5 Introduction TOPROC is the. It includes the Local Government areas of Darwin City, Palmerston City, Litchfield Shire, and Cox Peninsula, Coomalie and Belyuen Community Government Councils. TOPROC s main purpose is to build strong communities and a strong Top End region. Successful regional development requires the collaboration of regional communities and organisations, Local Councils, and the Northern Territory and Commonwealth Governments. It is important for ongoing cooperation that the regional development strategy reflects the Councils individual and collective aspirations, as well as the broader context of relationships with the Northern Territory Government, Commonwealth Government and other regional stakeholders. It is also essential that all parties work together to achieve the vision of a strong and sustainable region, by building strong relationships to sustain the work ahead. Whilst many planning and service provision functions rest with the Northern Territory Government, Local Government has a critical role in promoting and delivering regional development in the Greater Darwin Region. These roles include: Planning for local well being, including environmental management and social development; Identifying local needs and advocating solutions to other spheres of government; Engaging local communities in collaborative approaches; Cultural development and cultural service provision; Supporting local service development; and Enabling cooperative solutions between local and other stakeholders. Local Government is an essential partner in the process, particularly in place management, local infrastructure development, community service provision and lifestyle services. Major projects, for example, require a range of enabling activities, such as community infrastructure development that need to be planned and provided by local councils. Councils also play an important role in attracting and retaining residents through provision of community support services, parks and community building activities. 6 capabilities in natural resource management that contribute to regional sustainability and to the stock of tropical knowledge. And not least, Councils are closest to the concerns and aspirations of their residents. This strategy outlines TOPROC s vision and intentions to work together and with communities and governments to ensure the long term economic, social and environmental sustainability of Top End communities. The purpose of the Regional Development Strategy is to facilitate sustainable development of the Greater Darwin Region, based on the Region s economic, social and environmental strengths, constraints and opportunities and a vision for the future. TOPROC has initiated this strategy with the support of Local, Territory and Commonwealth Government funding to provide a framework for regional development in the Greater Darwin Region. Structure The strategy is structured as follows. Section 1 Vision This details the type of region that TOPROC Councils would like to exist over the next ten to twenty years. Section 2 Goals and Strategies This section outlines the regional development strategy s specific intentions based on the four focus areas, and details actions, which will support regional development. Economic Development; Community Development; and Environmental Management. Section 3 Implementation This provides an indicative program of actions identified in previous sections, along with suggested timeframes and responsibilities. 7 Process This Strategy has been developed following: Development of a Regional Profile which provides an overview of the Region s community, economy and natural environment; Preparation of an issues paper which outlines the key issues, opportunities and challenges facing the TOPROC Region; and Consultation with key Government agencies and stakeholders. 8 Section 1: Vision The Greater Darwin Region is a unique and dynamic tropical environment that provides: A highly productive, innovative, resilient and commercially exciting economy; Culturally diverse, dynamic and inclusive communities that welcome new people and ideas; and A relaxed and friendly lifestyle, which encourages participation in community life, and which cares for people and the environment. TOPROC seeks to work together with Governments, organisations and the community to promote and foster: Economic Development, which provides a strong and sustainable regional economy, building on the Region s strengths and unique assets to attract new people and investment, and which is supported by efficient and effective infrastructure provision; Community Development, a culturally diverse and progressive regional community with access to the community services, participation in community life and employment options necessary to support community well-being; and Environmental Management, and protection of the Region s environmental values through sustainable development and growth. 9 Section 2: Goals and Strategies Economic Development Goal: A regional economy that is vibrant, innovative and sustainable Economic opportunities for the Greater Darwin Region are exciting and diverse. There is a need to move the Region s economy forward, by providing a wide range of employment opportunities, building on the Region s strengths in tourism, Defence and regional services, diversifying into new areas and the efficient provision of infrastructure. A vibrant economy is one that generates a sense of excitement, a sense that things are happening and that people can be part of it. Major projects are important in this regard as they create new opportunities, but new and existing small businesses are also essential. An innovative economy seeks better ways to combine talent and capital to improve productivity and finds new ways of satisfying needs that can be sold to the world. The regional push to become the preeminent centre of Tropical Knowledge is a key means of building on the Region s location, skills and existing institutions to create knowledge and value for all tropical regions. A sustainable economy is one that does not degrade the region s future capacity but which instils confidence in our ability to generate future prosperity. A sustainable economy is one that addresses the inequitable distribution of resources, making sure that the skills and abilities of the regional community can flourish. It also means that the environment is protected and managed appropriately. Business sustainability requires rapid and effective administrative procedures to speed investment decision-making as well as programs that provide incremental improvements in business conditions. Regional development also relies on the appropriate and timely provision of infrastructure to support industry and businesses, and the regional community. Whilst Local Governments have responsibility for local roads, parks and some facilities, major infrastructure provision (including planning for new communities) is the responsibility of the Northern Territory Government. Private investors and local businesses are also partners in infrastructure provision with respect to transport, shipping, energy sources and communications. 