2 INTRODUCTION: Handloom Industry is the largest cottage industry in the country with a position next only to agriculture in providing massive rural employment. This Sector provides direct and indirect employment to about 2.5 crores people in India. 22% of the total production of the Textile Industry in India comes from Handlooms. Handloom Industry in the Telangana State occupies unique place in the country for its exclusive art and artifacts of handloom weavers. Ethnic handloom designs of Telangana State promoting the cultural glory of Indian heritage and culture. The design patterns of Pochampally Ikat s, Gadwala Cotton, Silk & Sico Sarees, Narayanpet Cotton, Silk Sarees, Warangal Durries, Karimnagar Bed sheets & Furnishings shows the outstanding skills of handloom weavers. Handloom Industry in the State proving employment to the weavers who have depended on this profession for their survival and economic development. HANDLOOM SECTOR AT A GLANCE IN TELANGANA. CENTRALLY SPONSORED SCHEMES A) DEVELOPMENTAL ACTIVITIES: 1. INTEGRATED HANDLOOM DEVELOPMENT SCHEME (IHDS): Marketing Incentive: 97 Primary Weavers Coop. Societies have been sanctioned and released an amount of Rs cr towards Marketing Incentive for the years to under the IHDS. An amount of Rs lakhs of state matching share for the year has been released during the year NATIONAL HANDLOOM DEVELOPMENT PROGRAMME (NHDP): Government of India has introduced a new Block Level Handloom Cluster Programme under National Handloom Development Programme during 12 th plan. The major components of the Scheme are: a) Technology upgradation: Purchase of Looms and Accessories with individual intervention providing direct benefit to the individual handloom weavers. 2

3 b) Skill upgradation: Providing training in weaving, dyeing, designing and managerial aspects to improve the skills in the handloom weavers. c) Infrastructure facilities: Construction of workshed, Common Facility Centres, (CFC) and Dye House in the Block Level Handloom Clusters. d) Other Components: Formation of consortium, Self Help Groups (SHG), Awareness programmes, Product development, purchase of CATD (Computer Aided Textile Design) system, corpus fund to yarn depot, engaging Cluster Development Executive (CDE) and Designer. (02) Block Level Handloom clusters have been sanctioned at Aler in Nalgonda District and Kamalapur in Karimnagar district with an outlay of Rs lakhs out of which Government of India amount is Rs lakhs and beneficiary share of Rs lakhs. An amount of Rs lakhs has been released (Rs lakhs to Aler Block & Rs lakhs to Kamalapur Block) to the Implementing Agencies by Government of India for its implementation. The utilization certificates for an amount of Rs Lakhs have been submitted to the GOI. Subsequently, (04) Block Level Handloom clusters have been sanctioned at Veltoor in Mahabubnagar, Kanukula in Karimnagar, Armoor in Nizamabad and Shayampet in Warangal district with an outlay of Rs lakhs, out of which Government of India share is Rs lakhs and beneficiary share of Rs lakhs. An amount of Rs lakhs has been released to the Implementing Agencies by Government of India towards 1 st installment for its implementation.the utilization certificates for an amount of Rs Lakhs have been submitted to the GOI. (02) Block Level Handloom Clusters have been sanctioned at Bhoodan Pochampally in Yadadri Dist and Vemulawada in Rajanna Sircilla Dist with a total outlay of Rs lakhs. Out of which GOI share is Rs lakhs and beneficiary share of 4.32 lakhs. An amount of Rs lakhs has been released as 1 st instalment for its implementation.(rs Lakhs has been released to the I As an Rs Lakhs released to NHDC under HSS).The utilization certificates for an amount of Rs Lakhs have been submitted to the GOI. So for (14) Block Level Handloom Clusters proposals have been recommended for sanction at Mattewada and Kothawada in (Warangal), Choutppal, Koyyalagudem and Kuntlagudem in Yadari Bhunagiri District, Aragidda in Mahabubnagar, Project Siddipet in Siddipet, Gadwal Eklaspur, Gorlakandoddy, Ghattu in Jogulamba Gadwal Dist, Madhira Mujjugudem and ponnekalla in (Khammam) District to the Govt. of India for sanction with an outlay of Rs lakhs out of which GoI share is Rs lakhs and Beneficiary share is Rs lakhs. With TSTCCS limted, Hyderabad as Implementing Agency, Sanction orders are awaited from the Govt. of India for its implementation. The SLPC has approved (4) new proposals for sanction of (4) new block level clusters at Amarchintha (2) clusters in Bachannapet and at palakurthy on the proposals will be submitted shortly to the GOI. The GOI has instructed to submit revised proposals of (13) BLCS as per revised guidelines under NHDP the same has been informed to the concerned Assistant Director (H&T) and Implementing Ageneses. 