Call to order: ICWDB Chair, Roberto Rubio, called the meeting to order at 12:00 p.m. with a quorum present. a. Pledge of Allegiance: ICWDB Vice-Chair, Josue Mercado, led the board into the Pledge of Allegiance. b. Conflict of Interest Forms: Members turned in their Conflict of Interest Forms to staff. 2. Discussion of Agenda a. Items to be pulled from Agenda: None b. Approval of Meeting Agenda: Motion made by Timothy Kelley and seconded by Cesar Rodriguez to approve the meeting agenda. Motion carried. 3. Approval of Minutes: Motion made by Diane Cason and seconded by Efrain Silva to approve the ICWDB Minutes of October 25, Susan Manger, Erik Freeman, and Mark Gran abstained. Motion carried. ACTION AGENDA 4. Discussion/Action to approve revisions to PY Training Funding ICWDO Interim Director, Priscilla Lopez, introduced the item and overviewed the recommended revisions made to PY training funding. The changes discussed included removing 10 slots from the City of Imperial in the Employee Development and Advancement Program and increasing 10 slots to the City of Calexico. The City of Imperial is unable to participate in the program at this time. Additionally, it was discussed that the amount awarded to Imperial Valley Regional Occupational Program on December 22, 2017, and subsequently approved by the Imperial County Board of Supervisor on January 9, 2018, exceeded the amount of $80,000 allocated towards the program on August 16, The revised budget reflects the total amount awarded. The final revision discussed was the addition of including Imperial Valley Electrical Training Center and requisite $80,000 be allocated for 16 participants. Discussion ensued by the board regarding Soft Skills Training. Next steps in selecting a provider or rereleasing Request for Proposals was discussed. A motion was made by Susan Manger and seconded by Esperanza Colio Warren to approve the recommended revisions to PY training funding. Timothy Kelley abstained from voting. Motion carried. 2

Discussion/Action to approve up to nine individuals to attend the National Association of Workforce Boards Forum, March 24-27, 2018 ICWDO Interim Director, Priscilla Lopez, introduced the item and shared information regarding the NAWB Conference that is scheduled to be held in March. Members discussed the importance of attendance at this event and it was noted that federal regulations were to be finalized by the conference date and that sessions would focus on the regulations. Timothy Kelley, ICWDB member, recommended conference attendees to strategize breakout sessions and workshops prior to the conference. A motion was made by Timothy Kelley and seconded by Esperanza Colio Warren to approve the attendance of up to nine (9) individuals to attend the National Association of Workforce Boards in Washington D.C. from March 24-27, 2018 at an approximate cost of $23,500. Motion carried. 6. Discussion/Action to approve up to eight individuals to attend the California Workforce Association WORKCON Conference, May 2-4, 2018 ICWDO Interim Director, Priscilla Lopez, introduced the item. Ms. Lopez discussed that it was valuable for staff and board members to attend the CWA conference as much of the information shared relates to work done locally and allows for conference attendees to view other best practices in the state. A motion was made by Annie Taamilo and seconded by Esperanza Colio Warren to approve the attendance of up to eight (8) individuals to attend the California Workforce Association WORKCON Conference in San Diego, CA, from May 2-4, Motion carried. INFORMATIONAL AGENDA 7. Public Comments Meredith Garcia, Imperial Valley Small Business Development Center (IVSBDC), introduced herself and informed the board she has been with the IVSBDC for one year. Ms. Garcia shared that IVSBDC has exceeded their performance goals for 2017 and other activities planned for the year with regards to business workshops and other services. Timothy Kelley, Imperial Valley Economic Development Corporation, announced that there will be a Southern Border Broadband Coalition Roundtable meeting on February 9, 2017 at the Farm Credit Services Southwest office in Imperial. Discussion will focus on how to improve broadband capabilities in Imperial and San Diego Counties and funding opportunities. Charter will be presenting at the meeting on the services that are required to be provided in Imperial County that came as result of the merger between Time Warner and Spectrum Communications. Mr. Kelley also spoke on a grant that was received by AT&T, First Net, which will provide internet services for first responders and the public will be able to communicate during emergencies caused by natural disasters. Mr. Kelley also shared that the Imperial Valley Renewable Energy Conference is scheduled to be held on March at the Imperial Palms Hotel & Resort in Holtville, CA. Jonathan Weisgall of Berkshire Hathaway Energy will be the keynote speaker at the conference. Efrain Silva, Imperial Valley College, shared he recently attended a labor market information presentation that was conducted by the Center of Excellence. The presentation touched on data and trends in Imperial County and potentially open the doors to new training opportunities. Mr. Silva stated he plans to present the information before the IVC Board of Trustees and offered to provide the presentation to the ICWDB at the March meeting. Chair, Robert Rubio, stated that the information would be useful to the board and thanked Mr. Silva for offering. 8. Reports a. Board of Supervisors Imperial County Board of Supervisor, Michael Kelley, was unable to attend the meeting. 3
