The motion passed unanimously. Public Comment There was no public comment. TCC Chair s Report Mr. Demosi said that the annual meeting was a good one and the guest speaker, Utah Speaker Greg Hughes, on mass transit was excellent. Mr. Michael Skipper, MPO director, thanked everyone for their participation and the staff for their hard work putting on the event. He said that during the stay Speaker Hughes met with Speaker Speaker Beth Harwell, Governor Bill Haslam, and Senator Jim Tracey. Because there were several new faces on the TCC, everyone introduced themselves. Mr. Demosi reminded the members of the TAPA Winter retreat on February 24 26, 2016.

5 Proposed Amendments to the FYs TIP Ms. Anna Emerson, MPO staff, briefly went over the proposed amendments. She said that a 21 day public review and comment period and two public hearings are required prior to the adoption by the Board. Mr. Bill McCord, City of Gallatin, moved to endorse the proposed amendments for public review and comment. Ms. Caryn Miller, City of Millersville, seconded. This RTP covers FY He said that open house style meetings are being held in each county prior to adoption by the Executive Board on February 17 th. He said that items discussed are growth trends, individual projects, and project development process. There are also videos on the MPO and growth. The participants can leave general comments or comments on specific projects. The meetings are more interactive than before.

6 Mr. Tom Brashear, Wilson County, said that the Wilson County meeting went well. He said that many people voiced a concern over the growth in the region and some want to even limit the growth. He said that planners have to be vocal that growth will happen and that there needs to be a plan for it. Mr. Skipper said that growth has been impacting the infrastructure for some time. Mr. Glenn Harper, City of Columbia, said that the Maury County meeting went well. He said that we need to make sure that the local elected officials know that the meeting is an open house format and not a two hour meeting. He said that this type of format is a good one. Mr. Mike Harris, City of Brentwood, said that the format was good but that locals need to do a better job of getting the word out especially to the elected officials. He said that better identifying major roads on maps better would be good. Mr. Skipper said that a summary of the comments would be presented at the Executive Board meeting on February 17 th. Then the Board will vote to adopt the RTP. Mr. McCord, City of Gallatin, asked about the core strategy that involves relocating Radnor yard. He said that this impacts freight big time and where to place it is critical. Mr. Skipper said the idea of relocating Radnor Yard is beginning to be accepted. Mr. Demosi opened the public hearing. Mr. David Bordenkircher, Nashville, said that he is opposed to spending more money on widening roads for cars when the money should be spent on mass transit options. With no other comments, Mr. Demosi closed the public hearing. Ms. Miller, City of Millersville, moved to endorse the RTP for adoption by the Board. Mr. Fred Rogers, City of Hendersonville, seconded and the motion passed unanimously. More information is available at Connected2040.org. 7 2/3 First Public Hearing (TCC) 2/17 Second Public Hearing / Adoption (XB) MPO Director s Report Unified Planning Work Program: Call for studies for FY 2017 Mr. Skipper said that if anyone has ideas for studies for FY 2017 to let him know soon. He said that this year s (2016) efforts include a regional Smart Cities assessment and a transit feasibility study for the south corridor (in conjunction with TDOT s I 65 Corridor Study). Mr. Brashear said that consistent branding of all transit options is critical. This would show that all options are connected. Mr. Felix Castrodad, MTA/RTA, agreed saying the people want consistency and that the ongoing nmotion strategic planning process is taking a first look at this. Mr. McCord recommended a study to look at transportation impact fees. Mr. Skipper said that scoping a study on impact fees / fair share is a good idea. He said that the MPO has been working with Gresham, Smith & Partners on an impact fee briefing paper as part of the ongoing Southeast Area Transportation and Land Use Study which could be expanded as part of the 2017 UPWP. Mr. Castrodad said that there is interest from developers in more development around the Music City Star stations. It is important to take advantage of this interest. He recommended incorporating some work around TOD guidance into the UPWP. Smart Cities Challenge Grant Mr. Skipper said that Nashville is applying for the $40 million Smart Cities Challenge Grant through the U.S. Department of Transportation and asked Mr. Addams Carroll to share more information. Mr. Carroll said that there are 2 rounds of applications. If Nashville is successful in the first round, it will receive $100,000 to do the next application for the $40M. He said that Nashville has room to grow in the area of Smart Cities technology.

8 Legislative update Mr. Skipper said that the MPO is following four bills at the State Legislature: Two bills are viewed as harmful: HB 1650 by Carter, Rogers, Womick, McCormick, Keisling (SB 1716 by Gardenhire) This bill would prevent TDOT and local communities from using state revenue from the motor fuels tax to improve pedestrian and bicycle facilities or any other non vehicular facility. SB 1467 by McNally, Haile (HB 1525 by Matlock) This bill would prevent any state funds from being distributed to MPOs for planning purposes who are not in compliance with state law re: board composition and structure (representation of county highway departments and the prohibition on the use of weighed voting). Mr. Skipper said that the MPO board now includes representation by county highway departments and has not used weighted voting (at any time during its history, as far as the staff can tell from meeting minutes). Two bills are seen as helpful: SB 2093 by Ketron, Yarbro, Dickerson, Tracy (HB 2407 by Sargent, Clemmons, Powell, Stewart) This bill would create/expand opportunities for the use of public private partnerships to advance transportation infrastructure projects. This would require local governments to at least consider unsolicited proposals for alternative ways of procuring funds and decide whether or not you are interested. HB 0905 by Clemmons, Sexton C (SB 1387 by Bailey) This caption bill would amend the statute enabling a local option gas tax. Mr. Skipper said that this bill would increase the cap for amount to $.08/gallon. This can be done by referendum or by ordinance. This bill also broadens how the money can be used. Other Business Mr. Demosi asked if there will be an increase in dues this year. Mr. Skipper said that there probably will not be an increase in dues, but asked members to budget for at 10 percent increase just in case. The MPO will begin developing the UPWP in March, (with adoption scheduled in August).

9 Mr. McCord said that he has been contacted by the Transit Alliance about promoting transit in each jurisdiction. There will be a workshop for elected officials and the public in late April/early May. This amendment proposes to convert FY 2014 and 2015 construction reserve funds into programmed U-STP funds in FY As this is an ITS-type project, the City also requests the addition of implementation as an eligible type of work in order to accomplish all project objectives.
