2 REQUEST FOR PROPOSALS AUG Scope of Services The Canso Hazel Hill Water Utility is seeking proposals from qualified consulting firms or specialty contractors with expertise in existing pipe wall condition and leak assessment. Specifically field assessment of pipe wall thickness by a non-invasive technique with minimal disruption of service to customers. This project should be referenced as Canso Hazel Hill Water Main Condition Assessments 2014 in all future correspondence. The Consultant (Specialty Contractor) must possess the ability to accurately assess the structural integrity of Cast Iron, Ductile, PVC and Asbestos Cement pipe materials. 3 The following Scope of Services (not an all-inclusive list) will be considered the deliverables expected to be completed during the project by the Engineer: Detailed Project Description and Scope Design Brief Project Requirements/Constraints/Schedule Management System Requirements (QA/QC, Environmental, Safety) Project Updates Progress Reports and Recommendation for Payment Preparation & Provision of Final Report including information on the condition of and potential current leaks on mains surveyed. 2. RFP Requirements Proposals must demonstrate a clear understanding of the projects objectives as outlined in the previous section. Proposals should include specific details to allow for a complete understanding of the firm s approach to fulfilling the deliverables of this project. The Consultant will be deemed to have familiarized themselves with existing site and working conditions and all other conditions that may affect performance on this Project. No plea of ignorance of such conditions as a result of failure to make all necessary examinations will be accepted as a basis for any claims for extra compensation or an extension of time. 2.1 Content of Proposal The proposal shall include, at minimum, a full description of the following: Project management; A detailed outline of the methodology and design basis for the equipment used in the survey; Protocol for coordination of activities with Utility staff and other Utility consultants; Project Schedule including milestone and reporting protocols; Project staff and a resume of relevant experience; A list of the consulting firms personnel who would be involved with the project and what role they would be assuming. The list is to include a summary of project tasks including the level of effort associated with each team member on a particular task;

4 2.1.7 Details of two similar projects undertaken within the past five years, including two references for project of a similar nature; A Cost breakdown shall be provided for Mobilization, Project Management, Water Main Assessment and Final Report Preparation The proposal shall provide sufficient detail to support the analysis described in the Evaluation Criteria section of this document. 2.2 Project Phasing and Scheduling The firm will provide a proposed schedule of work. There are no constraints to which the Utility is aware of in terms of the priorities of mains surveyed. The firm will coordinate with Utility staff to ensure there are no scheduling conflicts with the proposed schedule. 2.3 Timeframe All construction activities are expected to be completed during the 2014 Construction Season, with all work completed and invoiced prior to July 18, Project Completion The majority completion shall mean that the requirements of all Water Mains described in Section 1 of this document have undergone a successful condition assessment, performed by the consultant, to the satisfaction of the Water Utility. The list of deliverables outlined in Section 1, Scope of Services of this document, shall have been completed for each project item to the Utility s satisfaction. 3. Project Area Details The original water utility was built and operated by the province in In the early 1970 s the former Town of Canso took ownership of the utility. The system was constructed in five phases dating back to 1964 with the latest phase completed in The original phase was built to accommodate the fish processing plant with other phases eventually servicing the town and outer areas. The current piping consists of asbestos concrete, PVC and ABS. The Utility is seeking for help in assessing the condition of existing water mains and to identify leaks.

5 3.1 Information Provided by Utility Drawings for the Canso Hazel Hill Water will be made available upon request. Any additional information needed by the successful Consultant will be provided by the Water Utility at its own discretion, as needed. 4. Administrative 4.1 Clarification and Addenda The Contractor shall notify the specified contact person not less than 4 working days before RFP closing of omissions, errors or ambiguities found in RFP Documents. If the designated Contact Person considers that correction, explanation or interpretation is necessary; a written addendum will be issued. All addenda will form part of any Contract Documents. The Contractor shall confirm that all addenda have been received. 4.2 Sub-Contractors and Suppliers The Contractor shall name suppliers and sub-contractors. Such suppliers or sub-contractors shall adhere to all conditions under this project and the necessary paperwork must be submitted with the proposal. Any changes in specified suppliers or sub-contractors during the project must be approved by the Utility. 4.3 Amendment or Withdrawal of RFP RFPs may be amended or withdrawn by letter or fax and must include the signature of an official of the Contractor. Phone calls, s or other electronic means will not be accepted. Amendments or withdrawal should be titled as follows: Amendment/Withdrawal of RFP for, Water Main Condition Assessments Amendments must be signed and submitted to the address or fax number given for receipt of RFP prior to time of RFP closing. 4.4 Informal or Unbalanced RFPs An RFP that, in the opinion of the Utility, is considered to be informal or unbalanced may be rejected. 4.5 Right to Accept or Reject any RFP

6 The Water Utility reserves the right to accept or reject any RFP. The lowest financial proposal in any RFP may not necessarily be accepted. 4.6 Project Data Any hard copy or digital data provided by the Utility shall remain the property of the Utility and shall not be used by the contractor, or its subcontractors, for purposes other than those related to this project. Any data created by the consultant or its subcontractors, as a result of work conducted on this project shall become the property of the Utility and shall be forwarded to the Utility in a digital form as agreed to by both parties. 4.7 Changing of Project Team Members The proposed project team as defined by the firm s proposal shall remain intact for the duration of the project. Any changes to the accepted project team must be approved by the Water Utility.
