Introduction and Purpose 1.1 Purpose DAI, the implementer of the USAID-funded East Africa Trade and Investment Hub (EATIH), project invites qualified offerors to submit proposals to provide Technical support in the home décor and fashion accessories sector in fulfillment of the requested specifications detailed in Attachment A. 1.2 Issuing Office The Issuing Office and Contact Person noted in the above synopsis is the sole point of contact at DAI for purposes of this RFP. Any prospective offeror who fails to register their interest with this office assumes complete responsibility in the event that they do not receive direct communications (amendments, answers to questions, etc.) prior to the closing date. 1.3 Type of Award Anticipated DAI anticipates awarding a cost reimbursement subcontract to the successful offeror. DAI will issue a cost reimbursable subcontract: An award where the subcontractor is reimbursed for actual reasonable, allowable, and allocable costs up to a maximum ceiling value of the subcontract agreement. Offerors are expected to include all costs, direct and indirect, into their total proposed price. 2. General Instructions to Offerors 2.1 General Instructions Offeror, Subcontractor, and/or Bidder mean a firm proposing the work under this RFP. Offer and/or Proposal means the package of documents the firm submits to propose the work. Offerors wishing to respond to this RFP must submit proposals, in English, in accordance with the following instructions. Offerors are required to review all instructions and specifications contained in this RFP. Failure to do so will be at the Offeror s risk. If the solicitation is amended, then all terms and conditions not modified in the amendment shall remain unchanged. Issuance of this RFP in no way obligates DAI to award a subcontract. Offerors will not be reimbursed for any costs associated with the preparation or submission of their proposal. DAI shall in no case be responsible for liable for these costs. Proposals are due no later than Sunday May 10, 2015 at 11:59 pm local time Nairobi, to be submitted via to the address provided in the instructions. (Late offers will be rejected except under extraordinary circumstances at DAI s discretion). All proposals submitted shall reference the RFP Number: RFP-NAI-0013 Technical support in the home décor and fashion accessories sector in the subject line. The submission to DAI of a proposal in response to this RFP will constitute an offer and indicates the Offeror s agreement to the terms and conditions in this RFP and any attachments hereto. DAI reserves the right not to evaluate a non-responsive or incomplete proposal. Page 4 of 34

5 2.2 Proposal Cover Letter A cover letter shall be included with the proposal on the Offeror s company letterhead with a duly authorized signature and company stamp/seal using Attachment B as a template for the format. The cover letter shall include the following items: The Offeror will certify a validity period of sixty (60) days for the prices provided. Acknowledge the solicitation amendments received. The Offeror will certify financial responsibility. The Offeror will certify acceptance of EATIH s VAT exempt status. The Offeror will use Attachment B: Proposal Cover Letter. 2.3 Questions regarding the RFP Each Offeror is responsible for reading and complying with the terms and conditions of this RFP. Requests for clarification or additional information must be submitted in writing via or in writing to the Issuing Office as specified in the Synopsis above. No questions will be answered by phone. Any verbal information received from a DAI or EATIH employee or other entity shall not be considered as an official response to any question regarding this RFP. Copies of questions and responses will be distributed in writing to all prospective bidders who are on record as having received this RFP after the submission date specified in the Synopsis above. 3. Instructions for the Preparation of Technical Proposals Technical proposals shall include the following content: 1. State the Firm s experience in matching at least 2 US Firm with home décor accessories firms within EAC (Kenya, Uganda, Tanzania, Burundi and Rwanda) countries, Ethiopia, Madagascar, Seychelles and Mauritius. 2. Indicate the firm s (including key personnel s) experience in leading US Buyer missions for home décor & accessories sector. 3. Indicate the firm s (including key personnel s) experience in selecting export oriented firms and preparing them for trade show participation. 3.1 Technical Evaluation Criteria Each proposal will be evaluated and scored against the evaluation criteria and evaluation subcriteria, which are stated in the table below. Cost proposals are not assigned points, but for overall evaluation purposes of this RFP, technical evaluation factors other than cost, when combined, are considered approximately equal to cost factors. Evaluation Criteria 1. Experience matching home décor accessories firms in Kenya, Uganda, Tanzania, Burundi and Rwanda Ethiopia, Madagascar, Seychelles and Mauritius. 2. Firm (including key personnel) experience in leading US Buyer missions for home decor & accessories sector 3. 6 4. Instructions for the Preparation of Cost Proposals 4.1 Cost Proposals Provided in Attachment C is a template for the summary Cost Schedule, for cost reimbursable contracts awards. In addition the Offerors must include a detailed budget explaining each deliverables cost with as much detailed information as possible. Offers shall provide the cost proposal separate from the Technical proposal. It is important to note that Value Added Tax (VAT) shall be included on a separate line, and that total delivery cost is included on the designated budget line. These services are eligible for VAT exemption under the DAI prime contract. DAI will provide the successful Offeror with VAT exemption documentation upon award. The Vendor is responsible for all applicable taxes and fees, as prescribed under the applicable laws for income, compensation, permits, licenses, and other taxes and fees due as required. 