3 Welcome Messages and Committees Welcome message from IMIA President On behalf of IMIA, I extend a warm welcome to the IMIA members - practitioners, researchers, educators, students and industry partners - who come to Hangzhou, China to attend the Medinfo 2017, The 16th World Congress on Medical and Health Informatics. Medinfo is an internationally acclaimed biennial academic conference of IMIA which provides both a high quality scientific exchange of current research and thinking in health and biomedical informatics and an opportunity for formal meetings and informal networking of IMIA s members. Medinfo 2017 is jointly hosted by IMIA and the Chinese Medical Informatics Association. The theme of Medinfo 2017 is Precision Healthcare through Informatics. Informatics is a necessary component in precision medicine because of its vital role in managing big data, creating learning healthcare system, providing access for individual participation, and supporting delivery of precision medicine. conference theme reflects the major challenges we face in healthcare today to achieve better health for all. Medinfo 2017 offers presentations on a variety of topics on the conference theme. The Scientific Program Committee has worked very hard to prepare the conference program to be consistent with the goal of the IMIA and theme of Medinfo The result of the Scientific Program Committee s activities is reflected in the Conference Program and Proceedings. We have four keynote speakers addressing the state-of-the-art for health and biomedical informatics ranging from data, to healthcare delivery to the policy level. There are 42 paper sessions, 8 poster sessions, 24 panel discussions, 25 workshops, 17 tutorials and 1 student competitions to attend. The exhibit hall will provide attendees with the opportunity to learn about the latest products and services in health and biomedical information technology. IMIA is celebrating its 50th anniversary this year. Medinfo 2017 participants will have an opportunity to witness IMIA s 50th anniversary celebration during the conference. Medinfo 2017 participants will also have an opportunity to learn more about China and Chinese application of medical informatics to cope with its healthcare challenges due to its large population. 5 Welcome Messages and Committees Message from the Vice President for MedInfo In the two years that have passed since the MedInfo 2015 the China Medical Informatics Association (CMIA) has accomplished so very much in their efforts to host IMIA s 16th World Congress MedInfo 2017 in Hangzhou, China (mainland), I applaud their outstanding endeavors. Following MedInfo 2013 in Copenhagen, Denmark, representing the European region and MedInfo 2015 in Sao Paolo, Brazil (2015), representing the Latin American Region, this meeting in China offers us the unique opportunity to share experiences with and to gain knowledge from the Asian Pacific region s experts with colleagues from around the world. As Vice President of MedInfo for 2017, I am honoured to present the conference program to you. I salute the personal time and professional input of the large number of authors and reviewers as well as members of the local organizing committee, scientific program committee and editorial committee. This is an historical event with MedInfo being hosted by CMIA for the first time. CMIA with its national, regional and international networks - hospitals, universities, scientific organizations and world renowned innovation is playing a leading role in the research and application of medical informatics in China. Under the timely and global theme: Precision Healthcare through Informatics, the world leaders in this field are gathered in Hangzhou to share knowledge and experiences on the use of information methods, systems and technologies to improve quality and safety of care, enhance care outcomes, promote patient-centered care, facilitate translational research, enable precision medicine, and improve education and skills in informatics. Above all our aim is analyze how Health and Biomedical Informatics is contributing to address some of the most challenging problems in health care, public health, consumer health and biomedical research globally. The quality of formal presentations, posters, panels, workshops and allied material, is well above the standards required through a rigorous review process. Hangzhou International Expo Center is an excellent venue for our conference. The fully equipped rooms with all facilities will serve the conference programme built up around the following five tracks jointly with the four plenary keynote speeches: 4

