4 Tanzania Trade Policy (2003) Emphasies role of government as facilitator and the private sector implimenter VISION To transform the economic from a supply constrained one into a competitive export led entity responsive to enhanced domestic integration and wider participation in the global economic through national trade liberalisation MISSION -Stimulate the development and growth of trade through enhancing competitiveness aiming at rapid socio-economic development.

5 OBJECTIVES -Stimulate a process of trade development as means of triggering higher perfomance and capacity to withstand intensifying competition within the domestic market. -Economic transformation towards an integrated diversified and competitive entity capable of participating effectively in the MTS. -Stimulating and encouragement of value adding activities on primary exports -Stimulation of investment flows into export oriented areas in which Tanzania has comparative advantages -Attainment and maintenance of long term current account balance of payments through effective utilisation of complementarities -Enhance income generation and peoples earning power at the grass roots level as the key to poverty reduction

6 Small and Medium Enterprise Development Policy (SME Policy) VISION To transform the predominately agricultural economy to the semi industrialized one To have a vibrant and dynamic SME sctor that ensures effective utlisation of available resources to attain accelerated and sustainable growth. MISSION To Stimulate develpment and growth of SME activities by improving infrastucture, enhance service provision and creation of conducive legal and institutional framework to achieve competitiveness

9 BUSINESS ENVIRONMENT STRENGTHENING FOR TANZANIA (BEST) Creating a more enabling environment for the private sector in Tanzania, key interventions over the next five years; Reduce the burden where possible removing regulatory and administrative constraints on private sector operations. Improve the services where the government does have a role to play Ensuring that the service it provides to the private sector is efficient and effective

11 Joint Intergrated Technical Assistance Programme (JITAP) Build national capacity to understand the WTO agreements and there implication for the country Conforming the policy and regulatory framework to the agreements Enhancing the countries capacity to take advantge of the agreements through improved exports readiness Achievements -More awareness of WTO agreements through seminar and workshops. -Reference center for business community and academia under the BET -Academia reference center at the college of Business Education -A Masters degree in International Trade -Formation of institutional Technical Committees -Skills for preparing sector/ products export strategies have been developed

12 Tanzania Trade and Poverty programme (TTPP) DFID and the Ministry of Industry and trade Objective Build and support institutional capacity for implementing trade policies and the process of poverty eradication Support negotiation and implementation of trade agreements and arrangements

13 Programme for building African Capacity for Trade (PACT) Initiative of Canadian government targeting SMEs and their support institutions PACT adress supply side constraints Goal, to diversify production and export base for trade related capacity building, to enable developing countries benefits from globalization Objectives: Development/Implementation of national export startegies Strengthening of the institutional support infrastucture Enterprise competitiveness enhancement Promotion of concrete business opportunities

14 Programmes Under PACT Trade Promotion Improve Institutional capacity of Trade support institutions in Export business Covers trade training, market intelligence, product and market development, trade facilitation and much making.

15 UNIDO industrial Competitiveness project Beneficiaries. All economic agents in the industrial and commercial sectors, exporters and export support institutions in private and public sectors. Implementing Partners. UNIDO in collaboration with the Ministry of Industry and Trade, Small Industry Development Organisation (SIDO) and other institutions. Activities. Implementation of the sustainable Industrial Development Policy. Provision of support for the development of SMEs and entrepreneurial capabilities especially for women. Improve the regulatory policy and institutional environment for investment Increase productivity and competitiveness in the food, leather and textile sub sectors Strengthen the country s capacity for cleaner production and energy efficiency, waste management, and environmental management system Build capacity for private sector development. These activities target both the public and private sector

16 TBS Packaging Technology Centre The packaging Technology Centre (PTC) started in 1990/91 with support from SIDA. objectives To offer training in structural and graphic design of packages Act as a testing center for packages and packaging materials Act as a third party certification body for packaging materials As a repository for information on packaging standards; requirements and technology. Output/ expected result. Raise the standard of packaging material used for exports from Tanzania, Strengthening the technical capability of the Tanzania Bureau of Standards (TBS), Offer training possibilities for engineers and technicians in Tanzania and the rest of SADC, Improve Tanzania s competitiveness.

17 Export Processing Zone EPZ concept - Promotion of export oriented processes of industrialization and economic growth through the provision of serviced land, utilities and access to guaranteed tax exemption for manufacturing services for export. National Agencies - The planning Commission and Ministry and Trade, National Development Corporation (NDC) TPSF (and its members), Tanzania Investment Centre, BET Output/Expected Result Promote the development of manufactured exports in sectors of high potential Serve as a model for the establishment and management of other EPZ Attract private sector investors to invest in the establishment of Processing Zones in and outside Dar es Salaam.

18 Client Service charter Purpose To inform clients,stakeholders and public on standard of service provided by MIT, Approach used in provision of services, in line with MIT vision, mission and core values.
