4 Needs Statement Answers the question: What is the need (problem) that your Tribe will solve with the funding? Purpose is to state the problem & engage the funder in partner with you to solve it. Problem + Action = Solution

6 -Solicitation Preparation Develop common components of proposals ahead of time Background Statement or introduction (geographical, population data, Tribal governmental structure, information about your program, etc.) Need statements/project description/budgets What problems are you having? Begin to write need statements, project descriptions to solve your problems & develop budgets.

8 -Solicitation Preparation Goals vision for where want to go i.e. from open dumping to using a transfer station Objectives provide roadmap to achieve your vision (how are you going to get there?) SMART Principle: Specific, Measurable, Attainable, Realistic, Timeline Monitoring to gain measurable results

9 -Solicitation Preparation Develop metrics based on your stated objectives Outputs measures a specific activity or effort Six educational workshops will be held in 6 months Three monitoring wells will be sampled for heavy metals in 3 months Outcomes measures a rate of change The increase/decrease in heavy metals since last sampling event

10 -Qualifying Steps Two Questions: Are you eligible? Is your need a funding priority of the funder or a fundable activity? Yes No

11 - After passing the Green Light Test, consider these things: Preparation time can you meet the deadline for submission? Do you have all the necessary information and if not, can you get it? Do you have the necessary partners required by the funding the agency? If you answer no to any of the above, then

12 Solicitation Review You made a decision to submit proposal, now what? Read entire solicitation Use grant review checklist to take notes Make an outline of proposal sections required Pay attention to details; i.e. page, spacing format, total # of pages allowed, etc. Budget Limit what are allowable expenses, how much can you ask for, and is there a match?