3. Hathkargha Samvardhan Sahayata (HSS), a component of NHDP: Govt. of India announced Hathkargha Samvardhan Sahayata (HSS) to meet the needs of handloom weavers for assistance on larger Scale for loom and accessories. It aims to provide financial assistance for technological up-gradation to improve quality of the fabric and productivity. Under HSS, financial assistance 3

4 to the extent of 90% of cost of Technological up-gradation item be borne by the Govt. of India while remaining 10% shall be borne by the beneficiary. A list of beneficiaries shall be prepared by the weavers service Centre concerned in association with the implementing Agency and State Directorate of Handlooms concerned. Looms/ accessories shall be given only to those weavers who have undergone training in weaving in last 2 years under various Govt. programmes, including Block Level Clusters and are willing to contribute 10% of the cost. Progress achieved under HSS: Out of the (8) Block Level Clusters sanctioned under NHDP, for (6) Block level Clusters the amounts were released under technology upgradation component directly to the Implementing Agencies of Clusters. So far an amount of Rs lakhs has been transferred to the NHDC under the HSS component by the Implementing Agencies towards supply of requisite looms & accessories to the (6) Block Level Clusters in the 1 st installment funds under NHDP. In the (2) Block Level Clusters, an amount of Rs lakhs has been released directly to the NHDC by the GOI under Hathkargha Samvardhan Sahayata (HSS) towards supply of looms & accessories under the 1 st installment funds released by the GOI under NHDP Scheme. 4. INTEGRATED SKILL DEVELOPMENT SCHEME: The Ministry of Textiles, Govt. of India has launched ISDS for Handlooms & Textiles Sector during the 12 th Five Year Plan. The objective of the scheme is to cater to the needs of Textiles as well as Handloom Industry in terms of providing skilled work force by imparting various skill development programmes to the unemployed youth and to provide placements. The Government of India has fixed a target of 3,360 candidates to the Telangana State. An amount of Rs lakhs has been apportioned and deposited in the Bank. The State Government have released an amount of Rs lakhs towards its 25%. The details of Sector-wise in which training to be imparted are follows:- as 1. Textile Sector (Powerloom Weaving) 2. Garment Sector (All Courses) 3. Spinning Sector 4. Technical Textiles The funding under the scheme will be shared both by the Government of India and State Government in the ratio of 75:25. As envisaged an amount of Rs. 10,000/- per candidate has to be released towards providing Training and infrastructure to the Training Partner. An amount of Rs. 10,000/- per candidates will be ratio of 75:25 by GoI and State Government i.e., Rs. 7500/- from GoI and Rs. 2,500/- from State Government. The training under ISDS is being imparted to candidates through NGOs in the State. The following District - wise targets and achievements are as noted below. Sl. GOI have Closed the scheme by 30th September PRADHANMANTRI WEAVERS MUDRA SCHEME ACTION PLAN FOR (3) YEAR The Scheme aims at providing adequate and timely assistance from the Banks to the weavers to meet their working capital requirements in a flexible and cost effective manner. Awareness programmes have been planned in all Districts between to with the weavers, Bankers, H&T officials and Lead Bank Managers and requested to prepare Action Plan duly indicating the targets Bank wise and Branch wise basing on the weavers concentration in the Service area of the Bank Branch. After obtaining the Action Plans from the Districts consolidated Plan will be prepared and submitted to the DCH, New Delhi. Action A tentative target (3000) has been communicated for the year and During the year , 1848 members are benefited with the financial assistance of Rs lakhs under this scheme. 