1 PIKE ROAD VOLUNTEER FIRE PROTECTION AUTHORITY What: Request for Qualifications for Architectural Services Time: 10:00 A.M., Friday, August 3rd, 2018 Place: Fire Station Wallahatchie RD Pike Road, AL The Pike Road Volunteer Fire Protection Authority (hereinafter referred to as the Authority ) will receive information regarding the qualifications of interested architects and/or firms in the Administrator s office at the Pike Road Fire Station #1 until the time and date listed above. 2 I. Submission Instructions II. a. Each response must be submitted in a sealed envelope or package marked RESPONSE TO REQUEST FOR QUALIFICATION FOR ARCHITECTURAL SERVICES. b. Each response must be addressed to: Introduction ATTN: Administrator Pike Road Volunteer Fire Protection Authority P O Box (or 3427 Wallahatchie RD) Pike Road, Alabama a. Purpose The purpose of this request is to gather information regarding available architectural services for an anticipated facility project of the Authority. This request is intended to gather information on the available firms and services for the Authority to review prior to selection of an architect/firm. The Authority reserves the right to: i. Select one or more of the respondents to this request for further interview; ii. Request more information from one or more of the respondents; iii. Select an architect/firm based on the information submitted; iv. Select an architect/firm that did not respond to the request; or b. Background c. Project v. Take no further action. i. The Pike Road Volunteer Fire Protection Authority was established by the Montgomery County Commission under Title 11, Chapter 88 of the Code of Alabama As such, the Authority is governed by a board of five directors. The board establishes the annual budget and employs a full-time fire chief to carry out the daily operations of the organization, utilizing full-time, part-time and volunteer members. The Authority commonly conducts business as the Pike Road Fire Department. ii. The Authority operates to provide fire and EMS service to a fire district in east Montgomery County, Alabama approximately 100 square miles in size. The Authority maintains six fire stations and numerous apparatus and other vehicles to deliver service. The headquarters for the Authority is located at Fire Station 1, 3427 Wallahatchie Road in Pike Road, Alabama. iii. The Authority operates utilizing several funding streams but predominately relies on ad valorem distributions from Montgomery County and the Town of Pike Road. As such, the majority of the funds expended by the Authority are believed to be subject to the applicable laws including, but not limited to, the competitive bid law and public works bid law. i. Proposed site 1. Details The proposed site is located on the southwest corner of the intersection of Wallahatchie Road and Mockingbird Lane. The size is approximately ten (10) acres, laid out in roughly a square shape. The property is bordered on the north and east by public roads, Wallahatchie Road and Mockingbird Lane respectively. 2. Foundation issues The proposed site is suspected to lie in an area known for being less than ideal for minimally engineered concrete slabs. It is expected that this will be address through proper design and installation of Page 2 of 6

3 an engineered foundation based on a geotechnical study and/or other sources of information. ii. Scope The Authority anticipates developing a master plan for this property during the initial stage of design. This is intended to allow for the needs of the project to be prioritized and accomplished in phases, if necessary, while ensuring plans for future development are accommodated. The key components that are expected to be included in the master planning of the site are a fire station and training facility. This new station and training facility is intended to fully replace the current Fire Station 1, although not necessarily within the first phase. iii. Station The fire station portion of this project is anticipated to include the following programs: 1. Apparatus bays; 2. Administrative offices; 3. Classroom(s)/meeting area; 4. Dormitory/living quarters it is anticipated that members will be recruited to live* at this station in individual dorm rooms to provide additional staffing (* - this term will be further defined as the project develops); and 5. Support areas. iv. Training facility The training facility portion of this project is anticipated to include the following programs: d. Expectations 1. Live fire training building/tower; 2. Driver training; 3. Exterior burn props; 4. Extrication area; 5. Exterior classroom(s); 6. Water supply (fire hydrants); 7. Covered storage (trailers); and 8. Others as determined through a needs assessment. i. This project will be delivered using the design-bid-build method, or other method as approved by the Authority s attorney. The Authority expects to award a contract for services to an architect and/or architectural firm to perform the studies, planning and design work necessary to develop bid documents. It is expected that the contract for services will include provisions for the architect to solicit bids for the project and make a recommendation to the Authority regarding the bid award. Following that, it is expected that the contract for services will have provision for some sort of construction management or inspection service to assist with/provide for oversight of the general contractor. ii. A contract for services may be awarded within 180 days, marking the beginning of the project. iii. Based on the respondents response to the request, the Authority may choose to contract with an architect for certain portions of the scope of work and with another architect for other portions (e.g. one contract for the planning and design phases and another for the construction documents, bid and construction phases). 