10 The provision of infrastructure, which is coordinated with residential, commercial and industrial development, is critical to maintaining well being, economic opportunity and environmental values. This is particularly important for planning new suburbs and towns, and also for supporting the operation of major projects. Key economic development strategies for TOPROC include Build on TOPROC s existing relationships and strengthen the capacity of Local Government; Establish a network for investment; Support existing enterprises; Develop and retain a skilled labour force; Promote Indigenous enterprise and partnerships; Promote and develop Tropical Knowledge; Promote the Top End to build tourism and investment market share; Promote the timely provision of infrastructure; Optimise the capacity and utilisation of existing infrastructure; and Work with the Northern Territory Government and other Government agencies to deliver shared objectives. 11 Actions to achieve these strategies are outlined below. Promote TOPROC as the central point of contact for Top End local government issues. Identify opportunities for sharing staff resources to work on regional development issues. Identify resources to coordinate the implementation of the Greater Darwin Region Development Strategy. Work with the Northern Territory Government and other Government agencies to develop the capacity of local government to contribute to regional development. Develop closer links with the Darwin Regional Development Board and identify joint initiatives. Communicate effectively with the Northern Territory Government, including Ministers, local members and senior Government officers. Actively seek invitations from the Northern Territory Government to participate in and have early input into Northern Territory Government policies and strategies relating to regional development. Develop and maintain a database of regional information and statistical benchmarks to assist with future planning. Develop and maintain a web-based information service for investors, including information on the regional community, investment opportunities, and development permits. Establish working groups to support major regional projects and identify the services that need to be provided by local government. Review local government red-tape for establishing and expanding businesses and adopt best practice. Assist the development of locally accessible small and home-based business support services. Promote the Region s lifestyle benefits to attract and retain skilled workers. Coordinate the efforts of Councils and other employers to attract senior and specialist staff through initiatives such as shared advertising. Advocate for the further development and strengthening of key institutions providing services for (and by) Indigenous people. Promote and support the development of an Indigenous cultural tourism centre. 12 Strategies Actions Knowledge - Develop and commercialise the harvesting of Indigenous plants for food and medicines. Promote the Top End to build sustainable tourism and investment market share Promote the timely provision of infrastructure Optimise the capacity and utilisation of existing infrastructure Prepare and implement destination development plans for regional tourist attractions, which address infrastructure needs, signage, and accommodation. Develop and promote themed cultural and heritage tourist trails that link regional attractions. Prepare and implement a regional signage strategy that links regional destinations under common themes. Cooperate with the Northern Territory Tourism Commission to promote regional tourist attractions and the Region s cultural and heritage values. Use the TOPROC website to promote the Region s: - Investment opportunities and lifestyle benefits; and - Natural and wilderness values to investors and visitors. Undertake a gap analysis to identify existing and future regional infrastructure needs. Work with Northern Territory Government to participate in planning and infrastructure issues associated with the major projects. Investigate the formation of a regional telecommunications company with a charter to provide broadband connections across the Region. Advocate for urban consolidation and infill development of strategic land parcels such as HMAS Coonawarra, East Point, and Berrimah radio transmission site. Advocate for the effective integration of major projects with the existing urban fabric to create efficiencies in infrastructure provision and better community and visitor outcomes. Work with Northern Territory Government and the Darwin International Airport operator to protect and promote airport operations. 13 Community Development Goal: A region that cares for its communities, respects diversity and welcomes new people and ideas The well-being of local residents and communities is key to the vitality, strength and diversity of the Region. An inflow of new people and new ideas is important to generate vibrancy, but retaining existing residents is essential to slowing population turnover. Lifestyle services are crucial in maintaining the attractiveness of the region, both for prospective and existing residents. Social sustainability is also affected by the impacts and benefits of land use and infrastructure development. Regional community development aims to strengthen the Region s social sustainability, by ensuring the development of inclusive and vital communities, and establishing service levels, which support quality of life. Key issues influencing social sustainability include population growth and mobility, partnership with Aboriginal communities and organisations, and social infrastructure provision. Whilst most social infrastructure (including health, education, community support, facilities and employment support) is the responsibility of the Territory and Commonwealth Governments, Local Governments roles include Planning for regional community development will need to focus on those issues which are relevant at the regional scale, and which can be successfully influenced by local governments working in cooperation with regional stakeholders. Key community development strategies include: Reduce population turnover in the Region; Promote efficient delivery of social infrastructure; Provide a safe and accessible region for all residents and visitors; Encourage participation from regional communities in community life; Provide employment and training opportunities for the Region s residents; Collaborate with Indigenous communities and representative organisations; and D:\2004\TOPROC\2004\Deliverables\Final Strategy\TOPROC Strategy for Consultation Oct041.doc PAGE 9
