9 General Objective Mean Funding Investment financing and develoment of financial markets European Investment Bank - Investment Facility Support investment projects that are economically, technically, environmentally and financially viable and have a development and a poverty-reduction impact in the ACPs. Provision of medium to long term finance through a range of flexible financial instruments such as loans, equity, quasi-capital or guarantees (denominated in EUR, other widely-traded currencies or local currencies) Second Financial Protocol: : 3,5 billion How Benefiaciarie s Contact EIB extends reimbursable capital at a commercial interest rate. Such interest rate subsidies can be capitalised or used as grants to support project related technical assistance All ACP Countries (all sectors except arms, drugs, gambling, tobacco) Private & public enterprises 9

10 General Objective Specific Objectve Funding Business Develoment 1) Centre for the Development of Enterprise (CDE) Suport the implementation of PSD strategies in ACP countries by providing non-financial services to ACP companies and support to joint initiatives set up by economic operators of the Community and the ACP States. Creation and development of ACP enterprises 108 M How Benefiaciarie s Contact The support provided through a pro-active and programmed approach to selected sub-sectors and groups of SMEs in selected countries and regions; individual enterprises ad hoc requests are only eligible when they have distinct merits in terms of development impact and innovative investment. 14 Support for Micro Enterprises 1) EU/ACP Micro-finance Framework Programme I & II General Objective Specific Objectve Build the capacity microfinance actors and enhance equity and efficiency in ACP microfinance markets (i) Pro-poor access to finance, (ii) Consumer empowerment and capacity building, (iii) Equitable and efficient local markets. Funding 9th EDF: 14.7M, ending 31/12/ th EDF: 15M EC contribution to total 36M ( 19.5M: Other donors; 1.5M: Grants beneficiaries co-financing) for How Benefiaciarie s Contact Call for Proposals collaboration with international organisations Scholarships to ACP policymakers (Boulder microfinance programme) Microfinance Institutions, associations, technical service providers and policymakers 14

15 General Objective Specific Objectve Support for Micro Enterprises 2) Global Index Insurance Facility (GIIF) To help ACP countries mitigate catastrophe & weather risks through the use of index-based insurance solutions Foster the use of index-based insurance as a management tool in ACP countries Guarantee beneficiaries rapid payments following natural disasters once a pre-determined index has been triggered Mitigate risks from natural hazards due to climate change & reduce vulnerability of ACP countries population Funding 24,5M; Period: How Benefiaciarie s Contact Implemented by IFC. 16 Trade Related Assistance Programmes TradeCom General Objective Specific Objectve Funding How Benefiaciarie s Contact Improve the capacity of ACP countries and regional organisations to design and implement their own trade strategies and effectively participate in international trade negotiations The programme is divided in 3 components each with its specific beneficiaries and results. C1 = Formulation of trade policies / C2 = Trade negociation / C3 = Implementation of trade policies and international trade agreements. Budget: 50M; ends: December 2010 (ext. in process) Demand driven ACP Governments; regional integration structures; non-state actors: private sector, intermediary organisations etc 16

17 Overview ProInvest Largest EU funded programme supporting PSD in the ACP countries. Launched in 2002 for a 7 year period with a total budget of 110 million euros. Extended to March Objectives Developing the private sector through building the capacities of the intermediary organisations and Regional Organisation (EAC, COMESA, Etc.) 17
