2 General principles Applicable to all financing mechanisms Co-funding rule: external co-financing from a source other than EC funds is required (own resources or financial contributions from third parties) n-profit rule: the grant may not have the purpose or effect of producing a profit for the beneficiary n-retroactivity rule: only costs incurred after the starting date stipulated in the grant agreement can be co-funded n-cumulative rule: only one grant can be awarded for a specific action carried out by a given beneficiary

6 Definition of Eligible costs Connected with the subject of the Grant Agreement and included in the Technical annex and in the budget description Necessary for the performance of the action Reasonable and justified good housekeeping Generated during the lifetime of the action Actually incurred by the beneficiaries, using applicable accounting principles Identifiable and verifiable, in particular being recorded in the accounting records of beneficiary

9 Policy and legal context Decision 1350/2007/EC establish the Second Programme in the field of health ( ) intended to complement, support and add value to the policies of the MS and contribute to increased solidarity and prosperity in the EU White Paper Together for Health: A Strategic Approach for the EU , which identify three main strands of action around promoting healthy ageing across the lifecycle, combating threats to health and supporting dynamic and innovative health systems Special Report of the Court of Auditors on the Public Health Programme , overall conclusion: The Court calls into question the utility of certain parts of EU public health programmes, such as PHP. It is difficult for such programmes to demonstrate any impact on citizens' health.
10 Special Report of the Court of Auditors Recommendations The number of action areas within annual Work Programmes of DG SANCO should be significantly reduced. The Commission should bring project objectives in line with programme objectives and the refocused action areas ; set quantified targets and define performance indicators in order to facilitate the monitoring of progress; evaluate projects ex-post in order to improve the design of future projects; exploit the existing PHP funding mechanisms for networks instead of grants for actions.

17 EU Health Programme - Financing mechanisms The aim is to ensure full stakeholder participation in the Programme to organisations which take forward the health agenda Co financing an action (public or private body - NGO) intended to achieve a Programme objective. Financial contributions by the EU will cover up to 60% of project costs Co financing the operational costs of a non-government organisation or a specialised experts network. Operational grants may be given to NGOs of up to 60% of costs Joint financing a public body or non-government organisation by the Community and one or more Member States. EU contributions may be up to 50% Co financing a conference (public or non profit private body NGO) organised in the field of Public Health and risk assessment. EU contributions may be up to 50% Call for tenders, service contracts specified under 3.2,3.3 and 3.4 objectives. EU contributions up to 100% of costs

20 Project proposals look as what is asked for Only project proposals which directly correspond to the specific topics described in sections 3.2, 3.3 and 3.4 and where call for proposals for projects is indicated as the financing mechanism will be considered for funding Proposals which only address the wider subject area without matching the specific description of a given topic will not be considered for funding
21 Project proposals look as what is asked for - example PROTECT CITIZENS AGAINST HEALTH THREATS Develop prevention and control of existing or emerging communicable diseases Improve control of communicable diseases Setting up a tool kit for immunisation registries, indicating ways of cooperation with ECDC, and examining the conditions of its transfer, adaptation and use in Member States. The aim is to improve national, regional and local reporting systems on issues related to immunisation using a common tool and thereby facilitate comparison between Member States' immunisation coverage [Call for proposals for projects]
