3 Hardship Grants HB21 Hardship Grants HB21 created a two-year hardship grant program to provide transitional aid for districts experiencing a loss of maintenance & operations (M&O) revenue due to the expiration of ASATR at the end of FY2017. Transition grants are available for FY2018 and FY2019. All eligible districts under the legislation will receive a grant award. Calculation is automatic. Therefore, districts did not (will not) need to apply to TEA to receive a grant. 4/19/18 3 Texas Education Agency
4 Hardship Grants HB21 Hardship Grants The grant program was limited to $100 million in FY2018. Grants for FY2018 were awarded in October 2017 to 130 districts: The average grant award was $769,231 The median grant award was $324,509 The smallest grant award was $364 (Hallsburg ISD) The largest grant award was $10,000,000 (Prosper ISD) 4/19/18 4 Texas Education Agency
5 Hardship Grants HB21 Hardship Grants The grant program will be limited to $50 million in FY2019. Grants for FY2019 will be awarded in October As with the grant awards for FY2018, they will be based on estimated data at the time of the award and will not be subject to appeal. 4/19/18 5 Texas Education Agency
6 Debt Allotment and Facilities Funding 4/19/18 6 Texas Education Agency
7 Existing Debt Allotment HB21 increased the EDA guaranteed yield from $35 to the lesser of: $40 $40 per ADA per penny on interest and sinking fund (I&S) taxes levied by school districts to pay the principal of and interest on eligible bonds OR $37 An amount that would result in a $60 million increase in state aid from the previous yield of $35. The yield for FY2019 is estimated to be less than $37. 4/19/18 7 Texas Education Agency
8 Charter School Facilities Funding FY2019 Facilities Allotment Amounts Beginning in FY2019, certain charter schools will be eligible to receive a facilities allotment calculated using the state average debt service tax rate for school districts (estimated at 21 cents) or a rate which will deliver $60 million in additional funding statewide. Funding is currently estimated at approximately $200 per student in average daily attendance (ADA), but is subject to change. 4/19/18 8 Texas Education Agency

10 Autism and Dyslexia Grants HB21 sets aside state funds to go toward supporting innovative school-wide models that provide exceptionally effective services to students with autism and for students with dyslexia. Ten $1Million grants will be awarded for each autism and dyslexia. These grants will be renewable for a second year resulting in a total grant award of $2million to each awardee over the biennium. First Year 10 - $1 Million Autism Grants 10 - $1 Million Dyslexia Grants Second Year 10 - $1 Million Autism Renewals 10 - $1 Million Dyslexia Renewals = $40 Million In Total Funding 4/19/18 10 Texas Education Agency
11 Services to Students with Dyslexia Grants The purpose of the Services to Students with Dyslexia Grant is to provide funds for school districts or open enrollment charter schools to provide innovative services to students with dyslexia in a school-wide program. Applicants may focus on new and innovative practices, new and innovative ways to remove barriers to effective implementation of accepted practices, or both. A program must operate as an independent campus within the district or a separate program from the campus in which the program is located with a separate budget. A program must serve students who are between the ages of 3 and 9 years of age or who are enrolled in the third grade or a lower grade level. Strong applications will demonstrate a solid basis in research-based best practices for students with dyslexia include robust plans for parent and stakeholder engagement demonstrate thoughtful planning toward program replication across the state. Preference will be given to applications demonstrating collaboration among districts and or open enrollment charter schools. 4/19/18 11 Footer
12 Services to Students with Dyslexia Grants A school district or open-enrollment charter that receives grant funding may not charge a fee for the program, other than those authorized by law for students in public schools; require a parent to enroll a child in the program; allow an admission, review, and dismissal committee to place a student in the program without the written consent of the student s parent or guardian; or continue the placement of a student in the program after the student s parent or guardian revokes consent, in writing, to the student s placement in the program. A school district or open-enrollment charter that receives grant funding may alter the length of the school day or school year or the number of minutes of instruction received by students; coordinate services with private or community-based providers; allow the enrollment of students without disabilities or with other disabilities; and adopt staff qualifications and staff to student ratios that differ from the applicable requirements in state law. 4/19/18 12 Footer
13 Services to Students with Dyslexia Grants A total of $10,000,000 is available. The grant program allows for ten grants to be funded for an amount up to $1,000,000 per grant. Grant recipients are eligible to renew the grant for one year resulting in up to $2,000,000 in total funding.
