MA welcomed the elected council members. 2.0 CONFIRMATION OF 4 th COUNCIL MEETING MINUTES OF THE 11 TH MANAGEMENT COUNCIL HELD ON 05 th JANUARY The minutes were unanimously adopted by the Council. Proposer: Mr. Richard Tan Seconder: Mr. Lim Song Kiat 3.0 MATTERS ARISING FROM PREVIOUS COUNCIL MEETING 3.1 FLUSHING OF MANHOLES 3.2 MA presented to Council the additional quotes for flushing of manholes and recommended the flushing to be done annually as preventive maintenance in case of flooding. Council decided to defer with manhole flushing until rectification works to pass SCDF FIRE CERTIFICATE INSPECTION is completed.

Several weeks after commencement Kingdom had underperformed despite weekly documented feedback. Council review and decided to reappoint new Security Agency to replace Kingdom. Examples of performance issues include attendance, conforming to set procedures, behavior of several Security Officers on duty. After interviewing all shortlisted candidates, council unanimously appoint Acestes Pte Ltd as our estate new Security Agency due to their strong personnel management & supervisory experience and their bid proposal was most competitive. Acetes also had the lowest quote, thus providing value-for-money services. 3.5 BICYCLE MATTER 3.6 MA presented to Council the reply from BCA regarding the disposal of unclaimed & untagged bicycles within our estate. BCA respond was to follow BMSMA (Building Maintenance & Strata Management Act) where roles and empowerment of the Management Council were spelt out. Mr. Lim Song Kiat commented that during the last bicycle disposal exercise some years ago, there were some unhappiness from residents, so this exercise has to be handle with better clarity to all residents.
3 Ms. Angela Moghe wanted MA to document the actions that were undertaken during the bicycle registration and disposal exercise which are as follows: 11 Nov 2016 Circulars were issued to each household with a deadline of 25 Nov Nov 2016 Deadline was extended till 31 Dec 2016 with the circular being put up on the notice boards. Subsequently the same notice was attached to bicycles at the basement. Jan 2017 During Council Meeting, Council tasked MA to ask BCA regarding disposal of the bicycles. Mr. Richard Tan tasked MA to do a count of the unclaimed & untagged bicycles in our estate before next Council meeting for further deliberation. 3.7 CCTV MATTER 3.8 MA presented to Council the methods by which CCTV footage could be viewed remotely. The term contractor had suggested 2 ways. One is to install a mobile broadband at the Guard House while the other way is to wire the CCTVs at the Guard House to management office where there is an internet router. Council tasked MA to work with the new security agency to find a way of allowing remote CCTV access. 3.9 TENNIS COURT MATTER 3.10 Council had previously tasked MA to find out the cost for spot repairs of the tennis court. After quotation was presented, Council had decided to KIV the restoration in lieu of SCDF CERTIFICATE INSPECTION rectification works that need to be carried out soonest would incur unexpected cost to estate. 4.0 MANAGEMENT REPORT 4.1 LION DANCE EVENT HELD ON 4 th FEB 2017 MA updated Council about the lion dance event. The event was a success with many residents coming to see the lion dance and eating the buffet spread. 4.2 CLEANING REPORT 4.3 MA informed Council that the cleaning team has been carrying out their work dutifully, doing not only regular block cleaning but also periodic items like clearing the drains of leaves. 4.4 TECHNICIAN REPORT 4.5 MA informed Council that the in-house technician had carried out his work dutifully, doing not only regular maintenance like changing of lights but also ad-hoc repairs like repair of switches. 4.6 PEST CONTROL REPORT 4.7 MA updated Council that the new pest control had carried out misting and general pest control over the past weeks. 5.0 ANY OTHER BUSINESS 5.1 SCDF FIRE CERTIFICATE INSPECTION
4 5.2 MA informed Council that the estate had failed the SCDF Fire Certificate Inspection. Items to be rectified include the repair of the fire detectors at basement carpark, servicing of the mechanical ventilation fans, servicing of the faulty dry rising main system and removal of the partitioned area at basement carpark. Mr. Richard Tan and Mr. Lim Song Kiat questioned the reasons for the failed inspection. MA explained that the problems were an accumulation over the years. Some of the issues did not involve the fire system maintenance contractor and were discovered only when SCDF came and check. Council asked MA if the partition was removed, what would be done with the items inside. MA replied it was exploring all options. MA presented the quotes for rectification to the Council. Council asked MA to look for more quotes regarding the rectification works. MA will follow up. 5.3 PUB ANNUAL INSPECTION AND CERTIFICATION OF WATER STORAGE TANKS 5.4 MA presented to Council the quotes for the annual inspection. Council decided to unanimously award LNS System as it gave the lowest quote and it had previously done the annual inspection and certification for the estate. Mr. Chris Tang and Mr. Kevin Tay tasked MA to ensure that the contractor did their work properly and also to check for any leaking areas of the water tank. 5.5 CATS ISSUE Company Price (Including GST) LNS System Pte Ltd $1,650 ($1,765.50) Tank Tech Engineering $1,800 ($1,926) Red Power Engineering $2,400 ($2,568) Promec Engineering $7,340 ($7,340) 5.6 MA presented to Council the quote for the catching of cats in the estate as there were residents who complained that cats had scratched their cars. Mr. Richard Tan commented that cats are very territorial and when one is caught, another will come in to replace it. Mr. Kevin Tay suggested to do the best to get rid of cats and to put up on notice boards that feeding of stray cats were not allowed. Ms. Angela Moghe added that the reasons for not feeding the stray cats had to be put up too. Council tasked MA to find ways of either sterilizing the cats or placing cages to catch the cats. 5.7 ADOPTION OF DECEMBER FINANCIAL STATEMENT 5.8 MA presented to Council the financial statement for the month of December. As the fixed deposits had expired, MA had sought out the fixed deposit rates for 12 and 24months based on different financial institutions. Mr. Thilan suggested finding out the rates for 6months instead so as to keep the liquidity of the funds. Council asked MA on the status of the estate s debtors. Mr. Lim Song Kiat asked if the tenant could be blocked from using the facilities if the owner does not pay back and what was the next step in claiming back the overdue payments. MA replied it could not stop tenants from using the facilities as there was no resolution stating so. The next step on claiming back the amount would be to lodge a charge on the SP so the SP would have to pay back MCST if they wanted to sell the unit. If needed, a special resolution could be held where the SP is made to sell the unit.
5 Council deliberated on whether to put up the unit numbers of SP that owned outstanding payments of maintenance fees over $3000 up on the notice boards. Mr. Kevin Tay stated that the MCST should consider the legal costs of going after outstanding payments against the amount that could be recovered. Mr. Thilan suggested lodging a case against one of the debtor SP in order to set a precedent that fees can be sought back using legal means. Mr. Thilan tasked MA to put a notice in the debtors unit every month. The meeting ended at pm with a note of thanks to all present.
