3 I - EURES general introduction What is EURES? Objective: Set up in 1993, EURES (an Employment Services) is the an network for workers mobility and has the objective of promoting a better functioning of the labour markets and satisfaction of economic needs by facilitating transnational and cross-border mobility of workers. Key actors: an Commission, employment services of the EEA Member States (the EU countries, plus Norway, Iceland and Liechtenstein) and social partners' organisations. Switzerland also takes part in the co-operation. Services offered: Recruitment, job matching and placement, covering all phases of placement from pre-recruitment preparation to postplacement assistance, and related information and advice.

4 I - EURES general introduction Current legal basis Derived from the fundamental right for freedom of movement of workers: 1. Council Regulation (EEC) 1612/68 on freedom of movement of workers within the Community, now codified as Regulation 492/2011 of 5 April part II mechanisms for vacancies clearance and exchange of applications which already underwent a reform in It lays down the obligation for the Member States to exchange vacancies and applications for employment which have not been satisfied at national level. 2. COMMISSION IMPLEMENTING DECISION 2012/733/EU of 26 November 2012 implementing Regulation (EU) No 492/2011 of the an Parliament and of the Council as regards the clearance of vacancies and applications for employment and the reestablishment of EURES.

The an Coordination Office for Coordinating the Clearance of Vacancies and Applications for Employment, in accordance with Articles 18, 19 and 20 of Regulation (EU) No 492/2011; 2. The EURES Members, which shall be the designated specialist services appointed by the Member States in accordance with Article 11(2) of Regulation (EU) No 492/2011 ( National Coordination Offices ) 3. The EURES Partners, in accordance with Article 15(1) of Regulation (EU) No 492/2011). EURES Partners are designated by the respective EURES Member and may include public or private service providers active in the relevant field of placement and employment, and trades union and employer organisations. 4. The Associated EURES Partners, which in accordance with Article 6 provide limited services under the supervision and responsibility of a EURES Partner or the an Coordination Office.

6 I - EURES general introduction The role of the Commission To coordinate the network and provide horizontal support to the network in the provision of its services: Training of staff involved in EURES; Operation and development of the EURES portal; Information and communication activities regarding Eures; Facilitation of networking, exchange of best practice and mutual learning among EURES Members and partners; Analysis of geographical and occupational mobility; Overall monitoring and evaluation of the EURES activity.

7 I - EURES general introduction The role of the National Coordination Offices 1. Ensure that all the obligations on the Member State laid down in Regulation (EU) No 492/2011, in particular those concerning exchange of information are fulfilled, by: (a) the setting up and maintenance of all technical and functional infrastructure and systems necessary to allow EURES Partners and Associated EURES Partners to participate in the exchange system; (b) the provision of the required information, by its own or by the EURES Partners under its responsibility;

Undertake: (a) the appointment of one or several EURES Partners; (b) the planning and regular reporting on the activities and results of the national EURES network to the an Coordination Office; (c) the coordination of EURES participation in relevant targeted mobility activities at EU level. 3. Draw up work programmes for their national network to be submitted to the an Coordination office.

9 I - EURES general introduction What does EURES do? Delivery of personalized and on line services on intra-eu labour mobility to its client groups ("basic mediated services") The services of EURES consist of recruitment, job matching and placement, covering all phases of placement from pre-recruitment preparation to post- placement assistance, and related information and advice. The services are delivered essentially by EURES advisers (more than 900 EURES advisers in the 32 participating countries) and other relevant staff of the EURES members and partner organisations involved. The services are principally addressed to the following client groups: jobseekers/ job changers, employers and stakeholders. In cross-border regions, information is provided to cross-border workers and employers on issues such as insurance, taxation etc.

10 I - EURES general introduction Service delivery through the Portal Delivery of self-service ("unmediated") through the EURES portal The EURES Job Mobility Portal gathers job vacancies processed by PES covering an estimated 30-40% of the overall an job vacancy market. On average more than 1.1 million CV's are live in the system at any one time in a given month. About employers have accounts allowing to search for CVs, to create and store search profiles and receive alerts. The number of monthly visits is above 4 million. The portal is free of charge for jobseekers and employers.

12 II- Current EU acquis on EURES Key obligations on clearance Regulation No 492/2011 Designate specialist services to organise the work on the clearing of vacancies and applications for employment (Article 11(2)) Transmit to the portal labour market information (current trends) and information on living and working conditions (Article 12(3)) Transmit to the portal vacancies which could be filled by nationals of other Member States (Article 13(1)) Cooperate with the other specialist services in the network in the clearing process, inter alia by forwarding details of suitable applications to the vacancies (Article 14(1))

13 II- Current EU acquis on EURES Key obligation on vacancy transparency For the EURES portal, in order to ensure transparency on the an job market, all job vacancies that are made public by any of the EURES members and partners must be accessible throughout the Application Programme Interface from the PES. This will allow the retrieval of the job vacancies offered by the PES (and thereby allow the EURES portal to count the number of job vacancies, to get a summary and detailed information that match sets of specified criteria). Thus, all job vacancies must be accessible even if the employer has not expressed his interest in recruiting internationally. However, job vacancies, which due to their nature or to national rules are only open to citizens of a specific country, may be excluded.

15 III - EURES Reform The an Commission adopted on 17 January 2014: Proposal for a regulation of the an Parliament and of the Council on a an Network of Employer's services, workers'access to mobility services and the further integration of labour markets The proposal re-establishes the new EURES network and improves the governance of EURES, building upon Regulation No (EU) 492/2011.

16 III - EURES Reform why? There is an urgent need to make labour markets more dynamic and boost "mobility" to enhance growth and employment: i.e. from transparency to results, from information to matching and placement: Contribute to 2020 target of a 75% employment rate of years old Limited geographical mobility is one of the reasons for structural mismatch on the labour market (Annual Growth Survey 2012). High unemployment rates are co-existing with bottleneck vacancies and skills shortages across the Union

17 II- EURES Reform objectives 1. To achieve on the EURES portal a nearly complete supply of job vacancies, with job seekers all over having instant access to the same vacancies, in combination with an extensive pool of CV s available from which registered employers can recruit, including through enhancing coordination between Public Employment Services (PES) and Private Employment services when delivering EURES 2. To enable the EURES portal to carry out a good automated matching between job vacancies and CV s across Member States, translating in all EU languages and understanding skills, competences, qualifications and occupations acquired at national and sectoral level; 3. To make available basic information about the EURES network throughout the Union to any job seeker or employer seeking client services for recruitment and to consistently offer any person interested access to the EURES network; 4. To assist any such person interested with matching, placement and recruitment through the EURES network; 5. To support the functioning of the EURES network through information exchange on national labour shortages and surpluses and the coordination of actions across Member States.
