2 Background Funders and decision makers want to be able to overview a country s or organisation s research output Benchmarking and measuring trends in research output is often difficult but strongly requested Could research development be measured by indicators and stimulated by financial incentives in a meaningful way?

12 Open Access Policy - Sweden According to Proposals for National Guidelines for Open Access to Scientific Information all publically funded research in Sweden should be published with open access by 2025 Research funded by the Swedish Research Council should already today be published with open access

13 Open Access Policy - Norway According to National Guidelines for Open Access in Norway Publically funded researchers shall select as their first choice to publish their research articles in open access journals (so called Gold Open Access). Researchers who choose to publish in subscriptionbased journals shall make the article openly available in an institutional repository (so called Green Open Access). The article should become openly available maximum 6 months after publication for STM subjects (science, technology and medicine), and 12 months for the humanities and social sciences, in line with the EU Commission s recommendations. It is recommended to introduce a factor that benefits open access publishers in the Norwegian list of authorized publication channels

14 Open Access Policy - Finland According to Open Science and Research Roadmap Research results (publications, data, methods and the tools required to publish) will be openly and permanently available in data networks via standardized interfaces in accordance with ethical principles and respecting legal operating environments We will be opening up the information we produce (research publications, data and methods), subject to the restrictions of research ethics and juridical environment, with the aid of open publication, open peer review and parallel archiving.

15 Open Access Policy - Denmark According to Denmark s National Strategy for Open Access Target 1: To achieve by 2017 via digital archives repositories unimpeded, digital access for all to 80 per cent of Danish peerreviewed scientific articles from Danish research institutions published in Target 2: To achieve from 2022 and onwards unimpeded, digital access for all to 100 per cent of all Danish peer-reviewed scientific articles from Danish research institutions published from 2021 and onwards.

16 Development of Open Access Publishing Difficult to follow the development of open access publishing Funders such as the Swedish Research Council would like to see how their researchers are publishing and compare with others To evalutate the open access status of more than publication channels is a very time consuming and difficult task.

17 Collaboration with DOAJ In March 2017 a collaboration was started between DOAJ and the Nordic List consortium The consortium would like to use DOAJ as a partner in evaluating open access policies of publications channels This is an attempt to increase the effectivness of the Nordic collaboration and also to be able to highlight good practice in publishing

18 Summary The Nordic list is a joint effort between Denmark, Finland, Norway and Sweden to establish a list of scientific publication channels of good standards The work is also followed by Iceland, Faroe Island and Greenland The objectives are To reduce and share the burden of maintaining bibliographic data concerning publication channel To improve and and refine the data quality contained in each national database and provide for greater comparability To facilitate and improve analysis of research output at the national level and comparatively between Nordic countries
