1 FASA Handbook Chapter 1 ROLE AND RESPONSIBILITIES OF FIRST AID SAFETY ASSISTANT (FASA); SPECIALIZED HEALTH AIDE Purpose: To provide clarification for support staff serving in these roles with a detailed explanation of what the roles and responsibilities are in the Clark County School District (CCSD) Health Services Department. Additional Authority: Nevada Revised Statutes (NRS), Nevada Administrative Code (NAC), CCSD Job Description, First Aid and Emergency Guidelines for School Personnel (PUB 648) and CCSD Regulation 5150-Health and Welfare: Students. Scope: First Aid Safety Assistants (FASA), Specialized Health Aides, Transportation FASA, FASA Floats, FASA Screeners, and Unlicensed Assistive Personnel (UAP) Responsible Party: Director of Health Services Distribution: Health Services Coordinators, School Nurses, Specialized Procedure Nurses (SPN), First Aid Safety Assistant, UAP and Health Services Department Secretarial Staff. POLICY 1.0 Policy Statement First Aid Safety Assistants are hired by the school site administrators and are members of the school based staff. Implementation of the Health Service s program is under the direct supervision of the School Nurse. The FASA has a duty to render first aid, emergency care for students and to perform health related records/data file management duties. 1.1 Refer to the Health Services Position Description Policy for specific information related to roles and responsibilities of department staff. 2.0 Administrative Organization and Relationship with School Staff

2 2.1 Site Administrator/Administrative Designee: Although the Health Service s program objectives are district wide and approved by the school district, the site administrator may or may not view them as meeting the individual needs of their school. The site administrator has the ultimate responsibility for all activities in their school. It is essential that the site administrator have a thorough understanding of the role and duties of the FASA and of the Health Services program goals. It is imperative that the site administrator be fully informed of all mandated health-related activities. 2.2 School Nurse: The School Nurse is responsible for providing a variety of services to students, implementing and executing the Health Service s program in the school, and serving as a consultant to administrators, teachers, parents/guardians, and community health agencies. The School Nurse is responsible for training and guidance of the FASA. The School Nurse may provide performance input into the FASA evaluation in collaboration with the site administrator. 2.3 First Aid Safety Assistant (FASA): The primary role of the FASA is to assist the School Nurse in providing school health services, maintaining health records, and performing first aid and emergency treatment. 3.0 First Aid Safety Assistant Job Responsibilities 3.1 Primary Functions

3 3.1.1 Provide first aid and emergency care for ill or injured students according to the First Aid & Emergency Guidelines for School Personnel (PUB) Assist with the administration of medication Assist the School Nurse in the provision of school health services and maintenance of health records Assist with specialized nursing procedures as directed by School Nurse Follow appropriate documentation guidelines. 3.2 Communication Establish and maintain effective communication with school staff, parent/guardians, and School Nurse Complete First Aid Safety Assistant Information Checklist (HS) Do not call a Licensed Health Care Provider (LHCP) Report significant medical information and/or needed follow up issues to the School Nurse s attention. 3.3 Emergency Response Responds with first aid Go Kit for medical emergencies and during evacuations Perform daily check of Automated External Defibrillator (AED) and completion of AED checklist Perform duties associated with AED school site drills.

4 Serve as one of the trained responders for AED drills. 3.4 Health Office Supply Maintenance Assist School Nurse with organization of health office Prepare and distribute classroom first aid kits; and, restock as needed Maintain a portable Go Kit for evacuation, and Ready Kit for onscene trauma care Stock the health office with approved supplies only. 3.5 Health Record Maintenance Update student health information in the electronic medical record as directed by School Nurse Review and input immunization data in the electronic student information system. 3.6 Student Screening Perform mandated vision and hearing screenings, including students who are new to the school district, as directed by School Nurse Assist with height and weight screening, as directed by School Nurse. 3.7 Other Duties

5 3.7.1 Assist School Nurse with entry of health conditions data in the electronic student information system, as directed Notify School Nurse of referrals/requests from school staff, parent/guardians, and students (i.e., Homebound, Supplementary Home Services, or Individual Student Health Check [CCF]) Complete other related duties and responsibilities as assigned by School Nurse or site administrators. 4.0 The First Aid Safety Assistant s Role in Safety 4.1 Monitors or checks assigned areas to assist in enforcing safety and disciplinary rules (playgrounds, hallways, eyewash stations, etc.). 4.2 Serves as health and safety designee for the school The district safety program is contained in the CCSD Safety Standards manual located at each work site. This manual contains district safety policies, procedures, and standards including directions for investigating occupational injuries and monthly safety inspection checklist requirements. You can obtain technical safety assistance by calling the Safety Office Referring Material Safety Data Sheet (MSDS) requests to the site administrator Referring parental concerns to the Safety Office Completing the Monthly Playground Inspection Form Faxing the completed inspection checklist within 10 days to Facilities and Inspections

6 4.2.6 Participating as a member of school Safety Team, as directed by site administrator Being aware of the location of the CCSD Safety Standards Manual, Hazard Communication Program Manual (chemical safety), and Site Asbestos Management Plan Manual. These manuals are maintained by head custodian. 5.0 Role of the Specialized Health Aides 5.1 Specialized Health Aides may be assigned to specialized schools with a high population of students who are physically, emotionally, mentally and multiply handicapped. 5.2 Specialized Health Aides will comply with the role and responsibilities of the FASA as delineated herein. 6.0 References, Sources, Bibliography 6.1 CCSD First Aid/Safety Assistant Job Description: Authorizations Health Services Director (Print) Signature Date