10% Price Subsidy on Hank Yarn under Yarn Subsidy Scheme. 10% price subsidy on Cotton Hank Yarn is provided by the Govt. to ensure supply of subsidized yarn to Handloom Sector NHDC by GOI through. The scheme is implemented to Handloom Weavers Cooperative Societies, SHGs, JLGs, Weaver Entrepreneurs and individual weavers. MARKETING SUPORT SCHEMES: 5. EXHIBITIONS: 1. In (11) Expos have been conducted [(1) NHE, (4) SHEs and (6) DLEs] and sales Rs lakhs effected. 2. In (14) Events have been conducted i.e. [(1) NHE, (4) SHEs and (9) DLEs.] and sales of Rs lakhs effected. 3. During (5) events have been conducted (1) NHE, (4) SHEsS have been conducted and sales of Rs lakhs effected. 4. During (1) NHE (4)SHEls Rs lakhs has been granted. 6. HANDLOOM MARK SCHEME: Scheme has been launched in to help the buyers in distinguishing the Handloom Products from the Mill made products and also to improve the earnings of the Handloom Weavers 5

6 for their artisan-ship and skill. (155) Primary Weavers Coop. Societies are registered under the scheme and 25, 46,488 labels sold so far. 7. HANDLOOM (RESERVATION OF ARTICLES FOR PRODUCTION) Act, Handloom varieties are reserved for exclusive production on Handlooms viz., Bed Sheet, cover, Durry, Dress Material Kambals / Blankets, Shawl, Woolen Tweed, Chaddar, Saree, dhoti, towel a) Gamcha b) Angavastram lungi Enforcement Machinery (Hyderabad and Warangal). Exemptions allowed in 1995 (45% Man Made Fibers). (28) FIRs filed and (20) cases were disposed, of which Hon ble Court have imposed penalties in (9) cases, pending cases (7). (1) Case acquitted. 8. GEOGRAPHICAL INDICATION ACT: Pochampally Ikkat, Gadwal Sarees, Siddipet Gollabama Sarees, Narayanpet Sarees have been registered from the State of Telangana under Geographical Indication Act During the year 2018 Warangal durries were also accorded GI status. (B) CENTRAL GOVT.WELFARE ACTIVITIES: (1) HANDLOOM WEAVERS COMPREHENSIVE WELFARE SCHEME: The Govt. of India converged the existing (MGBBY) to Pradhan Mantri Jeevan Jyothi Bima Yojana (PMJJBY) and Pradhana Mantri Suraksha Bima Yojana(PMSBY), in which the benficiaries are divided into two parts i.e. members of age group of 18 to 50 years and members of age group 51 to 59. Members of age group will be covered under PMJJBY and PMSBY with new benefits and Age Group of 51 to 59 years will continue in the existing format of MGBBY without new additions in future. Under the PMJJBY Scheme, the coverage is for Rs.2.00 lakhs only 7582 members target given for Hence the Pochampally Tye and Dye Silk Saree Manufactures of Yadadri Bhuvanagiri have proposed for implementation of insurance scheme covering all the weavers with Geo Tagged Looms with 5.00 lakhs life insurance cover and with free cost of premium to be paid by the weavers, on par with farmers. Further there are 17,689 Geo Tagged looms and 24,000 ancillary weavers in the State. Hence around 30,000 weaver families have to be covered in the new Scheme which may cost Rs.6.00 Crores per annum to the Government the Govt has to take a dissension in this Matter. 1. CREDIT SUPPORT: STATE PLAN SCHEMES The District Cooperative Central Banks have sanctioned Cash Credit Limit for Rs Lakhs in respect of (95) Societies for the year During the year an amount of Rs. 12, 39, 78,000/- was sanctioned by the DCCB in respect of (119) PWCSs. During the year lakhs has been sanctioned by the DCCB in respect of (125) societies. During the year Rs lakhs has been sanction by the DCCB in respect of (290) societies. 6