More than 500 presentations, in more than 110 sessions representing over 40 countries, are included in the program, providing exceptional opportunities for a wide scope of discussions in every session. The official conference proceedings have been compiled from the excellent set of papers and posters that are being presented at the conference. The proceedings will be published on line and indexed in PubMed in the next few months. Welcome Messages and Committees I would like to thank the committees who have made this conference a reality. The Scientific Program Committee Co-Chairs with the five Track Chairs, the members of the Scientific Program Committee and all the reviewers as well as the Editorial Committee who have contributed to the process. I am especially grateful to the Local Organizing Committee and the IMIA officers, in particular, IMIA s CEO for assisting us in putting this program together. MedInfo conferences have always been important and unforgettable events. It is without a doubt that this tradition continues. 7 Welcome Messages and Committees Welcome message from the Scientific Program Committee Co-Chairs On behalf of the Scientific Program Committee (SPC) it is our pleasure to welcome you to MedInfo2017, the 16th World Congress of Medical and Health Informatics. With a large team of international experts in our field we have worked hard over the last 18 months to create a strong and exciting scientific program. The central theme of MedInfo2017 is "Precision Healthcare through Informatics", and alludes to the rapidly increasing opportunities to support customization of healthcare to the individual patient using the power of data and informatics. The scientific program is built up across five tracks: Connected and Digital Health; Human Data Science; Human, Organizational and Social Aspects; Knowledge Management and Quality, and Safety and Patient Outcomes. We have received 680 submissions (papers; posters; tutorials; panels; and workshops) from over 50 countries for this conference. After a thorough review process we accepted 252 papers, 172 posters, 18 tutorials, 23 panels, and 25 workshops. Each submission was reviewed independently by at least three reviewers, and subsequently assessed by one of the SPC members and one of the SPC Track Chairs. Thus we ensured that all our decisions were well-informed and helped to create a program that is balanced across topics and has strong representation from all IMIA regions. While most of the work was done individually or in online meetings, all the final decisions were reviewed in a face-to-face meeting in Victoria, Canada involving the International Medical Informatics Association Vice President (IMIA) for MedInfo, IMIA CEO, SPC Co-chairs, SPC Track Chairs, Editorial Committee Chair, and Local Organizating Committee Chair and one of the LOC Vice-chairs. The proceedings will be published online and indexed in PubMed in the next few months. Our keynotes are truly international in nature and given by researchers who are renowned for their work worldwide. Depei Liu from China is a leading researcher in area of data sharing in population health and the population link to health, science and technology. Harry Hemingway is conducting research in the United Kingdom, focused on innovating health and health care improvement through the use of data from lifelong patient records. Sue Bakken from the United States is presenting on research in the area of precision self-management. Lastly, 6

8 Chris Seebregts leads several projects in the area of open medical health records and health information exchange focusing on how these technologies can be used to support public health system and reduce the burden of disease. We would like to express our gratitude to all MedInfo2017 reviewers and the members of the Scientific Program Committee for their help. Without them, we would not have been able to create the scientific program. We would also like to thank the authors of papers and posters, panelists, workshop and tutorial leaders for their much valued contribution to this conference. 11 Welcome Messages and Committees Welcome message from CMIA President It is my great honor to represent the China Medical Informatics Association and warmly welcome you to Hangzhou, China to attend the 16th World Congress on Health and Medical Informatics and IMIA's 50th anniversary. During the conference, we are going to focus on the theme of Precision Healthcare in Health Informatics to launch deep communications and exchanges on the research, application, and development of medical and health informatics all around the world. I believe we can pool our vision, create synergy to strengthen international cooperation, and improve human health. CMIA was founded in 1980, which has the longest history, largest international influence, and an unparalleled academic level in the field of Chinese medical and health informatics. So far, CMIA has held China Congress on Health and Medical Informatics 14 times, which have made a great contribution on the advancement of Chinese medical and health informatics. Since reform and opening-up, from big urban hospitals to rural township clinics, from diagnoses and treatment to genetic research, medical and health informatics has made great achievements in various fields. Nowadays, the applications of big data, cloud computing, mobile Internet and artificial intelligence have further promoted the construction of "health China". Hangzhou is known as "paradise on earth." Even in the autumn, you still can feel the summer's enthusiasm. As a poem goes, "Green lotus leaves outspread as far as boundless sky; Pink lotus blossoms take from sunshine a new dye." When boating on the West Lake, you can see enchanting landscapes and rich cultural heritage. There is a boat made from the Chinese character "Hangzhou" in the conference logo. MedInfo 2017 is like a boat of friendship which gathers us together from all over the world to celebrate the achievements in IMIA's 50 years. It is a boat of communication, where we 10

