The SWRP sections have been selected to address the required and recommended elements provided in the SWRP Guidelines. The outline provided below includes a description of what will be included in each SWRP section. 1.0 EXECUTIVE SUMMARY This section will provide an overview of the SWRP contents. 2.0 INTRODUCTION This section will introduce the SWRP document and explain what a SWRP is. This section will also identify the purpose and goals for the SWRP. 2.1 Purpose This section will explain why the SWRP is being developed. The complies with ADA requirements and will attempt to reasonably accommodate individuals with disabilities upon request. Please contact Andy Rodgers, Executive Director, at with any questions.
2 Page Goals This section will outline the benefits to the watershed that may be realized from SWRP development and implementation. 3.0 PLANNING AREA DESCRIPTION This section will present the planning area boundary and explain how and why the planning area was selected. 3.1 Watershed Overview This section will provide an overview of the importance of the Russian River Watershed as a whole and provide some background on the many roles it plays Purpose for the Watershed-Wide Collaboration This section will describe the establishment of the RRWA and other collaborations that are ongoing in the watershed, and the benefits of collaboration for the watershed area communities Description of Watersheds and Subwatersheds This section will discuss the basis for the watershed boundary, the main waterways, and the subdivision of the watershed into three sub-parts, along with the varying issues faced by each. This section will include figures showing the waterways and watersheds Russian River Headwaters & Upper Russian River Middle Russian River Lower Russian River 3.2 Watershed Agencies This section will introduce the collaborative relationship of the many public agencies with water quality and water management responsibilities in the Russian River Communities This section will highlight the incorporated and unincorporated municipalities within the watershed and include a figure depicting each Water & Wastewater Service Providers This section will discuss water supplies, quantities, providers, and service areas for different water resources throughout the watershed, including imported and exported water supplies. Figures showing service area boundaries and major water supply and wastewater treatment infrastructure, as well as groundwater basins, will be included.
3 Page Surface Water Supplies Groundwater Supplies Wastewater Services & Recycled Water Land Use Agencies This section will introduce the various land use agencies within the watershed and include a figure of land use types Regulatory Agencies This section will list agencies with regulatory jurisdiction over the watershed and discuss the overlapping regulations and their nexuses Non-governmental Entities (NGOs) This section will discuss other entities, including NGOs, and their roles in the watershed. 4.0 WATER QUALITY COMPLIANCE This section will provide an overview of water quality compliance criteria and watershed impairments, including disruption to natural processes from human activities. 4.1 Water Quality Priorities This section will outline the Clean Water Act section 303(d) water quality priorities for the watershed, including, if necessary, separate priorities for the three sub-regions. There are currently no Total Maximum Day Loads (TMDLs) for the Russian River watershed, so the future development of TMDLs will be discussed as well. A figure will be included showing impaired reaches. 4.2 Consistency with Other Plans This section will outline the consistency of the SWRP in meeting other regulatory goals and permits. 4.3 Applicable Permits This section will include an introduction and a summary table of permits and their applicability. 5.0 ORGANIZATION, COORDINATION, AND COLLABORATION This section will provide an overview of the relationships and coordination and collaboration between the Technical Advisory Committee (TAC), the public, various stakeholders and other agencies in the development of the SWRP. 5.1 Technical Advisory Committee This section will describe the establishment of the TAC from the existing TWG group and references the TAC Establishment deliverable as an attachment. This section will also describe the process used to select the TAC members, the requirements to serve as a TAC member and the responsibilities and actions required of the TAC members.
4 Page Public and Stakeholder Outreach Planning This section will summarize public and stakeholder outreach efforts, with the Stakeholder and Public Outreach Plan deliverable as an attachment. 5.3 Outreach Events & Community Involvement This section will summarize the activities that occurred during the development of the SWRP and the engagement that occurred. 5.4 Coordination with Other Agencies and Planning Efforts This section will list and briefly describe the public agencies, organizations, and utilities within the watershed that were involved in the preparation of the SWRP. It will describe how the SWRP is related to the agencies, organizations and utilities. 5.5 Integrated Regional Watershed Management Plan This section will describe the relationship between SWRP and the Integrated Regional Water Management Plan (IRWMP). 5.6 Regulatory Changes Needed This section will explain the regulatory impact of the SWRP on other agencies and changes that will be needed to adopt and implement it. 5.7 Responsibility for Plan Implementation This section will assign responsibility for portions of the SWRP s implementation and for future revision and update. 6.0 DATA COLLECTION & MANAGEMENT This section will introduce the SWRP data collection effort and the storage and ongoing update of SWRP data in the future. 6.1 Existing Documents and Studies Referenced This section will list and briefly summarize the existing documents and studies collected for the SWRP preparation. 6.2 Geographical Information System (GIS) Mapping This section will list and briefly summarize the GIS mapping collected for the SWRP preparation. 7.0 QUANTITATIVE METHODS This section will provide a brief overview of the project evaluation framework and describe the measures used to quantify each benefit type. 8.0 IDENTIFICATION AND PRIORITIZATION OF PROJECTS This section will summarize the decision-making effort and introduce the decision matrix.
