1 MINUTES DISTRICT GRANTS SUB-COMMITTEE WEBINAR MEETING Thursday, April 20, :00 P.M. (CDT) The meeting was called to order by Vice Chair, Dave. Roll Call: Members present and absent are shown on the attached Roll Call and Voting Sheet. This is Kari s final DGS Meeting, having completed her 5-year term. The committee thanked her for her service which has been greatly appreciated. In other roster changes, it was further noted that John Luce resigned from the DGS and Bob of Central Lakes Rotary was selected and welcomed as his replacement. DGS will need to find a replacement for Kari. Approval of Minutes: Minutes of the January 19, 2017 DGS Webinar Meeting were approved, subject to one correction. Kari was present. A motion to approve the January 19, 2017 Minutes, with that correction, was made by Warren and seconded by Keith. Motion carried. Agenda: Changes included moving the Scholarship Report by Tom Riley to the first part of the meeting, and DG Herb would like to talk about World Community Service. A motion to accept the Agenda was made by Jim and seconded by Warren. Motion carried. Scholarship Report: Tom Riley reported that Murray Sagsveen has joined the committee, and the committee has been successful in getting applicants. The first application for a Peace Scholarship is from Christian Harris of Fargo who would like to do a 3-month program in Thailand. He appears to fit all the criteria. A formal interview will be conducted after the District Conference and depending upon the interview, he may or may not move forward. There is no cost to the District for this as funding comes from The Rotary Foundation. We have a potential Global Scholar and her name is Caitlin McGeer. She is a Canadian and a graduate student at Oxford studying for her masters, and is studying Slavery and Human Trafficking. She has the support of the Oxford Rotary Club but has to have support from our District and a host Club as well. Caitlin is being encouraged to get in touch with the Canadian Clubs for possible hosting or perhaps we could take this on at the District level. We would ask that the DGS hold funds aside (up to $20,000 for and ) to serve as a match for a successful application. The Scholarship Committee would serve as the Oversight Committee, set up the bank account and manage it. A formal interview would have to be scheduled as well. Tom also reported that we have a young person from the University of Mary in Bismarck, ND, who is an undergraduate but will graduate a year from now. She intends to study Peace and 1

2 Conflict Resolution at the graduate level. She would be a potential Global Scholar and this would be something to discuss further next year. Following Tom s report, there was discussion by the committee regarding the scholarships. It was noted by Roly Turner that the deadline for Peace Scholar Applications is June 31, 2017, and Tom stated that the interview would be scheduled right after District Conference. If endorsement is approved, we would send information to DG Herb and he could endorse the application electronically. With regard to the Global Scholarship, this would be a $40,000 scholarship ($20,000 in DDF for 2 years). Funds would need to be available in the fall of and A motion was made by Warren and seconded by Jim to receive and file the Scholarship Report. Motion carried. Financial Reports: The D5580 Grants Financial Report, prepared by District Treasurer, Elaine Hansen, was reviewed by DRFC. A copy of this report is attached to these Minutes and incorporated herein by reference. Keith stated that if all 4 WCS Grant Applications are approved for funding at this meeting, this would leave just over $29,000 in WCS funds. There is still apparently a dispute on funding by TRF for Project , and since Bricks and Mortar projects are now permitted by TRF, it may be funded by TRF. All 8 District Grants for were funded, plus some contingency grant applications were approved and funded. We ended up with $37, plus a refund from Fargo Rotary Club on Project , and so total funds of $ will be returned to TRF when we file our Final Report. A motion was made by Warren and seconded by Jim to receive the District 5580 Grants Financial Report. Motion carried. DDF Report: DRFC presented the DDF Report, a copy of which is attached to these Minutes and incorporated herein by reference. We began the year with 3 years prior money of $111,713.42, plus Endowment Fund earnings of $1,077 and unspent Carry Forward of $153,677.17, for a total of $266, Expenditures for our 20% of DDF to Polio, along with other approved or tagged Global Grants, as more fully described on the report, left a remaining DDF Balance of $177, In addition, there are other Global Grants submitted to TRF and Global Grants in Draft Form pending inclusion by the year end. A budget of $15,000 was previously approved for a Vocational Training Team to Haiti, but there have been numerous problems in Haiti so we have not been able to accomplish that as yet. DRFC has also heard about a possible African Orphanage project by Thunder Bay (Lakehead) and he will try and get more information. Global Scholar, Alicia Helion has approached Keith about a water well project in Gondar, which would cost approximately $4,000. She could submit a WCS Application for that. Another possibility would be doing a Spina Bifida Project where she is located. DRFC called for a motion to approve the $10,000 DDF for the Minot Global Grant #GG Basic Education and Literacy/Economic Development Project, and to approve $3,500 DDF for GG FM-AM Multi-Club Bahraich Dialysis Hospital. A motion was made 2

