3 Statement of Purpose Background The Trust is required to develop and publish a statement of purpose. The aim is to ensure that people who use benefit from the knowledge that the Care Quality Commission (CQC) is informed of the being provided. Outcome 15: Statement of Purpose in the CQC Essential Standards for Quality and Safety guidance states the following: The registered person must give the Commission a statement of purpose containing the information listed in Schedule 3 (see below) The registered person must keep under review and where appropriate, revise the statement of purpose The registered person must provide written details of any revision to the statement of purpose to the Commission within 28 days of any such revision Information to be Included in the Statement of Purpose a) The aims and objectives of the service provider in carrying on the regulated activity b) The kinds of service provided for the purpose of carrying on of the regulated activity and the range of service user s needs which those are intended to meet c) The full name of the service provider and of any registered manager together with their business address, telephone number and where available, electronic mail addresses d) The legal status of the service provider e) Details of the locations at which provided for the purposes of the regulated activity are carried on Trust Statement of Purpose The document reflects the Trusts registration application. Ongoing Review and Notifying the CQC of Changes The Statement of Purpose must be kept under review, and where appropriate, must be revised to reflect current. Written details of any revision to the Statement of Purpose must be sent to the CQC within 28 days of any such revision. The review of the Statement of Purpose and any required revisions and subsequent notifications to the CQC have been delegated to the Director of Corporate Affairs.

6 Our legal status and purpose The principal purpose of the Trust is the provision of goods and for the purposes of the health service in England. Without prejudice to the Trust s principal purpose, the further purpose of the Trust shall be to provide goods and for purposes related to the provision of health care in accordance with its statutory powers and duties and the terms of Monitor s authorisation. The Trust may also carry on activities other than those mentioned above subject to any restrictions contained in Monitor s authorisation. These activities shall be for the purpose of making additional income available in order to carry on the Trust s principal purpose better. The powers of the Trust are set out in the 2003 Act, subject to any restrictions in the terms of Authorisation. The powers of the Trust shall be exercised by the Board of Directors on behalf of the Trust. Subject to the paragraph below, any of these powers may be delegated to a committee of Directors or to an executive director. (a) Where the Trust is exercising functions under the Mental Health Act 1983, the Trust may delegate a function under that Act in accordance with provision made by or under that Act; (b) Without prejudice to the generality of subparagraph (a) above, where the Trust is exercising the functions of the managers referred to in Section 23 of the Mental Health Act 1983 (as amended), those functions may be exercised by any three or more persons authorised by the Board of Directors, each of whom must be neither an Executive Director of the Board of Directors nor an employee of the Trust.
