2 On your side for a safer, stronger, fairer Norwich Norwich City Council plays a vital role in the life of the city. The manifesto for the May 2018 local elections is a statement of our democratic socialist values as a Labour administration. Those values have never been more important with a shambolic Tory Government divided over Europe and Brexit but still determined to drive forward endless austerity that is weakening the economy, shredding the social fabric the country, undermining public services and driving more people into poverty. In Norwich more and more of our citizens are experiencing uncertainty insecure employment; a rising cost of living, access to affordable housing and a threadbare safety net during times of hardship. For our fellow EU citizens who have made their lives in Norwich uncertainty as to their future in the United Kingdom after Brexit. Despite all these challenges we have a bold manifesto for 2018, which builds on the work of previous years and looks forward to the next four years. It means marshalling the resources of the whole city working with a range of partners from the public private and voluntary sectors to achieve: Our Vision for the City Greater equality across the city so that everyone has a fair chance in life and social security during times of hardship A strong economy that provides secure employment and well paid work A Living Wage City. A major investment in brown field sites across Norwich to build new homes and communities and generate well-paid jobs. Making available good quality training & skills programmes, particularly for young people joining the jobs market. Across all housing tenures, access to affordable decent homes. Investment in communities to ensure that they are clean and safe and resilient Access to free and affordable cultural and leisure activities Further improvements to energy efficiency, the reduction of carbon dioxide emissions, waste and recycling schemes Help people to access the services and information they need through changing technology. 2

3 NORWICH LABOUR MANIFESTO 2018 VOTE LABOUR on May 3rd. We will do this despite seven years of continuous austerity - five of those years were under the previous Conservative/Lib-Dem Coalition resulting in cuts of nearly 40% in our General Fund budgets. The current minority Tory Government is determined to continue along this path. The Labour administration has had a very good record of finding ways of reducing the impact of cuts in government funding and avoiding service cuts wherever possible but this becomes harder the longer austerity measures go on. We will work to mobilise political pressure to get a Fair Deal for Norwich and play our part in protestingagainst Tory policies that threaten rights at work, access to decent housing, health care and rights to social security, in particular the walking disaster that is Universal Credit and due to be rolled out in Norwich in The May 2018 city council elections are an opportunity to vote for a positive future because our manifesto programme is a statement about a decent society and a positive alternative to the deeply damaging policies and programme of the Tory government. The stakes could not be higher. CLLR. ALAN WATERS LEADER OF NORWICH CITY COUNCIL Jeremy Corbyn MP was so impressed by our work in Norwich, he came here to specially launch our 2016 City Council manifesto. He commended the hard work of Labour councillors delivering vital services despite vast Tory government cuts to our city. 3

4 a La KEY PLEDGES Our pledges to the people of Norwich - if you elect Labour councillors in May 2018 you will be voting for: HOMES AND COMMUNITIES. New council homes and more affordable properties for rent, while we tackle landlords who rip off tenants and rent out unsafe and dilapidated properties. EMPLOYMENT AND DEVELOPMENT. More jobs and apprenticeships which give Norwich people the chance of decent employment, while working with employers to ensure workers receive a real Living Wage. FAIRNESS AND EQUALITY FOR ALL. A Labour council working with communities and partners across the city to narrow the deepening inequalities that are damaging the quality of life and opportunities of growing numbers of our residents. SAFE, CLEAN COMMUNITIES. A cleaner and safer city, as we continue to deliver our services at neighbourhood level, boosting recycling, reducing energy costs and investing in our parks and open spaces. 4 Every election is a choice. A vote for Labour will help us to deliver the changes, support and services which will see opportunity, fairness and power in the hands of Norwich people. If you share our values of fairness, belief in the community and want good quality public services delivered at a local level, then I urge you to not only vote Labour on Thursday 3rd May 2018, but join and help us build this future together.