4 III. iv. By submitting the information requested herein, the respondent acknowledges that any names and contact information provided as references may be contacted to gain information about the past work and experience of the respondent. e. Deliverables Based on the Authority s understanding of the design and construction process, it is expected that some or all of the following deliverables will be required as part of a contract for services: i. Necessary studies; ii. Design documents; iii. Bid documents, plans, etc.; iv. Assistance with bid proposals, to include a recommendation for bid award; v. Construction management/oversight (possibly); and vi. Other deliverables associated with a project of this type and scale. Proposal submission requirements (RFQ deliverable) Respondents should submit the following information in a typed document. The information should be printed in black text on letterhead or plain white paper without pictures, drawings or graphics except as requested. Any additional information beyond this is welcomed, however, it is required that the information below be provided in a uniform manner via the form. a. Each submission should include the following sections labeled as indicated below (description of the information required in each section is shown below also). 1. FIRM DESCRIPTION 2. KEY PROFESSIONALS 3. KEY PARTNER REFERENCES 4. NARRATIVE 5. RELATIVE EXPERIENCE b. Firm Description Include a narrative description of the respondent's firm (or firms if the respondent is comprised of a team of firms). Information should include: i. The respondent's areas of architectural specialization; ii. Firm history; iii. Honors and awards; iv. Location of home and branch offices; v. Names of the principal officers of the firm; vi. Identification of the major consultants if known; and vii. Services available in-house from the firm (i.e. architectural, interior design, engineering, geotechnical, etc.). c. Key Professionals Identify the key members of your team that would be involved in the project and describe their area of expertise and what role they will perform in the architect's team. Indicate their expected availability for this project schedule. Provide resumes of any person identified as a key professional. The resumes should contain the following: i. Name; ii. Profession; iii. Educational background; iv. Employment history; Page 4 of 6

5 v. Proposed role in the project; vi. An identification of other relevant projects in which the person has been involved and a name/phone number of a representative of any project cited that can be contacted for a reference; and vii. Other information you believe to be relevant. d. Key Partner References Please provide up to five (5) references for key partners. A key partner could be another architectural firm, general contractor, engineering firm or other organization that can speak to the respondent s role in other than a client-professional capacity. Be sure to include the names of the individuals if they are part of an organization or firm. e. Narrative Set forth are the criteria on which the selection will be made. Your proposal should be organized to clearly address: i. Design philosophy and approach to design in general, both as a sole provider of architectural and related services for an entire project and as a provider working in conjunction with others on one or more portions/phases of a project. ii. Prior design service experience with projects of similar scale and complexity, especially projects with combination fire departments utilizing resident/live-in members. iii. Prior experiences with public-sector clients and processes for projects of similar scale and complexity. iv. Clear understanding of the functional and operational aspects of the fire service. v. Professional qualifications of individuals that would be assigned to the project and how those qualifications would positively impact the project. vi. History of effective schedule and budget management for projects of similar scale and complexity. vii. Use of processes that creatively engage fire department staff and other stakeholders in all stages of design. viii. Internal quality assurance processes that are used to ensure efficient and effective work is produced. f. Relevant Experience Please provide a summary of up to five (5) relevant projects where the respondent's firm was the architect. A relevant project is one which best exemplifies your qualifications for this project. As part of your summary, please include the following information specifically: i. Date of project completion ii. Name of project iii. Fire department reference (client) with contact info iv. General contractor with contact info v. Type of building(s) vi. Project location vii. Total project cost viii. Project description ix. Project delivery method x. Describe the services your firm provided Page 5 of 6
