HEYH15/30 Apologies for Absence Apologies were noted as above. HEYH15/31 Declarations of Interest The Chairman requested the declaration of interests in any matters scheduled for discussion and any interests in addition to those previously recorded in the relevant register. Shirley Congdon and Karen Bryan declared an interest in the item on Physician s Associates (PAs), within the LETB Director s report, as both the University of Bradford and Sheffield Hallam University were developing PA programmes. HEYH15/32 Minutes of the Last Meeting The minutes of the meeting of Yorkshire and the Humber LETB Board held on 17 March 2015 were approved as a correct record. HEYH15/33 Matters Arising There were no matters arising. HEYH15/34 Transformation Programmes Mental Health: Psychological Therapies Update Susan Michael introduced a presentation focussed on the Psychological Therapies element of the Mental Health programme. The presentation outlined the national context; key policy messages relevant to Mental Health; and progress and next steps in respect of Improving Access to Psychological Therapies (IAPT). Catherine West and John Firth presented case studies on the Sheffield Physical Health and Wellbeing (IAPT) project. In response to a question from the Chair, Susan Michael said that there was a need to look at the rate of turnover of Psychological Wellbeing Practitioners (PWPs), particularly for low-intensity interventions. Iain Baines highlighted the potential for partnership working between health and social care to support the continuation of recovery for service users. There was also a potential for joint working around the development of indicators. Shirley Congdon commented that initially the IAPT approach had been based on return to work as an indicator of success. Susan Michael confirmed that there continued to be indicators focussed on recovery, such as discontinuation of incapacity benefit. 2
3 It was acknowledged that further work was needed to ensure parity of esteem for mental health, including in respect of pre-registration nurse training. Sue Holden commented that mental health could potentially be a core element within all registered programmes. Mark Purvis described partnership work being done by the Wakefield Vanguard project with PWPs and housing associations to support tenants with mental health issues. Rob Kenyon asked about the use of mobile technology in scenarios such as those outlined in the case study presentation. It was confirmed that some interventions were on-line or via the telephone. The potential of skyping was also being explored. Apps had also been used as a means of supporting patients to monitor themselves. Members welcomed the development and enhancement of roles traditionally focussed on physical health to incorporate mental health, such as had been described in respect of the Sheffield Integrated Musculoskeletal Service, but noted the difficulties that existed in creating placements that crossed service boundaries. HEYH15/35 Talent for Care Kevin Moore outlined the scope and strategic intentions of the Talent for Care programme, which aimed to enable the development of staff in bands 1-4. Sue Sparks and Karen Vella presented details of local activities and described the current position in terms of achievement of the target number for apprentices. Karen Vella encouraged the Board to look at opportunities for apprentices within their own organisations. Members described initiatives and partnership working in their areas designed to support achievement of the apprenticeship target. It was suggested that the move to a national system of advertising NHS vacancies meant that some young people were unsure how to access information about potential opportunities within the NHS. Local authorities did advertise locally and it was agreed that the potential benefits of a joint approach should be explored. HEYH15/36 Armed Forces Michael Holgate gave a presentation on the Mandate requirements relating to partnership working with HM Armed Forces. The Chairman referred to work being undertaken in the North East to attract those leaving the armed forces into roles within the NHS where their skills and experience were relevant. Sue Holden described work being undertaken in York with local armed forces units, including using the Calderdale Framework to work towards the development of conversion activities based on the skills of ex-military personnel. It was noted that ESR data on numbers of NHS reservists was incomplete at present, with some NHS staff reluctant or unwilling to identify themselves as reservists for a variety of reasons linked to the difficulties of reconciling the demands of their two roles. The Board noted the presentations on the three programmes summarised above. 3