5. Basis of Award 5.1 Best Value Determination DAI will review all proposals, and make an award based on the technical and cost evaluation Criteria stated above, and select the Offeror whose proposal provides the best value to DAI. DAI may also exclude an offer from consideration if it determines that an Offeror is "not responsible", i.e., that it does not have the management and financial capabilities required to perform the work required. Evaluation points will not be awarded for cost. Cost will primarily be evaluated for realism and reasonableness. DAI may award to a higher priced Offeror if a determination is made that the higher technical evaluation of that Offeror merits the additional cost. DAI may award to an Offeror without discussions. Therefore the initial offer must contain the Offeror s best cost and technical terms. 5.2 Responsibility Determination DAI will not enter into any type of agreement with an Offeror prior to ensuring the Offeror s responsibility. When assessing an Offeror s responsibility, the following factors are taken into consideration: 1. Evidence of a DUNS number (explained below and instructions contained in Attachment D) if required. 2. The source, origin and nationality of the products or services are not from a Prohibited Country (explained below). 3. having adequate financial resources to finance and perform the work or deliver goods or the ability to obtain financial resources without receiving advance funds from DAI. 4. Have a satisfactory past performance record. 5. Have a satisfactory record of integrity and business ethics. 6. Be qualified and eligible to perform work under applicable laws and regulations. 7 6. Expected Outcomes The anticipated start date of the subcontract is on or about June 1, The Offeror should detail the proposed cost package in the Cost Schedule. No. Outcome 1 Description Sourcing Mission Report*: that will include the following; Synopses of EAC countries (Kenya, Rwanda, Tanzania, Uganda, Burundi) including Ethiopia, Madagascar, Seychelles and Mauritius firms products and capacity. Identify a minimum of 5 firms in the EAC region (Kenya, Rwanda, Tanzania, Uganda, Burundi) that are a potential match to U.S. buyers in the subcontractor s pipeline. Categorization of a minimum of 15 firms; Exhibitors (4 to 6 firms) and Emerging Exhibitors (4 to 8 firms); include the criteria used for the categorization. Gender section capturing constraints/opportunities faced by women business owners in the home décor/fashion accessories sector: a. Where possible, gender disaggregated business ownership of targeted firms and identify if firms have majority women employees. b. Capture at least seven (7) women business owner s perceived constraints to their entering into and succeeding in the export market. c. Capture any potential opportunities to bolster women s participation in export under AGOA in the home décor/ fashion accessory sector. *The subcontractor must follow reporting structure/requirements set by EATIH. The subcontractor will provide weekly updates to the Director: Trade Promotion and AGOA. STTA event/trip reports for work in support of the tasks above will be submitted 2 weeks after each trip. Outcome 2 U.S. Buyer Mission Trip Report: detailing the Buyer Mission consisting of at least one 1 U.S. brand/retailer successfully organized and completed; The U.S. brand/retailer must be approved by EATIH. Identification of four to six participants (exhibitors and emerging exhibitors) per trade show, for a total of 2 international trade shows. b. For the Exhibitors: In person participation in training, or remote coaching to cover product direction, target audience coaching and business parameters for engaging in transactions. c. For the Emerging Exhibitors: Participation in the design of the training curriculum; topics will include, trade show preparation, how to be an effective exhibitor, and post-show training on effective communication and follow-up with buyers. In person participation in training, or remote coaching. Outcome 4 Outcome 5 Outcome 6 Sourcing seminar presentation materials and attendance to present the materials; Co-develop and present sourcing seminar for Wal-Mart; Subcontractor will provide details on firms in East Africa countries ( Kenya, Rwanda, Tanzania, Uganda, Burundi) including Ethiopia, Madagascar, Seychelles and Mauritius in home décor and fashion accessories sector. Communications Materials: (a) 2 success stories with the following specifications Stories that show broad-scale sustainable development projects, [no oneoffs, and nothing that is not being or cannot be scaled. [While we still would like you to zoom in on an individual beneficiary to highlight our work, the greater project must impact more than this small group of people.]; Stories that relate to Presidential Initiatives, FTF, GHI or GCC; Stories that highlight new, cutting-edge development innovations; and/or Stories that highlight the USAID Forward Reform Agenda in action (empowering local groups, Science and Technology, Innovation) No matter which of the four criteria above that applies, all stories should also be able to point to results. (b) 5 photos with captions for publication per events (sourcing mission, trade shows and buyer missions) and (c) 2 quotes for publication per event (sourcing mission, trade shows and buyer missions). Four bimonthly Monitoring and Evaluation Data Reports: As requested by the EATIH team, the subcontractor will provide information and/or text on activities as detailed in section H, Monitoring and evaluation. 