2 March 1, 2015 To: Pastors, Elders and Deacons, Brentwood Presbyterian Church Welcome to the 2015 BPC Endowment Ministry Grant Application Process. In this packet you should find everything you need to apply for a grant in From the investment gains and dividends earned on our Endowment holdings, Session has approved $105,982 to be made available for grants in 2015 for a variety of projects. The types of projects that qualify (mission, education, youth, etc.) and the amounts available for each type of project are all described in this packet. Applications for grants must come from the established committees of BPC and be approved by an Elder, Deacon, or Pastor of Brentwood Presbyterian Church. These applications must be submitted to the church office no later than May 1, The final determination of grant allocations will be made by Session at its May, 2015 meeting. 3 Endowment Fund Descriptions The 2015 Endowment Ministry members are: Mike Beck, Eldon Cotton, Graham Culp, Carole Gibson, Jane Grant, Jack Gregory, Walt Haddad, Mark Robeson, and Melinda Smith. Endowment funds come from special, perpetual gifts and memorials. While the principal remains intact, the income and capital appreciation from these gifts is used to make annual grants for special needs both inside and outside the walls of BPC. Unless specified otherwise by the donor, grant applications are for requests that are not related to the ongoing operating needs of the church. Currently, the BPC Endowment Ministry is steward of the following 14 endowment funds: Capital Improvement Fund - established by bequests of former BPC members Roy and Elsie Newton, and gifts made in memory of Donald K. Hester, grants are available to support special needs in the areas of BPC building additions, repairs, and replacements (i.e., needs of a non-recurring nature not covered in the annual budget). Dickinson Mission Fund established in 2007 by BPC member Doug Dickinson, grants from this fund are intended to support mission projects. Gore Program Fund - established in 1999 with a portion of the Marion Gore bequest. Grants from this fund are intended to encourage creativity in ministries, serving as "seed money" for new activities. Harrington Musician Development Scholarship Fund - established in memory of Craig Harrington, a former musician and BPC neighbor, grants from this fund are to support the training and educational needs of musicians. Johnson Youth Music Fund established in 2000, grants from this fund are intended to support Youth Choirs. McClintock Fund established in 2008 through a gift of BPC members Sarah and Sandy McClintock, this is an unrestricted fund which is intended to be used for the general operations of the church. Mission Fund - established through gifts of BPC members Thomas P. and Mary S. DeMund, the Newton bequest, and a gift from BPC members Bill and Mildred Bullock. Grants from this fund are intended for mission projects. Mustard Seed Fund established by BPC member Olive Hall, grants from this fund are to assist homeless women and children and to assist those who are studying for Christian ministry. Porter Educational Fund - established by BPC member Luora Champion Porter, grants from this fund are intended to support students studying for Christian ministry. Press Fund established in 1999 in memory of Rhe Press by BPC member Leo Press. Grants from this fund are unrestricted and may be used for any purpose other than budgeted operational and administrative expenses. Shields Fund established in 2001 from gifts in memory of Pastor Charles Shields, and a gift in 2013 from BPC members Catherine and Orest Bodnar, grants from this fund are intended to go toward scholarships in education of laity, including innovative methods for interpreting the Word and for meditation techniques, and for funding outside speakers. Talbot Fund established in 2011 by BPC members Tony and Marianne Talbot, grants from this fund are intended to support facility maintenance and facility capital improvements. Wagner Fund for Children - established in memory of Barbara J. Wagner by BPC member Bill Wagner and friends of Barbara Wagner, grants from this fund are intended for projects serving children, especially those in need. Youth Endowment Fund- established with gifts from BPC members in 2005 and a gift in 2014 by BPC member Robert Baumann, grants from this fund are for qualifying programs for the youth of Brentwood Presbyterian Church. (Youth is defined as middle and high school aged children - Grades 6-12.). 3
4 BPC ENDOWMENT FUNDS The Endowment Ministry presents the following funding available for the 2015 grant year: (Funding is available from all of the 14 funds under the stewardship of the Endowment Ministry): Capital Improvement Fund $33,200 Dickinson Mission Fund: $1,533 Gore Program Fund: $2,100 Harrington Musician Development Scholarship Fund: $4,400 Johnson Youth Music Fund: $4,700 McClintock Fund: $1,400 Mission Fund: $11,800 Mustard Seed Fund: $12,600 Porter Educational Fund: $21,200 Press Fund: $949 Shields Fund: $9,100 Talbot Fund: $1,300 Wagner Fund for Children: $1,100 Youth Endowment Fund: $600 Total Available for 2015 Grants: $105,982 Feel free to apply to any of the fund categories listed above and the Endowment Ministry will review your application in accordance with the fund description. Detailed descriptions of the restrictions on use of each of the above funds have been provided in Exhibit III. There is no prohibition against applying for only a portion of an available fund or applying for a grant from a combination of funds. However, multiple, unrelated projects should not be combined on a single application. 4