5 Living Norwich. Good homes for all Having a secure roof over your head and a warm, comfortable home is fundamental to health and well-being. Good housing enables families to flourish, children to thrive and older people to live in dignity. Norwich Labour has a proud record of providing homes and this is something we are committed to continuing, despite the Tory government attacks and cuts to local government. a Labour City Council will- Endeavour to build a variety of new council homes let at a social rent. In particular this will see the development of new homes in Goldsmith Street, Threescore and Northumberland Street. We will take tough measures, including compulsory purchase, to bring empty homes back into use wherever possible. Endeavour to reduce the number of hazardous, poorly managed and sub-standard privately rented homes through tough enforcement. Maintain and develop our ground-breaking private rented property accreditation scheme for private sector landlords in the city so that tenants will be better protected and rogue landlords tackled. Continue to use our new local housing company to deliver the council s programme of growth and investment priorities including new housing. Continue to improve the council s housing stock, through the completion of the Norwich Standard, which is delivering a programme of upgrades and maintenance, including new kitchens, bathrooms, windows and doors. Continue to work with the fire and rescue services to make sure all of our tenants remain safe wherever they live. Continue to make tackling and preventing homelessness and rough sleeping a key priority with a dedicated housing team offering advice and assistance, working with all agencies responsible. Continue to provide our tenants with specialist money advice and financial inclusion support to help meet the enormous challenges posed by the Tory attacks on the welfare agenda bedroom tax, universal credit, benefit cap and housing benefit changes for young people. Keep improving the energy efficiency of all homes in Norwich, including new loft insulation, thermodynamic hot water systems and expanding the use of solar panels on our tenant s roofs. Endeavour to bring down the cost of private rents by expanding the supply of all types of low-cost private and non-council sector housing. Support our tenants in sheltered housing to live independently and in good housing, while challenging the reckless and damaging Tory county council cuts to the future of a valued and important service. Deliver disabled facilities grants and financial assistance to vulnerable owner-occupiers to tackle poor housing conditions and to enable people to continue to live in their own homes. 5

6 Working Norwich. Jobs and growth for all Labour understands that the City Council is a major player in the local economy. We are a large local employer and a significant purchaser of goods and services. We have responsibility for providing a range of vital services such as housing, local area planning, economic development and regeneration, waste collection, leisure, culture and looking after the city s environment and citizens wellbeing. All of these are vital to the local economy. We will use our leverage to stand up for all of our people. a Labour City Council will- a L Use the council s resources innovatively to lever new investment into the city, prioritising investment in projects with the greatest potential to drive sustainable jobs growth. Ensure that all new council-funded construction includes job opportunities and training for the workforce. We will work with our partners to help increase training and employment opportunities in the city. Work with partners to raise the city s profile and attract visitors, students, new businesses and investment to the city. Build on the work to boost retailers in our city centre and ensure Norwich stays among the top shopping destinations within the United Kingdom. Continue to boost the local economy by seeking to use local suppliers and workers and change our procurement policy so that weight is given to award contracts that will include the social value that the company will return to the community if it wins the contract. Continue to work with the universities and partners to promote Norwich as a global centre for research energy, engineering, science, digital businesses and art and design. Continue to deliver an environment in which businesses of all structures and size can thrive and prosper. Continue to promote a real Living Wage so we have a fair city with a strong economy. Support the development of skills in the workplace by signing a Learning Agreement with Trades Unions. We will also seek to further expand the range of apprenticeships offered by the council and encourage other employers to take on more. Increase business access to superfast broadband via Superfast Britain and Connection Voucher scheme. Supporting growth in knowledge businesses and new business start-ups including encouraging the development of worker owned cooperatives and social enterprises. Develop activities to support digital skills and employability with particular emphasis on connecting NEET young people to local job opportunities and help them to develop their own job opportunities where appropriate. Develop growth and regeneration through working to unlock currently stalled sites in Barrack Street, Duke Street and the Deal Ground / Utilities site. Work with partners to enable the rear of City Hall, Mountergate West and the Mile Cross business centre to be developed. 6

