Armstrong became the first person to walk on the moon, July 20, 1969 COMPLETE STREETS Transportation Impact Analysis Staff presented the revised Transportation Impact Analysis based on the newly adopted transportation performance metrics to the City Planning Commission. Performance Metrics Staff has presented the new transportation performance metrics to professional association such as APA Los Angeles and Orange County chapters, and ASCE Metro Chapter. JULY 2015 Issue 4 Level of Service LOS The City of Pasadena is the first city in California to replace the typical Level of service LOS project analysis with a more holistic, multi-modal analysis for review in response to SB 743 for the use Vehicle Miles Traveled (VMT) metric to evaluate project s transportation impacts. Because of the new metrics, the Department was recognized by the American Planning Association California Chapter Los Angeles Section for the Transportation Planning Award of Excellence for Measuring Mobility. Completed/Proposed Transportation Impact Analyses To date staff has prepared and completed 10 transportation impact analyses based on the new guidelines and 3 proposed projects currently under review. 2 Page 2 Travel Times TRAFFIC The Safer Streets Pasadena Project (PS1513) is moving forward quite well as noted below, with the scheduled completion date by September 30, Staff selected a consultant to staff the TMC during special events. The project was awarded to ITERIS Inc. This project will allow consulting staff to manage the TMC during the large special events within the City. Staff selected a vendor to perform the on-call ITS maintenance service to repair, upgrade and maintain ITS Devices On June 23, 2015, TMC staff conducted signal cabinet and controller training for City s maintenance crews, City Inspectors and engineers. The goal of this training is to enhance the City Inspector s knowledge in delivering ITS construction projects. ( Below see David P. in action) Safer Streets Pasadena Project Updates: Engineering Services Kittleson and Associates contracted for this task and project kick-off occurred in May. Substantial progress has been made, and this task to enhance the collision database will be completed in September Marketing and Outreach Allegra Consulting contracted for this task in May Outreach logo and safety message have been finalized. Work continues on final campaign artwork and material. Outreach to kick-off in July and continue through September. Traffic Collision Database Upgrade - Crossroads upgrade underway. Currently installed on a test environment within the City network. Street object modifications are underway in close coordination with Kittleson and Associates. This task will be completed in September Desktop Computer (Budget $4,800) Specifications being reviewed. Computer will be purchased in July Bicycle Helmets (Budget $7,000) All Helmets have been procured. 150 properly fitted helmets distributed at CicLAvia Pasadena on May 31, Additional 200 helmets will be distributed as part of safety outreach campaign in July and August. Bicycle Safety Equipment (Budget $8,200) All bicycle lights procured. Over 600 headlights and 600 tail lights were distributed at three events in Pasadena. Additional lights will be distributed as part of the bicycle safety campaign.

3 Issue 4 Page 3 PARKING New Senior Parking Enforcement Officer Congratulations are in order for Daniel Alejandro Orozco who was promoted to Senior Parking Enforcement Officer effective July 14, His experience, knowledge and professionalism dealing with the public are a great asset to the Parking Division and Department. Online Parking Services Inserts promoting online parking services will be distributed with Water and Power utility bills during the months of July/August. Meter Update Hurray, hurray, the Reino s went away! On June 25, 2015, the last of the Reino multi-space meters were finally removed from the Shopper s Lane lot to make way for the new Cale pay and display meters. You may have also noticed more single space meters have been replaced with Cale pay and display meters at the following locations: Thurgood Marshal (between Garfield and Euclid) Holly (between Arroyo Parkway and Marengo) Dayton (between Pasadena Avenue and Delacey) Pasadena Avenue (between Dayton Avenue and Green Street) Los Robles (between Union and Colorado Blvd.)

4 Travel Times Page 4 TRANSIT Transit Grant Awards We have excellent news on the highly competitive FTA 5310 grant awards! We submitted two grants and were awarded both, for a total of just under $900,000 in federal funds, which is the most any single agency was awarded during this grant cycle. Below is a description of what the grant awards will provide: Replacement of seven (7) of our Dial-A-Ride vehicles (our current fleet has eleven 2008 and 2009 vehicles). Purchase of two (2) Expansion Dial-A-Ride minivans. We will use these to access areas we cannot currently serve with the larger shuttle-style 20-foot vehicles in our existing fleet. Additional operating funds for Dial-A-Ride that go along with the two minivans, to be used over a three-year period. This will be the first time we have added revenue service hours to Dial-A-Ride. We are also very pleased to report that we were successful in the recent 2015 Metro Call for Projects. We were awarded $1.3 million to go towards the purchase of four (4) 35-foot buses that will be added to our fixed-route fleet as early as FY17. These will be the largest vehicles we have had in the fixed-route fleet and will enable us to carry more passengers on our heaviest demand routes. These federal funds come at a time when we are experiencing peak demand on both the Dial-A-Ride and fixed-route services. Our hope is that these funds will result in even greater reliability, will close some of our service gaps, and will help prepare us for the Foothill Gold Line Expansion in 2016.

This is a great achievement as we have been over budget for the past years. Congratulations to all of you for your hard work and fiscal conservatism. As we begin Fiscal Year 2016, we hope we can carry-forward this success to this new year and beyond. It s important to recognize that this marks the completion of the second set of three-year Strategic Plan goals that the Department has undertaken. This current iteration of the Strategic Plan also marks a milestone for the Department in that the SWOT analysis in June did NOT identify internal communications as a weakness. This is the first time since starting the Strategic Planning process in 2009 that internal communication has not been raised as an issue. Kudos to Alejandra Flores and the team that has been working to keep us all informed and hearty well done to all of the staff for successfully resolving an issue that has been problematic for many years. Strategic Plan In December 2015, we will revisit the plan and identify new three-year goals. The plan and the three-year goals are prepared by a core team from each Division, but all viewpoints and suggestions are welcome. I encourage all Department members to review the Strategic Plan and let me and/or your manager know if you have questions or suggestions. Our July Quarterly meeting will feature Mayor Terry Tornek. The Mayor is meeting with Departments, much in the way that he is meeting with residents citywide on a District basis, to get to know what we do and any issues that we wish to discuss. Your participation is strongly encouraged.
