2 Executive Summary Sustainable communities are places where people want to live and work, now and in the future. They meet the diverse needs of existing and future residents, are sensitive to their environment, and contribute to a high quality of life. They are safe and inclusive, well planned, built and run, and offer equality of opportunity and good services for all. Kilkenny County Council recognise the importance of resident and tenant participation in estate management and are committed to working in partnership with residents and tenants to promote estate management in their estates A key objective of the Kilkenny County Council is to create sustainable communities with a key focus on developing good estate management practice. 2

3 Introduction This action plan will align with the Kilkenny County Council estate management policy document This plan will also be informed by the new national policies (e.g. Putting People First) and will assist in the strategic planning, coordination and implementation of activities and available resources. The larger city RAPID areas have received considerable funding over the last 10 years. It is proposed to continue to liaise with existing RAPID areas but also to implement a plan that will prioritise short, medium and long term work in all local authority housing estates with particular focus on estates and communities that are most in need of assistance. 3

4 Local Agenda 21 Local Agenda 21 is the process of building partnerships between local authorities and other sectors to develop and implement local policies for sustainable development. Local Agenda 21 provides a framework for discussion and promotion on sustainable development. LA 21 is designed to implement the principles of sustainable development at a local level by addressing & involving local people directly. Kilkenny County are committed to the Agenda 21 process of building partnerships between local authorities and local development and other sectors to develop and implement local policies for the development of sustainable communities. Kilkenny Local Authority Housing Strategy A Housing Strategy has been prepared for the period for both Kilkenny Local Authorities. This Strategy is incorporated into the Development Plan. The Housing Strategy also identified that there will be a requirement for a greater mix of unit types due to an increase in the number of single persons requiring accommodation. A key objective of the Estate Management Plan is to liaise with the agreed objectives of the Kilkenny Local Authority Housing Strategy. Local Government Reform / Engagement Section 46 of the Local Government Reform Act 2014 replaces section 127 of the 2001 Local Government Act with a new section which enables local authorities to take all appropriate steps to consult with and promote effective participation of local communities in local government. One of the principal implementing provisions will be the adoption by each local authority, in accordance with Regulations to be made under the Act and the issuance of Guidelines from the Department, of a framework for public participation in local government, which will set out the mechanisms by which citizens and communities will be encouraged and supported to participate in the decision-making processes of the local authority. Putting People First: An Action Plan for Effective Local Government Putting People First: An Action Plan for Effective Local Government (Department of Environment, Community and Local Government, Putting People First: An Action Plan for Effective Local Government, 2012) was published in October The actions include the establishment of a Socio-Economic Committee (SEC) in each City and County Council area with the responsibility for planning and oversight of all local and community development programmes. The SECs will have responsibility for developing a 5-year City and County local and community plan, encompassing all State and EU funded local and community development interventions. The enhanced alignment of local government and local development represents a notable change, towards an approach based on even greater collaboration. This also gives the opportunity to better target public funding and to avoid overlaps. 4

5 Kilkenny County Council will work with relevant organisations and forums in the city and county. The Public Participation Network (PPN) The Public Participation Network (PPN), is presently being developed in each County Council (engaging in and within municipal districts and at the County/City level) to enable the public to take an active formal role in relevant policy making and oversight committees of the County Council. Kilkenny County Council propose to link resident associations with the new structures through its community contacts/ resident associations and the five year Estate Management Plan. 5

6 Existing Housing Stock in County Kilkenny Kilkenny County Council is responsible for the management of just under 2,200 tenancies which are located in both the city and the county. The fundamental aim in implementing an effective Estate Management Programme is the development of independent and viable communities, where benefits accrue to all parties. 6

