1 NATIONAL INDEPENDENCE FESTIVAL OF CREATIVE ARTS 2016 FINE ART AND CRAFT GENERAL RULES AND REGULATIONS 1. ELIGIBILITY Persons wishing to enter the NIFCA Fine Art and Craft Competition must be: i. Citizens of Barbados or ii. Legally resident in Barbados 2. ENTRY TO THE COMPETITION a.) To enter NIFCA Fine Art and Craft competition, persons must properly fill out the relevant entry form attached and submit by published deadline date Monday, August 29, No entries will be accepted after the closing date. All entry forms must be submitted to: The Chief Executive Officer National Cultural Foundation West Terrace St. James Barbados The envelope must be clearly marked NIFCA Entry Form Fine Art and Craft b.) Entry to the competition is open to individuals or groups. All group entries must be signed by the designated leader of the group. Participants in the competition must be at least 3 years old by September 1 st. Participants under 18 years of age at September 1 st must have their registration forms signed by the teacher, parent or guardian. School entries must be submitted on one (1) form, stating the number of entries and their media. c.) Children under the age of eight (8) will be allowed to exhibit only. They will be awarded a special certificate of participation in recognition of their participation. Children over the age of (8) will be eligible for competition. d.) Persons may enter as amateur or professional but cannot enter in both categories in the same year. e.) The NCF reserves the right to satisfy itself that the conditions relating to age are met. f.) To enter as a professional, persons must be at least 22 years old at September 1 st in the year of the competition and must have: i. relevant certification from an accredited institution OR ii. at least five (5) years experience working in the particular field OR iii. the discipline as part of their source of income 1

2 g.) All entries must be original and not previously shown in any NIFCA Fine Art or Craft competition. h.) Work must have been completed within the last three (3) years. 3. ARBITRATION a. Prior to the deadline for submission of Entry Forms, the NCF shall appoint an Arbiter to decide and adjudicate on any appeals, complaints and matters in dispute or requiring clarification arising from these Rules. b. All complaints related to the Competition must be submitted, in writing, to the Arbiter, in a sealed enveloped addressed as follows: 4. ADJUDICATION 5. SUBMISSIONS The Arbiter National Cultural Foundation West Terrace St. James c. All decisions made by the Arbiter will be final. a. A panel of Judges shall be selected for the adjudication of the Competition; b. The NCF shall determine the composition of the panel of judges and shall appoint a member of the panel to be Chief Judge; c. The names of the Judges shall be publicly announced before the commencement of the Competition; d. The Competition shall be judged in two (2) stages Preliminaries, and Finals. a) Work(s) should be submitted to the Exhibition site from October 14 to 17, 2016 between the hours of 10:00 a.m. and 6:00 p.m. The Exhibition will open on November 13, 2016 and will close on November 26, b) The competition is open to submissions that conform to the following: i. All paintings, graphics and drawings must be properly mounted and equipped with substantial hanging material (e.g. wire, screweyes) where needed; ii. The use of plexiglass rather than glass is encouraged; iii. iv. No saw tooth hangers, hooks or string will be accepted. Artists are responsible for providing special materials and installation of three-dimensional work requiring a special presentation. Any works weighing over 50 lbs must be installed by the artist; 2

3 v. Creative wall hangings, textiles and batiks must be substantially equipped with hooks or hangers. vi. Double matting will be permitted, but must not exceed ¼ in thickness overall; vii. Wall pieces may not exceed seven (7) feet (eighty-four (84) inches) in height. All pieces must be able to fit through a standard doorway space; viii. Paintings must be completely dry; no wet or semi-wet paintings will be accepted; ix. Failure to comply with the specifications may result in disqualification of entry; c) The National Cultural Foundation reserves the right to reject any work(s) of art that may be considered not to be within the bounds of good taste; d) Adult Non-Professionals and Professionals are limited to four (4) pieces of art or craft or two (2) from art and two (2) from craft per individual and/or group; e) Categories and limitations of participation are: i. Children 3 5 yrs - The five (5) best art/craft from each school ii. Children 6 8 yrs - The five (5) best art/craft from each school iii. Children 9 11 yrs - The ten (10) best art/craft from each school iv. Children yrs - The ten (10) best art/craft from each school v. Children yrs - The ten (10) best art/craft from each school vi. Young Adult yrs The best two (2) from the individual f) Entry tags must be attached to the back of the work in the lower left hand corner or bottom of sculpture or vessel. Tags should hang below the work; g) Although due care and precaution will be taken to ensure its safety, the National Cultural Foundation will not assume responsibility for lost or damaged artwork before or after the exhibition. Insurance coverage will be provided for all artwork on receipt and this will be valid until close of exhibition; h) All participants are responsible for the setting up, dismantling, transportation and safety of their equipment. i) All work not making it to the Finals must be promptly removed at the end of the preliminary judging. Participants will be informed accordingly. j) Individual Participants and teachers of art submitting entries from schools and other social groups must ensure that their work is properly labeled on submission to the exhibition (inclusive of title of piece, age category and medium). ALL participants and art teachers must ensure 3