5 Exhibit I BRENTWOOD PRESBYTERIAN CHURCH ENDOWMENT FUNDS WHAT ARE ENDOWMENT FUNDS? Endowment funds represent money set aside either by the donor or by Session to provide income in perpetuity to support the goals of Brentwood Presbyterian Church. The endowment funds are not available to be spent; they are invested in income-earning assets, and the income and capital appreciation is then available to be spent in accordance with the terms of the particular endowment. There are restrictions as to how income from endowment funds may be spent. Those restrictions were set either by the original donor or by prior Sessions. Each of the funds has its stated purposes or goals as described in Exhibit III. Exhibit II BRENTWOOD PRESBYTERIAN CHURCH ENDOWMENT FUNDS CRITERIA USED IN JUDGING GRANT APPLICATIONS 1. Proposed projects must meet the specific criteria of the particular endowment funds being applied for. 2. Proposals must come from established BPC committees and be approved by a Ministry Leader, Elder, Deacon, staff member or Pastor for that committee. 3. Proposed projects should not be substitutes for normal operating budget items (unless specified otherwise by the donor of an individual fund). 4. Proposed projects should be consistent with BPC s mission, goals and core values. 5. Preference will be given to projects that benefit a relatively large or particularly needy population, as opposed to projects that benefit a fairly narrow population or one that has other resources available. 6. Preferences will be given to projects that result in visible, measurable, and lasting benefits. The process of considering grant applications is not closed and is open to feedback. The Endowment Ministry can provide advice to the committee or person submitting the application. The committee reviews all grants and may seek compromises where there are competing requests for funds. A summary of the recommended expenditures and those expenditures not recommended will be provided to Session for their modification and approval. Session retains full authority and responsibility for the ultimate determination of the expenditure of endowment funds. 5
6 Exhibit III BRENTWOOD PRESBYTERIAN CHURCH ENDOWMENT FUNDS RESTRICTIONS ON USE OF THE SPECIFIC FUNDS AT BPC Capital Improvement Fund - Income from this fund is intended to support special needs in the areas of BPC building additions, repairs, and replacements (i.e., needs of a non-recurring nature not covered in the annual budget). Applications for grants from this fund should originate from or be endorsed by the Facilities Committee. Dickinson Mission Fund Income from this fund is intended to support mission projects. Applications for grants from this fund should originate from or be endorsed by the Mission Committee. Gore Program Fund (New Program/Project Fund) Income from this fund is intended to encourage creativity in ministries; the income from this fund serves as seed money for new activities. Harrington Musician Development Scholarship Fund - Income from this fund is available to sponsor musicians - vocal and instrumental - to enable them to participate in training workshops, classes, or other educational and inspirational events. Preference for scholarship recipients would be musicians involved in some aspect of a music program, within or outside the Church, where they were using their skills to train and inspire others. Examples of recipients would include: (a) volunteer children or youth choir directors, (b) volunteer instrumentalists who participate in worship and (c) music ministry staff who need to develop new skills. Applications for grants from this fund should originate or be endorsed by the Worship and Music Committee. Johnson Youth Music Fund: Income from this fund is intended to support Youth Choirs. Applications for grants from this fund should originate or be endorsed by the Worship and Music Committee. McClintock Fund Income from this fund is unrestricted and may be used for the general operations of the church. Mission Fund - Income from this fund is available to be spent on any mission project. Applications for grants from this fund should originate from or be endorsed by the Mission Committee. Mustard Seed Fund - Income from this fund is available either to: (1) help with educational needs of homeless women and children who are current or past beneficiaries of BPC s program to assist with the transition to independent living, or (2) stimulate BPC students to consider Christian ministry or assist those who are studying for the ministry. Applications for grants from this fund should originate from or be endorsed by the Mission Committee or the Pastors of BPC. Porter Educational Fund - Income from this fund is available to support studying for Christian ministry. This may include aid to seminary students, student interns, or other students preparing for Christian ministry. Applications for grants from this fund should originate from or be endorsed by a BPC Pastor. Press Memorial Fund The income from this fund is unrestricted and may be used for any purpose other than budgeted operational and administrative expenses. Shields Fund Income from this fund it is intended to be used for scholarships for education for laity and for funding outside speakers. Applications for grants from this fund should originate or be endorsed by the Adult Ministry Committee or the Pastors of BPC. Talbot Fund Income from this fund is intended to support facility maintenance and facility capital improvements. Applications for grants from this fund should originate from or be endorsed by the Facilities Committee. Wagner Fund for Children - Income from this fund is available for projects serving children, especially those in need, by providing assistance such as educational programs, tutoring, field trips, art, music, drama, counseling, or help with adaptive devices for children with special needs. Preference is given to projects in which BPC members volunteer their time. Awards should not be in lieu of regular funding or support, which is customarily provided to the recipient as a BPC mission project. Applications for grants from this fund should originate or be endorsed by either the Mission Committee or the Children s Committee. Youth Endowment Fund - The income from this fund will be available for the Endowment Committee to grant to qualifying programs for the youth of Brentwood Presbyterian Church (Youth is defined as middle and high school aged children - Grades 6 12). Grant applications for this fund should originate or be endorsed by the Youth Ministry Committee. 6

Additionally, you are expected to use all of the grant funds within twelve months of the grant being approved by BPC s Session. If the grant funds are not used within twelve months, you are expected to submit a written explanation. If you are a BPC employee and are approved for a grant, you must be employed by BPC and in good standing at the time of expense disbursement/reimbursement. You must also seek your supervisor s approval for your grant request in addition to the responsible committee.