7 2. PAVALA VADDI SCHEME: Pavala Vaddi scheme is being implemented w.e.f with a view to reduce the burden of interest on Handloom Weavers Coop. Societies, APEX Society, Individual weavers covered under Artisan Credit Cards and Weavers SHGs. An amount of Rs.1,76,95,253/- has been sanctioned towards settlement the Pavalavaddi claims of Warangal,(30) societies Nalgonda (29) societies and TSCO, for the year The amount has been credited into the concerned accounts During the Year , Government have sanctioned and released an amount of Rs. 1,03,36239/- towards settilement of Pavala vaddi claims for (90)societies 3. a. 20% Price Subsidy on Hank Yarn, Dyes & Chemicals 10% Price subsidy on Hank Yarn, Dyes & Chemicals is being implemented w.e.f to the Handloom Weavers Coop. Societies. Government has ordered to extend an additional 10% price subsidy on Hank yarn, Dyes & Chemicals w.e.f An amount of lakhs has been released during to (65) Societies. An amount of Rs lakhs has been released to (65) PWCSs in An amount of Rs lakhs has been released to (92) PWCS in An amount of Rs lakhs has been released (3, 20, 59,734) to (88) PWCS in b. ChenthaMithra: (Input Subsidy Linked wage compensation Scheme 40% Subsidy for yarn Dyes and Chemicals) The scheme is applicable to all the Handloom Weavers in Co- op. and Outside Co-op. Fold; PHWCS, weaver entrepreneurs engaged in weaving profession and individual weavers forming self help group purchasing Cotton Hank Yarn, Domestic Silk and Wool & Dyes & Chemicals through NHDC empanelled firms. The State Govt. has provided Budget allocation of Rs crores and released an amount of Rs crores as 1 st instalment for implementation of the scheme. An amount of Rs.18, 58,720/- has been released to (888) weavers so far. (4) (a) COOPERATIVE HANDLOOM WEAVERS THRIFT FUND SCHEME State Government has issued orders for implementation of the scheme w.e.f as State scheme. An amount of Rs.1,79,37,962/- have been released towards thrift fund Scheme share amount to(158) Handloom Weavers Cooperative Societies for 17,296 weavers from During , vide GO.Rt.No.164,dt , Rs.38,20,126/- release towards 8% matching State share under Co-op HL weavers Thrift fund Scheme Further, the old Thrift fund scheme named Cooperative Handloom weavers Thrift fund Scheme has been withdrawn from 30 th June 2017 and in its place the new Scheme called Telangana Handloom Weavers Thrift Fund Saving and Security Scheme (TFSSS) will function and all the eligible must be migrated into the new scheme. 7

8 (b) TELANGANA HANDLOOM WEAVERS THRIFT FUND SAVING AND SECURITY SCHEME (TFSSS) The Government of Telangana vide G.O.Ms No.38 Industries and Commerce (TEX) Department dt have issued orders increasing the State Government share in the Thrift fund scheme from existing 8% to 16% to the Thrift fund account in order to implement the new version of Thrift fund Scheme called Telangana Handloom Weavers Thrift Fund Saving and Security Scheme (TFSSS) NETHANNA KU CHEYUTHA and also approved its operational guidelines. The new Thrift fund Scheme was launched by the Hon ble Minister for handlooms and Textiles, Sri K.T. Rama Rao garu on at Pochampally in Yadadri Bhuvanagiri district. Unlike the old Thrift fund scheme, the new Thrift fund scheme is thrown open to all those involved in weaving job viz., weavers/designers/dyers/warpers/winders etc both within and outside the Cooperative fold. An amount of Rs Crores have been allotted under this scheme for the financial year Further, so far, an amount Rs lakhs released to the Assistant Directors (H&T) of the districts to transfer the amount into the RD2 accounts of(16576) eligible beneficiaries, as Govt. share of thrift. The enrolment of Weavers into the scheme is still in progress. (5) MODERNIZATION OF HANDLOOM:- During the year , an amount of Rs lakhs is released by the state Government, to (11) HWCS in Karimnagar district and (2) HWCS in Mahabubnagar District towards purchase of new handlooms under the scheme. (6) SCHEME OF TRAINING AND INFRASTRUCTURAL SUPPORT TO HANDLOOM SECTOR: An amount of Rs lakhs has been provided in the Budget estimate for undertaking infrastructural work in HWC Societies in the 1 st spell, Rs.2,80,70,000/- has been released for sifting infrastructural project in Karimnagar, Warangal (U) and Siddipet District. In the 2 nd spell, Rs. 2,61,90,000/-has been released for undertaking civil infrastructural works in Nalgonda, Yadadri, Karimnagar, Mahabubnagar and Jogulamba Gadwal Districts. Further during the year vide Go.Rt.No.165, dt , Rs lakhs released towards civil infrastructural works in Yadadri & Siddipet District. During the year an amount of Rs.3.99 lakhs released by Government vide Go.Rt.No.80,dated : for training of weavers in Vallabhi (V),Khammam District. (7) OLD AGE PENSIONS: 55,335 old age pensions sanctioned to handloom weavers by reducing the age limit from 65 to 50 Rs.200/- per month. The Government of Telangana State have enhanced the Old Age Pensions to Handloom Weavers from Rs. 200/- to 1000/- per month with effect from under Asara Pension Scheme and 30,734 Weavers are found eligible for the old age pension. (8) NETHA BAZAARS 5 Netha Bazars (at Siricilla, Karimnagar, Khammam, Mahabubnagar & Adilabad Towns) have been constructed to enable the weavers to sell their products. 8