7 Estate Management Objectives Kilkenny County Council recognise the importance of resident and tenant participation in estate management and are committed to working in partnership with residents and tenants to promote estate management in their estates. The Kilkenny County Council will pursue the following estate management objectives. Objectives 1. to contribute to develop sustainable communities which are well maintained. 2. to promote estate management in Kilkenny County Council estates and improve the quality of information being disseminated to communities through various mediums 3. to provide funding and supports to residents to enable an appropriate level of estate management e.g. Estate Management Grants. 4. to prioritise estates that have not received funding or amenities in both urban and rural parts of Kilkenny City and County 5. to liaise with RAPID areas in the City. 6. to continue to establish and develop a positive relationship through service integration and between the members of Resident Associations, Kilkenny County Council, and other relevant local and national agencies. 7. to assist committees in the development of estate management work plans, in partnership with residents and tenants on local authority estates. 8. to consult with locally based resident associations on issues which may affect their physical environment and/or their community. 9. subject to funding; to assist in the development of larger scale estate enhancement projects in identified County Council estates (i.e. to develop four key projects per annum from each municipal area) Anti-Social Behaviour Policy A key objective of Kilkenny County Council is to reduce and if possible eliminate Anti- Social Behaviour occurring in Kilkenny County Council housing estates with the key objective to enhance the well being of residents living in our estates. Kilkenny County Council is presently updating the Anti-Social Behaviour Policy ( ). 7

8 Estate Management Supports and Structures Supports Kilkenny County Council will work to identify residents and tenants who are actively participating in estate management and will support the development of resident association on their estates. This support will be given by 1. attendance at group meetings 2. sourcing or delivering training in committee skills 3. developing online and circulating relevant information to resident associations including funding opportunities The obligations of the residents and tenants to the local authority are as follows: 1. to set up a resident associations 2. to participate in Committee Skills or Estate Management Training, as and when appropriate 3. to adhere to and support the implementation of Kilkenny County Council policies, specifically those on anti-social behaviour, waste management, equality and diversity and estate management. 4. to ensure that appropriate and adequate insurance cover is in place for existing and proposed estate management/community activities 5. to assist the County Council in implementing estate management in their area. 8

10 General strategies and specific measures necessary to implement the Estate Management Programme The following are the specific measures which will be employed to achieve the aims and objectives of the estate management programme: to further develop and review the estate management five year plan and programme to map the existing estates and housing stock to priorities rural housing estates that are in need of enhancement to continue to provide and increase the existing estate management budget to further develop and review an appropriate database of resident associations to integrate with relevant agencies and programmes to encourage the delivery of key services to estates most in need, examples include, youth and healthy living. 10

11 Key themes and local strategies/linkages As part of the Kilkenny County Council management plan a key objective is to engage with relevant agencies to direct services into Kilkenny s most disadvantaged housing estates in both the city and council.. 12 Estate Management PR & Communication Activities include The further development of an Estate Management Webpage on the Kilkenny County Council website exploration of new communication tools and the development of promotional online materials. Key Objectives development of an quarterly online newsletter re estate enhancement activities, that will highlight; existing funding, enhancement projects in estates; good news stories etc. further development of a Residents Association Guide development of relevant online training guides with parks e.g. best practice relevant to estate enhancement activities (gardening techniques, landscaping, types of shrubs to use etc.) 12

13 Tenant Participation Kilkenny County Council acknowledges the achievements by resident committees in Local Authority estates and also acknowledges that different estates have different supports and training needs. The Estate Management and Community Liaison Officer will work with estates that have resident associations in place and assist in the development of new groups. A key objective is to increase the number of resident associations in County Council estates. RAPID Kilkenny County Council will continue to link with RAPID Areas (Revitalisation of Areas by Planning Investment and Development) RAPID Aims to continue to develop accessible consultation, participation and information strategies, which ensure maximum community participation in the local RAPID programme to continue to develop a co-ordinated inter-agency approach to local development achieving better service delivery in RAPID Areas. Note the outcome of new community structures and organisations responsible for community development/social inclusion will be announced in October to build upon and align with existing plans that have been developed in an effort to combat social exclusion. Community participation will continue to be a core principle of the RAPID programme. RAPID Areas: 13