9 7. Inspection & Acceptance The designated DAI Technical Manager will review from time to time the services offered under the successful Offeror s rental package, and ensure that the services are of acceptable quality and standards. The Vendor shall be responsible for any countermeasures or corrective action, within the scope of this RFP, which may be required by the DAI Technical Manager as a result of such inspection. 8. Compliance with Terms and Conditions 8.1 General Terms and Conditions Offerors agree to comply with the general terms and conditions for an award resulting from this RFP. The selected Offeror shall comply with all Representations and Certifications of Compliance listed in Attachment G. 8.2 Source and Nationality Under the authorized geographic code for its contract DAI may only procure goods and services from the following countries. Geographic Code 935: Goods and services from any area or country including the cooperating country, but excluding Prohibited Countries. DAI must verify the source and nationality of goods and services and ensure (to the fullest extent possible) that DAI does not procure any goods or services from prohibited countries listed by the Office of Foreign Assets Control (OFAC) as sanctioned countries. OFAC sanctioned countries may be searched within the System for Award Management (SAM) at The current list of countries under comprehensive sanctions include: Cuba, Iran, North Korea, Sudan, and Syria. Goods may not transit through or be assembled in comprehensive sanctioned origin or nationality countries nor can the vendor be owned or controlled by a prohibited country. DAI is prohibited from facilitating any transaction by a third party if that transaction would be prohibited if performed by DAI. By submitting a proposal in response to this RFP, Offerors confirm that they are not violating the Source and Nationality requirements of the goods or services being offered and that the goods and services comply with the Geographic Code and the exclusions for prohibited countries outlined above. 8.1 Data Universal Numbering System (DUNS) There is a mandatory requirement for your organization to provide a DUNS number to DAI. The Data Universal Numbering System is a system developed and regulated by Dun & Bradstreet (D&B) that assigns a unique numeric identifier, referred to as a "DUNS number" to a single business entity. Without a DUNS number, DAI cannot deem an Offeror responsible to conduct business with and therefore, DAI will not enter into a subcontract/purchase order or monetary agreement with any organization. The determination of a successful offeror/applicant resulting from this RFP/RFQ/RFA is contingent upon the winner providing a DUNS number to DAI. Offerors who fail to provide a DUNS number will not receive an award and DAI will select an alternate Offeror. All U.S. and foreign organizations which receive first-tier subcontracts/ purchase orders with a value of $25,000 and above are required to obtain a DUNS number prior to signing of the agreement. Organizations are exempt from this requirement if the gross income received from Page 9 of 34

10 all sources in the previous tax year was under $300,000. DAI requires that Offerors sign the selfcertification statement if the Offeror claims exemption for this reason. For those required to obtain a DUNS number, see Attachment D - Instructions for Obtaining a DUNS Number - DAI S Vendors, Subcontractors For those not required to obtain a DUNS number, see Attachment E: Self Certification for Exemption from DUNS Requirement 9. Procurement Ethics Neither payment nor preference shall be made by either the Offeror, or by any DAI staff, in an attempt to affect the results of the award. DAI treats all reports of possible fraud/abuse very seriously. Acts of fraud or corruption will not be tolerated, and DAI employees and/or subcontractors/grantees/vendors who engage in such activities will face serious consequences. Any such practice constitutes an unethical, illegal, and corrupt practice and either the Offeror or the DAI staff may report violations to the Toll-Free Ethics and Compliance Anonymous Hotline at , via the DAI website, or via to FPI_hotline@dai.com. DAI ensures anonymity and an unbiased, serious review and treatment of the information provided. Such practice may result in the cancellation of the procurement and disqualification of the Offeror s participation in this, and future, procurements. Violators will be reported to USAID, and as a result, may be reported to the U.S. Department of Justice to be included in a Restricted Parties list, preventing them from participating in future U.S. Government business. Offerors must provide full, accurate and complete information in response to this solicitation. The penalty for materially false responses is prescribed in Section 1001 of Title 18 of the United States Code. In addition, DAI takes the payment of USAID funds to pay Terrorists, or groups supporting Terrorists, or other parties in exchange for protection very seriously. Should the Terrorist, groups or other parties attempt to extort/demand payment from your organization you are asked to immediately report the incident to DAI s Ethics and Compliance Anonymous Hotline at the contacts described in this clause. By submitting an offer, offerors certify that they have not/will not attempt to bribe or make any payments to DAI employees in return for preference, nor have any payments with Terrorists, or groups supporting Terrorists, been attempted. 10. Attachments 10.1 Attachment A: Technical Specifications A. BACKGROUND AND JUSTIFICATION The USAID East Africa Trade and Investment Hub (EATIH) project is designed to spur inclusive economic growth by promoting an enabling environment in East Africa and increasing trade and investment, both regionally and to and from the United States. EATIH promotes regional integration and trade; expands African capacity to effectively access and benefit from Page 10 of 34

