3 Item 1. Call to Order Discussion Susan began the meeting by welcoming everyone. The Executive Committee (EC) had discussion about the best time for our next retreat. The EC believed that due to the current work of the task forces, that the board will have a retreat later in 2017 rather than the regular schedule February date. Susan presented Major Sara Day and Sergeant Adam Davis from the National Guard with a certification that acknowledges their career center as a Capital Area NCWorks Specialized Career Center by the State of North Carolina. It is the first specialized center in North Carolina. Actions What When Who 2. Action on Minutes The minutes from the September 22, 2016 were approved as written. 3. Presentation Adrienne Cole, Executive Director for Wake County Economic Development (WCED) was the guest speaker. She commended Capital Area on its active role in partnership with WCED. Highlights: WCED has forty-eight active projects, companies that have some level of interaction within a 90 time period. During fiscal year October 1, 2015-September 30, 2016, there were 66 companies that expanded for 4500 jobs and 250 million in investments. Since October 1, 2016: - 12 companies new companies - 6 companies announce expansion projects Adrienne Cole s presentation. 3.

Task Force Updates Unifying Goal The task force is continuing to work on its focus, when youth engage with business good things happen; when businesses engage with youth, good things happen, blending economic development and youth development. Additionally, the group is focusing on non-traditional workforce partners to include business and economic development partners, youth and parents, and community support. The task force has decided to bring in a different consultant to move forward with the economic development focus. Eric Breit is taking the lead to find a new consultant and is open to recommendations. The Unifying Goal Task Force presentation. Symbiotic Relationships The task force has been conducting its work around compiling data from its surveys. The survey results were sent out to all partners that were invited to take the survey. The task force has increased communications with the partners as a result of the findings in the first survey. The next big project of the group is conducting the follow up survey of the partners regarding communication. The Symbiotic Relationships Task Force presentation. Communications The task force has been continuing its work to advance communications. Capital Area WD has identified some administrative funds for a paid part-time intern to assist the Communications Manager. This position will be advertised after classes start in the new year. They are putting together a directory of our partners to minimize different members contacting the same partners. Brenda Wilkerson has established relationships with news media and they have expressed interest in producing stories on Capital Area projects. 5 6. Other Business Board Members Updates Robert Earnhardt - NCTAP is going very well. The program has seen 1,100 students. They are starting open house the weekend of December 10, The program is growing and getting better. Four students are working with Superior Tooling, Inc. NCTAP would be a great story for the news media. Pat shared that Capital Area WD received funding from the state to start an awareness campaign for NCTAP. Deborah Bolin shared information she received at the 2016 NAWB Forum. High Country uses analytics to understand the customers of the NCWorks Career Centers. They were able to identify the best tracks for the customers and how to improve on their services. Pat shared that the Director s Council would be meeting the week of December 5 th and she would find out how they use their data. Lydia Walton shared that she works part time with a group called Read and Feed in Fuquay-Varina to support students at Lincoln Heights Elementary. The group reads with the students and work with the parents to give input on how to help their children with homework. The students in the program went from failing to a C. Tony Marshall shared that they now have five apprentices working with his company. This was made possible due to the work of the Board and the collaboration with WakeTech and the Cybersecurity Training Grant. Anthony Caison shared that the WakeTech got started in the fall with the TechHire grant. Students entry point will be at the NCWorks Career Center-Raleigh. There are 25 students that will be starting in the new semester. 6. Director s Report The Operations Report was previously ed for viewing. A quarterly report on the service providers was added to the Operations report. Their performance from July 1-September 30, 2016 is on track and in most cases exceeding expectations. Capital Area is on track with Board measures and most of the Federal measures. We have not met all youth measures for the first quarter. Staff is working with youth providers to put strategies in place to make sure we are meeting or exceeding expectations in the next quarter. 5.