9 (09) SAMISTHTI: A new marketing initiative under the banner Samishti Handloom Sales Emporia has been taken up to expand the marketing of handloom products of the PWCSs. (6) Samishti Sales Emporia have been established at Vemulawada, Jagityala, Shilparamam, Narkat pally, Rajoli and Bhupalapally. (10) ORGANIZATION OF NEW WEAVERS COOP. SOCIETIES/ REVIVAL OF DORMANT WEAVERS COOP.SOCIETIES AND SANCTION OF EQUITY PARTICIPATION: Under the Scheme, the Govt. is providing financial assistance of Rs.2.00 lakhs to the newly organized primary weavers cooperative societies towards share capital Contribution as Equity participation by Government.So far an amount of Rs lakhs has been released to the (15) newly organized primary weavers cooperative societies. POWERLOOM INDUSTRY There are 35,762 powerlooms in Telangana State, out of which the majority of (36,000) powerlooms are working alone in Siriclla Town. These powerlooms are obselete, English type plain powerlooms. Most of the looms are 56 width producing low end varieties. Power Consumption of these looms is only 5 HP. Further the powerloom industry is spread in Karimnagar, Warangal, Khammam, Nalgonda, Ranga Reddy and Mahabubnagar Districts of Telangana State. a) Up-gradation of Plain Powerlooms:- As the powerloom in Siriclla are outdated, the Government of India selected Sircilla area under Pilot Project scheme of In-Situ Up-gradation of Plain Powerlooms. Under the scheme per loom unit cost is Rs. 30,000 and maximum No of looms per unit allowed to (8) Powerlooms. Under the scheme Govt. of India grant is Rs. 15,000/-, Govt of Telangana Share is Rs. 10,000/- and beneficiary contribution is Rs. 5,000/-. (5393) looms are identified by Textile Commissioner, Bangalore. State has released Rs lakhs and Rs lakhs under the scheme. So far (5518) looms are upgraded with state share amount of Rs.5,38,12,996/- b) 50% Power Tariff Concession to Powerloom Weavers:- The State Government has been giving 50% Power Subsidy to Powerloom Weavers in the State for the powerloom unit upto 5HP.10,000 Powerloom units are benefitted under the scheme and Rs lakhs has been released to TRANSCO for Rs lakhs has been sanctioned during the financial year Rs lakhs sanctioned during financial year An amount of Rs lakhs is sanctioned and relforeased by the Government. To TSTRANSCO, Hyderabad An amount of Rs lakhs aggregating to Rs lakhs been released upto the financial year c) 50% Power Subsidy in Textile Park, Sircilla, Karimnagar Dist:- The Government sanctioned and released Rs.7.19 Crores during Towards 50% Power Subsidy to the units in Textile Park, Sircilla for the period from to (108) units were benefited under scheme. The amount is released to all the eligible powerloom units. The Government have sanctioned and released the balance amount of Rs. 1.68,56,512/- paid to (108) investors. 9

10 d) Loan Waiver Scheme to Powerloom Weavers:- The Government have considered to waive loan to Powerloom weavers/workers upto Rs lakh and released Rs Crores. (1325) powerloom weavers/workers to be benefited under the scheme. An amount of Rs.3,80,07,645/- has been released to concerned banks to waive off the loans of (831) beneficiaries of Karimnagar District. An amount of Rs lakhs is released to Nalgonda District covering (189) beneficiaries. An Amount of Rs. 7,36,074/- has been released to Siricilla district towards claims of (10)beneficiaries. STATUS OF PARKS TEXTILE AND HANDLOOM PARKS IMPLEMENTED 1. Textile Park, Rajanna Sircilla, District: The Textile Park, Sircilla, Karimnagar District was sanctioned by Govt. of India and State Government in the year under Textile Cluster Infrastructure Development Scheme (TCIDS). It is established in acres of land at Baddenapalli (V) in Sircilla (M) with a total Project out lay of Rs lakhs comprising of Rs lakhs from