4 that names of entrants are correctly spelt. An attached list with the correct spelling of each entrant s name for purposes of cross referencing by the NCF, must accompany the entry form. Any work submitted with incomplete information will not be accepted. k) The displaying of the exhibitors address and telephone number on the exhibition tags is optional and may be omitted. All contacts must however be submitted on the registration form for inclusion in the NIFCA database and updated if necessary on submission of the entries. 6. FINAL EXHIBITION a) Only those entries scoring 60 points or more will be eligible for display in the Final Exhibition. The National Cultural Foundation reserves the right to adjust this quota system as it deems suitable for the safe and aesthetically pleasing display of entries. b) All work making it to the Finals may become eligible for award. A quota system will be implemented to ensure that work of the highest standard be displayed in the following order: All Top Award winning pieces, Gold winners, Silver winners, Bronze winners, Special Award winners and Incentive Award winners. This selection may also be applied in the case where an exhibition venue does not allow for the adequate display of all finalists entries in an aesthetically pleasing manner. c) Only professional artists will be permitted to submit new works of art/craft to the final exhibition with the option of exhibiting noncompetitively (i.e. exhibition and/or sale only). However, non-competitive work will not be eligible for NIFCA awards; d) The judges reserve the right not to award any special prizes offered in this competition; e) At the end of the Exhibition all exhibits shall be collected from the exhibition site from November 27 to 29, 2016 between the hours of 10:00 a.m. to 6:00 p.m. The NCF will not be responsible for work left beyond these dates. 7. VENUES a) The NCF shall choose the venues for the staging of the Preliminaries and Finals stages of the Competition. 8. SPECIAL AND GENERAL AWARDS b) Participants who receive certificates are eligible for special awards as outlined in Appendix A. 4

5 9. PROMOTION a.) The participant, by entering the competition, agrees that the NCF shall be entitled to use an image of his/her work or part thereof or his/her image or likeness in the promotion of the competition and other related NIFCA events. 10. GENERAL GUIDELINES a.) General Guidelines have been established for the Fine Art and Craft and are attached to these rules at Appendix B. 5

6 APPENDIX A NATIONAL INDEPENDENCE FESTIVAL OF CREATIVE ARTS (NIFCA) 2016 SPECIAL AND GENERAL AWARDS FOR FINE ART AND CRAFT SPECIAL AWARDS PROFESSIONAL 1. The Governor General s Award of Excellence will be on offer for the most outstanding gold awarded entry. This will comprise a cash prize of $7, and a trophy, and will only be awarded should the judges determine that the entry merits the award. 2. BIDC Award for Craft Excellence is to be awarded annually to a top gold entry in the NIFCA Visual Arts Adult Professional category comprising a cash award of BDS$3,000 to expose the quality of work which our professional artisans are capable of producing. SPECIAL AWARDS - NON-PROFESSIONAL 1) The Ivan Payne Award of Excellence may be awarded to the most outstanding gold awarded Fine Art Exhibit gaining 95% or higher. This award comprises a trophy and cash prize of $2, It will only be awarded should the judges determine that the entry merits the award. 2) The Marjorie Blackman Award of Excellence may be awarded to the most outstanding gold awarded Craft Exhibit gaining 95% or higher. This award comes with a cash prize of $2, It will only be awarded should the judges determine that the entry merits the award. 3) The Karl Broodhagen Award This comprises a cash award of $2, and a trophy and may be awarded to the most outstanding gold awarded sculpture or 3 dimensional piece of work in the area of Fine Art or Craft gaining 95% or higher. It will only be awarded should the judges determine that the entry merits the award. 4) The Prime Minister's Scholarship is sponsored by the Prime Minister s Office. A Gold award winning individual may be nominated for this prize. Awardees must be between the ages of 16 to 40 and demonstrate the greatest potential for training and development in their discipline. This award which may only be won once by any participant and is for a maximum of BDS$ per discipline, for tertiary studies in the awarded discipline at any Caribbean Arts institution. Two scholarships will be on offer across all categories. Only one participant may be nominated for this by the judges in each of the disciplines of NIFCA. A maximum of two will be awarded in any year. 6

