing requirements set forth in the Procedure Manual for the Approval of New and Existing Licensed Practical Nurse Education Programs. 33 Attachment I PURPOSE STATEMENT The Practical Nursing Program endorses the mission of Western Dakota Tech which states, "Western Dakota Tech is a public institution of higher learning that embraces quality programs, expert faculty and staff, and a commitment to academic excellence to teach the knowledge, skills, and behaviors student need to be successful." The Nursing Program's purpose flows from the institution's mission. The purpose of the Practical Nursing Program is to teach students the knowledge, skills, and behaviors needed of a Practical Nurse entering the workforce as delineated in the South Dakota State s definition of the practice of Practical Nursing, Section of the Nurse Practice Act, which states: Scope of licensed practical nursing practice. As used in this chapter, the practice of licensed practical nursing means: (1) The performance of any acts in the care, treatment, or observation of the ill, injured or infirm; (2) Maintenance of health of others and promotion of health care; (3) Assisting with health counseling and teaching; and (4) Applying procedures to safeguard life and health, including the administration of medications and treatments consistent with the practical nurse's education and preparation under the direction of a physician licensed or exempt from licensing pursuant to chapter 36 4, dentist or registered nurse. The Practical Nursing curriculum also integrates Chapter 20:48:04:02 of the South Dakota Nurse Practice act which further delineates the basic role of the Practical Nurse including guidelines regarding healthcare settings, which are: The Licensed Practical Nurse may practice as follows in two general settings: 1. With at least minimal supervision when providing nursing care in a stable nursing situation. 2. With direct supervision when providing nursing care in a complex nursing situation.

34 Attachment II PHILOSOPY STATEMENT The Practical Nursing Program s philosophy supports the purpose of the program. To enable faculty to teach students the knowledge, skills, and behaviors needed of a Practical Nurse, the faculty endorses the current initiative in nursing education which supports an evidence based curriculum. The faculty believe that to provide safe, quality nursing care in the current healthcare environment, the curriculum needs to be built on current nursing practice as documented in the nursing education and practice literature. A current nursing curriculum is essential for safe practice. Based on this philosophy, the mission of the Western Dakota Tech Practical Nursing program is to educate graduates to provide safe, quality, evidence based, patient centered care as an entry level Practical Nurse in the current healthcare environment.

36 Attachment III PROGRAM LEARNING OUTCOMES The outcomes of the Practical Nursing Program are twofold. The nursing program has established program learning outcomes (PLOs) that support current Practical Nursing practice and serve as a base for lifelong learning. The PLOs align with WDT s core abilities which are essential workplace skills all students graduating from the school must possess to be prepared for the work force and for lifelong learning. Another major outcome for each cohort of the program is passing of the NCLEX PN. The nursing program prepares graduates to be eligible for application for writing the NCLEX PN for licensure as a Practical Nurse. WDT faculty and administration understand the importance of incorporating current standards, guidelines, and competencies as the basis for the nursing curriculum. As stated in the philosophy, the program prepares students for current nursing practice. To this end, a rigorous and thorough examination of the current literature on practical nursing practice and nursing education was conducted. Additionally, faculty examined the current healthcare environment in the school s service area. These findings guided the development of the PLO s. These program PLO s, along with their related competencies, reflect the expected behaviors of the graduates of the Practical Nursing program. These program PLO s were then used to organize the curriculum and the program courses, and guide all activities related to the teaching/learning process, including delivery of instruction and evaluation of student progress. The six PLO s are: 1. Provide safe, quality, evidence based, patient centered nursing care to diverse patient populations across the lifespan in a variety of healthcare settings. 2. Engage in clinical judgment to make patient centered care decisions within the scope of practice of the Practical Nurse. 3. Integrate quality improvement activities to improve patient care.

37 4. Participate in collaboration and teamwork with the inter professional team, the patient, and the patient s support persons to provide and improve patient care. 5. Use information technology to support and communicate the provision of patient care. 6. Incorporate professional, management, legal, and ethical guidelines within the scope of practice of a Practical Nurse.

