This information is being provided to all firms which express an interest in the design of the project. Limit the size of your submittal document to no greater than 12½ inches in height and 9½ inches in width (maximum 50 pages (single sided including standard forms). Submittals are due in my office by 2:00 p.m., Thursday, March 6, Do not transmit any submittal information via . Submittals must include the cover sheet, parts 1 and 2 of the standard 330 Form, the Designer s Supplemental Information Form, along with any additional information considered appropriate. Please deliver five copies of the submittal, along with one electronic copy in PDF format on CD or DVD to my office at the address noted above. See submittal requirements in attached advertisement. All submittals will be reviewed by the University Designer Evaluation Committee. The preliminary evaluation process will be complete in April 2014 and firms winnowed for interviews will be notified at that time. Interviews should take place in May There will be a mandatory pre-proposal meeting to be held at 1:30 pm on Monday, February 24, The meeting will take place in the Cone Center, #112. Parking is available in the Cone Deck. A site tour will occur immediately following the pre-proposal meeting. No other tours will be given prior to the submittal deadline. Sincerely, Laurie Manderino
2 The University of North Carolina at Charlotte Atkins Library Study Request for Proposal The original Atkins Library was built in 1963 and currently houses various entities including Career Services, Counseling, ITS, Broadcast Communication. The entire facility has 320,070sf of net useable space. The Library aspires to imagine and realize the full potential of a 21st century research library. As the intellectual and physical commons of a great urban University, the Library facilitates the growth of knowledge. The Library anticipates and meets the information needs of its diverse communities, at any time and in any place. It prepares students for success in their studies, and in their lives as global citizens. A Project Goals: 1. Review of past studies including data from the 2010 Master Plan Review of prior facilities conditions assessments with update by the consultants (including estimates of probable costs) 2. Review of current conditions Collections space o Projected flow of new-to-collection, non-digital materials (books, journals, manuscripts, photographs, o Quantity, extent, and type of material appropriate for discard o Quantity, extent, and type of material for conventional stack storage o Quantity, extent, and type of materials for alternative storage Student/public space utilization o Review of Ethnography Project data on library use Service Points Staff spaces o Configuration of library staff offices to co-locate staff and units o Review workflow efficiency re: collections, service points, interdepartmental work Non-library building use o Review of plans relating to current Atkins Library tenants: Career Services, Counseling, ITS, Broadcast Communication o Review of potential for future tenants 3. Review of Projected needs Review of the vision/ program ideas currently held by the Atkins Library leadership with input/ ideas/ examples of best practices from recent library projects provided by the consultant s team. Building infrastructure needs such as elevators, electricity, leaky roof.
3 Review of anticipated library staffing, collections, service, and student space needs forward to10 years in the future. Programming effort based on these discussions. Modern library functions and how vacated stack space could begin to accommodate new program space. B Outputs/ Deliverables: Updated vision, mission, and goals for the Atkins Library; including a white paper discussing current best practices for Library design/ examples worthy of emulating. Updated Facilities Condition Assessment with estimate of probable costs to establish existing conditions and assess condition of equipment and systems. Estimates of collections space needed, including the storage/discard considerations noted above. Program of space within the existing footprint of the facility and estimates of probable costs for the requisite renovations; including an estimate of the student and faculty population these improvements would serve. Program of space and options for additions expanding the Library to be able to serve up to 35,000 students with estimate of probable cost. Consideration/ options for a Library Annex or ASRS collection storage facility elsewhere on campus with estimate of probable cost. The design criteria will be consistent with the Guiding Principles of the Campus Master Plan. C Schedule: The designer must be able to complete all requirements of the contract for this project within six months. D Site Visits: Consultant team should be prepared and capable to take a UNC Charlotte team to two site visits to similar library facilities in NC and Virginia. E Designer Selection Criteria: The selection committee will use the following criteria to review submittals from design firms. These criteria will be used to assess qualifications of design teams and to select three firms to be interviewed for selection as the designer of record. 1. Expectations of the Designer: The Design Team must include professionals who can demonstrate accomplishments in the following areas: Ability to coordinate and conform to existing design standards; Experience in design and administration of similar renovation projects utilizing the CM@ Risk delivery method; Experience developing and designing projects that can be efficiently maintained;
4 Understanding of basic engineering design and coordination of systems that relate to building renovation projects; Working with user committees. 2. Architecture: Demonstrated experience working with Owners to design a renovation that fits with the University architecture. Demonstrated ability to provide cost-effective design. Demonstrated ability to coordinate projects that involve multiple constituents. Demonstrated ability to work collaboratively with owners to deliver projects on time and within budget. 3. Programming: Ability to integrate office, classroom and other uses within an existing facility. 4. Infrastructure: Ability to successfully design utility infrastructure into an existing utility system. Successful experience in providing cost effective information technology, mechanical, electrical, and plumbing systems for renovations projects of this scope. F Submittal Requirements: Brief overview of the teams understanding of the project. Also provide the team members accomplishments and responsibilities for similar projects. Five (5) bound booklets using a ½ comb binding (no notebooks or binders please) no more than 50 pages (single sided), including parts 1 and 2 of the standard 330 Form, containing design consultants team with resumes and related work experience. Page limit shall be inclusive of standard forms. Submit booklet in digital format on one (1) DVD or CD. Consultant shall prepare and submit for review a report illustrating success in state projects to include examples of completing projects on time and within budget, occurrences of litigation. Previous experience with state-owned projects and familiarity of State Construction Office and Department of Insurance procedures. Team's design and administration philosophy for achieving the client's program and how that philosophy would be applied to this project. Description of the team which would design and administer the project. The qualifications and experiences of members of your firm who will work on this project are of great interest to our committee.