7 5) Incentive Awards Five incentive awards will be on offer in Craft and Fine Arts respectively to reward and encourage promising artists. These will take the form of plaques and cash awards to a value of $ for individuals and $ for groups. 6) Special Awards for outstanding participation by differently able artist(s). This award comprises a trophy and educational materials to a value of $ To qualify participants must specify on their entry form their wish to be considered for this award. GENERAL AWARDS 1) The Prime Minister s Award for the Best Original NIFCA Entry. This award is offered to recognise significant creativity and innovation in a NIFCA entry that challenges established norms in the artform. This will comprise a cash award of $3, and a trophy. Only one Gold award winner may be nominated for this by the judges in NIFCA Visual Arts. This prize is on offer across all disciplines. There will be only one given in any year. 2) Historic Bridgetown and its Garrison Heritage Prize. This has been created in recognition of Bridgetown and its Garrison s inscription as a World Heritage Site in This prize will be presented by the Ministry of Culture. One prize will be on offer across all categories for the entry that best reflects the tangible or intangible aspects of the area. It comprises a cash award of $2, and a trophy. Only one prize will be given in each year. 3) The Cynthia Wilson NIFCA Producer s Prize. This prize which takes the form of a trophy, will be awarded to recognize outstanding participation by a community leader, producer/organizer who facilitates and manages the successful participation of a group of artistes in any discipline for over five years. One prize will be awarded each year. 4) In Commemoration of the 150 th Anniversary of the Barbados Landship, a cash award of $ will be offered in each discipline for any entry that effectively illustrates any aspect of this institution s history, activities or its legacy. 5) HIV/AIDS Awareness Prizes This award comes with a cash prize of $ and a trophy and will be awarded per discipline to the most outstanding entry dealing with this national issue. 6) Barbados Manufacturers Association Brands of Barbados Award. This comprises an award of a trophy offered in each discipline for an excellent depiction of some patent aspect of Bajan culture. 7) Barbados National Trust Heritage Focus Award is given to encourage young artistes to pay more appreciative attention to Barbados heritage. This award, valued at $200.00, will comprise cash of $50.00, a book and one year s membership in the Barbados National Trust for the winner and a friend entitling them to free admission to all BNT properties and other benefits. The award will be given for works that draw attention to historical 7

8 aspects of Barbados or to elements of our cultural heritage that are either disappearing or being sustained. 8) The National Tourism Host Programme Art Reproduction Award. This prize valued at Bds. $1,000 will be awarded to recognize an artwork in the NIFCA Visual Arts exhibition that celebrates an aspect of Barbadian life, traditions or landscape. It takes the form of a limited edition reproduction of the awarded artwork (in prints or on another mutually agreed object) which will be gifted to the artist for distribution and sale. 20% of the prints will be retained by the sponsor & the NCF for promotion. One prize will be awarded each year. 9) In commemoration of Barbados 50 TH Anniversary of Independence and in recognition of 30 years of cultural exchange with Cuba, this award takes the form of a scholarship valued at Bds $5, for an entry which best celebrates Barbados 50 th Anniversary of Independence. A maximum of three scholarships will be offered across all disciplines of NIFCA towards training in the arts in Cuba via the Centro Nacional de Escuelas de Arte (CNEART). 8

9 NATIONAL INDEPENDENCE FESTIVAL OF CREATIVE ARTS (NIFCA) 2016 APPENDIX B GENERAL GUIDELINES FINE ART AND CRAFT 1) There will be no extension of deadlines unless prior arrangements have been made with the Visual Arts Officer of the National Cultural Foundation. 2) In the exhibition, work that is for sale will be charged a 25% commission if sold. Please price your piece accordingly. No changes will be permitted as to price, item or title, after tags are received by the artist without authorization by the National Cultural Foundation. Items Not for Sale must have the value affixed to the piece clearly in Barbados dollars for insurance at the back of the entry tag. All exhibits will be insured to a maximum value of $5, each. 3) The National Cultural Foundation will not be responsible for any work not collected from the exhibition site or specified alternate venue (s) within ten (10) days after the close of exhibition. 4) Work not collected will be disposed of as the NCF deems fit. 5. JUDGING CRITERIA All entries will be judged in the following areas: CHILDREN: i. FINE ART Interpretation of Theme/Topic 25 Use of elements 25 Expression/Creativity 45 Presentation 5 ii. FINE CRAFT Interpretation of Theme/Topic 25 Originality - (Concept,Use of Materials, Process, Function) 20 Materials - (Suitability, Durability) 25 Artistic and/or Functional Value 25 Presentation 5 YOUNG ADULT/NON-PROFESSIONAL/PROFESSIONAL iii. FINE ART Subjective (interpretation of theme) 30 Elements/Principles 25 Use of Medium/Media 40 Presentation 5 9

10 iv. FINE CRAFT Interpretation of Theme/Topic 30 Original Concept (Authentic design) 30 Craftsmanship 35 Finish/Presentation 5 6. Participants who attain scores as listed below will be awarded certificates as follows: NON-PROFESSIONAL PROFESSIONAL Gold Gold Silver Silver Bronze Bronze No duplicate certificates will be issued for any lost/stolen certificates.