12 can display achievements, share experience, make connections and explore innovation. It is also a boat to the future, which will carry our successes to the whole world and promote the development of global health and medical informatics. 13 Keynote Speakers Keynote Speakers Christopher John Seebregts Prof. Chris Seebregts has a background in biomedical research, computer science and information systems as well as more than twenty years experience in the research and development of digital health solutions in the public, private and academic sectors. He is the founder and Chief Executive Officer of Jembi Health Systems NPC, a South African non-profit company with an accomplished track record in developing and implementing innovative digital health information systems in low resource settings, particularly in Africa. He has participated in establishing health informatics academic and training programmes at two universities in South Africa and has honorary academic appointments in computer science and health at the universities of KwaZulu-Natal and Cape Town in South Africa. He is part of the leadership of several international open source health informatics communities, including the Open Medical Record System ( and the Open Health Information Exchange ( org) communities. His research interests include biomedical and health informatics especially the development of health information systems supporting public health systems in Africa and the underlying burden of disease. He has a particular interest in the development of systems with a reusable architecture. As principle or co-investigator on projects funded by international donors and funders, he has laid the groundwork for the development of advanced information systems supporting HIV/AIDS, TB, maternal and newborn health. More recently, he has been involved in the development of national digital health systems, at scale, and chronic disease management programmes. 12

14 Keynote Speakers Keynote Speakers Depei Liu Depei Liu, the Academician of China Academy of Engineering, Former President of China Academy of Medical Sciences, President of Peking Union Medical College (i.e., China Union Medical University), Vice President of China Academy of Engineering. In 2008, he was elected as Academician of America Institute of Medicine (IOM) and Academician of Third World Academy of Sciences (TWAS), and in 2009 elected as Academician of European Academy of Sciences. He is the member of the Eleventh and Twelfth National People's Congress Standing Committee, the member of State Council Degree Committee and the Vice Chairman of 6th President Committee of China Disabled Federation. He was the lead organizer for the consulting projects and researches on the Project 8 of National Medium-Term And Long-Term Development Planning of Science and Technology-the Issues on Population Link to Health, Science and Technology, the National Prevention and Control Strategy for Severe Infectious Diseases, the Biological Security Strategy and its Laws and Regulations of New Period, and Development Strategy for Medical and Health Talents. He, as the originator of Chinese Scientific Data Sharing in Population And Health Fields, led a research team to establish the Service Platform of National Population and Health Scientific Data Sharing with unremitting efforts of 10 years, which was approved by the Ministry of Science and Technology and the Ministry of Finance in 2011, opening to the society. 13

15 Keynote Speakers Keynote Speakers Harry Hemingway PROFESSOR HARRY HEMINGWAY FFPH FRCP, Professor of Clinical Epidemiology, Director of the Farr Institute of Health Informatics Research, London, and Director of the Institute of Health Informatics, University College London. Professor Hemingway is a clinical academic, having trained in medicine and public health in Cambridge, London and San Diego. He Directs the London Node of the Farr Institute, the national Research Institute innovating improvements in health and healthcare using rapidly emerging data opportunities. Here the UK is strongly placed because of its ability to link rich, lifelong patient records in primary care and hospital care to better understand health and disease from cradle to grave. Harry leads the UK Biobank Cardiac Outcomes working group, was a Member of the NICE Guidelines committee on chest pain whose recommendations transformed the investigation of suspected stable angina And has contributed to the governance and sharing of national registries for research which has directly informed clinical policy. 14

16 Keynote Speakers Keynote Speakers Suzanne Bakken Suzanne Bakken, RN, PhD, FAAN, FACMI, is the Alumni Professor of Nursing and Professor of Biomedical Informatics at Columbia University. Following doctoral study in nursing at the University of California, San Francisco, she completed a National Library of Medicine postdoctoral fellowship in Medical Informatics at Stanford University. She currently directs the Precision in Symptom Self-Management (PriSSM) Center. In 2010, she received the Pathfinder Award from the Friends of the National Institute of Nursing Research. She is Past-President of the American College of Medical Informatics, fellow of the American Academy of Nursing, and member of the National Academy of Medicine. 15

Cancellation or Modification of the Congress session due to Force Majeure In case of force majeure, the MEDINFO2017 has the right to cancel or modify the Congress session without prior notice, however a notice of the occurrence shall be given by MEDINFO2017 as soon as reasonably possible. Force majeure shall mean any circumstance beyond the reasonable control of the MEDINFO2017 which prevents or impedes the holding of the Congress, including, but not limited to, government action, war or hostilities, or civil commotion, plague or other epidemic such as earthquake, flood, hurricane, cyclone, fire or other natural physical disaster, explosion, accident or breakdown, strike, lack of the usual means of transportation or terrorism.