14 Service Integration / Partnership 1 Liaison with Partnership Agencies and other Social Housing Providers through Inter- agency Consultation Kilkenny County Council will liaise with other statutory and voluntary agencies involved in the delivery of services which impact on housing generally. Examples include the Kilkenny Sports Partnership, the HSE, the new Local Development Company, An Garda Síochana (Joint policing Committees), Youth Services, TUAS, and other relevant agencies. 15 Specific Actions Activity GIS Mapping & Analysis of Existing Estates 2 Objective; To complete an analysis of existing estates and prioritise estates that have not received funding or amenities in both urban and rural parts of Kilkenny City and County. To have a co-ordinated and integrated approach to the development of estate management programmes and contact with locally based resident associations. linkages with the community policing unit and existing services to tackle Anti Social Behaviour in areas that have consistently reported issues. development of an agreed approach between area offices and both councils re prioritising resources for identified estates in the City and County. completion of an updated socio economic plan. same syntax Note: New Community Plans will be developed as part of the new national policy and the replacement of existing Community structures, there is an opportunity for the housing section to liaise where relevant in the development of these plans. 16 Activity To identify and focus resources as identified by need within existing housing estates. Particular emphasis to include linking in with existing newly established structures in Ferrybank Objective; Kilkenny County Council Housing Estates to be prioritised In both Kilkenny City & County Ferrybank; A joint strategy to be further developed in partnership with Waterford City Council to highlight areas of responsibility, and funding streams. Activity Estate Enhancement Grant Objective; Implementation of the annual estate enhancement grant and expand the number of groups receiving funding in both the City and County Funding administer the estate enhancement funding four specific area estate enhancement projects to be identified annually. Increase number applying for funding and target areas that have not traditionally received funding. develop a funding strategy that addresses short term, medium and long term needs in identified County Council Estates. Activity Review of Kilkenny Local Authority Community Facilities in Hebron Park, Newpark Close, Ossory Park and the Butts Objective; To evaluate community activities in Kilkenny County Council Community facilities and address any gaps raised. 16

17 Promote availability of the Community Facilities to relevant services. Activity RAPID is an integrated area based approach to develop sustaining neighbourhoods Objective; Liaise with RAPID areas and identify agencies and departments that will focus funding and services in RAPID areas. Activity 1% Arts & Housing Funding Objective; The implementation of the 1% Arts and Housing fund. The Establishment of a Public Art Working Group with a view to: researching the full scope of the capital project and the development of a vision for the related public art project(s) setting out clear aims and objectives for the commissioning project or programme (with the assistance of other experts if necessary) planning and overseeing further stages of the project or programme carrying out a review and feeding into the development of public art policy for the commissioning body delivery of the programme to the agreed areas in County Kilkenny. Activity Gateway Scheme Objective; Assist in the development of work plans for the Gateway workers liaising with resident associations and the County Council Area Offices. 17

18 Activity Age Action activities in Kilkenny County Council Housing Estates It is clear from research and anecdotal evidence that increasing numbers of older people in Ireland are surviving and living longer as a result of improved living conditions and medical advances. This demographic development demands a review of the built environment within which this segment of the population is living in County Council Housing Estates. Elderly-specific amenities to be developed where feasible in identified Kilkenny County Council Estates. e.g. Thomastown- Key actions include; Liaise with Parks re identification of amenities for the elderly in Kilkenny County Council Housing Estates and identify potential projects. Activity Recreational Amenities Subject to funding; to further develop recreational amenities and multipurpose play areas in the identified County Council housing estates. Objective Liaise with Parks & Community & Culture re the identification of recreational amenities in Kilkenny County Council housing estates. Activity Development of Community Based Projects To continue to facilitate the development of community based projects e.g. The Saint Canices Community facility in the Butts Expansion of the Hebron Park (Happe House) Child Care play area Community Garden (Castle Avenue, Thomastown) Community Garden (Newpark Close) 18

19 Green Area ( Ashfield, Slieverue) Activity Innovative Schemes to be further developed e.g. Alley Way Funding Activity Research Insurance options for all estate enhancement activities in County Council Housing Estates. Insurance The cost of insurance takes a large percentage of the Estate Management Funding as each estate requires specific insurance policies. It is proposed to look at a universal policy that will cover our estates. (For example a standard resident association insurance rate varies between , if the resident use a sit on lawn mower this can increase to , this takes up a large proportion of the grant allocated). Key Objectives Secure additional Local Authority Resources Key County Council departments and other agencies to engage in the implementation of the Plan.