GOI and Rs lakhs by State Government and Rs lakhs from others. Release of Funds: A total amount of Rs lakhs comprising of Rs lakhs of GOI and Rs lakhs of State Government has been released to the Park Administrator for taking up various infrastructure works in the Park Recently the Government have permitted to utilize the amount realized through sale of plots towards spillover infra works.permission has been accrorded by Governement to Utilize an amount of Rs lakhs available through sale proceeds towards taking up spill over woks. Investors Participation (235) Plots have been made in the Park and (182) Investors have purchased (235) plots. (111) Investors have established their units and (71) units are in various stages of being established providing employment to 1200 persons. (65) Plots who have not taken up civil works final notices have been issued with the approval of the District Collector. 2. Textile Park, Pashamylaram (Medak Dist). The Textile Park, Pashamylaram, Medak District was sanctioned by Govt. of India and State Government in the year under Textile Cluster Infrastructure Development Scheme (TCIDS) to be established in acres of land at Indrakaran Village in Pashamylaram with a total Project out lay of Rs lakhs comprising of Rs lakhs from GOI and Rs lakhs by State Government. In order to establish the Park, the land of acres belonging to APIIC has been allotted for establishing the Textile Park, at Pashamylaram with APIIC as Implementing Agency to execute the various infrastructure works in the Park. Release of Funds: A total amount of Rs lakhs comprising of Rs lakhs of GOI and Rs lakhs of State Government has been released to the Park Administrator for taking up various infrastructure works in the Park as per the DPR through APIIC. Investors Participation: (88) Plots have been made in the Park and (43) Investors have purchased (67) plots and (21) plots are vacant. The (15) Investors have established their units and (15) units are in various stages of being established and (12) units have not started. The vacant (21) plots have to be allotted to the investors. CETP: - CETP is to be set up at Indrakaran (V) in 5.00 acres of land. The necessary permission is given by Ordinance Factory and HMDA recently. 10

11 Necessary DPR is to be prepared by TSIIC and IL & FS. After DPR is prepared it will be submitted to Government of India for sanction. 3. Textile Park, Malkapur, Yadadri Dist: The Textile Park, Malkapur was sanctioned by Govt. of India and State Government in the year in 50 acres of land at Chouttuppal Mandal in Yadadri District with a total Project outlay of Rs lakhs to be funded completely by the State Govt. Release of Funds: A total amount of Rs lakhs comprising of Rs lakhs of GOI and Rs lakhs of State Government has been released to the Park Administrator for development of various infrastructure works in the Park. As per the Revised DPR, an amount of Rs lakhs towards completion of the critical gaps of various infrastructure works in Textile Park, Malkapur have been released already and works are under progress. (110) Plots have been made in the Park and (110) plots sold to Investors (8) investors have commenced commercial production and (40) investors commenced civil works. The Government have accorded permission for allotment of (15) vacant plots. Modalities for allotment of vacant plots are yet to be finalised. 4. Mini Textile Park, Warangal, Warangal Dist: The Textile Park, Warangal was sanctioned by State Government in the year to be established in acres of Azam Jahi Mills land purchased by the Department from National Textile Corporation (NTC) in Warangal District with a total Project outlay of Rs lakhs to be funded completely by the State Government. The land was purchased by Handlooms & Textiles Department from Housing Board on payment of Rs.9.00 crores. Layout has been approved by KUDA for laying Textile Park. Release of Funds: The State Government have sanctioned an amount of Rs lakhs so far which was released to the Park Administrator for taking up the infrastructure works in the Park in consultation with the District Collector, Warangal. The APITCO has submitted their estimates for preparation of Revised DPR for Rs.4.00 lakhs plus service tax (at present 12.36%) totalling