3 by Jim and seconded by Warren to approve the specified DDF for these two projects. Motion carried. (7 Yes / 0 No / 3 Abstain) DRFC has had a request from D5180 to consider doing a Human Trafficking Project. Keith indicated we would discuss this further at District Conference. A motion was made by Bob and seconded by Warren to receive the District DRFC Report. Motion carried. Par and Interim/Final Reports: Dave Gottenborg (Stewardship) hopes that everyone has an opportunity to look at the Final Reports. As far as the Project Activity Reports, he stated that we are in excellent shape on both District and WCS Grant reporting. At this time, we have no outstanding reports. Final Reports: Watford City Highlands Park Playground (DG) This Final was approved at the January 2017 DGS Meeting FM-AM Agassiz School Playground (DG) This Final was presented in January and because there were 3 clubs involved, we required a receipt from each donation. Everything was submitted, the Final is solid and nothing is missing. A motion was made by Bob and seconded by Warren to approve the Final Report for Project Motion carried. (7 Yes / 0 No / 3 Abstain) Wadena Tranquility Garden (DG) This Final is complete and ready for approval. A motion was made by Jim and seconded by Warren to approve the Final Report for Project Motion carried. (10 Yes / 0 No / 0 Abstain) Fargo McKinley First Lego League (DG) This Final is complete and ready for approval. A motion was made by Jim and seconded by Bob to approve the Final Report for Project Motion carried. (10 Yes / 0 No / 0 Abstain) Fergus Falls Noon Modern Machine (DG) This Final is complete and ready for approval. A motion was made by Keith and seconded by Tim to approve the Final Report for Project Motion carried. 4 Fargo Rotary TNT Fitness (DG) This Final was approved at the January DGS meeting Duluth Harbortown Rowing Racks (DG) This Final is complete and ready for approval. A motion was made by Warren and seconded by Jim to approve the Final Report for Project Motion carried. (10 Yes / 0 No / 0 Abstain) Dave Gottenborg gave kudos to Duluth Harbortown on their paperwork and believes this speaks well about the Grants Management Training. Pelican Rapids did WCS project and it was outstanding. This club of 22 members is now understanding about getting back some of the Foundation dollars. Club contributions have increased and the members see what Rotary is doing on both the District and Global level. Dave also thanked Herb for talking about this when he came to their club and members have decided to make Foundation giving part of their dues invoice. New Grant Applications: Central Lakes Haiti Sanitation Project (WCS) Rick Bricker was the Mentor on this project and it is one that people need very much. The amount of $6,000 in WCS funds is being requested. A motion was made by Tim and seconded by Warren to approve the application for Project Motion carried. (9 Yes / 0 No / 1 Abstain) FM-AM Guatemala Schools Supplies (WCS) Keith was the Mentor for this project. The amount of $5,540 in WCS funds is being requested. He stated that a number of schools needing supplies and computers have been identified. The intent is to purchase materials in Guatemala City and take them out to the sites, and then attend Julio s inauguration in Guatemala City on June 29, The letter from the Host Club is in place, and prices on everything have been obtained. A motion was made by Bob and seconded by Warren to approve the application for Project Motion carried. (7 Yes / 0 No / 3 Abstain) Duluth Harbortown Bolivia Clinic/WCS Mike Cochran was the Mentor on this project. The amount of $15,000 in WCS funds is being requested. The existing clinic is not adequate to perform needed services and funds will be used to build a new clinic as a regional opportunity for people to get health services. DGS member, Tim, has been to the area and seen the existing building equipment. A motion was made by Keith and seconded by Warren to approve the application for Project Motion carried. (6 Yes / 0 No / 4 Abstain) Superior LaCurvina Stationery Store (WCS) Warren was the Mentor for this project. The request is for $2,000 in WCS funds. This is a small village in southern Guatemala and there is no stationery store where people can purchase notebooks, pens, pencils, a photocopier, etc. During discussion, it was noted that 4