14 Improve the capacity of the regional community to participate in regional development. Actions to achieve these strategies are outlined below. Strategies Reduce population turnover in the Region Promote efficient delivery of social infrastructure Provide a safe and accessible region for all residents and visitors Actions Advocate for high quality health, education and aged care options for all residents. Identify and promote a regional network of family support services including child care, respite, aged care, health and education. Encourage the provision of diverse housing options appropriate to the Region s demography, climate and lifestyle. Promote and support the provision of housing, in home care and residential support for people with disability and older people. Work with the Defence to identify community support services for Defence families and opportunities for cooperative service delivery. Foster access to water based and nature based recreation, and support the development of diverse entertainment and hospitality experiences. Identify opportunities for sharing community development resources and facilities (ie recreation, libraries, community centres, child care, etc) between TOPROC Councils. Promote joint venture delivery of community services, facilities and events with major developers, Defence, and regional local government. Advocate for the development of a social plan for the Greater Darwin Region, to include: - the development of a regional community, cultural and recreational services hierarchy; and - joint provision of social infrastructure and community development opportunities with major regional land developers (eg Defence, Delfin, Larrakia Nation). Establish dialogue with major regional land developers (eg Defence, Delfin, Larrakia Nation) to promote efficient delivery of social infrastructure. Promote and negotiate the provision of community development opportunities supporting development of major projects (ie diverse housing, facilities and recreation services, etc). Promote and support the Region s cultural richness and foster an environment of inclusion. Continue to build on and support the priorities of the Northern Territory Government s Itinerant strategy. Support community development initiatives, which promote inclusion, participation and community support. Encourage the participation of Indigenous community organisations and residents in community activities. Work with the Northern Territory Government and regional Indigenous organisations to identify opportunities for and encourage workforce participation of Aboriginal people in TOPROC Councils. Advocate for the development and strengthening of key Indigenous education and cultural facilities. Support the strategies outlined in the Northern Territory Government s Department of Employment, Education and Training strategy at local level. Communicate effectively with Indigenous representative organisations on a regular and sustained basis to identify shared objectives and potential joint projects. Communicate effectively with regional organisations, including Charles Darwin University, and Batchelor Institute and develop joint initiatives. Assist with the development and promotion of recognised community networks. Communicate regularly with Defence in relation to: - New and additional Defence facility requirements; and - Impacts for local government services and facilities from Defence programs. 16 Environmental Management Goal: A region that values and protects its environmental assets The Greater Darwin Region is known for its spectacular natural assets, and for a particular environmental quality embodying diverse flora and fauna, Indigenous and non-indigenous heritage, open spaces, and unique recreation places. These values underpin the sense of place and sense of uniqueness, which is valued so strongly in Top End. The protection and management of the natural environment is essential to social and economic sustainability. This will require cooperation between all spheres of government, Indigenous organisations., other major land holders including Defence, and regional community organisations. It will also require the active participation of Greater Darwin residents and businesses, to ensure cooperation with the vision of sustainable development. Key environmental strategies for the Region include: Establish TOPROC Councils as leaders in environmental management in the Northern Territory; Engage regional communities in environmental protection and management initiatives; and Protect and enhance the Region s environmental values through cooperation with major stakeholders. Strategies Establish TOPROC Councils as leaders in environmental management in the Northern Territory Engage regional communities in environmental protection and management initiatives Protect and enhance the Region s environmental values through cooperation with major stakeholders Actions Develop a regional approach to Councils environmental practices including: - A coordinated approach to regional waste management, recovery and recycling; - Identification a site for a regional waste management facility; - Identification and promotion of energy and resource use efficiencies (ie solar efficient design of Council s buildings, use of photovoltaic cells); - Identification of water harvesting and reuse opportunities; - Promotion of land use and transport integration; and - Promotion of public transport, walking and cycling. Develop and implement coordinated land management practices in relation to: - Weed control; - Water quality and catchment management; - Pest management, including feral animals and cane toads; - Urban forest management; and - Management of the Darwin Harbour foreshore. Establish and promote community education programs for: - Natural area use and management; - Waste disposal; and - Insect management. Promote clean industry and clean business practices in local communities through education and regular communication with local businesses, business networks and major project managers. Encourage and support the participation of community and environmental groups in developing and maintaining local natural assets. Foster commitment from Regional stakeholders for the protection and management of the Region s natural bushland and environmental values including Darwin Harbour. Promote and build on the Region s natural values and environmental strengths. Identify threats to catchment values and modify Local Government practices and responsible behaviour. 18 Section 3: Implementation Plan The Greater Darwin Regional Development Strategy identifies a number of goals, strategies and actions to achieve sustainable social, economic and environmental development in the Greater Darwin Region. The successful implementation of the Strategy will largely depend on the allocation of available resources and commitment from the various regional stakeholders. Existing implementation resources include the TOPROC Steering Committee comprising representatives from the six member Councils 1, and secretariat support from Darwin City Council. The TOPROC Steering Committee is expected to drive the implementation of the Strategy. However, it is assumed that many of the strategies and actions will be incorporated into other strategies and policies for each of the TOPROC Councils, and other agencies involved in development in the Region. This implementation plan provides and program for achieving the goals, strategies and actions outlined in the Greater Darwin Regional Development Strategy as well as the organisations responsible for achieving these.