39 PRACTICAL NURSING Diploma, 45 Credit Hours, 14-Month Program The mission of the Practical Nursing program is to provide graduates with the knowledge, skills, attitude, and integrity to provide safe, prudent, and patient-centered care necessary to prepare them to successfully complete the National Council Licensure Examination for Practical Nursing (NCLEX-PN) and become employed as a Licensed Practical Nurse. Licensed Practical Nurses (LPN s) are an important member of the healthcare team, and, in many settings, their role has expanded to include IV therapy and supervision. The Practical Nursing program stresses the importance of incorporating a variety of experiences including lecture, lab, and clinical hours to ensure graduates have the knowledge, skills, and experiences needed to be successful after graduation. PREREQUISITES: CURRENT CNA CERTIFICATION, COMPLETION OF ALL GENERAL EDUCATION COURSES, and ALL FUNDAMENTAL NURSING PRACTICE COURSES. NRS 215 ADVANCED NURSING PRACTICE III CREDITS: 2 This course focuses on the role of the student in meeting the physiological, psychosocial, cultural, and developmental needs of the maternal and child individuals. This course will introduce the student to comprehensive family-centered care, wellness, health promotion, and illness prevention. The course focuses on growth and development of the child from conception to adolescence and incorporates family dynamics. PREREQUISITES: CURRENT CNA CERTIFICATION, COMPLETION OF ALL GENERAL EDUCATION COURSES, and ALL FUNDAMENTAL NURSING PRACTICE COURSES. NRS 220 ADVANCED NURSING CLINICAL I CREDITS: 2 This course is the clinical component of adult health nursing in which the students provide direct care to patients in a variety of acute, inpatient settings and in physician offices and outpatient care centers. The students utilize various components of the nursing process to design appropriate care for patients. PREREQUISITES: CURRENT CNA CERTIFICATION, COMPLETION OF ALL GENERAL EDUCATION, and ALL FUNDAMENTAL NURSING CLINICAL COURSES. NRS 225 ADVANCED NURSING CLINICAL II CREDITS: 2 This course is the clinical component of adult health nursing in which the students provide direct care to patient in a variety of acute inpatient settings. The student is expected to demonstrate ability to apply the concepts of critical thinking, communication, and promotion of safety with patients in the clinical setting. This course will focus on basic phlebotomy and IV infusion skills. PREREQUISITES: CURRENT CNA CERTIFICATION, COMPLETION OF ALL GENERAL EDUCATION COURSES, and ALL FUNDAMENTAL NURSING CLINICAL COURSES. NRS 230 ADVANCED NURSING CLINICAL III CREDITS: 1 This course includes the clinical experiences related to maternal and child health care. The clinical settings will vary but may include hospitals, clinics, and physician offices. Students will learn about growth and development, medications related to obstetrics and pediatrics, terminology, and nutritional aspects associated with children and pregnancy. PREREQUISITES: CURRENT CNA CERTIFICATION, COMPLETION OF ALL GENERAL EDUCATION COURSES, and ALL FUNDAMENTAL NURSING CLINICAL COURSES. NRS 235 ADVANCED NURSING CLINICAL IV CREDITS: 2 This course builds on previous course concepts of leadership and management. The student is expected to demonstrate ability to apply the concepts of critical thinking, communication, and promotion of safety with patients in the clinical setting. This course provides the opportunity for students to apply concepts of leadership and management while under the supervision of an RN instructor or RN/LPN preceptor. 44 RECOMMENDATION 5: Develop a process to evaluate student achievement of stated Practical Nursing Program objectives. ACTION PLAN: 1. Develop a tool to evaluate student achievement for the Program Learning Outcomes for the Practical Nursing Program. 2. Nursing Faculty (Full time and Adjuncts) will use the Student Achievement Evaluation Tool to determine the level of achievement for each student each semester based on the criteria for each Program Learning Outcome in the Practical Nursing Program. 3. At the beginning of each semester, at mid term, and at the end of each semester Nursing Faculty will meet with each student in each of their courses and utilize the Student Achievement Evaluation Tool to determine the level of achievement for each Program Learning Outcome. They will share this information with the students so students who are below satisfactory at mid term can have an opportunity to improve their evaluation before the end of the semester. ACCOMPLISHMENTS: 1. A Student Achievement Evaluation Tool has been developed and implemented to determine the level of achievement students receive for each Program Learning Outcome for the Practical Nursing Program. 2. 47 RECOMMENDATION 6: Assure a reasonable workload for Nursing Faculty be developed that includes sufficient time to review and revise the overall curriculum. ACTION PLAN: 1. Develop a workload agreement for each semester that stays between workload credits. This includes lecture, lab, and clinical credits. 2. Nursing Faculty will be required to participate in the quarterly Curriculum Committee. The committee will be scheduled in advance and Nursing Faculty will be given time and opportunity to attend the Curriculum Committee. ACCOMPLISHMENTS: 1. Each Nursing Faculty has a signed workload agreement that indicates a workload of no less than 14 workload credits and no more than 16 workload credits per semester. 2.