7 A Fairer Norwich - For all of Norwich s residents Norwich Labour wants a fairer, more equal city. Our vision is one where the wealth and opportunities of Norwich s economy are shared more widely, where everyone can rely on help when they re struggling, where basic services are prioritised and where we care for everyone, especially the young people, older people and anyone A Fairer Norwich - For all of Norwich s residents who is vulnerable. Everyone within the community should be able have their voice heard, including those with the quietest voices or the smallest pockets. a Labour City Council will- Continue to attempt to protect against the worst impacts of Tory government cuts on people with low or modest incomes and tackle all forms of rising inequality with the resources we have available. Campaign to ensure all citizens are aware of their entitlements to benefits and other services such as winter fuel payments and TV licenses. Ensure that the council s money advice team and the voluntary sector agencies that we support continue to provide high quality debt and money advice. Continue to protect against the worst impacts of the Tory government localisation of council tax on those with low incomes in Norwich. Maintain and develop our popular Switch and Save scheme which gives better utility prices for Norwich residents and saves thousands of pounds. Work alongside the local credit unions to expand their services and capacity to provide safe loans and saving in every community. We will also continue to highlight the dangers and pitfalls of using unlicensed loan providers, loan sharks and high interest charging companies. Continue to work closely with veterans and ex-service personnel associations to ensure that organisations in the City are doing all they can to support those people who put their lives on the line for our country. Support existing residents and community groups and empower residents to continue to create new groups to strengthen the community working in local areas. Continue to provide training for council staff and voluntary sector partners advising on welfare changes such as Universal Credit. As a Healthy City work with partners to improve the physical and mental well-being of people living in Norwich. Develop the customer centre in City Hall and redesign it to enable an enhanced, modern, responsive service that meets the needs of all our residents. Continue to join up services and partners into our early intervention / early help approach to support families and individuals at risk, to help reduce the need for higher cost interventions and deeper social damage later. Continue to offer the Cosy City scheme to all eligible residents. Work with partners to reduce food waste, reduce food poverty and increase food security. Continue our digital inclusion work to empower residents to have access to online services. Continue to develop our mobile app to improve customer access. 7

8 Safer Norwich - Community safety and tackling anti-social behaviour Everyone has the right to peace of mind, free from anti-social behaviour, crime and disturbance. Labour knows that it is often the most vulnerable and poorest in our community who suffer the most from crime. Getting serious about community safety has been a cornerstone of Labour s delivery in City Hall since We will maintain and expand it, despite the Tory government cuts to the police. a Labour City Council will- a La Restate our ambition to be a city that is welcoming, diverse, inclusive and safe. Combating hate crime is a priority for Labour. Tackle domestic violence through working with the voluntary sector to provide additional safe houses for victims of abuse, one of which is guaranteed for victims that have no recourse to public funds. Continue our effective working arrangement with our anti-social behaviour team and the Police. Retain CCTV coverage in the city while working to create a system that meets Norwich s needs on a sustainable basis. Continue to lobby for streetlights to be turned back on. Continue to deliver an effective area based service which tackles anti-social behaviour in our communities. Continue to implement our 12 point plan to make the night time economy safer and more pleasant for those using it and for those living in the area. Tackle the problem of noise nuisance through our new digital Noise App allowing residents to download a free app, record the disturbance and report it directly to us for action. Continue to enforce the law on littering, dog-fouling and fly tipping. Tackle untidy gardens, eyesores and nuisances in local neighbourhoods. Take tough and effective action against licensed premises that flout their conditions by allowing underage drinking and fostering anti-social behaviour. Support and encourage Pubwatch and work with Police to bar anyone convicted of an alcohol-related offence from all licensed premises until we receive clear evidence of rehabilitation and behaviour change. We will also promote Betwatch to monitor the increasing number of gambling outlets in the city. 8