5 Page Solicitation of Projects This section will discuss the various methods and timeframes for project solicitation and provide a reference to an attachment summarizing all submittals. This section may include a figure showing the location of all projects submitted. 8.2 Project Screening This section will describe the methodology used for the initial project screening and present the results of the screening, identifying which projects were eliminated from further evaluation and which projects were retained for further evaluation. This section will include a figure showing projects evaluated. 8.3 Project Evaluation This section will describe the quantitative evaluation of the screened projects Project Benefits and Evaluation Criteria This section will identify the process used to identify appropriate types of benefits and, based on the quantification discussed above, to normalize scores to a multi-point system Weighting Values This section will describe the process used to capture input on the importance of each benefit to the watershed as a whole Establishment of Criteria Scores This section will discuss how the scores were computed for each project, based on the benefit assignment and the importance of the benefit, as well as the normalized scores for each benefit. 8.4 Stormwater Resource Planning Priorities This section will present the results of the prioritization and which benefits are provided by each. This section will include a figure showing where projects are located and will reference an attachment showing the evaluation results. 9.0 IMPLEMENTATION STRATEGY AND SCHEDULE This section will provide an overview of the implementation strategy and schedule. 9.1 Funding Needs Capital Funding Sources This section will summarize the available capital funding sources by agency. It will identify capital reserves currently available to fund SWRP Projects and anticipated future funding expected to be available on a yearly basis for the next 20 years Operations & Maintenance Funding Sources This section will summarize annual O&M funding available by agency for SWRP Projects and anticipated future funding expected to be available on a yearly basis for the next 20 years.
6 Page Assignment of SWRP Projects to Funding Agencies This section will assign each SWRP project to a funding agency. 9.2 Implementation Strategy This section will provide an overview of the strategy to implement the SWRP projects and keep the SWRP updated in the future Timeline for Submittal This section will describe the timeline for submitting the SWRP for incorporation into the IRWMP and other applicable nexus plans Actions for Implementation This section will describe the specific actions to adopt and initiate implementation of the SWRP Entities Responsible This section will identify the responsible parties to complete the SWRP adoption and implementation Community Participation Strategy This section will discuss the ongoing community participation strategy Tracking Progress This section will describe the process for tracking implementation of the SWRP in the future and measuring performance of SWRP projects through monitoring Timelines for Implementation This section will develop the SWRP project implementation schedule by funding agency by comparing the available capital and O&M funding sources with the estimated SWRP Project capital costs and O&M costs. The implementation schedule will ensure that projects are not scheduled before capital funds are available and that the cumulative estimated O&M costs do not exceed the available O&M funds Procedures for Plan Update This section will discuss adaptive management and future updates to the SWRP. This section will include a discussion of adaptive management approaches covering future funding sources, new project ideas, and revisions Permitting This section will discuss the timeline for obtaining necessary permits for each prioritized SWRP project.
7 10.0 EDUCATION, OUTREACH, AND PUBLIC PARTICIPATION Page 7 This section will discuss how the public can get involved in the implementation of projects and keep abreast of implementation updates Outreach This section will identify critical outreach and education targets and engagement mechanisms for the general public including regulated stakeholders, NGOs, Disadvantaged Communities (DACs), ratepayers, developers and interested parties Timelines This section will describe tentative timelines to engage stakeholders, including NGOs and DACs) and address environmental justice STANDARD PROVISIONS This section will include limitations, and discussion of compliance with regulations SWRP CHECKLIST AND SELF-CERTIFICATION This section will present the completed SWRP Checklist and Self- Certification REFERENCES This section will provide a list of references used in developing the SWRP.