4 HEYH15/37 HEYH Delivery Plan 2015/16 The Board received and noted the HEYH Delivery Plan for 2015/16. The LETB Director explained that the Delivery Plan set out how the HEE Business Plan and Mandate would be delivered locally, summarising the work of each of the core functions and programmes. The Plan would develop over time in response to changing priorities. HEYH15/38 Medical and Dental Recruitment Update Jon Hossain gave a brief presentation on the position in respect of Medical and Dental recruitment as at 18 May It was emphasised that the presentation reflected a snap-shot at a point in time as the recruitment cycle was continuing. In overall terms, the position was broadly similar to 2014/15. Variances were summarised, including the reduction in the number of applicants in Round 1, arising from changes to eligibility affecting those requiring tier 2 sponsorship. Members asked for early notification where there was under-recruitment. The Board noted the latest position on Medical and Dental recruitment. HEYH15/39 LETB Director s Report The Board received the report of the LETB Director. i. Annual Stakeholder Event Mike Curtis updated the Board on the 2015 HEYH annual stakeholder event. Members were invited to influence the form and content of the day, as well as to participate in the Q&A panel. ii. Physician s Associates Pilot 2015/16 The Board considered and approved a proposal for a Physician s Associates pilot in 2015/16, including a financial support package for a cohort of 50 students. It was noted than an evaluation would be undertaken in early 2016 of the first cohort PA programme and demand for PA roles. In addition, HEYH would work with Trusts and CCGs to develop a year 3 first post programme and options for cost-sharing. Letters confirming the arrangements would be circulated to Trusts and HEIs to enable plans to be put in place. Information on uptake and initial feedback would be available in January It was acknowledged that there was a need to ensure mentoring and supervision capacity to support the proposal. iii. LETB Board Composition The Board approved changes to the composition and membership of the LETB Board as an addendum to the current LETB Board Constitution. The review of membership had been prompted by a number of factors, including existing vacancies, requirements associated with HEE s status as a non-departmental public body and structural changes arising from Beyond Transition. 4
5 The following new members were confirmed: Alasdair Strachan Director of Education, Doncaster & Bassetlaw Hospitals Iain Baines Head of Safeguarding & Quality, Calderdale Council Bryony Simpson Medical Director/Speech & Language Therapist, North Lincolnshire & Goole NHS Trust Zena Robertson Deputy Director of Nursing, NHS England Trevor Sheldon Dean of Hull/York Medical School (succeeding on Tony Weetman s departure) Nominations had been received for the remaining vacancies of Trust Director of Nursing and an HEI representative from Hull/North Yorkshire. These appointments would be confirmed at the next meeting. iv. HEE Core Brief for LETB Boards The HEE Core Brief was presented and was noted by the Board. HEYH15/40 Corporate Delivery Report The Board received the Corporate Delivery Report (CDR) for May Jonathan Brown gave a short presentation on the EDCOM position, outlining variances between planned education commissions for 2014/15 and the numbers of recruits in Yorkshire and the Humber. It was noted that contractually once commissions were agreed, only a nominal payment was made for over-recruitment, other than in certain exceptional circumstances where there were offsetting factors. The Board noted the Corporate Delivery Report and the EDCOM report. HEYH15/41 Quality Report The Board received and noted the Quality report, which included an update on the continued development of a framework and processes for the quality assurance of placements and confirmation of publication of the action plan to address the findings of the GMC Regional Review. HEYH15/42 Risk Management The Board received and approved a schedule of objectives and risks derived from the HEYH 2015/16 Delivery Plan. HEYH15/43 Yorkshire and the Humber Leadership Academy 2015/16 The Board received a report summarising the 2015/16 governance and funding arrangements for Yorkshire and the Humber Leadership Academy. The Board noted the service-level agreement with the National Leadership Academy; ratified LETB funding for regional activity; and agreed the appointment of Louise Barnett as Chair of the Regional Leadership Council, which is a subcommittee of the LETB Board. HEYH15/44 Any Other Business Update on HEE North 5
6 Ged Byrne provided a verbal update from the perspective of the North geography, outlining work in progress with the Armed Forces and the development of a North model for international recruitment. The Board was invited to highlight health and well-being-related activity that would merit from being scaled up. HEYH15/45 Date of Next Meeting The next meeting of Yorkshire and the Humber LETB was scheduled for 2.00pm on Thursday, 9 July 2015 at the National Coal Mining Museum, Wakefield. 6