5 several items were missing, including addresses, International club data and funding. There was a question as to who would own the equipment, and there are signatures missing. A motion was made by Dave Gottenborg and seconded by Bob to table this application until the Spending Plan Meeting so that Warren would have time to redo the application and submit it again. Motion carried. (9 Yes / 0 No / 1 Abstain) New Applications for : Park Rapids Fitness Park (DG) Mentor: Dave Gottenborg District Grant Funds Requested: $5,000 This is the second part of a project by this club. The last one took place about 2 years ago. This is an extremely active, growing club, and they give very well to The Rotary Foundation Annual Fund. This is a good project and the application is complete. It was noted by Roly Turner that the Club President s signature was missing in Section 9, which seems to be an area missed by several clubs. Mentors are asked to watch for that on future applications. A motion was made by DG Herb and seconded by DRFC Keith to approve the application for Project , contingent upon securing the signature of the Club President in Section 9. Motion carried. (10 Yes / 0 No / 0 Abstain) International Falls Bog Walk(DG) Mentor: Dave Gottenborg District Grant Funds Requested: $1,000 This is a large project that will cost approximately $200,000. They are putting down a boardwalk (walkway) and they are trying to secure the best bid. The DG funds and funds matched by the club will be used specifically for materials for the walkway. The Club President s signature was missing but Dave has requested this and feels the rest of the application is complete. Treasurer Hansen mentioned the federal grant funding for this project, and stated that if they don t get that funding in time, the club could always return the District funds. A motion was made by Bob and seconded by Jim to approve the application for Project Motion carried. (10 Yes / 0 No / 0 Abstain) Thunder Bay (Port Arthur) Backpack (DG) Mentor: Jim District Grant Funds Requested: $1001 There was a waiting list of needy children who were not being given healthy foods on weekends so a Backpack Program was started. It was found that once new schools became involved, they were able to maintain donations to keep the program going. Thunder Bay (PA) wanted to give enough food to cover two new schools for a year. The program has been going on, but this will be a new program for additional schools that have never had backpack funding. Once they get the program started, they will be able to sustain donations. Thunder Bay deals with a supplier who sells the food and the club will purchase it from the supplier. Members will help stuff the bags and drop them off at the schools. The club would order the food and pay the invoices for that food. The club understands that this is not a continuous project. A motion was made by DRFC and seconded by DG Herb to approve the application for Project Motion carried. (9 Yes / 0 No / 1 Abstain) 5

6 Detroit Lakes Essentia Rotary Park and Soccer Benches (DG) Mentor: Dave District Grant Funds Requested: $2,250 Dave described the park location, which is a Rotary Park used by seniors, hospital staff and the school. There is a need for benches so that people can enjoy the park. There is also a soccer field next to the park that does not have adequate seating for participants and spectators. The club wants to put benches there as well. The hospital will own one and the soccer people will own the other. The committee felt that ownership and maintenance should be defined in the application, but otherwise, it appears that the application was very well done. A motion was made by DG Herb and seconded by Tim to approve the application for Project , contingent upon defining of ownership and getting the letter from the hospital. Motion carried. (9 Yes / 0 No / 1 Abstain) Duluth Harbortown Life House (DG) Mentor: Blaine District Grant Funds Requested: $5,000 Life House has received other funds to expand its job training program, and the grant will be used to renovate classroom and workshop space at Life House with necessary furnishings for conducting this program. Closing on the expansion is scheduled for some time in June, so the grant would be contingent upon a successful closing. The application looks complete, and it was also noted that this is a big hands-on project. There is a sub-committee that will oversee and monitor the purchases and Duluth Harbortown will retain control of the funds. A motion was made by Bob and seconded by DG Herb to approve the application for Project Motion carried. (9 Yes / 0 No / 0 Abstain) Note: The Webinar connection with Warren was lost Fergus Falls Noon Lake Region Takes Root Community Garden (DG) Mentor: Keith District Grant Funds Requested: $3,955 Katie is President-Elect and prepared the