11 global markets; and encourages U.S. companies to trade with and invest in Africa, excluding oil and extractive industries. EATIH initiatives are intended to increase intra regional and international trade resulting in economic growth that contributes to poverty reduction, strengthens the region s resilience, and reinforces regional integration. B. OBJECTIVES As part of objectives to increase trade and export, particularly with the U.S. under the African Growth Opportunity Act, EATIH is seeking technical support in the home décor and fashion accessories sector. Objective 1: To identify and connect U.S. buyers in the home décor and fashion accessories sector interested in sourcing from East Africa with businesses in the African Growth and Opportunity Act (AGOA), member states in the EAC (Kenya, Uganda, Tanzania, Burundi and Rwanda ) countries, Ethiopia, Madagascar, Seychelles and Mauritius. Objective 2: To prepare selected East African businesses to successfully engage with U.S. buyers. Objective 3: To support export-ready East African businesses in trade fair participation, and to prepare East African businesses to become exhibition-ready. C. SCOPE OF WORK The subcontract will support the EATIH goal to increase trade from East Africa to the U.S. under AGOA by connecting U.S. buyers with East Africa suppliers, building the capacity of East African businesses, and promoting East Africa as a sourcing hub. It is intended to build value for both U.S. and East African businesses. This work will focus on the home décor and fashion accessories sector. It will require substantive engagement with both U.S. buyers and East African suppliers. The subcontractor will manage private sector business to business matchmaking opportunities between U.S. brand(s) and East African businesses in the sectors of fashion accessories, home décor and fashion apparel sector. They will build key relationships with leading U.S. companies and brands and selected vendors to bring buying relationship to fruition. Working with U.S. buyers in the specified sector, the subcontractor will target businesses interested in sourcing in East Africa, will identify their sourcing needs, and will find matches in East Africa. The subcontractor must arrange a U.S. buyer mission to connect the buyers and suppliers. Working with East African businesses, the subcontractor will identify businesses that can meet the sourcing demands of U.S. buyers, and will provide firm-level technical assistance to prepare them for U.S. buyer mission(s). 12 The subcontractor will also, in partnership with the EATIH technical Component Lead, identify export-ready East African businesses, and will support their participation in trade exhibitions. The subcontractor must also identify a roster of businesses that are interested in breaking into the export market and provide technical assistance to support their attendance in exhibitions not as exhibitors, but for business development purposes. The subcontractor will then support their transition into full exhibitors in a following trade fair. Per EATIH s approach, this second demographic is considered an Emerging Exhibitor. This follows EATIH s tiered approach to cultivate an expanding group of East African businesses capable of participating in regional and international trade and export. Tier 1: Exhibitors Exhibitors will consist primarily of large, experienced, export-ready companies. Exhibitors at trade shows gain valuable contacts, market presence, and sample orders potentially leading to firm orders. Importantly, companies are graduated after several interventions in a particular activity so that companies reach a point where they are able to fund themselves. Tier 2: Emerging Exhibitors The Emerging Exhibitors consist largely of SMEs and companies not yet export ready or experienced in exporting. These companies are given the opportunity to walk the show, to conduct market research, learn about the U.S. (and other) markets, and learn the art of exhibiting from peers. The Emerging Exhibitors receive training on trade show preparation, a tool kit on how to be an effective exhibitor, and post-show training on effective communication and followup with buyers. The subcontractor will not be required to develop these materials, but will be required to contribute to them and be engaged in the training process. The emerging exhibitors who successfully complete the training modules and are assessed by EATIH and the subcontractor as export-ready can be elevated to full trade show exhibitor status. This subcontract will require travel in EAC (Kenya, Uganda, Tanzania, Burundi and Rwanda) countries, Ethiopia, Madagascar, Seychelles and Mauritius, U.S., and other international travel for trade exhibition support. It must include at least one U.S. buyer s mission and one sourcing mission to identify EAC (Kenya, Uganda, Tanzania, Burundi and Rwanda) countries, Ethiopia, Madagascar, Seychelles and Mauritius suppliers. It requires trade show support for at least two exhibitions. D. TASKS Task 1: Identify and lead private sector business to business matchmaking opportunities between U.S. brand(s) and East African businesses in the in the sectors of fashion accessories, home décor and fashion apparel sector. 