1 The Licensing Link January March 2017 Dakota County Social Services Inside this issue: Ready for Renewal Training Reporting to Agency 2 Background Studies 3 Maintaining Fire Extinguishers 3 Authorization for Background Study 4-6 Calling for Quotes 7 Develop Corner 7 Happy New Year! Beginning in 2017, Dakota County Child Care Licensors will begin offering a FREE Ready for Renewal training (dates TBA). This training is being developed by licensing workers, with input from you! The training will have a general outline of the kinds of things we see and expect to see at renewal visits and any rule/ statute/law updates. It will be very similar to the training we have presented at the Dakota County Family Child Care Association Spring Conference. After we announce when these trainings will be held, we will ask you to submit questions for us. This training will be free, 2 hours in length, and held during evening hours. Keep your eyes out for more details! We look forward to providing you with this training! Quiz 8 SUID/AHT Training Parent Aware 9 Staff Directory 10 Dakota County is offering four SUID/AHT training classes during the 2017 year. We understand it can be challenging to find access to these classes. We are pleased to offer more class options this year and continue to offer the training free of charge for our providers. Schedule of class dates and times: February 21, 2017, 6-8 pm May 23, 2017, 6-8 pm September 19, 2017, 6-8 pm December 5, 2017, 6 8 pm All classes will be located at the Western Service Center: Galaxie Avenue Apple Valley, MN Room 106. Class space is limited and preregistration is required. If you would like to sign up for a training, check your calendar for a class date that best suits your needs and Susan Erickson: susan.erickson@co.dakota.mn.us Be sure to include your full name and the date of the training you would like to attend in your . You will receive an reply confirming your enrollment. Please send all registration s by February 1,
2 Reporting Please, please tell me now Here are some reminders of the things that providers must report to the agency, meaning Dakota County Social Services. Providers are required to report: Suspected cases of physical or sexual abuse or neglect. If you suspect abuse or neglect, you must immediately call Child Protection to make a report at REPORTING TO AGENCY. Subpart 1.Abuse, neglect reporting. All caregivers shall report any suspected physical abuse, sexual abuse, or neglect of a child to the agency or police as required by Minnesota Statutes, section If a caregiver has reasonable cause to believe a child has died as a result of physical or sexual abuse or neglect, the caregiver shall report this information to the county medical examiner or coroner. Subp. 2.Other reporting. If there is a fire that requires the use of the fire department, please contact Dakota County Child Care Licensing within 48 hours. Often times, if the fire is bad, children will not be allowed back into the home due to safety concerns and inspections being needed. If a child receives an injury and requires being treated by a physician, statute requires that you notify licensing within 24 hours. After notification of an injury, we send paperwork to the provider and the child s parent/guardian regarding the injury. There are times an ambulance may be called due to a non-injury and we would like to be informed if that happens. For instance, allergy reaction, febrile seizures, choking, etc. could be cause for a call to 911. We also recommend if you call emergency personnel, that you notify us of the situation. Please contact licensing immediately if there is a death of a child in your home. (Of course, emergency personnel/the police should be the first call). Providers must also report, within 30 days, any change in the membership of the household or addition of an employee who will regularly be providing care. Keep in mind that a person moving out of the home must also be reported. One reason this is important is because it can protect your license if that person becomes disqualified for some reason after they have moved from your home or no longer work in your program. The provider shall inform the agency: A.within 30 days of any change in the regular membership of the household within the day care residence or the addition of an employee who will regularly be providing care; B.immediately of any suspected case of physical or sexual abuse or neglect; C.within 48 hours after the occurrence of a fire that requires the service of a fire department so the agency may determine continued substantial compliance with parts to ; and D.immediately after the occurrence of any serious injury or death of a child within the day care residence. A serious injury is one that is treated by a physician. Statutory Authority: MS s 245A.09;
3 Background Study Me! In addition to reporting new members of your household or program to Dakota County Child Care Licensing, you must submit a background study form for this subject. Anyone 13 or older who moves into your home and/or a new caregiver who will begin working in your program needs a background study. This subject may be around the children after submission of the background study, but MUST be supervised at all times until you receive notification that the person is cleared. Please remember, a typical background study takes about 6-8 weeks before it is cleared (and many factors can lengthen this timeframe). We have included a copy of the most recent Authorization for Background Study form on pages 4-6 in this newsletter. Please select the information that is requested at the top of the form (this indicates the type of background study). If you are sending in a non-renewal time background study form, please mark New at the top and fill in the circle that best describes who that person will be in your program/home. If you are sending in your renewal packet and you have included someone new to your program, please indicate who they are in your program/home. Please submit all addresses, including college addresses, for the students who return on breaks and weekends. It is ok if you need to get their signature and turn it in after the others, as long as we receive it. Please make sure all of the information is filled out correctly and signed. If we receive incomplete or incorrect background study forms, it may cause a delay in obtaining the information needed to clear the subject. There is a second sheet attached to the Authorization for Background Study for the subject to keep. This informs the subject that background studies could take more than 15 days to process and more time may be needed. Finally, please always contact your licensing worker with any questions about any of this. That is what we are here for! For your convenience here is the link for the electronic version of the Authorization for Background Study: h ps:// Providing/Documents/Authoriza onbackgroundstudy.pdf Requirements for Maintaining Fire Extinguishers Please take note of the information below which was obtained directly from the DHS licensing memo to licensing workers dated May 31, According to the state fire marshal, it is a requirement that dry chemical fire extinguishers be serviced annually. This means that the fire extinguisher should be serviced by a fire extinguisher servicing company to have it checked. Therefore, in order to maintain consistency, DHS Family Systems licensing accepts, and the fire marshal supports, that fire extinguishers be inspected and tagged annually. An alternative to annual servicing of fire extinguishers is for the license holder to purchase a new fire extinguisher each year and provide verification of the purchase. To sum it up, please remember to have your fire extinguisher serviced and re-tagged every year! 3

7 Calling for Quotes We have recently updated the orientation training for family child care and we are asking for your input! Licensing would like to add a slide that includes positive, realistic, and/or funny quotes from family child care providers discussing what you love about your profession. To be entered into our next prize drawing, please send a sentence to your licensing worker about why you love your job! Please note, any quotes used will not identify the author. Develop Corner For licensing purposes, both the Training Record (found here) and your Develop Learning Records are acceptable for relicensing purposes! As in the past, trainings that you write on your Training Record will need to be verified by a certificate of attendance. In the same way, your Develop learning record will show that each class taken has been verified so no accompanying certificate will be needed. To access your Develop training record: Log on to your account and from the main page, look to the bottom right of the screen. Select DHS Licensing Learning Record. You may print this off and send it in or you can us a pdf version. 7