to Rs. 4,49,440/- and fee towards providing Project Monitoring Service of Rs.75,000/- plus service tax (at present 12.36%) per month. Necessary proposals in this regard have been submitted to the Government for according necessary permission to prepare revised DPR. 5. Handloom Park at Gadwal (jogulamba District). The Handloom Park, Gadwal was sanctioned in the year basing on the recommendation of Expert Committee and proposed to be established at Gadwal in 50 acres of Government land in Sy.No.368/A at Poodur Village of Gadwal Mandal allotted to the Department of Handlooms & Textiles with a total outlay of Rs lakhs Release of Funds: The State Government have sanctioned an amount of Rs lakhs for taking up of infrastructure works. NIMSME was entrusted with the work of preparation of D.P.R. The DPR prepared by NIMSME is far from practical applicability. Some defects noticed. 11

12 As such proposals were submitted to Govt. for cancellation of the work order vide this office Lr.No.1114/2014-Parks, dated: Orders are awaited. IL&FS has been assigned to prepare revised D.P.R. the concept Note prepared by the IF&LS has been approved by Government final DPR is under preparation. The Hon ble Minister for H&T has laid foundation stone to CFC and Adm. Block at acres of demarcated land at Handloom Park Gadwal on Proposals submitted to GOI for sanction of park under SITP. 6. Apparel Export Park, Gundlapochampally, Ranga Reddy Dist: The Apparel Export Park, Gundlapochampally was sanctioned by Govt. of India and State Government in the year under Apparel Park for Export Scheme (AEPs) to be established in acres of land at Gundlapochampally in Rangareddy District with a total Project out lay of Rs lakhs comprising of Rs lakhs from GOI and Rs lakhs by State Government and Rs lakhs from others. In order to establish the Park, the land of acres belonging to APIIC has been allotted and APIIC has developed infrastructure in the Park. Release of Funds: A total amount of Rs lakhs comprising of Rs lakhs of GOI and Rs lakhs of State Government has been released to the APIIC for taking up various infrastructure works in the Park. Investors Participation: (121) Plots have been made in the Park and all the plots were sold to (50) investors who commenced commercial production. 1 Pochampally Handloom Park Ltd., Pochampally 2 Hyderabad Hi-Tech Textile Park, Kothur 3 White Gold Integrated Spintex Park Pvt. Ltd., Ibrahimpatnam Nalgonda Mahabubnagar Ranga Reddy Completed and working Cancelled Under implementation In order to make the Park viable the Government have appointed Dr.N.J.Rajaram,n Ex Director, NIFT, hyderabad as CEO to Apparel Export park, Gondlapochampalli. Pochampally Handloom Park Ltd., Pochampally, Yadadri Bhongri District: The Pochampally Handloom Park was established under SITP in in acres of land at Kanumukkala (v), Nalgonda District with a total project cost of Rs crores. The Park has spacious Building (8) Common Worksheds and (500) improvised Handlooms & Accessories, State of Art Dyeing Machinery & Equipment, Testing Tools, Design Studio with Computer Aided Textile Designing. The Government of India released Rs Crores and State Government released Rs Crore towards external infrastructure. Subsequently, due to various difficulties such as Financial, Marketing, lack of working capital and non-sanction of timely grants, the Park landed in crisis.. In order to mitigate the crisis being faced by the Park the Government of India has decided to revive the Park under NHDP scheme with a revised package of Rs crores with 50:50 Central and State share. Accordingly, GoI had released Rs crores to NHDC and State Government also released Rs crores so far. The balance amount of Rs.2.00 crores will be released very shortly. Required budget is already sanctioned. 12

