CED in Vancouver Community Economic Development work has taken place for decades in the DTES and other areas of Vancouver Community-based locally owned businesses Diaspora clusters Co-operatives Social Enterprise Organizing in the informal economy (Vendors, Binners, Survival Workers) Acquiring and managing properties for local purposes (Social Purpose Real Estate) Formation of BIAs Poverty and low-income advocacy work
More formal efforts involving government and community partners Vancouver Economic Development Commission Downtown Eastside Economic Revitalization Initiative ( ) Vancouver Agreement (2000) VA Economic Development Revitalization Strategy (2004) Downtown Eastside Arts & Culture Strategic Framework & Investment Plan (2007) And others.. (Granville Island for example)
SOME CENTRAL OVERARCHING CED CONCERNS IN DTES INCOMES AND AFFORDABILITY Incomes need to be raised but not everyone can work a 9-5 job. The informal economy, micro-enterprise, volunteer work, peer supported work all play important roles in local economy too RETAIL GENTRIFICATION & SOCIAL INCLUSION Local, (and specifically low-income serving, seniors serving) affordable shops, diners and community assets need to be retained and protected from displacement LEVERAGING MAJOR OPPORTUNITIES (Social Procurement) St. Paul s CBA False Creek Flats Viaducts Policy Innovations Federal Urban Funding ALIGNING COV RESOURCES WITH COMMUNITY POTENTIAL Continue growing our Social Enterprise cluster See the links between land and economy and community 12

What are some potential policy fixes here? Mixed use buildings vs Single use buildings Mixed use = residential = highest property value Mixed use = residential real estate speculation crushing mom and pop on ground floor in corridors Small Business = higher tax rate = double whammy Single use = SMEs not shouldering the cost of residential speculation Split-assessments (Needs BC Assessment/Prov) Highest Best Use (Residential) De-couple small business tax assessment from speculative residential real estate development potential

What are some other potential fixes? Support (help educate, assist, facilitate) developers who aren t experienced with commercial/retail but are required to have CRU? Support creation of a Community Retail Land Trust? Support creation of a Community Retail Lease Trust managed by a Community Development Corporation? City of Vancouver utilizes its own assets more strategically to retain community cultural and retail assets (social enterprise portfolio)? Neighbourhood Fit Tool? Updating industrial lands policies for more flexibility in terms of retail needs/show rooms and office space for manufacturers/ makers? What else?