application. The club is going to purchase materials for 1.5 acre community garden. Produce will be donated to families in need. Two corrections need to be made, which include using the correct Application Form and furnishing a letter of support from the City. Roly Turner also stated that the club s Memorandum of Understanding and Addendum are not yet on file because the club is waiting to identify a President-Elect for A motion was made by DG Herb and seconded by Bob to approve the application for Project , contingent upon resubmitting the application on the correct form, securing the letter of support from the city, and submitting the signed MOU and Addendum. Motion carried. (9 Yes / 0 No / 0 Abstain) Cloquet Warm Clothes for Homeless Youth (DG) Mentor: Craig District Grant Funds Requested: $2,000 There is no actual budget for this project because the club will be supplying clothing on an as need basis. The club has committed $2,000 to the project and will make sure they retain receipts to account for all funds spent. Although this is an ongoing project, the club 6

7 understands the policy of the DGS regarding repetitive funding. Craig will again make sure the club is aware of that. A motion was made by DG Herb and seconded by DGN Blaine to approve the application for Project Motion carried. (9 Yes / 0 No / 0 Abstain) FM-PM Transportation for New Americans (DG) Mentor: Keith District Grant Funds Requested: $15,000 This project will include a combination of different types of transportation. They are working to purchase a mini-bus, as well as install bicycle repair stations at various locations in the Fargo- Moorhead area. The club will use funds from its Rotary Bike Ride, along with contributions from the other clubs in the area. It was noted that this application is not the correct one and it will need to be resubmitted using the application. A motion was made by Bob and seconded by Jim to approve the application for Project , contingent upon the submission of a correct application form. Motion carried. (6 Yes / 0 No / 3 Abstain) Superior Habitat for Humanity Remodel (DG) Mentor: Warren District Grant Funds Requested: $1422 This is a project to install kitchen and bath cabinets and countertops in a Habitat for Humanity home. The Club President s signature is missing in Section 9. Roly Turner stated that we also need the club s Memorandum of Understanding and Addendum to complete the club s qualification for participation in the grants program for A motion was made by Tim and seconded by Jim to approve the application for Project , contingent upon receipt of the Club President s signature in Section 9 and the club s MOU and Addendum. Motion carried. (9 Yes / 0 No / 0 Abstain) Fergus Falls Sunrise Technology Equipment (DG) Mentor: Keith District Grant Funds Requested: $9,472 The Sunrise Club is partnering with Fergus Falls Noon on this project to purchase technology equipment for the Fergus Falls Library. Items to be purchased are listed in the application. Roly Turner stated that we need the club s Memorandum of Understanding and Addendum in order for the club to complete the club s qualification to participate in the grants program. A motion was made by Jim and seconded by Tim to approve the application for Project , contingent upon receiving the club s MOU and Addendum. Motion carried. (9 Yes / 0 No / 0 Abstain) It was mentioned that 5 of the submitted applications did not include the Checklist which is an important part of the application. Mentors are asked to make sure the clubs include it when submitting future applications. VTT Report: VTT Chair Rick Bricker is exploring a potential Vocational Training Team opportunity in Haiti. $15,000 of DDF was approved for a 2017 VTT in November We are currently looking for a VTT Chair replacement for Rick who will become the District Governor-Nominee in

8 A motion was made by DGN Blaine and seconded by DGE Debra to accept the VTT Report. Motion carried. Stewardship Report: Roly Turner stated that Dave Gottenborg covered Stewardship and the Project Activity Reports previously in the meeting, and that we are in much better shape this year than in previous years. A motion was made by Bob and seconded by DG Herb to accept the Stewardship Report. Motion carried. World Community Service: DG Herb noted that we have accumulated quite a sum of money in this fund. We currently have about $30,000 and will receive another $45,000 in July when clubs pay their dues. We should have a discussion about this at the Spending Plan Meeting and asked the DGS to think about this. Treasurer, Elaine Hansen, stated that we could think about a reduction of our per member assessment from the current $15 to $10. This might help the clubs with their finances. Old Business: Executive Secretary, Diane Collins, thanked Elaine for taking Minutes of the DGS Meeting in January when she was unable to be present. That was greatly appreciated. Meeting adjourned.