13 The TSIIC has allotted an extent of acres of un-developed land on outright sale basis in Sy. No. 257 of Ibrahimpat-nam Khals Village, Ibrahimpatnam (M), Ranga Reddy District. The Govt. of India have released an amount of Rs crores so far for development of infrastructure. As reported by the Chairman of SPV, site development, compound wall, formation of roads, drains, power supply works are completed. Street lighting, sewerage works, administrative building works are in progress. HMDA approval for factory buildings is awaited. Additional Support from the State Government to the Park: The Pochampally Handloom Park, Pochampally was sanctioned by Government of India under SITP with a total out lay of Rs lakhs and subsequently revised to Rs lakhs. The State Government released an amount of Rs lakhs to the Park comprising of Rs lakhs under ASIDE Scheme and Rs lakhs as grant-in-aid for the purpose of developing infrastructure in the Park. Repayment of loans by the SPV to the Bank. The IL&FS, Hyderabad is the Project Management Consultant (PMC) to the Park and as per their report the Management of Park has rescheduled the repayment of Bank loans as they are unable to generate funds and their total outstanding as reported by IL&FS is Rs crores including interest. The SPV of the Park is unable to repay the loans since they are suffering from working capital requirements. The State Government has consented to release Rs crores towards its share. GoI Instructions:- The Government of India has issued directions to the SPV to approach banks for waiving of interest on term loan. They advised SPV to take up preloom and post-loom operations in the Handloom Park and whereas the on loom operations shall taken up from the houses of the weavers. The Government of India has also stipulated condition that the SPV shall made (500) looms operational. 1. Sanction of Financial Support from GoI and state Government:- The Government of India in order to revive the Park has conveyed sanction of Rs crores towards its share vide Lr. No. 10/23/2012/DCH/Pochampally / M&E/Policy/P-II, dated: of Addl. DCH, O/o the DCH, New Delhi with certain terms and conditions. The State Government has released its share of Rs crores. 2. Hyderabad Hi-Tech Textile Park at Kothur in Mahabubnagar District (hhtp). The Hyderabad Hi-Tech Textile Park at Kothur in Mahabubnagar District was sanctioned in the year Entrepreneurs themselves procured 140 acres of private land at Chegur village of Kothur Mandal for setting up of Textile Park. Project cost: Rs crores approved under SITP by Government of India. HHTP is Special Purpose Vehicle & IL&FS are implementing the project sanctioned dt: 1 st July,

14 Government of India have sanctioned & released their share of grant of Rs crores under SITP. An amount of Rs crores has been released to SPV in two spells (i.e.,rs lakhs and Rs lakhs) for infrastructure development of the park towards State Share under TCID Scheme as a special case on the lines of Tamil Nadu State and entire amount spent on infrastructure. The Govt. of India have cancelled the project vide reference No. 19/11/2005- SITP Cell Dt and instructed the Deputy Director and Office-Incharge, O/o Regional Textile Commissioner, Bangalore to initiate action for recovery of the Total Grant of Rs crores comprising of Rs crores and 1.10 crores released by Government of India and State Government respectively. As the Hon ble Supreme Court has vacated the stay orders the District Collector, Mahabubnagar was requested to recover the amount of Rs crores through R.R. Act. 3.M/S. White Gold Integtrated Spintex (P) Limited, Ibrahimpatnam, Ranga Reddy District : The TSIIC has allotted an extent of acres of un-developed land on outright sale basis in Sy. No. 257 of Ibrahimpat-nam Khals Village, Ibrahimpatnam (M), Ranga Reddy District. The Govt. of India have released an amount of Rs crores so far for development of infrastructure. The state Government has accorded one year permission to SPV to complete the project. 4. Mega Textiles Park Warangal. The Hon ble C.M. has decided to establish a comprehensive mega Textile Park at Warangal under the nomenclature as Kakatiya Mega Textile Park. The Government has released an amount of Rs.50.00crores, during the year acres of land has been possessed by TSIIC. The Hon ble C.M. has laid foundation stone to the Mega Textile Park at Warangal on (22) Investors have entered MOU with the Government of Telangana on with an investment flow of Rs crores. It is expected that employment to 28,800 members will be generated. 5. Apparel park Siricilla. The Government has decided to setup apparel Parks at Siricilla in order to provide employment opportunity to nearly 20,000 to 25,000 unemployed. 14