4 b. ICWDB Chair Report ICWDB Chair, Robert Rubio, reported he had recently attended the California Workforce Association Conference in Sacramento CA. Mr. Rubio stated he found the event to be well organized and learned about new strategies being utilized to prepare youth for their future. He also discussed the way technology is affecting youth with regards to employment opportunities and the importance on preparing youth in such a fast changing workforce. c. Treasurer Report ICWDB Vice Chair and Treasurer, Josue Mercado, overviewed the ICWDO Financial Statement as of December 31, The statement reflected a budget of $10,938,038. Twenty-one (21) percent of the budget has been expended at the half-way point of the program year. Mr. Mercado will also be working with staff to revise the budget to separate line items one (1) through nine (9) to better reflect the amount expended. d. Veteran Services Report Employment Development Department, Annie Taamilo, reported that Lynne McCalister was recently promoted and is now working in Sacramento. Ms. Tammilo shared that the EDD would be backfilling the position and there is currently one staff member working directly with Veterans. e. Director s Report ICWDO Interim Director, Priscilla Lopez, reported that staff has been working with IBEW Local 569 into enrolling participants in an apprenticeship program and implementing new training programs. Ms. Lopez also reported she recently attended an Imperial County Office of Education Career Pathway graduation on January 19, A total of 18 students graduated and received their high school diploma and, if not for this program, may not have had the opportunity earn their diplomas. ICWDO Program Compliance Coordinator, Maria Solano, spoke at the event and will be working closely with these students to assist them enter the workforce. Ms. Lopez also reported collaboration with EDD continues to take place in regards to providing seamless delivery as AJCC staff are operating through the EDD Center in El Centro. f. Business Services Report Business Services Supervisor, Carlos Lopez, reported business services staff attended the Imperial Valley Business Showcase. Staff was able to make contacts with approximately 40 businesses at the event. Mr. Lopez also reported that a total of 64 participants are enrolled in the On-the-Job (OJT) Training Program and is nearing their goal of 75 participants for the year. Staff has recently been assisting two local companies, GCAM Plasma Center, and Solar Energy Company, with the hiring of new employees and utilizing the OJT Program. g. Business and Planning Committee Jeff Burquist, Administrative Analyst I, reported that the committee last met on January 18, 2018 with a quorum present. At the meeting, the committee was provided information about the AJCC Hallmarks of Excellence certification process. The assessment is due February 28, 2018 and the state board will make a final determination by June 30, Mr. Burquist also reported the committee was informed that TREES of Imperial County withdrew from providing Soft Skills training. The committee directed staff to determine the appropriate next steps. The next meeting date is scheduled for March 8, 2018 at 12:00 p.m. h. One Stop Policy Oversight Committee Susan Manger, One Stop Policy Oversight Committee Chair, reported the committee was unable to meet in the month of January and the next meeting date is scheduled on March 21, 2018 at 12:00 p.m. i. Youth Committee Luis De La Torre, Program Manager, Imperial Valley Regional Occupational Program, reported the committee was unable to meet at their regularly scheduled time due to the CWA Youth Conference that was held during that time. Mr. De La Torre reported that he was able to attend the conference and shared that 4
5 much of the conversations focused on apprenticeship programs, college and career readiness, and the importance of beginning career exploration early on with youth. 12. Meeting adjourned at 12:57 p.m. Next Meeting: Wednesday, March 14, 2018 at 12:00 p.m. 5
6 Imperial County Workforce Development Board Action Agenda Item 4 MEETING DATE: February 28, 2018 ITEM: 4 SUBJECT: FROM: Discussion/Action regarding Soft Skills Training award recommendation ICWDO Interim Director, Priscilla Lopez RECOMMENDATION: ICWDO Interim Director recommends to award New Horizons Learning Center and Imperial Regional Alliance to provide Soft Skills training for businesses in Imperial County. BACKGROUND: On August 16, 2017, the ICWDB awarded TREES of Imperial County $50,000 to provide Soft Skills Training for PY During the process of finalizing the contract, on November 17, 2017, TREES of Imperial County withdrew their proposal and opted to not proceed with providing Soft Skills Training for businesses located in Imperial County. On January 18, 2018, the ICWDB Business and Planning Committee met to discuss the next steps in the selection process and the potential need to re-release the Request for Proposals (RFP). Staff was directed to consult with County Counsel to determine the appropriate next steps. The following score rankings for the top three (3) proposals of the five (5) total RFPs submitted are the results after the Request for Proposals Evaluation Committee completed a review and scoring: TREES of Imperial County New Horizons Learning Center 339/400 Imperial Regional Alliance 328/400 Per language stated in the RFP, the ICWDB reserves the right to award one contract or multiple contracts; to negotiate changes; to make no awards; and to issue new and/or revised policies and clarification at any time. Due to the fact that TREES of Imperial County opted to not provide the Soft Skills Training, and to ensure that the targeted number of local businesses are served as stated in the RFP, it is recommended that the next two highest ranking proposals be awarded for the following reasons: no further delay of services being provided for local businesses; each proposal demonstrated the appropriate expertise and experience to provide the proposed services and the flexibility to meet employer needs; and the benefit to local businesses by expediting and maximizing service delivery. FISCAL IMPACT: $48,500 6
7 Imperial County Workforce Development Board Action Agenda Item 5 MEETING DATE: February 28, 2018 ITEM: 5 SUBJECT: FROM: Discussion/Action to approve the attendance and participation at the Imperial Valley Energy Summit Priscilla A. Lopez, ICWDO Interim Director RECOMMENDATION: ICWDO Interim Director recommends to approve the attendance and participation of ICWDO staff at the 11 th Annual Imperial Valley Energy Summit on March 21-23, BACKGROUND: The Imperial Valley Energy Summit is the premier annual event promoting utility-scale renewable energy development in Imperial Valley and provides attendees a comprehensive forum to learn about a wealth of opportunities inherent to our local region. Exhibitor registration at a cost of $1,500 includes the following: (1) 6 x8 Booth Space (2) 3-day Conference Registrations (2) Banquet Tickets It is also being recommended that one Conference Registration pass ($595) be purchased to allow additional staff to attend.