1.Build a pipeline of U.S. buyers with interest in sourcing in Kenya, Uganda, Tanzania, Burundi Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius. 13 2.Present Kenya, Uganda, Tanzania, Burundi Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius, capacity and branding value to U.S. brand executives and sourcing staff. This includes supply capacity, artisan stories, cultural attributes, and socially responsible practices such as promoting women s employment or environmentally sustainable practices. 3.Raise awareness of business opportunities with Kenya, Uganda, Tanzania, Burundi, Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius producer groups, including providing relevant marketing information. 4.Provide technical assistance to Kenya, Uganda, Tanzania, Burundi Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius companies to prepare them for successful business interactions with U.S. companies, leading to a business contract or purchase order commitment. Task 2: Conduct a sourcing trip to identify a roster of businesses in Kenya, Uganda, Tanzania, Burundi, Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius that are potential matches for U.S. buyers needs and potential trade show participants. EATIH is mandated to promote gender equality and facilitate opportunities for women in cross border trade and export. The home décor/fashion/accessories sector under Component 3 holds potential for EATIH to substantively engage women business owners participating in export and SMEs that employ women. To support informed gender-inclusive programming, during the sourcing trip the must collect sectorlevel information on presence of women owned businesses in the sector and the obstacles to their entering into and succeeding in the export market. 1. Conduct a sourcing trip to: a. Identify potential matches for U.S. buyers, potential Exhibitors, and potential Emerging Exhibitors. b. Collect information on constraints/opportunities faced by women business owners in the home décor/fashion accessories sector: i. Where possible, gender disaggregates business ownership of targeted firms and identify if firms have majority women employees. ii. Capture women business owner s perceived constraints to their entering into and succeeding in the export market. iii. Capture any potential opportunities to bolster women s participation in export under AGOA in the home décor/ fashion accessory sector. Task 3: Promote direct business linkages through inward buyer missions. The subcontractor will be committed to one buyer mission during this period of performance but will work continuously to develop a pipeline of potential U.S. buyers beyond the company/companies engaged for the initial buyer s mission. 14 1. Act as intermediary and project lead to mitigate risk, provide knowledge of the region and increase confidence in U.S. companies to move forward with business investment. 2. Prepare Kenya, Uganda, Tanzania, Burundi, Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius companies to meet with, sell and present opportunities to trade including product samples, price strategy, production lead-times, finance, and quality standard requirements. 3. Supply Kenya, Uganda, Tanzania, Burundi, Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius companies with requirements from U.S. brands in anticipation for travel. 4. Prepare U.S. buyers for travel to the region, from personal to business environment, to assure preparedness during field visit. 5. Create modified buyers missions should health or security risks in Africa inhibit U.S. buyer representatives from travelling to Kenya, Uganda, Tanzania, Burundi, Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius. These modified missions will have the same objective as standard buyer s missions, but will adapt to U.S. buyer travel restrictions. Task 4: Engage in trade shows to support and prepare Kenya, Uganda, Tanzania, Burundi, Rwanda, Ethiopia, Madagascar, Seychelles and Mauritius participants. 1. EATIH anticipates sponsoring Exhibitors and Emerging Exhibitors in the Origin Africa 2015 event in Ethiopia. The subcontract to will identify four to six companies to participate as exhibitors and emerging exhibitors. 2. From the Origin Africa Exhibitors and Emerging Exhibitors, EATIH, the subcontractor and representatives from the Ambiente fair will select four to six businesses to participate as Exhibitors in the February 2015 Ambiente fair (Germany). This graduated approach will provide high-potential East African businesses with access to a much respected international trade fair with high competition for participation. 3. Categorization of a minimum of 15 firms; Exhibitors (4 to 6 firms) and Emerging Exhibitors (4 to 8 firms); include the criteria used for the categorization. 4. Gender section capturing constraints/opportunities faced by women business owners in the home décor/fashion accessories sector: a. Where possible, gender disaggregated business ownership of targeted firms and identify if firms have majority women employees. b. Capture at least seven (7) women business owner s perceived constraints to their entering into and succeeding in the export market. c. Capture any potential opportunities to bolster women s participation in export under AGOA in the home décor/ fashion accessory sector. * The subcontractor must follow reporting structure/requirements set by EATIH.