9 Environmentally sustainable Norwich Labour will ensure that Norwich can be enjoyed by everyone. We will look after our green spaces, parks and trees responsibly. We will make sure the city plays its part in becoming a sustainable, low carbon city that can be enjoyed by generations to come. a Labour City Council willa Labour City Council will- Build on the increased energy efficiency in council-owned properties and promote domestic energy efficiency. Aim to further reduce the disposal of waste to landfill and increase recycling, together with reducing the consumption of paper and fuel in council activities. Continue supporting and encouraging sustainable environmentally friendly transport which offers a range of choices Continue to raise awareness of energy conservation and good environmental practice to citizens and businesses. Continue to reduce the council s carbon emissions every year. Aim to improve the take-up of energy efficiency measures in privately rented houses. Work to make Norwich a recognised centre for sustainable jobs. Labour will continue to improve the number of open public spaces. Continue to improve how we communicate recycling information to all households. Work with the County Council for a city-wide 20 mph residential, school area and shopping centre speed limit, and for this to be enforced by the police. Explore the possibility of promoting community co-operative food hubs where people can buy cheap, including locally grown, food which would benefit families who struggle to buy nutritious food. 9

10 Moving Norwich Our Labour transport policies aim at ensuring we have a vibrant and sustainable urban community, with a transport system that meets its needs. This promotes travel choice, recognising the need to maintain the economic health of the city, with improvements for bus users, pedestrians, motorists and cyclists. a Labo ur City Counc il will Continue to deliver the City Cycle Ambition programme of cycle and other highway improvements and work with local cycling groups and others to extend the cycle network. Labour will strengthen Norwich s status as a major cycle city ambition city. Ensure that there is sufficient car parking in Norwich to support a thriving, growing city centre and ensure permit parking restrictions are properly enforced. Aim to implement a city-wide 20mph residential, school area and shopping centre speed limit. Keep the streets clean and keep drains and gulleys clear and tackle nuisance obstructions to pedestrians. Continue to work with bus companies to improve reliability, cleanliness and new ways of ticketing to aid greater use of public transport. Deliver projects to improve the quality of the landscape and pedestrian access, especially at Castle Gardens, Mile Cross Gardens, The Runnel, Colney-Bowthorpe footbridge and Marriotts Way. Deliver very significant improvements to sustainable transport infrastructure to drive investment into Norwich. 10 al

11 Vibrant Norwich - Culture, creativity and sport Norwich remains a special place because of the people who have made our city a creative, culture rich and active place in which to live and work. Norwich Labour understands the importance of putting culture at the heart of the city s life, so that residents and visitors can fully take part in the many activities it offers. In constrained times when people don t have as much money to spend on holidays or going out we believe individuals and families should still be able to access events which are free. These activities are not simply about entertainment but about providing people with aspirations and dreams while also having fun. Our policies in this manifesto will seek to further maintain, protect and enhance this reputation for the benefit of all the people. a Labo ur City Counc il will Increase availability of tourist information through development of our website and linking this with the Visit Norwich site. Continue to develop and improve our facilities including St Andrews and Blackfriars Halls, the Riverside sports complex and the Norman Centre. Aim to attract at least one major regional and national event to Norwich each year, to raise the city s profile, increase people s aspirations and create an economic legacy. Continue to protect, enhance and promote our unique historic built environment for the benefit of all, with the resources available. Help to save the Bethel Hospital and Howard House in particular from decay and dereliction. Continue to provide a range of free city centre events and actively work with suitable partners and sponsors. Celebrate the work of community and volunteer sport and recognise the work of community coaches. Protect and retain open spaces throughout the city, as well as parks, as we believe the natural environment is important to everyone. Work with partners to improve access to and enjoyment of the rivers. Lead on the development of a joint strategy for the River Wensum, working in partnership to better manage it and the surrounding area for the benefit of the city and its residents, while also increasing access to, and use of, the river itself. Develop the provisions market and ensure the continued success, sustainability and further development of the market in the long term. 11
