1 27: SCHOOL PUBLICATION SCHEME Last reviewed: December 2016 Next Review: December 2017 Approved by Governors Date: 6 th December 2016 Medicines Policy Pupils cannot learn if they do not feel safe or if health problems are allowed to create barriers. (Every Child Matters: Children for Change in Schools. 2004) Introduction: The school recognises that many students will at some time need to take medication at school. While parents/carers retain responsibility for their child's medication, the school has a duty of care to the students while at school and wishes to do all that is reasonably practicable to safeguard and promote children's welfare. Aims: To outline the roles and responsibilities of staff managing the administration of medicines, and for the administering or supervising the administration of medicines To outline the different types of medicines referred to in the policy To state parental/carer responsibilities in respect of their child s medical needs To outline the procedures for managing prescription medicines during school time To outline the procedures for administering prescription medicines on educational visits and trips To outline the circumstances in which children may take any non-prescription medicines To state the school s policy on children carrying and taking their medicines themselves To outline the school s policy on assisting children with long-term or complex medical needs Responsibilities: The school takes responsibility for the administration of medicines during school time in accordance with the government s and LA policies and guidelines ( Managing Medicines in Schools and in Early Year Settings March 2005 guidance updated in November 2007) and the Every Child Matters agenda. Parents/carers have the prime responsibility for their child s health and should provide the school with information about their child s medical condition. If appropriate, the parent/carer should obtain details from their child s GP or paediatrician.

2 All staff are expected to maintain professional standards of care but teachers conditions of employment do not include giving or supervising a student taking medicines. Some specified staff (eg PE teachers, first aiders or teachers accompanying students on educational visits) will be given training to administer medication and/or first aid to students. The School s Student Services Manager is trained and responsible for managing medicines as part of her duties. Staff Indemnity: The governing body fully indemnifies all staff against claims for any alleged negligence, providing they are acting within their conditions of service and following governing body guidelines. The indemnity covers situations where an incorrect dose is administered or where any other mistake in the procedure is made. The governing body will meet any claims in these circumstances. Prescribed Medicines should only be taken in school when essential, that is where it would be detrimental to the health of the child if the medicine were not administered during the school day. Medicines will only be accepted when it has been prescribed by a doctor, dentist or nurse consultant. If it is a short term medical need this will usually be for a short period e.g. to finish a course of antibiotics or to apply a lotion. If the student has a long term medical needs it is important that the school has sufficient information about the medical condition. Some medicines may affect the cognitive or physical abilities, behaviour or emotional state of the student. Some medicines may also affect learning leading to poor concentration or difficulties in remembering. There is a chance of the impact of the drug being indirect in which case unwanted effects of treatments or psychological effects of serious or chronic illness or disability may affect the child and their family. Controlled Drugs i.e. those covered by the Misuse of Drugs Act (1971) may be prescribed as medication for use by some children. In this case only the child may have it legally in their possession. Schools are permitted to look after such a controlled drug, where it is agreed that it will be administered to the child for whom it has been prescribed. Any member of staff may administer the controlled drug to the child for whom it has been prescribed in accordance with the prescriber s instructions, although two members of staff should be present. When administering controlled drugs, excluding inhalers and epi-pens, should always be kept in a locked nonportable container to which only named staff have access. When no longer required the drug should be returned to the parent for safe disposal. If this is not possible, it should be returned to the dispensing pharmacist. Non-Prescription Medicines should never be given to a student unless there is specific prior written permission from the parents/carers. When permission has been received and medication administered it must be recorded.

3 Procedures Parent/carer responsibility: On admission of the student to the school, all parents/carers will be required to provide information giving full details of: Medical conditions Allergies Regular medication Emergency contact numbers Name of family doctor/consultant Special requirements (e.g. dietary) At the beginning of each academic year all parents/carers will be required to update the medical form In school: It is expected that parents/carers will normally administer medication to their children. Requests for medicine to be administered must come from parents/carers in on the school s Request to Administer Medication Form. A separate form must be completed for each medicine to be administered. The administration of medicines in school will ultimately be at the discretion of the Headteacher. Under no circumstances should a student be given medicines (prescription or non-prescription) without their parents/carers written consent. The school will only store, supervise and administer medicine that has been prescribed for an individual child. This will be in accordance with product instructions (paying particular note to temperature) and in the original container in which dispensed. All prescribed medicines should be clearly labelled with: the name of the student the name and dose of the medicine the frequency of administration Where a student needs two or more prescribed medicines, each should be separately labelled. Educational visits: The school encourages all students to take part in educational visits. Prior to any trip staff complete a risk assessment form (OV4) examining what could cause harm during the visit, with the aim that no-one gets hurt or becomes ill and assessing first aid requirements. When completing these any special needs e.g. disability or medical are addressed. In addition, individual risk assessments of students whose vulnerability (e.g. disability, illness) may put them or others at greater risk are carried out (OV5). There are different risk assessment forms to be completed depending on the length and nature of the visit. A Providers risk assessment (OV6) is also completed to ensure providers satisfy Health, Safety and Emergency policy and procedures.

4 Annually all parents/carers complete a Data Collection Sheet which includes references to specific medical conditions/requirements, emergency contact and family doctor details. These are held in the Students Services Office and are available for group leaders when trips are taking place. A self-consent form is also completed and held on record by members of staff (OV7B). On a trip, an identified member of staff will be responsible for looking after and administering any necessary medicines. Group leaders are responsible for organising first aid equipment in consultation with the Student Administrative Officer. Parents/carers will be advised of any non-prescribed medication (e.g. pain killers, sunscreen) they may need on a visit. Self-Management of Medicines: The school recognises that it is good practice to support and encourage students, who are able, to take responsibility to manage their own medicines. Older children with a long-term illness should, whenever possible, assume complete responsibility under the supervision of their parent/carer. However there may be circumstances where it is not appropriate for a child of any age to self-manage. Health professionals should assess with parents/carers and children, the appropriate time to make this transition. If a student is able to take their medicines him/herself, staff may only need to supervise. If parents/carers wish a child to carry and administer their own medicines eg Ventolin they should complete the appropriate form available from Student Services. Refusing Medicines: If a student refuses to take medicine, staff should not force them to do so, but should note this in the records and immediately inform the student s parent/carer. If the refusal results in an emergency, the school will follow its normal emergency procedures. Records: The school s Request to Administer Medication Form must be completed in every instance. It will be kept in the Student s Services Office. The Student Administrative Officer will ensure that the appropriate forms are completed recording the administration of any medicines. If a child is taken to hospital for treatment all relevant medical records and medicines should accompany the patient. Training: The school is committed to providing for staff who volunteer to be responsible for first aid and/or participate in the administration of medicines. All staff will receive training when students with specific needs are identified e.g. Epi-pen training. This will usually be conducted by the school nurse. Equal Opportunities: In making decisions about medicine-related incidents the school will take into account and special educational needs, disability, gender and cultural differences that may be relevant. Review of Policy: This policy will be reviewed annually.
